ALDA at 16th Summit of Francophonie in Madagascar

The 16th edition of the Summit of la Francophonie was held from the 22 to the 27 November 2016, in Madagascar.

State leaders and government officials of the Francophone family countries, where French is a common language, reflected on their perspectives of: “Shared Growth and Responsible Development: Conditions for Stability around the world and within the Francophone”.
Our colleague Katica Janeva from the ALDA office in Skopje participated in the Summit as a member of both, the official Macedonian delegation and drafting committee of the Francophone Youth Declaration. She had an opportunity to take part in various sessions of the La Francophonie Permanent Council, the Ministerial Conference and the Summit of Heads of State and Government.

ALDA feels Slovenia! More and more Slovenian members join the network

The number of Slovenian members of ALDA kept increasing over the last months, thanks to the synergic activity of ALDA and our long time member “Association for Developing Voluntary Work Novo Mesto”.

The collaboration with the Association for Developing Voluntary Work Novo Mesto dates back to 2010, and the Association has participated in a number of projects together with ALDA – including DECIDE e WeNet, to name a few.
The last General Assembly of ALDA last May in Paris was attended by a wider delegation from Slovenia: together with Mitja Bukovec, Project Coordinator of the Association, Nataša Jakopin from the Municipality of Novo Mesto, brand new member of ALDA at the time, attended. “The Assembly was an incredible occasion to get to know the possibilities of cooperation with ALDA, as well as the Board and staff members, and other participants”, stated Mrs Jakopin. “It is really inspiring discussing important issues and searching solutions for local communities with knowledgeable, dedicated people from all over Europe!”.
Among the most recent members joining ALDA there are Development Centre Novo Mesto, Consultation and Development Ltd; the Muncipality of Grosuplje; and the Municipality of Ivančna Gorica. Thanks to the first-hand experiences of the Association for Developing Voluntary Work Novo Mesto, they understood the potentialities of opening their doors to Europe and become part of a consolidated European organization such as ALDA.
ALDA is glad to welcome them in its network, and looks forward to a fruitful cooperation!

Ces derniers mois, les membres slovènes sont de plus en plus nombreux à se joindre au réseau d’ALDA, grâce à la synergie des activités d’ALDA et à notre membre, l’ « Association for Developing Voluntary Work Novo Mesto » (Association pour développer le volontariat – Novo Mesto).

La collaboration avec l’ « Association for Developing Voluntary Work Novo Mesto » date de 2010, et depuis, l’Association a participé dans un grand nombre de projets en partenariat avec ALDA – entre autre les projets DECIDE et WeNet.
Une grande délégation de Slovénie a répondu présente à l’Assemblée Générale de l’ALDA en mai 2016 à Paris parmi lesquels étaient : Mitja Bukovec, Coordinateur de projet de l’ « Association for Developing Voluntary Work » et Nataša Jakopin, représentante de la Municipalité de Novo Mesto, en tant que nouveau membre d’ALDA. « L’Assemblée était une très bonne occasion pour se renseigner sur les possibilités de coopération avec ALDA, ainsi que de rencontrer les membres du Conseil d’administration et de l’équipe d’ALDA et les nombreux partenaires. », a déclaré Mme Jakopin. « C’est très enrichissant d’échanger sur les problèmes importants et de chercher ensemble des solutions pour les communautés locales avec des personnes compétentes et dévouées de toute l’Europe ! »
Les nouveaux membres d’ALDA sont l’organisation « Development Centre Novo Mesto » ; l’organisation « Consultation and Development Ltd » ; la Municipalité de Grosuplje; et la Municipalité d’Ivančna Gorica. Grâce à l’expérience de l’ « Association for Developing Voluntary Work Novo Mesto » avec l’ALDA, ils ont découvert le potentiel que représente l’ouverutre de leur porte à l’Europe et de prendre part à une organisation européenne telle qu’ALDA.
ALDA a le plaisir de les accueillir dans son réseau et se réjouit à la perspective d’une coopération fructueuse !

Il numero dei soci sloveni che si uniscono ad ALDA è cresciuto negli ultimi mesi grazie alle attività in sinergia con il socio consolidato “Associazione per lo Sviluppo del Lavoro Volontario Novo Mesto”.

La collaborazione con l’Associazione per lo Sviluppo del Lavoro Volontario Novo Mesto ha avuto inizio nel 2010, e l’Associazione ha partecipato attivamente a numerosi progetti con ALDA – compresi i progetti DECIDE e We-Net, per citarne alcuni.
All’ultima Assemblea Generale di ALDA tenutasi lo scorso maggio a Parigi, ha partecipato una consistente delegazione slovena: tra i partecipanti Mitja Bukovec, Coordinatore di Progetto dell’Associazione, e Nataša Jakopin, rappresentante del comune di Novo Mesto, diventato socio proprio in quel periodo. “L’Assemblea è stata un’incredibile occasione per scoprire le possibilità di cooperazione con ALDA, e per conoscerne il Consiglio Direttivo, lo staff, e gli altri partecipanti”, ha dichiarato Nataša Jakopin. “È davvero stimolante discutere di questioni importanti e cercare soluzioni per le comunità locali assieme a persone competenti e dedicate da tutta Europa!”.
Tra i recenti nuovi soci che si sono uniti ad ALDA c’è il Centro di Sviluppo Novo Mesto per la Consultazione e lo Sviluppo, il comune di Grosuplje, ed il comune di Ivančna Gorica. Grazie all’esperienza esemplare dall’Associazione per lo Sviluppo del Lavoro Volontario Novo Mesto, tutti gli altri hanno compreso il potenziale nell’aprire le porte all’Europa diventando parte di una consolidata organizzazione europea come lo è ALDA.
ALDA è felice di dare il benvenuto ai nuovi soci nel network, e non vede l’ora di intraprendere una fruttuosa cooperazione.

Число словенских членов в ALDA продолжало расти в течение последних месяцев благодаря синергии деятельности ALDA и нашего старого члена – Ассоциации развития волонтерства в г. Ново Место.

Сотрудничество с Ассоциацией развития волонтерства в г. Ново Место стартовало с 2010 года; Ассоциация приняла участие в ряде совместных проектов с ALDA, включая проекты DECIDE и WeNeT.
На последнем заседании Генеральной Ассамблеи ALDA в мае прошлого года в Париже приняла участие делегация из Словении: Митя Буковец, координатор проекта Ассоциации, Наташа Якопин, муниципалитет Ново Место, новый член ALDA на то время. «Ассамблея стала отличным поводом узнать возможности сотрудничества с ALDA, а также познакомиться с руководством и сотрудниками, а также другими участниками», – заявила г-жа Якопин. «Это действительно вдохновляет на обсуждение важных вопросов и поиска решений для местных общин, знающих и преданных своему делу людей со всей Европы!».
Среди самых «свежих» членов ALDA можно указать Центр развития Ново Место, ООО по консультированию и развитию; из муниципалитета Гросупле; и муниципалитета Иванчна Горица. Благодаря опыту Ассоциации развития волонтерства в г. Ново Место, они узнали о потенциальных возможностях, открывающихся в Европе и стали частью консолидированной европейской организации ALDA.
ALDA рада приветствовать их в своей сети и надеется на плодотворное сотрудничество!

Broj slovenačkih članova ALDA se stalno povećava tokom poslednjih meseci, zahvaljujući sinergijskoj aktivnosti ALDA i našeg dugogodišnjeg člana “Udruženja za razvoj volonterskog rada Novo Mesto”.

Saradnja sa Udruženjem za razvoj volonterskog rada Novo Mesto datira od 2010., koje je učestvovalo u brojnim projektima zajedno sa ALDA – uključujući DECIDE i WeNet, da pomenemo samo neke.
Poslednjoj Generalna skupština ALDA u maju prošle godine u Parizu je prisustvovala šira delegacije iz Slovenije: Zajedno sa Mitjom Bukovec, koordinatorom projekta Udruženja, prisustvovala je i Nataša Jakopin iz opštine Novo Mesto, potpuno novog člana ALDA u to vrem. “Skupština je neverovatna prilika da se upoznamo sa mogućnostima saradnje sa ALDA, kao i sa članovima Upravnog odbora, čitavim timom ALDA, kao i ostalim učesnicima”, izjavila je gospođa Jakopin. “To je zaista inspirativno, imati priliku da raspravljamo o važnim pitanjima i tražimo rešenja za lokalne zajednice sa obaveštenim i posvećenim ljudima iz cele Evrope!”.
Među najnovijim članovima ALDA tu su: Centar za razvoj, Novo Mesto, Konsultacije i razvoj doo; Opština Grosuplje; i Opština Ivančna Gorica. Zahvaljujući iskustvu iz prve ruke, Udruženja za razvoj volonterskog rada Novo Mesto, oni su uvideli potencijale otvaranja svojih vrata Evropi, postajući deo objedinjene evropske organizacije kao što je ALDA.

يعود التعاون مع جمعية نوفو موسترو لتنمية العمل التطوعي إلى سنة 2010 حيث أن الجمعية شاركت في عدد من المشاريع المشتركة مع ألدا – بما في ذلك دسايد ووي نت, على سبيل الذكر لا الحصر.
شهدت آخر جمعية عامة, نظمتها ألدا خلال شهر ماي (آيار) الماضي بباريس, حضور وفد كبير من سلوفينيا: إضافة إلى متيا بيكوفاتش, منسقة مشروع الجمعية, ناتاشا ياكوبن من بلدية نوفو ماسترو, عضو جديد التحق لتوه بألدا. “مثلت الجمعية فرصة رائعة للاطلاع على كافة فرص التعاون مع ألدا, وكذلك مجلس اإدارة والموظفين والعديد من المشاركين الآخرين” كما جاء على لسان السيدة ياكوبن.
من بين آخر الأعضاء الذين التحقوا بألدا حديثا, نذكر مركز نوفو ميسترو للتنمية والاستشارة والتنمية المحدودة وبلدية غروسبلي وبلدية إيفشنا غرريكا. بفضل التجربة الفريدة والمباشرة التي تتمتع بها جمعية نوفو موسترو لتنمية العمل التطوعي, أدرك المسؤولون هناك أهمية استغلال كافة الإمكانات المتعلقة بفتح أبوابهم أمام أوروبا لكي يصبحوا جزءا لا يتجزأ من منظمة أوروبية قوية وفاعلة مثل ألدا.

Appel à participer pour les éducateurs de la jeunesse !

Sandrigo, Italie, du 9 au 14 février 2017
Le projet NET-or-NEET, approuvé par la Commission européenne dans le cadre du programme Erasmus+, est une continuation du programme T-TRUST. Il s’agit à l’origine d’une initiative lancée par un partenariat regroupant 8 organisations de différents pays d’Europe impliquées dans le domaine de l’inclusion sociale et qui partagent des valeurs communes quant à l’éducation.
Le but du projet est de prévenir, grâce à des techniques d’enseignement novatrices, les cause principales du « décrochage scolaire » telles qu’identifiées par les l’Union Européenne (UE) – instabilité familiales, troubles psychologiques, inadaptabilité des méthodes d’enseignement traditionnelles, bouleversement du marché de l’emploi, etc.
Le projet prévoit un séminaire thématique de cinq jours (à Sandrigo, Italie, du 9 au 14 février 2017) destiné à des éducateurs professionnels et non professionnels issus des 8 pays participants. Le but principal de ce séminaire est d’inculquer de nouvelles compétences aux participants afin que ceux-ci puisse à leur tour les transmettre et faciliter la constitution d’un réseau local et international d’institutions engagées dans la lutte contre le décrochage scolaire et désireuses de généraliser ces nouvelles techniques.
Le séminaire prévoit la participation de 30 éducateurs professionnels ou non-professionnels originaires de France, d’Italie, d’Espagne, de Serbie, de Slovénie, du Monténégro, d’Albanie et de Pologne.
Tous les candidats ci-dessous sont éligibles à participer toute personne:
– Nationalité française ;
– Travaillant auprès de jeunes entre 13 et 30 ans et d’enfants de moins de 13 ans ;
– Désireuse de développer un nouveau réseau sur leur territoire et au niveau international en vue de prévenir le décrochage scolaire ;
– Ayant une solide connaissance dans le domaine de la prévention du décrochage scolaire;
– Faisant preuve d’un grand intérêt pour le projet et ses objectifs à long terme ;
– Capables de travailler en groupe ;
– Avec un niveau de langue suffisant pour participer aux différents séminaires en anglais (niveau B1 exigé).

Le projet NET-or-NEET, approuvé par la Commission européenne dans le cadre du programme Erasmus+, est une continuation du programme T-TRUST. Cultural heritage as a key to civic participation. CHOICE project in Ukraine
Within the activities of the EU-funded project CHOICE, Ihor Savcha from the Centre for Cultural Management visited Albertyna Buchynska and Roman Tarnavsky, Coordinators of the re-granted activities in Boryslav (Ukraine). The short interview highlights the key achievements of the action, and the strong link between cultural heritage and local civic participation.

We have held a joint meeting with the municipality of the Boryslav town where we have presented the project and discussed possible ways of partnership in order to make the best use of the activities planned for the development of local community.
The archive, print and historical sources about the monuments in Boryslav and Skhidnytsya were analysed by scientific experts of the Project. The objects for the catalogue were separated and the materials about them were collected.
The 85 separated objects were included in the catalogue of historical and cultural monuments of Boryslav and Skhidnytsya. The catalogue is published on the web page. The filling of e-catalogue lasts and will be complete in November 2016.
How many citizens have you involved?
Some 50 inhabitants of the town have participated in the activities within the project already – municipality officers, local entrepreneurs, historians, museum professionals, civil society activists.
What is your main success?
The project attracted the attention of local authorities, and Ihor Yavorsky, Mayor of Boryslav, has pledged the support the project at all levels. Co-financing of the project from local budget has been secured in addition to the major financial support provided by the European Union.
Five excursion thematic routes for tourists are worked out:
- regional-historical route;
- historically-industrial route;
- sacral route;
- pilgrim route;
- literary and artistic route.

Led by ALDA, it aims at enhancing civil society’s role and to build its capacities to develop a heritage-friendly living environment in Belarus, Armenia, Moldova and Ukraine.

SDG Watch Europe’s reaction to the EC Communication on European Action for Sustainability

On 22 November, the European Commission published a package of three Communications which includes a proposal for the new Consensus for Development, the building blocks for a renewed Partnership with partner countries and the Communication on the next steps for a Sustainable European Future.

Representing a cross-sectoral alliance of Civil Society Organizations, the SDG Watch Europe read carefully the documents and expressed its concerns, especially with regards to the third document, the so called “Communication on the next steps for a sustainable European future – European action for sustainability”.
From SDG Watch Europe perspective, the EC Communication does not provide enough information on how the EU intends to transform the Agenda 2030 into a reality in Europe or around the world. Particularly, SDG Watch Europe is concerned by the lack of clear European road-map for the implementation of the SDGs, despite the fact the “Agenda 2030” was adopted more than one year ago. The Communication does not define, nor mention, the need of creating an EU Sustainable Development Strategy with a 2030 timeline and it does not incorporate it to the EU internal and external action. In addition, the SDG Watch Europe alliance stresses the lack of constructive consultation and cooperation between the EC and the European civil society in the preparation of the above mentioned Communication. “Agenda 2030” promotes an open, participatory and inclusive multi-stakeholders approach, which was not taken into account in the process of “mapping” existing EU policy frameworks, and identifying the gaps in relation to SDGs commitments..
As a conclusion, SDG Watch Europe stated that “It will be impossible to implement the vision of Agenda 2030 without changing current EU and Member State policies and paradigms to become more coherent with the Sustainable Development Goals”, adding “There is little, if anything, in the substance of the EC Communication just published which suggests that the European Commission understands this reality or is prepared to take the necessary steps to realise the transformative vision of Agenda 2030, within the EU or in its external action”.

ALDA – the European Association for Local Democracy, has experienced directly and through the Local Democracy Agencies established in the Balkans the tragedy and the violence perpetrated against defenseless citizens, especially women, during the recent war. Through its activity ithas experienced the abuses and humiliations that women in other parts of the world have suffered and are continuing to suffer, often not denounced for fear or fear of repercussions, even in European countries.
Among the values on which our work is based, it is fundamental to protect and defend women from those violence that is not only physical, but made of moral and concrete penalties in life and in the workplace, as well as injuries to dignity. The equal opportunities mentioned in words in many constitutions or statutes of States must find normative and legislative applications and must be ensured in practice.
The celebration of November 25 is an active testimony by ALDA of a commitment that we intend to pursue and reconfirm in our activities, towards local authorities, among citizens”.

Young Macedonians explored the First World War, reconciliation and conflict prevention process in Bitola

The training was the first step of “The role of youth in conflict prevention (through prism of WW1)” project and other two events will take place until March 2017. The aim of the project is to contribute to the conflict prevention through organising public awareness activities in high schools around the geopolitical reasoning of the WW1, the British contribution to WW1 battles in Macedonia, and the lessons learned from this conflict. Coordinated by ALDA Skopje and supported by British Embassy Skopje.

The training was the first step of “The role of youth in conflict prevention (through prism of WW1)” project and other two events will take place until March 2017. The training is part of the projects “Sisak Volunteer’ Network" e "Volunteer’ Centre Sisak” which LDA Sisak implements in partnership with City of Sisak and Centre for Social Welfare Sisak, Culture Home “Cristal cube of serenity” and Sisak Tourist Board. The training gathered 23 persons from 14 different associations and institutions in Sisak area. It was conducted by Mrs Jela Prgić Znika from the Volunteer Centre Zagreb and Mrs Paula Raužan from the LDA Sisak, on the premises offered by Centre for Social Welfare and Home for elderly and dependence people.
Networking between associations and institutions contributes to the awareness raising of volunteering benefits, which is an important resource for proactive engagement that builds social cohesion and improves life quality of the local community.
