Investing in Roma people in our communities: education is key

An important exchange of experiences and good practices is the result of the two-days international conference “It’s not too late”, held in Prague within the PAL project.

The aim of the international conference held on 17-18 January in Prague, and organised by RomPraha within the PAL project, was to further discuss on the topic of inclusion of Roma people within our communities, inspired by the examples and the sharing of good practices of participants attending.
The conference saw the participation of different actors: representatives of NGOs, Municipalities and Universities dealing with the issue of inclusion and integration of Roma people in our communities shared their information, studies, analysis and examples of the activities run in the field.
Key topic of the event was the issue of education, a particularly important aspect for the inclusion and integration of Roma people, considering the over representation of Roma kids and the particular and different needs they have, with a particular focus on the need of ensuring access, quality, equity, efficiency, accountability to their integration in the scholastic system. Also the improvement for the situation of women and the life in camps have been discussed during the event.
Elena Debonis, Communication Officer of ALDA, attended the event on behalf of the association, sharing examples of good practice coming from two municipalities working close to the organisation: the municipalities of Subotica (Serbia) and Strasbourg (France), which are working for the inclusion of Roma people in the sector of education and employment, providing results and challenges that the two municipalities are facing within their action in the field.

Soutenir la population rom dans nos communautés : l’éducation est la clé
Un échange d’expériences et de bonnes pratiques important est le fruit de la conférence internationale de deux jours «Il n’est pas trop tard», qui s’est tenue à Prague dans le cadre du projet PAL.

La conférence internationale s’est tenue les 17 et 18 janvier à Prague et était organisée par RomPraha dans le cadre du projet PAL. Son objectif était de discuter davantage de l’inclusion des Roms au sein de nos communautés, grâce à des exemples et au partage des bonnes pratiques des participants.
De différents acteurs ont participé à la conférence : des représentants d’ONG, des municipalités et des universités traitant la question de l’inclusion et de l’intégration des Roms dans nos communautés ont partagé leurs informations, leurs études, leurs analyses et des exemples d’activités menées sur le terrain.
Le thème de l’événement était la question de l’éducation, un aspect particulièrement important pour l’inclusion et l’intégration des Roms, compte tenu de la surreprésentation des enfants roms et des besoins particuliers et différents qu’ils ont, en mettant particulièrement l’accent sur la nécessité d’assurer l’accès, la qualité, l’équité, l’efficacité, la responsabilité à l’égard de leur intégration dans le système scolaire. L’amélioration de la situation des femmes et de la vie dans les camps ont été également discutés pendant l’événement.
Elena Debonis, chargée de communication de l’ALDA, a participé à l’événement au nom de l’association, en partageant des exemples de bonnes pratiques de deux municipalités proches de l’organisation : les Municipalités de Subotica (Serbie) et Strasbourg (France) qui travaillent sur la question de l’inclusion des Roms dans le secteur de l’éducation et de l’emploi, en fournissant les résultats et les défis auxquels les deux municipalités sont confrontées dans leur action sur le terrain.

Un importante scambio di esperienze e buone pratiche è il risultato della conferenza internazionale di due giorni intitolata “It’s not too late” (Non è troppo tardi), tenutasi a Praga nell’ambito del progetto PAL.

Lo scopo della conferenza internazionale tenutasi a Praga il 17 e 18 gennaio e organizzata da RomPraha nell’ambito del progetto PAL, consisteva nell’approfondire la discussione sul tema dell’inclusione delle genti Rom nelle nostre comunità, ispirati dagli esempi e dallo scambio di buone pratiche dei partecipanti presenti all’evento.
La conferenza ha visto la partecipazione di diversi attori: rappresentanti di ONG, Comuni ed Università che operano nel settore dell’inclusione e dell’integrazione dei Rom nelle nostre comunità, hanno avuto l’occasione di condividere informazioni, studi, analisi ed esempi di attività svolte in questo contesto.
Tema principale dell’evento è stato la questione educativa, aspetto particolarmente importante per l’inclusione e l’integrazione delle comunità Rom, considerando la sovrarappresentazione di bambini Rom e i particolari e specifici bisogni che presentano, con focus sul bisogno si assicurare l’accesso, la qualità, l’equità, l’efficienza e l’affidabilità della loro integrazione nel sistema scolastico. Anche il miglioramento delle condizioni delle donne e delle condizioni generali di vita nei campi Rom è stato argomento di discussione durante l’evento.
Elena Debonis, Responsabile della comunicazione di ALDA, ha partecipato alla conferenza a nome dell’organizzazione, condividendo esempi di buone pratiche provenienti da due città che lavorano a stretto contatto con ALDA: le città di Subotica (Serbia) e di Strasburgo (Francia), che operano nel settore per permettere l’inclusione delle comunità Rom nel contesto dell’educazione e dell’impiego, fornendo dati sui risultati e le sfide che le due città stanno riscontrando nella loro azione sul campo.

Обмен опытом и передовой практикой является важным результатом двухдневной международной конференции под названием «Еще не поздно», состоявшейся в Праге в рамках проекта PAL.

Целью международной конференции, состоявшейся 17-18 января в Праге, организованной RomPraha в рамках проекта PAL, вдохновленной лучшими практиками участников, посещающих мероприятия, стало обсуждение на тему инклюзии ромов в наши общины.
На конференции приняли участие представители общественных организаций, муниципалитетов и университетов, занимающихся вопросом инклюзии и интеграции ромов в общинах, которые делились информацией, результатами исследований, а также провели анализ примеров работы в этой области.
Ключевой темой мероприятия стал вопрос образования, как особенно важный аспект для инклюзии и интеграции ромов, принимая во внимание огромное количество детей, их конкретных и широких потребностей; особым акцентом также есть необходимость обеспечения доступа, качества, справедливости, эффективности, подотчетности их интеграции в схоластической системе. Кроме того, во время мероприятия обсуждалось улучшение положения и жизни женщин в поселениях.
Елена Дебонис, менеджер по коммуникациям в ALDA, приняла участие в мероприятии от имени ассоциации, обменялась примерами передовой практики из двух муниципалитетов, работающих с ALDA: Суботица (Сербия) и Страсбург (Франция), которые работают над инклюзией представителей ромов в сфере образования и занятости, обеспечивая результаты и решая проблемы, с которыми два муниципалитета сталкиваются в рамках этих действий.

Bitna razmena iskustava i dobre prakse su rezultat dvodnevne međunarodne konferencije “Nije kasno”, koja je održan u Pragu u okviru projekta PAL.

Cilj međunarodne konferencije održane 17-18 januara u Pragu, u organizaciji RomPraha u okviru projekta PAL, bio je da se dalje razgovara na temu inkluzije Roma u okviru naših zajednica, koja je bila inspirisana primerima i razmenama dobre prakse prisutnih učesnika.
Konferenciji su prisustvovali različiti akteri: predstavnici nevladinih organizacija, opština i univerziteta koji se bave pitanjem inkluzije i integracije Roma u lokalnim zajednicama, koji su podelili svoje informacije, studije, analize i primere aktivnosti koji se vode na terenu.
Ključna tema događaja bilo je pitanje obrazovanja, kao posebno važan aspekt za uključivanje i integraciju Roma, imajući u vidu dodatnu podršku koja im je potrebna, sa posebnim osvrtom na potrebu obezbeđivanja pristupa , kvaliteta, pravičnosti, efikasnosti, odgovornosti za njihovu integraciju u školski sistem. Takođe, tokom događaja se razgovaralo o poboljšanju situacije žena i života u kampovima.
Elena Debonis, zadužena za poslove komunikacije ALDA, prisustvovala je ovom događaju u ime Asocijacije, i predstavila primere dobre prakse koji dolaze iz dve opštine koje blisko sarađuju sa Asocijacijom: Subotica (Srbija) i Strazbur (Francuska), koji rade na uključivanju Roma u sektoru obrazovanja i zapošljavanja, predstavljajući rezultate i izazove sa kojima se dve opštine suočavaju u svom delovanju na terenu.

تحقيق حول شعب الروما في مجتمعاتنا: التعليم هو الأساس
مكن مؤتمر دولي حول محور ” الأمر ليس متأحرا جدا”, تواصلت فعالياته على مدى يومين, من الخروج بنتائج تمثلت في تبادل مهم من التجارب والممارسات الجيدة وقد نظم هذا المؤتمر بالعاصمة التشيكية براغ في إطار مشروع بال.

يهدف المؤتمر, الذي نظمته رومابرها في إطار مشروع بال, خلال الفترة 17-18 جانفي (كانون الثاني) بالعاصمة التشيكية براغ, إلى مواصلة النقاش حول محور إدماج شعب روما صلب مجتمعاتنا وذلك بالاستلهام من الأمثلة المتوفرة والممارسات الجيدة بين مختلف المشاركين الحاضرين في هذا المؤتمر.
كما شهد المؤتمر مشاركة العديد من الأطراف الفاعلة: على غرار ممثلي المنظمات غير الحكومية والبلديات والجامعات المهتمة بمسائل الانصهار والإدماج لشعب الروما الغجري صلب مجتمعاتنا, إضافة إلى تبادل المعلومات والدراسات والتحاليل والأمثلة الخاصة بالأنشطة القائمة في هذا المجال.
تمثل المحور الأساسي لهذه التظاهرة في دراسة مسالة التعليم, الجانب الذي يكتسي أهمية خاصة في تسهيل عملية دمج شعب الغجري وتمكينه من الانصهار داخل مجتمعاتنا والتركيز على التمثيل الشامل لأطفال الروما الغجريين والتأكيد على احتياجاتهم المختلفة والخصوصية, مع السعي بشكل خاص إلى إدماجهم داخل النظام التربوي وإلى تحسين وضع المرأة زظروف العيش على في الخيمات.
حضرت إيلينا دوبويس, المسؤولة عن منظومة الاتصال بألدا, فعاليات هذه التظاهرة باسم الجمعية, حيث قامت بتبادل الأمثلة والممارسات الجيدة الصادرة عن بلديتين لها علاقات وثيقة مع المنظمة: بلديتا سوبوتيكا (سربيا) وستراسبورغ (فرنسا), اللتان تعملان على إدماج شعب الروما الغجري في
قطاع التعليم والتشغيل, وذلك بتوفير النتائج وتقديم التحديات التي تواجهها البلديتان في إطار عملهما.

Mark your agenda for ALDA General Assembly 2017 - Torùn, 10-12 May!

This year, the General Assembly of ALDA and its related events will take place in Torùn, Poland, with the support of the Region Kuyavia-Pomerania. The events will start on Wednesday 10 May, and last until Friday 12 May.

ALDA’s annual assembly is a key appointment gathering all members to discuss about the strategy and activities of the organization. A Tool Fair on global citizenship will be organized in the framework of the EU-funded project LADDER, and all interested participants are most welcome — in particular, Polish NGOs are invited to take part.

L’Assemblea Generale di ALDA 2017: segnatela in agenda! Torun, 10-12 maggio!
Quest’anno l’Assemblea Generale di ALDA e i suoi relativi eventi si terranno a Torun, Polonia, grazie al supporto della regione Cuiavia-Pomerania. Gli eventi inizieranno il giorno mercoledì 10 maggio, e proseguiranno fino a venerdì 12 maggio.

L’Assemblea Generale di ALDA è un appuntamento chiave per l’associazione, che raggruppa tutti i suoi soci per discutere delle strategie e attività dell’organizzazione. La Tool Fair sul tema di cittadinanza mondiale nell’ambito del progetto LADDER, e tutti gli interessati sono i benvenuti (in particolare tutte le ONG polacche sono invitate a partecipare).

This year, the General Assembly of ALDA and its related events will take place in Torùn, Poland, with the support of the Region Kuyavia-Pomerania. The events will start on Wednesday 10 May, and last until Friday 12 May.

ALDA’s annual assembly is a key appointment gathering all members to discuss about the strategy and activities of the organization. A Tool Fair on global citizenship will be organized in the framework of the EU-funded project LADDER, and all interested participants are most welcome — in particular, Polish NGOs are invited to take part.

Quest’anno l’Assemblea Generale di ALDA e i suoi relativi eventi si terranno a Torun, Polonia, grazie al supporto della regione Cuiavia-Pomerania. Gli eventi inizieranno il giorno mercoledì 10 maggio, e proseguiranno fino a venerdì 12 maggio.

L’Assemblea Generale di ALDA è un appuntamento chiave per l’associazione, che raggruppa tutti i suoi soci per discutere delle strategie e attività dell’organizzazione. 2017 Václav Havel Human Rights Prize - Call for nominations

The Prize is awarded by the Parlimentary Assembly of the Council of Europe, in partnership with the Václav Havel Library, the Charta 77 Foundation and the Goverment of the Chech Rupublic to those who commit their lives fighting for human rights in the world.

Václav Havel Human Rights Prize, created in 2013, aims to reward outstanding civil society action in defending human rights in Europe and beyond. Candidates should have made a real difference to the human rights situation of a given group, been instrumental in uncovering large scale systemic violations, or have successfully mobilised public opinion or the international community for a cause.
“The protection of human rights is an eternal combat, in which human rights defenders will always strive to advance despite hardship and obstacles in their path. Their daily efforts and commitment to the common good deserve respect and recognition,” said PACE President Agramunt.
The Václav Havel Human Rights Prize, which will be awarded on 9 October 2017 in Strasbourg, consists of a sum of €60,000, a trophy and a diploma.
It was awarded successively to Ales Bialiatski (Belarus), Anar Mammadli (Azerbaijan), Ludmilla Alexeeva. (Russian Federation), and last year to human rights activist Nadia Murad (Iraq), who has brought the plight of the Yazidi community, in particular the forced sexual enslavement and human trafficking of women and children captured by ISIS, to the forefront of international attention.
The deadline for submitting nominations is 30 April 2017. Nominations should be sent to the Parliamentary Assembly by e-mail to the following address: hrprize.pace@coe.int, using the form available on the Prize website. They should be signed by at least five sponsors and submitted in either English or French.

Survey on migrants' integration – have your say!

In today’s Europe, we are reaching alarming levels of urban fragmentation, inequality and structural socio-spatial divisions within our cities, feeding extremism and radicalisation. Most vulnerable people are often bound to concentrate in disadvantaged areas where social exclusion and deprivation usually overlap with multi-ethnicity, which further challenges social cohesion. Increasingly marginalized and stigmatised, these areas and their inhabitants are pushed into a vicious circle of poverty.

In this context, ALDA – the European Association for Local Democracy – in cooperation with the SSIIM UNESCO Chair, University of Venice and other 10 organisations from across Europe, in the framework of the project URGENT (Urban Re-Generation: European Network of Towns), has initiated this survey to collect views and opinions on perceptions, policies, practices and challenges related to social and spatial inclusion of immigrants in their community.
Answering our survey will require approximately 10 minutes. We would be grateful if you could support us with your contribution!

LADDER community meets in Brussels to plan a flamboyant 2017

The first Steering Committee of 2017 of the project LADDER took place on 17-18 January in Brussels, Belgium. By gathering all partners and with high level representatives of DG DEVCO, it was a key moment to orient the work of the community for 2017, the third and last year of the project.

Antonella Valmorbida, Secretary General of ALDA, welcomed the participants highlighting the fact that LADDER has never meant to be a mere project, and the fact that its consortium now works as a community is among the top results of our common work.

Thanks to a strong coordination team, led by Nikos Gamouras, committed partnership and financial support of the European Union, project of ALDA has made an important progress in advancing and raising awareness of development education, in 35 countries! At the centre of its approach, LADDER places local agencies that make EU policies of DEAR practical (Development Education & Awareness Raising).
Throughout the year, there were developed 48 national and local trainings, four special initiatives, set the Citizen Journalists’ network with over 40 writers, financed more than 20 initiatives which empower citizens to contribute to the local development and many more. Figthting the erosion of social values. Re.Cri.Re seminar

Sixteen Universities and Research Centres, covering 13 European countries, are working together to investigate what kind of social identity change is occurring in Europe in time of crisis, a crucial element of the good policy making.

On Thursday 14th of December 2016, ISBEM – Instituto Scientifico Biomedico Euro Mediterraneo – together with the University of Salento (Lecce, Italy), organised the second working seminar in the framework of the project Re.Cri.Re. The seminar was held at the Monastero degli Olivetani, Padiglione Chirico (Department of History, Society and Human Studies) and aimed at showcasing the outcomes of Work Package 3.
The participants, comprised professors, researchers and other experts representing various scientific fields, focused mainly on the issue of anomy, an element that seems to have increased in the current European culture. They highlighted the fact that people in the past, in order to handle with the anomy, they resorted to dictatorial forms of government, whereas nowadays, most European States, in order to cope with the loss of legitimacy and with the increasing social violence, are currently rising the costs for surveillance and public order. This strategy however, creates a contradiction for development: on one hand, the States are forced to reduce public spending, but at the same time they greatly increase their spending on social control. We are therefore witnessing a shift from a welfare state to a criminal state. What is more, the policies themselves contribute to creating this state of affairs, like competitiveness for example, originally intended as a policy aiming at territorial development, but in reality, strengthening the identity differences in defensive terms.
The participants also exchanged on ideas regarding the creation of new social models. A great number of the proposed ideas have already been adopted by European states, like for instance the minimum basic salary or the forms of community welfare. Furthermore, the results of Re.Cri.Re. indicate that, the answers enhancing only the identity aspects, if generalized, may lead to populism, while those that only enhance the distribution of resources, if generalized, produce existing goods consumption. Last but not least, the participants reflected on the idea of finding answers not related to problem solving, but problem setting, which nowadays is the way to understand how we can tackle the anomy, through a new form of integration between system dimensions and identity dimensions.

“We call Europe to help Libya” – Statement of our Vice President Perelli

The democratisation process in Libya is now achieving the first important results; therefore it is important, as was never before, that Europe helps the development of its democratic governance.

Mr. Alessandro Perelli, Vice-President of ALDA and Coordinator of the working group on the Mediterranean area, together with Mr. Mohammed Salhi, member of the Governing Board of ALDA from Morocco believe that “All what is happening in Libya, where hardly but continuously a democratic stabilisation is being established, cannot leave Europe indifferent, since one of the pillars of its action is exactly the policy of interest towards the Neighbouring countries of North Africa”.
Our association has been operating in the Mediterranean Africa for a long time now. As a result we foresee an opening of the Local Democracy Agencies (LDA) in Kairouan, Tunisia and in Chefchaouen, Morocco. “ALDA is extremely interested in working in the Libyan territories and in meeting the will of the Libyan government and people of promoting the democratic rights, which are the very core of the European values”, stated Mr. Perelli.
