LDA Moldova in Cimișlia visit in Strasbourg

The Local Democracy Agency (LDA) Moldova in Cimișlia had the chance to visit Strasbourg-based stakeholders and the Office of ALDA on 28-29 March 2017, only a couple of weeks from its establishment.

This visit was a unique opportunity for the newly born LDA to create and expand its network of partners in Europe, obtain visibility and discuss with the President of Solidarity Water Europe Antonella Cagnolati on the on-going implementation and development of the Solidarity Water Europe in Moldova, with the purpose to improve access to drinking water and sanitation in rural areas with the involvement of the youth. Solidarity Water Europe is also the lead partner of the LDA Moldova in Cimișlia.
The meeting was attended by the mayor of Cimișlia Gheorghe Răileanu, Anaïs Cosco from ALDA, and the Chief Executive of the Congress of Local Authorities from Moldova (CALM) Viorel Furdui, who discussed the role of LDA Moldova and CALM in the project and started planning a meeting between mayors from the Alsace region in France and mayors from the Republic of Moldova aimed to facilitate the dialogue and cooperation on the project and scheduled for the second half of 2017.
The visit came to its end with the participation of LDA Moldova at the 32nd Session of the Congress of Local and Regional Authorities, from which LDA Moldova derived very useful lessons for the future.

“Museum of women’s stories” – illustration of the position and role of women in Macedonia

Publication “Museum of women’s stories”, produced and published by the Macedonian organisation “Lokomotiva”, marks the end of a 3-year-long art research project within the Decentralized cooperation programme between the French Region Normandy and Macedonia, coordinated by ALDA.

The publication is a collection of texts about the role of women in history, socio-cultural and political life. The authors share their views, position and status of women in the past and today, offering their unique approach about the topic.

The project “Museum of women’s stories” was dealing with the historical and contemporary role of women in the socio-political context in the country. The main goal of the project was to discover and deconstruct the historical facts behind the existing specific social relations and dynamics as well as ideological and discursive apparatus, and their participation and influence in the creation of cultural meanings and the emancipation of women from past to present.

Lokomotiva – Centre for New Initiatives in Arts and Culture Skopje has been part of the Decentralized cooperation programme between the Lower Normandy Region – France and the Republic of Macedonia since its beginning in 2006. The project “Museum of women’s stories” was realized in the programme cycle of 2013 -2016.

ALDA is the lead coordinator of the Decentralized cooperation between Lower Normandy and Republic of Macedonia since the beginning of the cooperation in 2006.

#MyStory meets and reports "Teden Kultur" (The Week of Cultures) in Novo Mesto, Slovenia

#MyStory workshop was held in Novo Mesto from 19 to 24 June 2017. The participants were empowered on how to report about events using the latest digital storytelling tools and to acquire media and digital literacy according to the principles of impartial reporting, tolerance and respect for diversity.
For this purpose, the events that they visited were part of “Teden kultur” (The Week of Cultures), which for several years has connected different cultures living in the Dolenjska region.
A different culture is also something related to diversity, but diversity is variety, and it has to be seen as an advantage. It breaks the monotony of cultural offerings, from food to games, literature, theatre, music, and dance. Diversity is not an issue that can be opted for or against, it is the fact that we all live. We are all “others” to someone else; anyone could choose a criterion of segregation and discriminate us. From the fact that most people have brown eyes and are thus seen as inferior to blue-eyed people, to other inborn or acquired properties. No matter how strange that sounds, our common denominator is diversity. Accepting that is the foundation of civilisation. “The Week of Cultures Rules!”
Challenges for the media when reporting on migrants and migrations topics, and the presentation of digital storytelling tool possibilities were the pillar lecture and workshop provided by Dr Jure Gombac from the Research Centre of the Slovenian Academy of Sciences and Arts. ”Digital stories are short, personal, multimedia scraps of TV that people can make for themselves. They are “mini movies”. Computers enabled with video editing software are used to synchronise recorded spoken narratives with scans of personal photographs (Meadows 2003).”
Dr Iztok Sori from The Peace Institute held a lecture and workshop on hate speech and other discriminatory practices in Slovenian media during and after the “Balkan Route”. “It is not easy to recognise hate speech, which we found out at this workshop. However, we can all learn and later, when, for example, we recognise hate speech on Facebook, we must respond as “ordinary citizens” to warn them that is unacceptable. Because otherwise this problem can spread, from refugees to immigrants, from immigrants to women, etc. The students and other participants were very active and I am sure they will make excellent contributions.”
On 20 June, which was the World Day of Refugees, the Museum gardens turned into a cosy outdoor cinema, attracting around 50 spectators. During the three-hour projection they saw five documentary and feature films from the Migrant Film Festival, which ended on that day in Ljubljana. On Friday, 23 June, the five-day festival ended, as it is appropriate for all the cultures presented, with a lot of good food, drinks, music and events. The participants were also greeted by the Mayor of the Municipality of Novo mesto, Mr Gregor Macedoni.
There were more than 10 multicultural events in Novo mesto where #MyStory participants could “meet and report” with the use of digital storytelling media tools and in the end, the final results were just fantastic. In conclusion, 12 Stories by participants were chosen for publishing and they all meet the high criteria of the jury, which consisted by several experts on the topic.

YouthMetre: a response to contemporary challenges for young people

On 12-14 June, ALDA brought its contribution into the Symposium “Youth Policy Responses to the Contemporary Challenges Faced by Young People” organised in the framework of the Czech Chairmanship of the Committee of Ministers of the Council of Europe in Prague, Czech Republic.

The event was organised by the EU-CoE youth partnership and gathered 110 practitioners, researchers, policy makers, representatives of different European, national and local youth organisations to discuss the most compelling challenges that young people face nowadays, as well as current and possible policy responses. In this context, ALDA presented YouthMetre project, in the framework of the Youth Policy Fair, as one of the policy responses to the contemporary challenges faced by youngsters.

YouthMetre is a forward looking youth project funded by the European Commission that started in 2016. It aims to provide accessible information and to empower young people living in the European Union with tools to interact with policy actors, using these connections to bring changes to policies at European, national, regional and local level. The interactive presentation reached over 100 participants present at the event and showcased the main features of the tool, the application at the local level and the benefits for both young people and policy makers; moreover, the working spaces allowed highlighting and drafting recommendations on the important role of e-participation of young people. ALDA particularly emphasised the necessity of bridging youth and policy makers by raising youths’ trust, combining online and offline tools and valorising Local Authorities’ capacity at the local level.

As a result, YouthMetre has been included in the Compendium Youth Policy in Practice along with 19 other initiatives. A summary and initial analysis are available for distribution.

YouthMetre : une réponse aux défis contemporains pour les jeunes

Les 12 et 14 juin dernier, ALDA a apporté sa contribution au symposium « La politique de la jeunesse répond aux défis contemporains auxquels sont confrontés les jeunes » («Youth Policy Responses to the Contemporary Challenges Faced by Young People ») organisé dans le cadre de la présidence tchèque du Comité des ministres du Conseil de l’Europe, à Prague, en République tchèque.

L’événement était organisé par le partenariat jeunesse du Conseil de l’Europe et de l’Union européenne, et a rassemblé 110 praticiens, chercheurs, responsables politiques, représentants de différentes organisations jeunesses locales et nationales européennes, pour discuter des défis les plus importants que les jeunes rencontrent aujourd’hui, aussi bien que des réponses actuelles et politiques possibles. Dans ce contexte, ALDA a présenté le projet YouthMetre, dans le cadre du rassemblement sur la politique jeunesse, comme une des réponses politiques aux défis contemporains que rencontrent les jeunes.

YouthMetre est un projet pour la jeunesse, tourné vers l’avenir, financé par la Commission européenne, et qui a démarré en 2016. Son but est de fournir des informations accessibles et de responsabiliser les jeunes vivant au sein de l’Union européenne avec des outils pour interagir avec des acteurs politiques, en utilisant ces connexions pour apporter du changement aux politiques aux niveaux européen, national, régional et local. La présentation interactive a atteint plus de 100 participants présents à l’événement et a présenté les caractéristiques principales de l’outil, l’application au niveau local et les bénéfices pour les jeunes et les décideurs politiques. De plus, les espaces de travail ont permis de souligner et d’élaborer des recommandations sur le rôle important de la participation numérique des jeunes. ALDA a particulièrement insisté sur la nécessité de rapprocher les jeunes et les décideurs politiques par l’augmentation de la confiance des jeunes, en conjuguant les outils en ligne et hors-ligne et en valorisant les capacités des Autorités locales au niveau local.

En conséquence, YouthMetre a été inclus dans le compendium Politiques jeunesses en pratique avec 19 autres initiatives. Un résumé et une analyse initiale sont disponibles pour la distribution.

YouthMetre: una risposta alle sfide dei giovani di oggi

Dal 12 al 14 giugno, ALDA ha portato il suo contributo al simposio “Le risposte delle politiche giovanili alle sfide contemporanee dei giovani”, organizzato nell’ambito della Presidenza Ceca del Comitato dei Ministri del Consiglio d’Europa a Praga, Repubblica Ceca.

L’evento è stato organizzato dal partenariato per la gioventù tra l’Unione europea e il Consiglio d’Europa, e ha riunito 110 giovani tra professionisti del settore, ricercatori, decisori politici, rappresentanti di diverse organizzazioni giovanili a livello europeo, nazionale e locale con lo scopo di discutere le sfide più dure che oggigiorno i giovani sono chiamati ad affrontare, e le possibili risposte politiche volte a facilitarne la situazione. In questo contesto, nell’ambito della Youth Policy Fair, ALDA ha presentato il progetto YouthMetre come una delle risposte possibili alle sfide dei giovani.

YouthMetre è un lungimirante progetto dedicato ai giovani iniziato nel 2016 e finanziato dalla Commissione Europea. Lo scopo è quello di rendere le informazioni più accessibili e offrire ai giovani che vivono nell’Unione Europea i mezzi per interagire con gli attori politici, e utilizzare queste connessioni per apportare dei cambi alle politiche a livello europeo, nazionale, regionale e locale. La presentazione interattiva ha coinvolto più di 100 partecipanti presenti all’evento, spiegando alcune funzioni principali dello strumento e come poterlo utilizzare a livello locale, affinché sia giovani che decisori politici possano trarne beneficio. In particolare, lo spazio di lavoro ha permesso di concentrarsi su raccomandazioni circa l’importanza della partecipazione online dei giovani. ALDA ha messo l’accento sulla necessità di mediare tra i giovani e i decisori politici lavorando sulla fiducia, bilanciando strumenti online e offline, e valorizzando le capacità degli enti locali sul territorio.

Tra i risultati, YouthMetre è stato incluso nel “Compendium Youth Policy in Practice” insieme ad altre 19 iniziative. Un resoconto e un’analisi sono disponibili per la distribuzione.

12-14 июня ALDA внесла свой вклад в симпозиум «Ответы молодежной политики на современные вызовы молодежи», организованный в рамках чешского председательства в Комитете министров Совета Европы в Праге, Чешская Республика.

Мероприятие было организовано молодежным партнерством ЕС-СЕ и собрало 110 специалистов-практиков, исследователей, политиков, представителей различных европейских, национальных и местных молодежных организаций для обсуждения наиболее неотложных проблем, с которыми сталкиваются молодые люди в настоящее время, а также текущей и возможной политики. В этом контексте ALDA представила проект YouthMetre в рамках ярмарки молодежной политики в качестве одного из политических решений современных проблем, с которыми сталкиваются молодые люди.

YouthMetre – это перспективный молодежный проект, финансируемый Европейской комиссией, который стартовал в 2016 году. Он направлен на предоставление доступной информации и расширение возможностей молодых людей, живущих в Европейском союзе, с инструментами взаимодействия с субъектами политики, используя эти связи для внесения изменений в политику в Европейском, национальном, региональном и местном уровнях. В интерактивном представлении приняли участие более 100 участников, присутствовавших на мероприятии, и продемонстрировали основные особенности инструмента, приложения на местном уровне и преимущества как для молодежи, так и для разработчиков политики; Кроме того, были разработаны рекомендации по важной роли электронного участия молодежи. ALDA особо подчеркнула необходимость преодоления барьеров между молодежью и политиками путем повышения доверия молодежи, сочетания онлайн и оффлайн инструментов, и повышения эффективности местных органов власти на местном уровне.

В результате YouthMetre был включен в практикум «Компендиум молодежной политики на практике» наряду с 19 другими инициативами. Краткий и первоначальный анализ доступен для распространения.

YouthMetre: Odgovor na savremene izazove mladih ljudi

Od 12. do 14. juna, ALDA je dala svoj doprinos na Simpozijumu “Odgovor omladinskih politika na savremene izazove sa kojima se suočavaju mladi” organizovane u okviru češkog predsedavanja Komitetom ministara Saveta Evrope u Pragu, Češka Republika.

Ovaj događaj je organizovan u okviru partnerstva EU-CoE za mlade i okupio je 110 praktičara, istraživača, kreatora politike, predstavnika različitih evropskih, nacionalnih i lokalnih omladinskih organizacija, da razgovaraju o najznačajnijim izazovima sa kojima se mladi danas suočavaju, kao i aktuelne i moguće odgovore javne politike. U tom kontekstu, ALDA je predstavila projekat YouthMetre, u okviru Sajma omladinske politike, kao jedan od odgovora na savremene izazove sa kojima se suočavaju mladi.

YouthMetre je omladinski projekat,  finansiran od strane Evropske komisije koji je započeo 2016. godine. Cilj mu je pružiti dostupne informacije i osnažiti mlade ljude koji žive u Evropskoj uniji sa alatima za interakciju sa akterima politike, koristeći ove veze kako bi donosili promene u politikama na evropskom, nacionalnom, regionalnom i lokalnom nivou. Na interaktivnoj prezentaciji je bilo preko 100 učesnika, i na njoj su predstavljene glavne karakteristike razvijenog alata, aplikacije na lokalnom nivou i njene koristi za mlade i donosioce politika; štaviše, radionice su omogućile isticanje i izradu preporuka o važnoj ulozi e-participacije mladih. ALDA je posebno naglasila neophodnost povezivanja mladih i donosilaca politika podizanjem poverenja mladih, kombinovanjem onlajn i offline alata i valorizacijom kapaciteta lokalnih vlasti na lokalnom nivou.

قدمت ألدا, خلال الفترة 12-14 جزان (حزيران), مساهمتها في ملتقى “ردود سياسات الشباب على التحديات المعاصرة التي يواجهها اشباب”, المنظم في إطار الرئاسة التشيكية للجنة وزراء مجلس أوروبا في براغ, بجمهورية التشيك.

جمعت هذه التظاهرة, التي نظمت من قبل  شراكة الشباب في الاتحاد الأوروبي-مجلس أوروبا, 110 ممارسا وباحثا وصانع قرار وممثلا عن مختلف المنظمات الشبابية الأوروبية والوطنية  والمحلية لمناقشة أكبر التحديات وأوكدها والتي يتعين على الشباب رفعها حاليا, إضافة إلى الردود حول السياسات الحالية والمستقبلية الممكنة.  في ذات الإطار, قدمت الدا مشروع عداد الشباب, وذلك في إطار معرض سياسة الشباب, بصفته أحد ردود السياسة المعتمدة لرفع التحديات القائمة حاليا والتي يتعين على الشباب رفعها.

عداد الشباب, الذي انطلق سنة 2016, هو مشروع استكشافي لفائدة الشباب وتسهر على تمويله المفوضية الأوروبية. يهدف الشروع إلى توفير معلومات يمكن النفاذ لها وتمكين الشباب من العيش داخل الاتحاد الأوروبي بواسطة جملة من الأدوات تمكنهم من التفاعل مع الأطراف السياسية, وذلك باستغلال هذه الروابط لإدخال التغييرات على السياسات المعتمدة على المستوى الأوروبي والوطني والإقليمي والمحلي. مكن العرض التفاعلي, الذي قدم أمام أكثر من 100 مشارك بمناسبة هذه التظاهرة, من إبراز أهم خصوصيات  الأداة, وطريقة تنفيذها على المستولى المحلي, وكذلك الإيجابيات التي يخلفها لفائدة الشباب وصانعي القرار. كما مكنت فضاءات العمل من صياغة التوصيات وإبرازها حول الدور الهام للمشاركة الألكترونية للشباب. واستغلت ألدا مشاركتها في هذه التظاهرة الهامة للتأكيد بالخصوص على ضرورة ردم الفجوة القائمة بين الشباب وصانعي القرار, وذلك بتدعيم ثقة الشباب ودمج الأدوات المادية واللامادية وتثمين قدرات السلطات المحلية على المستوى المحلي.

On 12-14 June, ALDA brought its contribution into the Symposium “Youth Policy Responses to the Contemporary Challenges Faced by Young People” organised in the framework of the Czech Chairmanship of the Committee of Ministers of the Council of Europe in Prague, Czech Republic.

The event was organised by the EU-CoE youth partnership and gathered 110 practitioners, researchers, policy makers, representatives of different European, national and local youth organisations to discuss the most compelling challenges that young people face nowadays, as well as current and possible policy responses. In this context, ALDA presented YouthMetre project, in the framework of the Youth Policy Fair, as one of the policy responses to the contemporary challenges faced by youngsters.

YouthMetre is a forward looking youth project funded by the European Commission that started in 2016. It aims to provide accessible information and to empower young people living in the European Union with tools to interact with policy actors, using these connections to bring changes to policies at European, national, regional and local level. The interactive presentation reached over 100 participants present at the event and showcased the main features of the tool, the application at the local level and the benefits for both young people and policy makers; moreover, the working spaces allowed highlighting and drafting recommendations on the important role of e-participation of young people. ALDA particularly emphasised the necessity of bridging youth and policy makers by raising youths’ trust, combining online and offline tools and valorising Local Authorities’ capacity at the local level.

As a result, YouthMetre has been included in the Compendium Youth Policy in Practice along with 19 other initiatives. A summary and initial analysis are available for distribution.

YouthMetre : une réponse aux défis contemporains pour les jeunes

Les 12 et 14 juin dernier, ALDA a apporté sa contribution au symposium « La politique de la jeunesse répond aux défis contemporains auxquels sont confrontés les jeunes » («Youth Policy Responses to the Contemporary Challenges Faced by Young People ») organisé dans le cadre de la présidence tchèque du Comité des ministres du Conseil de l’Europe, à Prague, en République tchèque.

L’événement était organisé par le partenariat jeunesse du Conseil de l’Europe et de l’Union européenne, et a rassemblé 110 praticiens, chercheurs, responsables politiques, représentants de différentes organisations jeunesses locales et nationales européennes, pour discuter des défis les plus importants que les jeunes rencontrent aujourd’hui, aussi bien que des réponses actuelles et politiques possibles. Dans ce contexte, ALDA a présenté le projet YouthMetre, dans le cadre du rassemblement sur la politique jeunesse, comme une des réponses politiques aux défis contemporains que rencontrent les jeunes.

YouthMetre est un projet pour la jeunesse, tourné vers l’avenir, financé par la Commission européenne, et qui a démarré en 2016. Son but est de fournir des informations accessibles et de responsabiliser les jeunes vivant au sein de l’Union européenne avec des outils pour interagir avec des acteurs politiques, en utilisant ces connexions pour apporter du changement aux politiques aux niveaux européen, national, régional et local. La présentation interactive a atteint plus de 100 participants présents à l’événement et a présenté les caractéristiques principales de l’outil, l’application au niveau local et les bénéfices pour les jeunes et les décideurs politiques. De plus, les espaces de travail ont permis de souligner et d’élaborer des recommandations sur le rôle important de la participation numérique des jeunes. ALDA a particulièrement insisté sur la nécessité de rapprocher les jeunes et les décideurs politiques par l’augmentation de la confiance des jeunes, en conjuguant les outils en ligne et hors-ligne et en valorisant les capacités des Autorités locales au niveau local.

En conséquence, YouthMetre a été inclus dans le compendium Politiques jeunesses en pratique avec 19 autres initiatives. Un résumé et une analyse initiale sont disponibles pour la distribution.

YouthMetre: una risposta alle sfide dei giovani di oggi

Dal 12 al 14 giugno, ALDA ha portato il suo contributo al simposio “Le risposte delle politiche giovanili alle sfide contemporanee dei giovani”, organizzato nell’ambito della Presidenza Ceca del Comitato dei Ministri del Consiglio d’Europa a Praga, Repubblica Ceca.

L’evento è stato organizzato dal partenariato per la gioventù tra l’Unione europea e il Consiglio d’Europa, e ha riunito 110 giovani tra professionisti del settore, ricercatori, decisori politici, rappresentanti di diverse organizzazioni giovanili a livello europeo, nazionale e locale con lo scopo di discutere le sfide più dure che oggigiorno i giovani sono chiamati ad affrontare, e le possibili risposte politiche volte a facilitarne la situazione. In questo contesto, nell’ambito della Youth Policy Fair, ALDA ha presentato il progetto YouthMetre come una delle risposte possibili alle sfide dei giovani.

YouthMetre è un lungimirante progetto dedicato ai giovani iniziato nel 2016 e finanziato dalla Commissione Europea. Lo scopo è quello di rendere le informazioni più accessibili e offrire ai giovani che vivono nell’Unione Europea i mezzi per interagire con gli attori politici, e utilizzare queste connessioni per apportare dei cambi alle politiche a livello europeo, nazionale, regionale e locale. La presentazione interattiva ha coinvolto più di 100 partecipanti presenti all’evento, spiegando alcune funzioni principali dello strumento e come poterlo utilizzare a livello locale, affinché sia giovani che decisori politici possano trarne beneficio. In particolare, lo spazio di lavoro ha permesso di concentrarsi su raccomandazioni circa l’importanza della partecipazione online dei giovani. ALDA ha messo l’accento sulla necessità di mediare tra i giovani e i decisori politici lavorando sulla fiducia, bilanciando strumenti online e offline, e valorizzando le capacità degli enti locali sul territorio.

Tra i risultati, YouthMetre è stato incluso nel “Compendium Youth Policy in Practice” insieme ad altre 19 iniziative. Un resoconto e un’analisi sono disponibili per la distribuzione.

12-14 июня ALDA внесла свой вклад в симпозиум «Ответы молодежной политики на современные вызовы молодежи», организованный в рамках чешского председательства в Комитете министров Совета Европы в Праге, Чешская Республика.

Мероприятие было организовано молодежным партнерством ЕС-СЕ и собрало 110 специалистов-практиков, исследователей, политиков, представителей различных европейских, национальных и местных молодежных организаций для обсуждения наиболее неотложных проблем, с которыми сталкиваются молодые люди в настоящее время, а также текущей и возможной политики. В этом контексте ALDA представила проект YouthMetre в рамках ярмарки молодежной политики в качестве одного из политических решений современных проблем, с которыми сталкиваются молодые люди.

YouthMetre – это перспективный молодежный проект, финансируемый Европейской комиссией, который стартовал в 2016 году. Он направлен на предоставление доступной информации и расширение возможностей молодых людей, живущих в Европейском союзе, с инструментами взаимодействия с субъектами политики, используя эти связи для внесения изменений в политику в Европейском, национальном, региональном и местном уровнях. В интерактивном представлении приняли участие более 100 участников, присутствовавших на мероприятии, и продемонстрировали основные особенности инструмента, приложения на местном уровне и преимущества как для молодежи, так и для разработчиков политики; Кроме того, были разработаны рекомендации по важной роли электронного участия молодежи. ALDA особо подчеркнула необходимость преодоления барьеров между молодежью и политиками путем повышения доверия молодежи, сочетания онлайн и оффлайн инструментов, и повышения эффективности местных органов власти на местном уровне.

Od 12. do 14. juna, ALDA je dala svoj doprinos na Simpozijumu “Odgovor omladinskih politika na savremene izazove sa kojima se suočavaju mladi” organizovane u okviru češkog predsedavanja Komitetom ministara Saveta Evrope u Pragu, Češka Republika.

Ovaj događaj je organizovan u okviru partnerstva EU-CoE za mlade i okupio je 110 praktičara, istraživača, kreatora politike, predstavnika različitih evropskih, nacionalnih i lokalnih omladinskih organizacija, da razgovaraju o najznačajnijim izazovima sa kojima se mladi danas suočavaju, kao i aktuelne i moguće odgovore javne politike. U tom kontekstu, ALDA je predstavila projekat YouthMetre, u okviru Sajma omladinske politike, kao jedan od odgovora na savremene izazove sa kojima se suočavaju mladi.

YouthMetre je omladinski projekat,  finansiran od strane Evropske komisije koji je započeo 2016. godine. Cilj mu je pružiti dostupne informacije i osnažiti mlade ljude koji žive u Evropskoj uniji sa alatima za interakciju sa akterima politike, koristeći ove veze kako bi donosili promene u politikama na evropskom, nacionalnom, regionalnom i lokalnom nivou. Na interaktivnoj prezentaciji je bilo preko 100 učesnika, i na njoj su predstavljene glavne karakteristike razvijenog alata, aplikacije na lokalnom nivou i njene koristi za mlade i donosioce politika; štaviše, radionice su omogućile isticanje i izradu preporuka o važnoj ulozi e-participacije mladih. ALDA je posebno naglasila neophodnost povezivanja mladih i donosilaca politika podizanjem poverenja mladih, kombinovanjem onlajn i offline alata i valorizacijom kapaciteta lokalnih vlasti na lokalnom nivou.

قدمت ألدا, خلال الفترة 12-14 جزان (حزيران), مساهمتها في ملتقى “ردود سياسات الشباب على التحديات المعاصرة التي يواجهها اشباب”, المنظم في إطار الرئاسة التشيكية للجنة وزراء مجلس أوروبا في براغ, بجمهورية التشيك.

جمعت هذه التظاهرة, التي نظمت من قبل  شراكة الشباب في الاتحاد الأوروبي-مجلس أوروبا, 110 ممارسا وباحثا وصانع قرار وممثلا عن مختلف المنظمات الشبابية الأوروبية والوطنية  والمحلية لمناقشة أكبر التحديات وأوكدها والتي يتعين على الشباب رفعها حاليا, إضافة إلى الردود حول السياسات الحالية والمستقبلية الممكنة.  في ذات الإطار, قدمت الدا مشروع عداد الشباب, وذلك في إطار معرض سياسة الشباب, بصفته أحد ردود السياسة المعتمدة لرفع التحديات القائمة حاليا والتي يتعين على الشباب رفعها.

عداد الشباب, الذي انطلق سنة 2016, هو مشروع استكشافي لفائدة الشباب وتسهر على تمويله المفوضية الأوروبية. يهدف الشروع إلى توفير معلومات يمكن النفاذ لها وتمكين الشباب من العيش داخل الاتحاد الأوروبي بواسطة جملة من الأدوات تمكنهم من التفاعل مع الأطراف السياسية, وذلك باستغلال هذه الروابط لإدخال التغييرات على السياسات المعتمدة على المستوى الأوروبي والوطني والإقليمي والمحلي. مكن العرض التفاعلي, الذي قدم أمام أكثر من 100 مشارك بمناسبة هذه التظاهرة, من إبراز أهم خصوصيات  الأداة, وطريقة تنفيذها على المستولى المحلي, وكذلك الإيجابيات التي يخلفها لفائدة الشباب وصانعي القرار. كما مكنت فضاءات العمل من صياغة التوصيات وإبرازها حول الدور الهام للمشاركة الألكترونية للشباب. واستغلت ألدا مشاركتها في هذه التظاهرة الهامة للتأكيد بالخصوص على ضرورة ردم الفجوة القائمة بين الشباب وصانعي القرار, وذلك بتدعيم ثقة الشباب ودمج الأدوات المادية واللامادية وتثمين قدرات السلطات المحلية على المستوى المحلي.

7 Focus Groups, 723 responses and a future campaign: project GET UP scaling up gender equality

On 21-22 June, ALDA and its partners met for the second coordination meeting of the GET UP Project in Sofia, Bulgaria, to discuss the outcomes of the first Working Stream. The meeting was hosted by the Confederation of Independent Trade Unions of Bulgaria and involved also the participation of external gender equality experts from each partner country.

During the 2 working days the partners discussed about the Survey results and Report, Focus Groups outcomes, the draft of the European Minimum Standard of Competences and its validation, further training materials to be developed and the Awareness Raising Campaign.
The meeting highlighted the following results and processes to be further developed:
  1. the Get UP Survey was concluded by all partners being translated in 6 languages and gathering 723 responses across EU Members States. The partners reached overall more than 24.000 people (direct and indirect target) though social media, mailing lists, newsletters networks and professional contacts;
  2. 7 Focus Groups were implemented in Italy, Lithuania, Malta, Bulgaria, France, Spain and Poland where representatives of Trade Unions, gender equality experts, trainers, career guidance professionals, HR managers or employers discussed the existing national challenges and needs in terms of skills and competences to ensure gender equality in the education-to-work transition phases and not only;
  3. based on the national researches on the legal and institutional frameworks on gender equality, the gaps in terms of needs and competences were identified;
  4. the research, along with the Focus Groups and Survey results, served to build the draft of the European Minimum Standard of Competences framework. In the consultation phase of the meeting, experts brought in their contribution to the development of the EMSC by commenting on how they could – or suggest to – disseminate the EMSC and further exploit it and on the contents of the EMSC by proposing integrations/changes/adaptations.
The partners agreed on the further actions to be developed including the training materials, the Awareness Raising Campaign activities and the text transnational training to be held in December in Perugia, Italy.
The second international meeting in Sofia proved once again the full commitment of the partners and that GET UP Project is achieving its objectives by bringing gender equality topic on the national and European debate.

Our Citizens for Our Municipality: a top example of local cooperation in Serbia

Participation of citizens in the city’s budget planning process and transparency: these are the main results of the cooperation established between Vlasotince Municipality and the LDA Central and Southern Serbia during the past 10 months in the field of the joint project “Our Citizens for Our Municipality”.

The closing conference of the project “Our Citizens for Our Municipality” was recently held, providing the opportunity to summarise the results of the project but also to initiate a dialogue between representatives of local authorities and local CSOs involved. During the discussion, in order to improve the participation of citizens in the decision-making processes in the municipality of Vlasotince, it was recommended the support of the participants to the improvement of communication between citizens and local CSOs, to the initiative of publishing information on the implementation of the municipal budget on a monthly basis, and to the creation of citizens’ budget to be issued before the next public debate on the proposal of the municipal budget.

As main results achieved, the citizens of Vlasotince Municipality will actively participate in the budget planning process for the next year, but also in the development of other strategic documents and decision-making processes at the local level; further to this, the financial aspects of local CSOs’ projects funded by the municipal budget will be more transparent.The participants of the conference recommended the improvement of the work of the Commission for the implementation of the calls of public interest for the funding of projects by local CSO’s related to Vlasotince Municipality’s budget:

  • appointment of ”operatives” from the local administration as members of the Commission (in addition to members who are holding political positions);
  • appointment of at least one representative of local CSOs as member of the Commission;
  • publishing a report on the work of the Commission (in electronic form on the official website of the municipality);
  • publishing the summaries of the projects that have been granted with funds from the municipal budget (in electronic form on the official website of the municipality);
  • publishing the report on the effects of the implementation of the projects that have been granted with funds from the municipal budget (in electronic form on the official website of the municipality).

The project “Our Citizens for Our Municipality” was implemented in the partnership between the Municipality of Vlasotince and the Local Democracy Agency Central and Southern Serbia and funded by the European Union, the Government of Switzerland and the Government of the Republic of Serbia through the European PROGRES program. The activities of the project included a series of capacity building trainings for the representatives of local administration, local institutions and local associations of civil society, as well as the creation of the models of legal documents and similar papers for a more transparent process related to the use of funds from municipal budget for local CSOs’ projects. The project also included the introduction of the public debates/hearings for local legal decisions and strategic documents and a number of other activities in order to foster good governance in Vlasotince Municipality.

« Nos citoyens pour notre municipalité » : un exemple édifiant de coopération locale en Serbie

La participation des citoyens à l’élaboration du budget de la ville et la transparence financière : ce sont les principaux résultats de la coopération établie entre la municipalité de Vlasotince et l’ADL Centre et Sud Serbie durant les dix derniers mois, dans le cadre du projet commun “Nos citoyens pour notre municipalité » («Our Citizens for Our Municipality”).

La conférence de clôture du projet « Nos citoyens pour notre municipalité » a récemment eu lieu, offrant l’opportunité de résumer les résultats du projet, mais également de lancer un dialogue entre les représentants des autorités locales et des OSC locales impliquées. Au cours des discussions, dans le but d’améliorer la participation des citoyens dans le processus de décision de la municipalité de Vlasotince, il a été recommandé de soutenir les participants dans l’amélioration de la communication entre les citoyens et les OSC locales (à l’initiative d’informations publiées sur la mise en place d’un budget municipal sur une base mensuelle) et à la création d’un budget citoyen, qui devra être émis avant le prochain débat public se tenant sur la proposition du budget municipal.

Comme principal succès, les citoyens de la municipalité de Vlasotince vont participer activement dans l’élaboration du budget pour l’année prochaine, mais également au développement d’autres documents stratégiques et au processus de décision au niveau local. À la suite de cela, l’aspect financier des projets des OSC locales financées par la municipalité sera plus transparent.

Les participants à la conférence ont recommandé l’amélioration du travail de la commission pour la mise en place d’appels d’intérêts publics pour le financement de projets par les OSC locales reliées au budget de la municipalité de Vlasotince :

  • Nomination des « agents » de l’administration locale en tant que membres de la Commission (en plus des membres qui occupent des postes politiques) ;
  • Nomination d’un moins un représentant des OSC locales en tant que membre de la Commission ;
  • Publication d’un rapport sur les travaux de la Commission (sous forme électronique sur le site officiel de la municipalité) ;
  • Publication des résumés des projets qui ont été financés par des fonds du budget municipal (sous forme électronique sur le site officiel de la municipalité) ;
  • Publication du rapport sur les effets de la mise en œuvre de projets qui ont été financés par des fonds du budget municipal (sous forme électronique sur le site officiel de la municipalité).

Le projet “Nos citoyens pour notre municipalité » a été mis en place dans le cadre du partenariat entre la municipalité de Vlasotince et l’Agence de la Démocratie Locale Centre et Sud Serbie, et a été financé par l’Union européenne, le gouvernement Suisse et le gouvernement de la République de Serbie au travers du programme européen PROGRES. Les activités du projet incluent une série de formations de développement de compétences pour les représentants des administrations locales, des institutions locales et des associations de la société civile locale, aussi bien que la création de modèle de documents légaux et de papiers similaires, pour plus de transparence dans l’utilisation des fonds dans le budget municipal dédié aux projets d’OSC. Le projet inclut également l’introduction de débat/consultations publics concernant des décisions légales locales et des documents stratégiques ainsi qu’un certain nombre d’autres activités dans le but d’améliorer la bonne gouvernance de la municipalité de Vlasotince.

“I nostri Cittadini per la nostra Città”: un esempio di cooperazione locale in Serbia

Partecipazione dei cittadini nel processo di pianificazione del bilancio comunale e trasparenza: questi i maggiori risultati della cooperazione stabilita negli ultimi 10 mesi tra il comune di Vlasotince e l’ADL Central and Southern Serbia nell’ambito del progetto “I nostri Cittadini per la nostra Città”.

La conferenza conclusiva del progetto “I nostri Cittadini per la nostra Città” si è tenuta in questi ultimi giorni con l’obiettivo di riassumere i risultati del progetto e avviare un dialogo tra i rappresentanti degli enti locali e delle associazioni della società civile locali coinvolti. Durante la discussione, al fine di migliorare la partecipazione dei cittadini ai processi decisionali nel Comune di Vlasotince, è stato auspicato un maggior sostegno dei partecipanti al miglioramento della comunicazione tra i cittadini e le OSC locali, ma anche l’iniziativa di pubblicare mensilmente informazioni sull’implementazione del bilancio comunale e la creazione di un bilancio dei cittadini da fornire prima del prossimo dibattito pubblico sulla proposta del bilancio comunale.

Tra i risultati più importanti, i cittadini del comune di Vlasotince parteciperanno attivamente al processo di pianificazione del bilancio per il prossimo anno e allo sviluppo di documenti strategici e processi decisionali a livello locale. Inoltre, si lavorerà affinché gli aspetti finanziari dei progetti delle organizzazioni locali finanziati dal comune siano ancora più trasparenti.

I partecipanti alla conferenza hanno auspicato anche il miglioramento del lavoro della Commissione per l’implementazione dei bandi di finanziamento per progetti d’interesse pubblico supportati dal comune di Vlasotince, di cui usufruiranno le OSC locali. Le azioni proposte:

  • nomina degli “operatori” dell’amministrazione locale come membri della Commissione (oltre ai membri che occupano posizioni politiche);
  • nomina di almeno un rappresentante delle OSC locali come membro della Commissione;
  • pubblicazione di una relazione sul lavoro della Commissione (in formato elettronico, sul sito ufficiale del Comune);
  • pubblicazione delle sintesi dei progetti che sono stati approvati con fondi comunali (in formato elettronico, sul sito ufficiale del Comune);

Il progetto “I nostri Cittadini per la nostra Città” è stato realizzato dal partenariato tra il comune di Vlasotince e l’Agenzia per la Democrazia Locale Central and Southern Serbia, e finanziato dall’Unione europea, dal governo della Svizzera e dal governo della Repubblica di Serbia attraverso il programma europeo PROGRES. Le attività del progetto hanno compreso una serie di corsi di formazione per i rappresentanti delle amministrazioni locali, delle istituzioni locali e delle associazioni della società civile, ma anche la creazione di modelli di documenti legali e di altro tipo per un processo più trasparente sull’utilizzo dei fondi comunali per i progetti dedicati alle OSC. Il progetto ha inoltre previsto l’introduzione a dibattiti / audizioni pubbliche per decisioni legali locali e documenti strategici, e una serie di altre attività per promuovere la buona governance nel Comune di Vlasotince.

Наши граждане для нашего муниципалитета: лучший пример местного сотрудничества в Сербии

Участие граждан в процессе бюджетного планирования города и прозрачности: это основные результаты сотрудничества, которое было создано между муниципалитетом Власотинц и LDA Центральной и Южной Сербией за последние 10 месяцев в области совместного проекта «Наши граждане для нашего муниципалитета»,.

Недавно была проведена заключительная конференция проекта «Наши граждане для нашего муниципалитета», дающая возможность обобщить результаты проекта, а также инициировать диалог между представителями местных органов власти и местными участвующими ОГО. В ходе обсуждения, чтобы улучшить участие граждан в процессах принятия решений в муниципалитете Власитинце, было рекомендовано поддерживать участников в улучшении связи между гражданами и местными ОГО, по инициативе публикации о Реализации муниципального бюджета на ежемесячной основе и создании бюджета граждан, которая будет выпущена до следующих публичных дебатов по предложению муниципального бюджета.

По мере достижения основных результатов жители муниципалитета Власотинца будут активно участвовать в процессе бюджетного планирования на следующий год, а также в разработке других стратегических документов и процессов принятия решений на местном уровне; в дополнение к этому, финансовые аспекты проектов местных ОГО, финансируемых из муниципального бюджета, будут более прозрачными.

Участники конференции рекомендовали улучшить работу Комиссии по реализации общественных интересов для финансирования проектов местными ОГО, связанных с бюджетом муниципалитета Власотинца:

  • назначение «оперативников» из местной администрации в качестве членов Комиссии (помимо членов, занимающих политические должности);
  • назначение хотя бы одного представителя местных ОГО в качестве члена Комиссии;
  • публикация отчета о работе Комиссии (в электронном виде на официальном сайте муниципалитета);
  • публикация резюме проектов, предоставленных средствами из муниципального бюджета (в электронном виде на официальном сайте муниципалитета);
  • публикация отчета о последствиях реализации проектов, которые были предоставлены за счет средств из муниципального бюджета (в электронном виде на официальном сайте муниципалитета).

Проект «Наши граждане для нашего муниципалитета» был реализован в партнерстве между муниципалитетом Власотинце и Агентством местной демократии в Центральной и Южной Сербии и финансировался Европейским союзом, Правительством Швейцарии и Правительством Республики Сербия через ПРОГРЕСС. Деятельность по проекту включала в себя ряд тренингов по наращиванию потенциала для представителей местной администрации, местных учреждений и местных ассоциаций гражданского общества, а также создание моделей правовых документов и аналогичных документов для более прозрачного процесса, связанного с Использование средств из муниципального бюджета для проектов местных ОГО. Проект также включал введение публичных дебатов/слушаний по местным правовым решениям и стратегическим документам, и ряд других мероприятий в целях содействия благому управлению в муниципалитете Власотинце.

Naši građani za našu opštinu: odličan primer lokalne saradnje u Srbiji

Učešće građana u procesu planiranja i transparentnosti gradskog budžeta, su glavni rezultati saradnje između Opštine Vlasotince i LDA Knjaževac u proteklih 10 meseci u okviru zajedničkog projekta “Naši građani za našu opštinu”.

Nedavno je održana završna konferencija projekta “Naši građani za našu opštinu”, pružajući priliku da se rezimiraju rezultati projekta ali i da se inicira dijalog između predstavnika lokalnih vlasti i lokalnih OCD-a. Tokom diskusije, u cilju poboljšanja učešća građana u procesima donošenja odluka u opštini Vlasotince, preporučena je podrška učesnika za poboljšanje komunikacije između građana i lokalnih organizacija civilnog društva, inicijativa objavljivanja informacija o Sprovođenju opštinskog budžeta na mesečnom nivou i uspostavljanje građanskog budžeta koji će biti obajvljen pre sledeće javne rasprave o predlogu opštinskog budžeta.

Kao glavni rezultat projekta, građani opštine Vlasotince će aktivno učestvovati u procesu planiranja budžeta za narednu godinu, ali i u razvoju drugih strateških dokumenata i procesa donošenja odluka na lokalnom nivou; Pored toga, finansijski aspekti projekata lokalnih OCD koji se finansiraju iz opštinskog budžeta biće transparentniji.

Učesnici konferencije su preporučili poboljšanje rada Komisije za sprovođenje poziva od javnog interesa za finansiranje projekata od strane lokalnih OCD u vezi sa budžetom Općine Vlasotince:

  • imenovanje službenika iz lokalne uprave kao članova Komisije (pored izabranih funkcionera lokalne samouprave);
  • imenovanje najmanje jednog predstavnika lokalnih OCD kao članova Komisije;
  • objavljivanje izvještaja o radu Komisije (u elektronskoj formi na službenoj veb stranici opštine);
  • objavljivanje sažetaka projekata koji su dodijeljeni sredstvima iz opštinskog budžeta (u elektronskoj formi na službenoj veb stranici opštine);
  • objavljivanje izveštaja o efektima sprovođenja projekata koji su dodijeljeni sredstvima iz opštinskog budžeta (u elektronskoj formi na zvaničnoj internet stranici opštine).

Projekat “Naši građani za našu opštinu” realizovan je u partnerstvu između Opštine Vlasotince i Centra lokalne demokratije LDA Knjaževac i finansiran od strane Evropske unije, Vlade Švajcarske i Vlade Republike Srbije kroz Evropski Program PROGRES. Aktivnosti projekta uključivale su niz treninga za izgradnju kapaciteta za predstavnike lokalne uprave, lokalnih institucija i lokalnih udruženja civilnog društva, kao i kreiranje modela pravnih dokumenata i procedura za transparentniji proces koji se odnosi na korišćenje sredstava iz opštinskog budžeta za lokalne projekte OCD. Projekat je uključivao i uvođenje javnih rasprava / saslušanja za lokalne zakonske odluke i strateške dokumente i niz drugih aktivnosti kako bi se podstaklo dobro upravljanje u opštini Vlasotince.

مشاركة المواطنين في التخطيط لمنظومة وشفافية ميزانية المدينة ووكالة الديمقراطية المحلية بصربيا المركزية والجنوبية, خلال العشر أشهر الماضية في مجال المشروع المشترك ” مواطنونا يعملون من أجل بلدياتنا”.

نظم, منذ فترة وجيزة, المؤتمر الإختتامي للمشروع ” مواطنونا يعملون من أجل بلدياتنا”, الذي أتاح الفرصة لحوصلة تنائج المشروع وبدئ الحوار بين ممثلين عن السلطات المحلية ومنظمات المجتمع المدني المشاركة في التظاهرة. خلال النقاش, الذي التأم بهدف دفع مشاركة المواطنين في أخذ القرار ببلدية فلاسوتنس, دعي المشاركون إلى تركيز جهودهم على تعزيز منظومة التواصل بين المواطنين ومنظمات المجتمع المدني, إضافة إلى أخذ المبادرة الداعية إلى نشر المعلومات حول المشاركة في إقرار ميزانية البلدية بصفو شهرية والسعي إلى إقرار ميزانية المواطن قبل انطلاق الحوار العمومي القادم حول المقترح الخاص بميزانية البلدية.

من بين أهم النتائج المنجزة, يمكن الإشارة إلى المشاركة النشطة لمواطني بلدية فلاسوتنس في عملية التخطيط لميزانية السنة القادمة وكذلك المساهمة في تطوير عدد من الوثائق الإستراتيجية ومسارات اخذ القرارات على المستوى المحلي, إضافة إلى الجوانب المالية الخاصة بمشاريع منظمات المجتمع المدني, الممولة من ميزانية البلدية, والتي سوف تتم بطريقة أكثر شفافية.

أوصى المشاركون في المؤتمر بضرورة تحسين عمل اللجنة الداعي إلى تنفيذ الاقتراحات المقدمة لأخذ المصلحة العامة بعين الاعتبار لدى تمويل المشاريع من قبل منظمات المجتمع المدني المرتبطة بميزانية بلدية  فلاسوتنس:

  • تعيين “مشغلين”, يمثلون الإدارة المحلية, كأعضاء في اللجنة (إضافة إلى أعضاء آخرين من الماسكين لمناصب سياسية)
  • تعيين ممثل واحد على الأقل كعضو عن منظمات المجتمع المدني في اللجنة
  • نشر تقرير حول عمل اللجنة (في نسخة ألكتروني على موقع الواب الرسمي للبلدية)
  • نشر الخلاصات الخاصة بالمشاريع التي نفذت بواسطة منح مقدمة من ميزانية البلدية (في نسخة ألكتروني على موقع الواب الرسمي للبلدية)
  • نشر تقرير حول تأثير تنفيذ المشاريع التي نفذت بواسطة منح مقدمة من ميزانية البلدية (في نسخة ألكتروني على موقع الواب الرسمي للبلدية).

نفذ مشروع  ” مواطنونا يعملون من أجل بلدياتنا” بالشراكة بين كل من بلدية فلاسوتنس ووكالة الديمقراطية المحلية بصربيا الوسطى والجنوبية, الذي يسهر على تمويله الاتحاد الأوروبي والحكومة السويسرية وحكومة الجمهورية الصربية من خلال برنامج بروغرس (PROGRES) الأوروبي. تضمنت أنشطة المشروع سلسلة من الدورات التدريبية الداعية إلى بناء القدرات لفائدة ممثلين عن الإدارة المحلية والمؤسسات المحلية وجمعيات المجتمع المدني المحلية, إضافة إلى إرساء نماذج عن الوثائق القانونية والوثائق المشابهة لتأمين منظومة أكثر شفافية في علاقة من استغلال الاعتمادات المخصصة داخل ميزانية البلدية للمشاريع الموكولة لمنظمات المجتمع المدني. كما تضمن المشروع تقديم للنقاشات/الجلسات العامة المخصصة للقرارات القانونية المحلية والوثائق الاستراتيجية وكذلك عدد من الأنشطة الأخرى الداعية إلى تعزيز منظومة الحوكمة الرشيدة ببلدية فلاسوتنس.

Participation of citizens in the city’s budget planning process and transparency: these are the main results of the cooperation established between Vlasotince Municipality and the LDA Central and Southern Serbia during the past 10 months in the field of the joint project “Our Citizens for Our Municipality”.

The closing conference of the project “Our Citizens for Our Municipality” was recently held, providing the opportunity to summarise the results of the project but also to initiate a dialogue between representatives of local authorities and local CSOs involved. During the discussion, in order to improve the participation of citizens in the decision-making processes in the municipality of Vlasotince, it was recommended the support of the participants to the improvement of communication between citizens and local CSOs, to the initiative of publishing information on the implementation of the municipal budget on a monthly basis, and to the creation of citizens’ budget to be issued before the next public debate on the proposal of the municipal budget.

As main results achieved, the citizens of Vlasotince Municipality will actively participate in the budget planning process for the next year, but also in the development of other strategic documents and decision-making processes at the local level; further to this, the financial aspects of local CSOs’ projects funded by the municipal budget will be more transparent.The participants of the conference recommended the improvement of the work of the Commission for the implementation of the calls of public interest for the funding of projects by local CSO’s related to Vlasotince Municipality’s budget:

  • appointment of ”operatives” from the local administration as members of the Commission (in addition to members who are holding political positions);
  • appointment of at least one representative of local CSOs as member of the Commission;
  • publishing a report on the work of the Commission (in electronic form on the official website of the municipality);
  • publishing the summaries of the projects that have been granted with funds from the municipal budget (in electronic form on the official website of the municipality);
  • publishing the report on the effects of the implementation of the projects that have been granted with funds from the municipal budget (in electronic form on the official website of the municipality).

The project “Our Citizens for Our Municipality” was implemented in the partnership between the Municipality of Vlasotince and the Local Democracy Agency Central and Southern Serbia and funded by the European Union, the Government of Switzerland and the Government of the Republic of Serbia through the European PROGRES program. The activities of the project included a series of capacity building trainings for the representatives of local administration, local institutions and local associations of civil society, as well as the creation of the models of legal documents and similar papers for a more transparent process related to the use of funds from municipal budget for local CSOs’ projects. The project also included the introduction of the public debates/hearings for local legal decisions and strategic documents and a number of other activities in order to foster good governance in Vlasotince Municipality.

« Nos citoyens pour notre municipalité » : un exemple édifiant de coopération locale en Serbie

La participation des citoyens à l’élaboration du budget de la ville et la transparence financière : ce sont les principaux résultats de la coopération établie entre la municipalité de Vlasotince et l’ADL Centre et Sud Serbie durant les dix derniers mois, dans le cadre du projet commun “Nos citoyens pour notre municipalité » («Our Citizens for Our Municipality”).

La conférence de clôture du projet « Nos citoyens pour notre municipalité » a récemment eu lieu, offrant l’opportunité de résumer les résultats du projet, mais également de lancer un dialogue entre les représentants des autorités locales et des OSC locales impliquées. Au cours des discussions, dans le but d’améliorer la participation des citoyens dans le processus de décision de la municipalité de Vlasotince, il a été recommandé de soutenir les participants dans l’amélioration de la communication entre les citoyens et les OSC locales (à l’initiative d’informations publiées sur la mise en place d’un budget municipal sur une base mensuelle) et à la création d’un budget citoyen, qui devra être émis avant le prochain débat public se tenant sur la proposition du budget municipal.

Comme principal succès, les citoyens de la municipalité de Vlasotince vont participer activement dans l’élaboration du budget pour l’année prochaine, mais également au développement d’autres documents stratégiques et au processus de décision au niveau local. À la suite de cela, l’aspect financier des projets des OSC locales financées par la municipalité sera plus transparent.

Les participants à la conférence ont recommandé l’amélioration du travail de la commission pour la mise en place d’appels d’intérêts publics pour le financement de projets par les OSC locales reliées au budget de la municipalité de Vlasotince :

  • Nomination des « agents » de l’administration locale en tant que membres de la Commission (en plus des membres qui occupent des postes politiques) ;
  • Nomination d’un moins un représentant des OSC locales en tant que membre de la Commission ;
  • Publication d’un rapport sur les travaux de la Commission (sous forme électronique sur le site officiel de la municipalité) ;
  • Publication des résumés des projets qui ont été financés par des fonds du budget municipal (sous forme électronique sur le site officiel de la municipalité) ;
  • Publication du rapport sur les effets de la mise en œuvre de projets qui ont été financés par des fonds du budget municipal (sous forme électronique sur le site officiel de la municipalité).

Le projet “Nos citoyens pour notre municipalité » a été mis en place dans le cadre du partenariat entre la municipalité de Vlasotince et l’Agence de la Démocratie Locale Centre et Sud Serbie, et a été financé par l’Union européenne, le gouvernement Suisse et le gouvernement de la République de Serbie au travers du programme européen PROGRES. Les activités du projet incluent une série de formations de développement de compétences pour les représentants des administrations locales, des institutions locales et des associations de la société civile locale, aussi bien que la création de modèle de documents légaux et de papiers similaires, pour plus de transparence dans l’utilisation des fonds dans le budget municipal dédié aux projets d’OSC. “I nostri Cittadini per la nostra Città”: un esempio di cooperazione locale in Serbia

Partecipazione dei cittadini nel processo di pianificazione del bilancio comunale e trasparenza: questi i maggiori risultati della cooperazione stabilita negli ultimi 10 mesi tra il comune di Vlasotince e l’ADL Central and Southern Serbia nell’ambito del progetto “I nostri Cittadini per la nostra Città”.

La conferenza conclusiva del progetto “I nostri Cittadini per la nostra Città” si è tenuta in questi ultimi giorni con l’obiettivo di riassumere i risultati del progetto e avviare un dialogo tra i rappresentanti degli enti locali e delle associazioni della società civile locali coinvolti. Durante la discussione, al fine di migliorare la partecipazione dei cittadini ai processi decisionali nel Comune di Vlasotince, è stato auspicato un maggior sostegno dei partecipanti al miglioramento della comunicazione tra i cittadini e le OSC locali, ma anche l’iniziativa di pubblicare mensilmente informazioni sull’implementazione del bilancio comunale e la creazione di un bilancio dei cittadini da fornire prima del prossimo dibattito pubblico sulla proposta del bilancio comunale.

Tra i risultati più importanti, i cittadini del comune di Vlasotince parteciperanno attivamente al processo di pianificazione del bilancio per il prossimo anno e allo sviluppo di documenti strategici e processi decisionali a livello locale. Inoltre, si lavorerà affinché gli aspetti finanziari dei progetti delle organizzazioni locali finanziati dal comune siano ancora più trasparenti.

I partecipanti alla conferenza hanno auspicato anche il miglioramento del lavoro della Commissione per l’implementazione dei bandi di finanziamento per progetti d’interesse pubblico supportati dal comune di Vlasotince, di cui usufruiranno le OSC locali. Le azioni proposte:

  • nomina degli “operatori” dell’amministrazione locale come membri della Commissione (oltre ai membri che occupano posizioni politiche);
  • nomina di almeno un rappresentante delle OSC locali come membro della Commissione;
  • pubblicazione di una relazione sul lavoro della Commissione (in formato elettronico, sul sito ufficiale del Comune);
  • pubblicazione delle sintesi dei progetti che sono stati approvati con fondi comunali (in formato elettronico, sul sito ufficiale del Comune);

Kao glavni rezultat projekta, građani opštine Vlasotince će aktivno učestvovati u procesu planiranja budžeta za narednu godinu, ali i u razvoju drugih strateških dokumenata i procesa donošenja odluka na lokalnom nivou; Pored toga, finansijski aspekti projekata lokalnih OCD koji se finansiraju iz opštinskog budžeta biće transparentniji.

Učesnici konferencije su preporučili poboljšanje rada Komisije za sprovođenje poziva od javnog interesa za finansiranje projekata od strane lokalnih OCD u vezi sa budžetom Općine Vlasotince:

  • imenovanje službenika iz lokalne uprave kao članova Komisije (pored izabranih funkcionera lokalne samouprave);
  • imenovanje najmanje jednog predstavnika lokalnih OCD kao članova Komisije;
  • objavljivanje izvještaja o radu Komisije (u elektronskoj formi na službenoj veb stranici opštine);
  • objavljivanje sažetaka projekata koji su dodijeljeni sredstvima iz opštinskog budžeta (u elektronskoj formi na službenoj veb stranici opštine);
  • objavljivanje izveštaja o efektima sprovođenja projekata koji su dodijeljeni sredstvima iz opštinskog budžeta (u elektronskoj formi na zvaničnoj internet stranici opštine).

Projekat “Naši građani za našu opštinu” realizovan je u partnerstvu između Opštine Vlasotince i Centra lokalne demokratije LDA Knjaževac i finansiran od strane Evropske unije, Vlade Švajcarske i Vlade Republike Srbije kroz Evropski Program PROGRES. Aktivnosti projekta uključivale su niz treninga za izgradnju kapaciteta za predstavnike lokalne uprave, lokalnih institucija i lokalnih udruženja civilnog društva, kao i kreiranje modela pravnih dokumenata i procedura za transparentniji proces koji se odnosi na korišćenje sredstava iz opštinskog budžeta za lokalne projekte OCD. Projekat je uključivao i uvođenje javnih rasprava / saslušanja za lokalne zakonske odluke i strateške dokumente i niz drugih aktivnosti kako bi se podstaklo dobro upravljanje u opštini Vlasotince.

مشاركة المواطنين في التخطيط لمنظومة وشفافية ميزانية المدينة ووكالة الديمقراطية المحلية بصربيا المركزية والجنوبية, خلال العشر أشهر الماضية في مجال المشروع المشترك ” مواطنونا يعملون من أجل بلدياتنا”.

نظم, منذ فترة وجيزة, المؤتمر الإختتامي للمشروع ” مواطنونا يعملون من أجل بلدياتنا”, الذي أتاح الفرصة لحوصلة تنائج المشروع وبدئ الحوار بين ممثلين عن السلطات المحلية ومنظمات المجتمع المدني المشاركة في التظاهرة. خلال النقاش, الذي التأم بهدف دفع مشاركة المواطنين في أخذ القرار ببلدية فلاسوتنس, دعي المشاركون إلى تركيز جهودهم على تعزيز منظومة التواصل بين المواطنين ومنظمات المجتمع المدني, إضافة إلى أخذ المبادرة الداعية إلى نشر المعلومات حول المشاركة في إقرار ميزانية البلدية بصفو شهرية والسعي إلى إقرار ميزانية المواطن قبل انطلاق الحوار العمومي القادم حول المقترح الخاص بميزانية البلدية.

من بين أهم النتائج المنجزة, يمكن الإشارة إلى المشاركة النشطة لمواطني بلدية فلاسوتنس في عملية التخطيط لميزانية السنة القادمة وكذلك المساهمة في تطوير عدد من الوثائق الإستراتيجية ومسارات اخذ القرارات على المستوى المحلي, إضافة إلى الجوانب المالية الخاصة بمشاريع منظمات المجتمع المدني, الممولة من ميزانية البلدية, والتي سوف تتم بطريقة أكثر شفافية.

أوصى المشاركون في المؤتمر بضرورة تحسين عمل اللجنة الداعي إلى تنفيذ الاقتراحات المقدمة لأخذ المصلحة العامة بعين الاعتبار لدى تمويل المشاريع من قبل منظمات المجتمع المدني المرتبطة بميزانية بلدية  فلاسوتنس:

  • تعيين “مشغلين”, يمثلون الإدارة المحلية, كأعضاء في اللجنة (إضافة إلى أعضاء آخرين من الماسكين لمناصب سياسية)
  • تعيين ممثل واحد على الأقل كعضو عن منظمات المجتمع المدني في اللجنة
  • نشر تقرير حول عمل اللجنة (في نسخة ألكتروني على موقع الواب الرسمي للبلدية)
  • نشر الخلاصات الخاصة بالمشاريع التي نفذت بواسطة منح مقدمة من ميزانية البلدية (في نسخة ألكتروني على موقع الواب الرسمي للبلدية)
  • نشر تقرير حول تأثير تنفيذ المشاريع التي نفذت بواسطة منح مقدمة من ميزانية البلدية (في نسخة ألكتروني على موقع الواب الرسمي للبلدية).

نفذ مشروع  ” مواطنونا يعملون من أجل بلدياتنا” بالشراكة بين كل من بلدية فلاسوتنس ووكالة الديمقراطية المحلية بصربيا الوسطى والجنوبية, الذي يسهر على تمويله الاتحاد الأوروبي والحكومة السويسرية وحكومة الجمهورية الصربية من خلال برنامج بروغرس (PROGRES) الأوروبي. تضمنت أنشطة المشروع سلسلة من الدورات التدريبية الداعية إلى بناء القدرات لفائدة ممثلين عن الإدارة المحلية والمؤسسات المحلية وجمعيات المجتمع المدني المحلية, إضافة إلى إرساء نماذج عن الوثائق القانونية والوثائق المشابهة لتأمين منظومة أكثر شفافية في علاقة من استغلال الاعتمادات المخصصة داخل ميزانية البلدية للمشاريع الموكولة لمنظمات المجتمع المدني. كما تضمن المشروع تقديم للنقاشات/الجلسات العامة المخصصة للقرارات القانونية المحلية والوثائق الاستراتيجية وكذلك عدد من الأنشطة الأخرى الداعية إلى تعزيز منظومة الحوكمة الرشيدة ببلدية فلاسوتنس.

Register to the second edition of the Summer University on European citizenship by ECIT Foundation!

From 30 August to 1 September 2017, our member association ECIT Foundation organises its second edition of the Summer University on European citizenship “Countering threats to European citizenship across borders, reconfiguring its future”.

This three-day event – which will take place at the “Maison des Associations Internationales”, in Brussels – will bring together 75 people from all over Europe and from different backgrounds (students, academics, activists, as well as representatives of the European Institutions) to debate European Citizenship from all angles, its gaps, challenges and future. A participation fee of 100,00 € is requested and a special participation fee of 60,00 € is foreseen for students, unemployed and interns.

Organisations related with this theme can join the event as partners: this means the possibility to organise an event or special fringe meeting on this occasion, showcase projects and publications with a stand or exhibition, participate in the events of other organisations, in the public debate and in the programme proposed by ECIT.
