A ski center for a healthier and more prosperous rural Armenia!

Last Saturday the 26th of January, ALDA, thanks to the support of the European Union, and in collaboration with the Communities Finance Officers Association (CFOA) and the Communities Association of Armenia (UCA) have inaugurated the Ashotsk Ski Centre.
The pavillon is funded through the “Citizens Voice and actions in Consolidated Communities” project that is strengthening the capacity of 52 recently consolidated communities – of which most are in rural and remote locations – to engage citizens in local tourism development with a focus on outdoor activities and fostering a healthy lifestyle. The project will also pilot citizens budgeting in Armenia, which will provide citizens in at least 52 communities opportunities to implement small initiatives on their own. The communities will be supported with trainings and examples from Europe and Georgia of similar initiatives.
The pavilion is intended to support Ashotsk community to further develop the cross-country skiing potential and to attract local tourists to have fun in the snow and competitive skiers for training and competitions. The Ashotsk Ski Centre will be jointly managed by the Armenian Ski Federation and the Ashotsk local community.
The event took place at the Ashotsk Ski Centre on the Northern side of Ashotsk and it included a tour of the pavilion led by the Armenian architect and the construction company, speeches and Question & Answer session for the media.

Two-year successful implementation of CSOs for Making Local Democracy Work

Two years have passed from launching the project CSOs for Making Local Democracy Work and since then the project partners have implemented numerous activities specially designed to increase the impact of the civil society organizations in public policies on local level in Macedonia.
Here are only few of the local activities that ALDA Skopje, The European movement and The Association of Finance Officers have implemented in 2018.
As part of the the sub- granting scheme, twelve ideas presented by civil society organizations or informal groups were rewarded with grands in order to focus on implementing small actions that will promote increasing transparency, accountability and local democracy. Four trainings on different topics were organized in order to help the grantees to strengthen their capacities.
Our sub-grantees implemented their activities for six months in their local communities with success. You can read more in the Subgranting section of our internet site.
The international conference “European integration trough the perspective of cooperation between civil society and local authorities” was organized in November by the European movement. The aim of this conference was sharing good practices from Macedonia, the Balkan region and the European Union countries focusing on the cooperation between civil society and the local authorities and the role of such cooperation in the European integration process.
The conference was an opportunity to present two publications on the cooperation between municipalities and the civil sector titled “Co-operation between public authorities and civil society at local level in Republic of Macedonia” and “Financial and non-financial support from local authorities to civil society organisations”.
The year was finalized by the local forums and panel discussions that were organized in different cities in Macedonia by The European movement and The Association of Finance Officers, were the local community and local civil society had the opportunity to share their experience with their municipalities.
2019 is the last year of the project and the project partners have still a great number of activities to implement.

Reviving the flame in the Mediterranean: Mahdia at the heart of a message of hope
On January 12, the Municipality of Mahdia joined other administrations around the Mediterranean to light a fire from a surveillance fort on the Mediterranean coast, at dusk. This event, initiated by the Council of Majorca in 2017 and bringing together the entities and institutions of the Mediterranean countries in which the city implements cooperation and humanitarian emergency projects, aims to raise the awareness on the Mediterranean historical heritage and on the situation of migrants undertaking the crossing of the Mediterranean.
While lighthouses are a real symbol for the preservation of human rights in this context, the Municipality of Mahdia has lit two torches at the Ottoman fort of Borj El Kebir, a landmark of the city, both for its history and its imposing architecture. This was followed by the reading of a manifesto.
The municipality of Mahdia has, for the implementation of this initiative, received the support of the Local Democracy Agency (ADL) of Tunisia, which coordinated the activity and ensured the contact between the Fons Mallorquí Solidaritat i Cooperació (mandated by the Council of Majorca for the concretization of this event in the different partner cities) and the Municipal Council of Mahdia.
The mobilization of the various participating Mediterranean nations, taking into account the issues raised by this event, is really promising and reinforces the strong cooperation existing in the region. ADL Tunisia hopes to see in 2020 the continuation of this initiative in other Tunisian cities and reaffirms its full support for this project.

First meetings of ALDA staff and Governing Board in 2019 - motivation for action!

ALDA international staff met and worked hard together during their first meeting of 2019, which took place in Vicenza in January. Every year the staff meeting represents a moment of deep reflection, analysis and team-building, useful to review ALDA’s action in all its facets: all members take the floor and present strategy and challenges, progress of activities and projects, membership, developments for current and future local democracy agencies, and much more.
Before starting, the Secretary General Antonella Valmorbida mourned the loss of our friend Pavel Adamowicz, mayor of Gdansk (Poland), whose death left all the staff deeply sad and outraged. This tragic event led to a reflection on the situation and atmosphere prevailing in Europe at the present moment, increasing the awareness on the importance European institutions and Associations, like ALDA, may play in order to mitigate this wave of violence and spread hope and optimism.
The Governing Board of the Association met on 18 January in Thiene, Italy, hosted in the beautiful Villa Fabris, a building from 1700 hosting the European Centre for Heritage Jobs, as well as start-ups and associations. The Mayor of Thiene Giovanni Casarotto and the Director of Villa Fabris Giovanni Giuliari welcomed the delegation, stating that together, we are building a new and better Europe, and we must believe in this common project.

European decentralised cooperation in the spotlight at CoR – Join the event on 5th February

"Working with communities, in a long term participative and local approach, decentralised cooperation has a great power for change and for reaching and impacting on citizens and institutions. The fact that – sometimes – it cannot reach the results expected is not due to the fact that the methods is wrong per se but it is due to the fact that it remains often underfunded and with not enough support, including the political one, in the medium and long term."
This quote by Antonella Valmorbida briefly describes the core concept of her newly published book, “The European Decentralised Cooperation: Acting for development engaging local authorities and civil society”. Ms. Valmorbida, based upon her proven expertise in field, states that the European continent can be a real leader in this perspective, since it based its own development on local and regional autonomy.
The book presentation will take place on February 5th, 2019 at the Committee of the Regions documentation centre (JDE 1st floor), in Brussels, from 2:30pm to 3:30pm, as side event of the Forum of Cities & Regions for Development Cooperation.
The presentation won’t be a simple introduction of the book, but it will be designed as a round table, in order to establish a constructive exchange on the place of decentralised cooperation in Europe nowadays and its conceivable future.
Ken Godfrey, European Partnership for Democracy’s Executive Director, will moderate the session, animated by Ms. Afef Zaddem, Delegate of the Local Democracy Agency (LDA) of Kairouan, Tunisia, Mr. Radouène Bouden, Mayor of Kairouan and Ms. Serena Foracchia, Councillor for International City of Reggio Emilia, Italy (tbc).
"We should not be totally blind and look at our reality only through the lenses of fear and catastrophic approach. Community approach to problems and its added value is a characteristic of the EU member states’ governance, and we should be ready to share it with our neighbours, while picking up also all their good experiences. The process of citizens’ empowerment – especially at the local level – is irreversible”.
The event is organised by the European Commission for International Cooperation and Development (DEVCO) and the European Committee of the Regions (CoR).
To register, please contact Francesco Pala to francesco.pala@aldaintranet.org by February 1st, 2019.
