Regional development through participative democracy in Morocco

“Participative democracy? A choice for regional development” confirmed Antonella Valmorbida, Secretary-General of ALDA, invited to the first National Forum on Advanced Regionalisation in Agadir, Morocco, on December 20th and 21st – where the work of ALDA and of the Local Democracy Agency of Northern Morocco was presented to the numerous delegates from all over Morocco who attended the important event.
Since a key constitutional change in 2001 proposing a reorganisation of governance in this crucial country of Northern Africa, laws and regulations have been under development towards regionalisation, which has been adopted in Morocco as a mean for social and economic development as well as equalisation of the existing diversities among the different parts of the country.
In this framework, ALDA’s experience was presented to contribute ideas and good practices and find solutions to the current challenge for Morocco to implement participative democracy and citizens’ real involvement in public policies. Today, regions in Morocco have the possibility to engage civil society and local municipalities; but how to make this work, and make it productive? How to make sure that laws are accompanied by awareness and practice? The capacity of ALDA and of LDA Morocco triggered considerable interest among the participants of the conference, and proved to be highly relevant.
A follow-up plan for 2020 was prepared to further support the objective, towards which will be directed the efforts of a variety of stakeholders. Close to ALDA’s work in Morocco is also that of the Congress of the Council of Europe (CoE), represented at this event by Vice-President of the Congress Xavier Cadoret, as it developed a plan in support of local democracy in the country, too.
It is worthy of note that, in April 2019, Morocco obtained the status of “Partner for Local Democracy” to the Congress with the possibility to send delegates and participate in CoE sessions.

Join us in the creation of the Youth Platform for Regional cooperation!

The regional youth forum organized the framework of the “Regional Youth Compact for Europe” project in Pristina last November and planted the seed for the creation of the Youth Platform for Regional cooperation.
We invite all youngsters from Western Balkans and Turkey to join the initiative of creating the network.
The youth network will work as a network of young students and activists empowered for monitoring EU related reforms within the EU integration processes in Serbia, Montenegro, North Macedonia, Bosnia and Herzegovina, Albania, Kosovo and Turkey and to ensure an increased participation of youth organizations within structured dialogue.
Together with the project partners, the participants of the forum prepared and signed a Declaration of shared views and values. You can find the declaration at the following link.

ALDA in Ypres: stories from rural Europe

Where is Europe?
Europe is in its rural areas. That’s why on December 2-4 ALDA went to Ypres, Belgium, where the event “Sustainable Rural Development” was held in collaboration with Flanders Field Museum. This event is part of a bigger story, which started with Eusave – a Europe For Citizens project con l'obiettivo di promoting the exchange of good practices and fostering a network of actors for the development of smart rural villages. Besides ALDA, the project involves 6 rural municipalities in Italy, Bulgaria, Macedonia, Spain, Croatia, Portugal and Latvia; that in Ypres was Eusave’s fourth international event.
The first day of the event focused on exploring tools and drivers for thriving rural communities, and navigated bottom-up and top-down drivers for an inclusive and sustainable rural development. We talked about rural development of cross-border regions, the role of LAGs in local development, and the synergies between social innovation and rural services.
Challenges experienced by rural areas today were discussed in the morning, while in the afternoon the focus was on sustainable solutions. Thanks to the participation of various local initiatives, we discovered some good practices of local development that were born from the grassroots. Among others, we learned about Repair Cafe, LETs e Free State Flanders; talked about car e bike sharing; visited the Bibus, an actual bus equipped with computers and books that moves around the West Flanders to bring services to the most inaccessible areas.
At the end of the day, a participant commented: “I have come here with my head full of problems; thanks to the meeting I will bring home different solutions and contacts to contribute to my community in a sustainable way”.
The second day of the event was managed by Flanders FIeld Museum and navigated the topic of integrated heritage management as a driver of rural development. In Ypres, the memory of WWI is kept alive on a daily basis: not only the Last Post ceremony is performed every day in order not to forget the soldiers fallen during the war and never buried; here, stories of WWI are set on music, kids learn them at school and through hands-on activities.
We therefore learned about how tourism can serve as a lever for local economy, and how remembering where we come from can help us understand who we are today. Which is always a good lesson.

Social inclusion of migrant children through art in Kranjska Gora

On November 8th, 2019 in Kranjska Gora, Slovenia, the Association for Developing Voluntary Work Novo Mesto held a local workshop on the topic of social inclusion through art.
The workshop was conducted for migrant children in two humanitarian camps on the Slovenian mountain range area. In order to build mutual trust with the children, the method of social inclusion and confidence building was used.
The power of music, creative props and gymnastics dance ribbons helped to encourage creative expression. The goal of the activity was to create a simple composite art performance: within the two-hour workshop, the participants had the possibility to get to know one another and to open up with others so to collaborate.
I IMPATTO project is implemented by VIFIN – Videnscenter for Integration in cooperation with ALDA, La Piccionaia - Centro di produzione teatrale, dell'ADL Montenegro, LDA Mostar, Coalition of youth organisations SEGA, Association for Developing Voluntary Work Novo Mesto (DRPDNM) and Urban Development Center, and it is supported by the Erasmus + program of the European Union.

The PARFAIT Project – Two years of activities “en rose” for the advancement and innovation of Tunisia

Saturday, December 7th, 2019 marked a major milestone in the two years of implementation of Projet PARFAIT con il final conference of the project, which successfully brought to reality the vast majority of its proposed aims.
While this event officially concluded the project, funded by the European Union since 2017, ALDA’s Mediterranean Project coordinator Giulia Sostero underlines: “This is but the end of one step – one that has allowed us to dive deep into a crucial issue within the social and political life in Tunisia. Beyond the scope of this specific project, we are well aware that a lot of work still needs to be done".
Among its accomplishments, during the course of the past two years the PARFAIT Project brought together a large number of actors around the theme of women’s participation in local governance: local authorities, civil society and associations, committed citizens and international actors all engaged in various initiatives spread across a number of Tunisian Governorates with the aim to better include women in decision-making processes and public life.
The final conference was held in Kairouan, a highly symbolic city for PARFAIT as it emerged as a pioneer in multi-stakeholder consultations and participatory democracy, as well as being the cradle of the Local Democracy Agency in Tunisia.
The occasion allowed partners and beneficiaries alike to draw the results of the project: in particular, the women who were elected at the local level with support from the project reported on their experience; while the 24 local associations that received grants within the framework of the project had the opportunity to showcase the actions they had carried out to increase the presence of women in local public life.
“PARFAIT stands in confirmation of the engagement of Tunisian women as creators of change and modernization in the country” – commented ALDA’s Vice President Alessandro Perelli. “The 2011 revolution was crucial for the promotion of democratic rights in Tunisia and led to the Parliament approving a new Constitution that is key to the achievement of important objectives such as gender equality: PARFAIT and its concrete actions towards women’s participation in public life and decision-making not only promoted such gender equality, but created fruitful opportunities for dialogue and exchange”.
While the Project had an evidently positive impact on the daily lives of several thousand citizens thanks to the diversity of the actions implemented (coaching of elected women, training of local authorities, awareness-raising on the place of women in elections), both the elected women and associations highlighted the need to intensify efforts and mobilize an even wider audience for women’s inalienable rights to be fully respected alongside those of their counterparts.
ALDA continues to work in support of these ambitions, and is planning additional activities within the PARFAIT project to address the needs expressed by such courageous and determined women. Stay tuned!
Le projet « Parfait » – Deux ans d’activités « en rose » pour l’avancement et l’innovation en Tunisie
Le samedi 7 décembre 2019 a marqué une étape importante dans les deux années de mise en œuvre du Projet PARFAIT avec la conférence finale du projet, qui a réussi à concrétiser la grande majorité des objectifs proposés.
Alors que cet événement a officiellement conclu le projet, financé par l’Union européenne depuis 2017, la coordinatrice du projet méditerranéen de l’ALDA, Giulia Sostero, souligne : “Ce n’est que la fin d’une étape – une étape qui nous a permis de plonger profondément dans une question cruciale dans la vie sociale et politique en Tunisie. Au-delà de la portée de ce projet spécifique, nous sommes bien conscients qu’il reste encore beaucoup à faire ».
Parmi ses réalisations, au cours des deux dernières années, le projet PARFAIT a réuni un grand nombre d’acteurs autour du thème de la participation des femmes à la gouvernance locale : autorités locales, société civile et associations, citoyens engagés et acteurs internationaux tous engagés dans diverses initiatives répartis dans un certain nombre de gouvernorats tunisiens dans le but de mieux intégrer les femmes dans les processus décisionnels et la vie publique.
La conférence finale s’est tenue à Kairouan, une ville hautement symbolique pour PARFAIT car elle est devenue un pionnier dans les consultations multipartites et la démocratie participative, ainsi que le berceau de l’Agence de la démocratie locale en Tunisie.
L’occasion a permis aux partenaires comme aux bénéficiaires de tirer les résultats du projet : en particulier, les femmes élues au niveau local avec le soutien du projet ont rendu compte de leur expérience; tandis que les 24 associations locales qui ont reçu des subventions dans le cadre du projet ont eu l’occasion de présenter les actions qu’elles avaient menées pour accroître la présence des femmes dans la vie publique locale.
“PARFAIT confirme l’engagement des femmes tunisiennes en tant que créatrices de changement et de modernisation dans le pays” – a commenté Alessandro Perelli, vice-président d’ALDA. «La révolution de 2011 a été cruciale pour la promotion des droits démocratiques en Tunisie et a conduit le Parlement à approuver une nouvelle Constitution qui est essentielle à la réalisation d’objectifs importants tels que l’égalité des sexes: PARFAIT et ses actions concrètes en faveur de la participation des femmes à la vie publique et aux prises de décisions a permis non seulement la promotion de cette égalité entre les sexes, mais aussi créer des occasions fructueuses de dialogue et d’échange».
Si le Projet a eu un impact évidemment positif sur la vie quotidienne de plusieurs milliers de citoyens grâce à la diversité des actions mises en œuvre (coaching des femmes élues, formation des autorités locales, sensibilisation à la place des femmes dans les élections), tant les femmes élues et les associations ont souligné la nécessité d’intensifier les efforts et de mobiliser un public encore plus large pour que les droits des femmes inaliénables soient pleinement respectés aux côtés de ceux de leurs homologues.
L’ALDA continue de soutenir ces ambitions et prévoit des activités supplémentaires dans le cadre du projet PARFAIT pour répondre aux besoins exprimés par des femmes aussi courageuses et déterminées. Restez à l’écoute !
Il progetto PARFAIT – Due anni di attività “en rose” per il progresso e l’innovazione della Tunisia
La giornata di sabato 7 dicembre 2019 ha segnato un’importante pietra miliare nei due anni di implementazione del progetto PARFAIT con la conferenza finale del progetto, che con successo ha portato alla realtà la stragrande maggioranza degli obiettivi proposti.
Se questo evento ha ufficialmente concluso il progetto, finanziato dall’Unione Europea dal 2017, la coordinatrice dei progetti nel Mediterraneo di ALDA, Giulia Sostero, sottolinea: “Questa non è che la conclusione di un passo che ci ha permesso di immergerci a fondo in una questione cruciale all’interno della vita sociale e politica in Tunisia. Al di là di questo progetto specifico, siamo ben consapevoli che c’è ancora molto lavoro da fare".
Tra i risultati raggiunti, nel corso degli ultimi due anni il progetto PARFAIT ha riunito un gran numero di attori sul tema della partecipazione delle donne al governo locale: autorità locali, società civile e associazioni, cittadini impegnati e attori internazionali si sono tutti impegnati in varie iniziative, diffuse in diversi Governatorati tunisini, con l’obiettivo di migliorare l’inclusione delle donne nei processi decisionali e nella vita pubblica.
La conferenza finale si è tenuta a Kairouan, una città altamente simbolica per PARFAIT in quanto è emersa come pioniera nelle consultazioni multi-attore e nella democrazia partecipativa, oltre ad essere la culla dell’Agenzia per la Democrazia Locale in Tunisia.
L’occasione ha permesso a partner e beneficiari di mettere in rilievo i bei risultati del progetto: in particolare, le donne elette a livello locale con il supporto del progetto hanno riferito la loro esperienza; mentre le 24 associazioni locali che hanno ricevuto sovvenzioni nell’ambito del progetto hanno avuto l’opportunità di evidenziare le azioni che avevano realizzato per aumentare la presenza delle donne nella vita pubblica locale.
“PARFAIT è la conferma dell’impegno delle donne tunisine come creatrici del cambiamento e della modernizzazione nel paese” – ha commentato il Vice Presidente di ALDA Alessandro Perelli. “La rivoluzione del 2011 è stata cruciale per la promozione dei diritti democratici in Tunisia e ha portato il Parlamento ad approvare una nuova Costituzione che è la chiave per il raggiungimento di importanti obiettivi come la parità di genere: PARFAIT e le sue azioni concrete verso la partecipazione delle donne alla vita pubblica e ai processi decisionali non solo hanno promosso tale uguaglianza di genere, ma hanno creato proficue opportunità di dialogo e scambio”.
Se il progetto ha avuto un impatto decisamente positivo sulla vita quotidiana di diverse migliaia di cittadini grazie alla diversità delle azioni attuate (assistenza alle donne elette, formazione delle autorità locali, sensibilizzazione sul ruolo delle donne nelle elezioni), sia le donne elette che le associazioni hanno sottolineato la necessità di intensificare gli sforzi e mobilitare un pubblico ancora più vasto affinché i diritti inalienabili delle donne siano pienamente rispettati insieme a quelli delle loro controparti.
ALDA continua a lavorare a sostegno di queste ambizioni e sta pianificando attività aggiuntive nell’ambito del progetto PARFAIT per rispondere alle esigenze espresse da queste donne così coraggiose e determinate. Rimanete sintonizzati!
Проект PARFAIT – Два года деятельности “en rose” для развития и инноваций Туниса
Суббота, 7 декабря 2019 года, ознаменовала собой важную веху в двухлетнем внедрении проект a PARFAIT с заключительной конференцией проекта, которая успешно воплотила в жизнь подавляющее большинство предложенных целей.
Хотя это мероприятие официально завершило проект, финансируемый Европейским Союзом с 2017 года, координатор средиземноморского проекта ALDA Джулия Состеро подчеркивает: «Это всего лишь конец одного шага – тот, который позволил нам углубиться в решающую проблему в социальной и политическая жизни в Тунисе. За рамками этого специфического проекта мы хорошо понимаем, что предстоит еще много работы».
Среди достижений, в течение последних двух лет проект PARFAIT собрал большое количество участников по теме участия женщин в местном самоуправлении: местные органы власти, гражданское общество и ассоциации, преданные идеям граждане и международные субъекты, участвующие в различных инициативах, распространились в тунисских мухафаз с целью лучшего вовлечения женщин в процессы принятия решений и общественной жизни.
Заключительная конференция была проведена в Кайруане, очень символичном городе для PARFAIT, поскольку она стала пионером в консультациях с участием многих заинтересованных сторон и демократией с участием всех заинтересованных сторон, а также колыбелью Агентства местной демократии в Тунисе.
Это событие позволило партнерам и бенефициарам получить результаты проекта: в частности, женщины, избранные на местном уровне при поддержке проекта, поделились своим опытом; в то время как 24 местные ассоциации, получившие гранты в рамках проекта, имели возможность продемонстрировать действия, которые они предприняли для увеличения присутствия женщин в местной общественной жизни.

Projekat PARFAIT – Dve godine aktivnosti napretka i inovacija u Tunisu
Subota, 7. decembar 2019. označio je prekretnicu dvogodišnje implementacije Projekta PARFAIT na završnoj konferenciji projekta, koji je uspešno realizovao ogromnu većinu svojih predloženih cilјeva.
Dok je ovaj događaj zvanično zaklјučio projekat, koji Evropska unija finansira od 2017. godine, projektna koordinatorka za ALDA Mediteran Giulia Sostero ističe: “Ovo je kraj jednog koraka – onog koji nam je omogućio da duboko uđemo u klјučno pitanje unutar društvenog i političkog života u Tunisu. Pored opsega ovog konkretnog projekta, veoma smo svesni da treba još mnogo da radimo“.
Među svojim dostignućima, tokom prethodne dve godine, projekat PARFAIT okupio je veliki broj aktera oko teme učešća žena u lokalnoj upravi: lokalne vlasti, civilnog društva i udruženja, aktivnih građana i međunarodnih aktera, svih angažovanih u različitim inicijativama rasprostranjenim širom Tunisa sa cilјem da se žene bolјe uklјuče u procese donošenja odluka i javni život.
Završna konferencija održana je u Keruanu, veoma simboličnom gradu za PARFAIT, budući da je ovaj grad postao pionir u konsultacijama sa više zainteresovanih strana i participativnoj demokratiji, kao i kolevka Agencije lokalne demokratije u Tunisu.
Tom prilikom su partneri i korisnici istakli rezultate projekta: posebno, žene koje su izabrane na lokalnom nivou uz podršku projekta, podelili svoja iskustva; dok su 24 lokalna udruženja koja su dobila grant u okviru projekta imala priliku da prikažu akcije koje su preduzeli kako bi povećali prisustvo žena u lokalnom javnom životu.
„PARFAIT predstavlјa potvrdu angažovanja žena iz Tunisa kao kreatora promena i modernizacije u zemlјi “ – prokomentarisao je potpredsednik ALDA Alessandro Perelli. „Revolucija iz 2011. bila je presudna za promociju demokratskih prava u Tunisu i dovela je do toga da je parlament odobrio novi Ustav koji je klјučan za postizanje važnih cilјeva kao što su rodna ravnopravnost: PARFAIT i njegove konkretne akcije prema učešću žena u javnom životu i donošenju odluka stvorili su ne samo poboljšanje na polju rodne ravnopravnosti, već su stvorene i nove mogućnosti za dijalog i razmenu“.
Iako je projekat imao očigledno pozitivan uticaj na svakodnevni život nekoliko hilјada građana zahvalјujući raznolikosti sprovedenih akcija (obuka izabranih žena, obuka lokalnih vlasti, podizanje svesti o mestu žena na izborima), izabrane žene, kao i udruženja naglasili su potrebu da se pojačaju napori i aktivira još šira publika da bi se neotuđiva prava žena u potpunosti poštovala zajedno sa pravima njihovih kolega.
ALDA nastavlјa da radi na podršci tim ambicijama i planira dodatne aktivnosti u okviru projekta PARFAIT radi rešavanja potreba koje su iskazale ove hrabre i odlučne žene.
مشروع بارفي – سنتين من الأنشطة “ذات الطابع الوردي” من أجل التقدم والتجديد في تونس
مثل يوم السبت, السابع من ديسمبر, 2019, علامة بارزة على مدى سنتين مضت منذ الانطلاق في تنفيذ مشروع بارفي وذلك بتنظيم المؤتمر الأخير في إطار هذا المشروع, الذي مكن من تنفيذ العديد من الأهداف, بكل نجاح, على أرض الواقع.
في الوقت الذي تشير فيه هذه التظاهرة إلى نهاية مشروع حارفي, الذي يسهر على تمويله الاتحاد الأوروبي منذ سنة 2017, تؤكد جوليا سوستارو, منسقة ألدا للمشروع المتوسطي أن: ” هذه التظاهرة لا تمثل سوى نهاية مرحلة أولى – مرحلة مكنتنا من التعمق في مسألة جوهرية تخص الحياة الاجتماعية والسياسية بالبلاد التونسية.
إضافة إلى ما يضفيه هذا المشروع من بعد خاص, نحن واعون تماما بالعمل الكبير الذي مازال ينتظرنا وأن الطريق طويلة أمامنا”.
من بين الانجازات, التي يمكننا الافتخار بها خلال السنتين الأخيرتين التي مضت على انطلاق مشروع بارفي, والذي مكن من تجميع العديد من الأطراف الفاعلة حول محور مشاركة المرأة في منظومة الحوكمة المحلية: السلطات المحلية ومنظمات وجمعيات المجتمع المدني وتشريك المواطنين والأطراف الدولية التي ساهمت جميعها في العديد من المبادرات التي شملت كافة الولايات التونسية بهدف تأمين دمج أفضل للمرأة في مسار أخذ القرار وتدبير شؤون الحياة العمومية.
انتظم المؤتمر الأخير, في إطار المشروع, بمدية القيروان التي تمثل مدينة رمزية بالنسبة للساهرين على مشروع بارفي, بوصفها المدينة العريقة التي احتضنت العديد من المشاورات المتعددة الأطراف وتعد مهدا لوكالة الديمقراطية المحلية بالبلاد التونسية.
مثلت هذه التظاهرة فرصة سانحة, للشركاء والمنتفعين على حد السواء, للتأكيد على الكثير من النتائج التي أنجزت في إطار المشروع: حيث يمكن الإشارة, بشكل خاص, إلى النساء اللاتي تم انتخابهن على المستوى المحلي بفضل الدعم الذي وفره المشروع والتجربة التي اكتسبنها, في حين حصلت 24 جمعية محلية على منح أسندت لها في إطار المشروع الذي مكنهن من الترويج للأنشطة التي قدمنها بهدف تعزيز حضور المرأة في كافة مجالات الحياة العامة اليومية.
“يعبر مشروع بارفي على الالتزام القوي والمتواصل للمرأة التونسية بصفتها مساهمة في منظومة التجديد والحداثة في البلاد” – كما جاء على لسان نائب رئيس ألدا ألساندرو بيرالي. “كان لثورة 2011 دور فاعل ومحوري في تعزيز منظومة الحقوق الديمقراطية في البلاد التونسية, حيث أن هذه الثورة ساعدت البرلمان على المصادقة على الدستور الجديد للباد والذي كان له دور محوري في جملة من الأهداف الاساسية على غرار المساواة على مستوى النوع الاجتماعي: مشروع بارفي ومساهمته الملموسة نحو مشاركة المرأة في شؤون الحياة العمومية وأخذ القرار, لم يساهم في تعزيز منظومة المساواة على مستوى النوع الاجتماعي فحسب, بل وكان له دور فاعل كذلك في خلق فرص سانحة ومفيدة لإرساء الحوار والتشجيع على التفاعل”.
فيما خلف المشروع تأثيرا إيجابيا واضحا على الحياة اليومية لآلاف المواطنين, بفضل تنوع الأنشطة المنفذة (تدريب المرأة المنتخبة, تدريب السلطات المحلية, تعزيز التوعية حول دور المرأة خلال المسار الانتخابي), فإن المرأة والجمعيات أكدت على الحاجة إلى مضاعفة الجهود والتعبئة, على مستوى قاعدة جماهيرية أوسع, لتعزيز الحقوق الشرعية للمرأة والمطالبة بضرورة حمايتها واحترامها تماما مثل ما هو الشأن لنظيراتها.

Saturday, December 7th, 2019 marked a major milestone in the two years of implementation of Projet PARFAIT con il final conference of the project, which successfully brought to reality the vast majority of its proposed aims.
While this event officially concluded the project, funded by the European Union since 2017, ALDA’s Mediterranean Project coordinator Giulia Sostero underlines: “This is but the end of one step – one that has allowed us to dive deep into a crucial issue within the social and political life in Tunisia. Beyond the scope of this specific project, we are well aware that a lot of work still needs to be done".
Among its accomplishments, during the course of the past two years the PARFAIT Project brought together a large number of actors around the theme of women’s participation in local governance: local authorities, civil society and associations, committed citizens and international actors all engaged in various initiatives spread across a number of Tunisian Governorates with the aim to better include women in decision-making processes and public life.
The final conference was held in Kairouan, a highly symbolic city for PARFAIT as it emerged as a pioneer in multi-stakeholder consultations and participatory democracy, as well as being the cradle of the Local Democracy Agency in Tunisia.
The occasion allowed partners and beneficiaries alike to draw the results of the project: in particular, the women who were elected at the local level with support from the project reported on their experience; while the 24 local associations that received grants within the framework of the project had the opportunity to showcase the actions they had carried out to increase the presence of women in local public life.
“PARFAIT stands in confirmation of the engagement of Tunisian women as creators of change and modernization in the country” – commented ALDA’s Vice President Alessandro Perelli. “The 2011 revolution was crucial for the promotion of democratic rights in Tunisia and led to the Parliament approving a new Constitution that is key to the achievement of important objectives such as gender equality: PARFAIT and its concrete actions towards women’s participation in public life and decision-making not only promoted such gender equality, but created fruitful opportunities for dialogue and exchange”.
While the Project had an evidently positive impact on the daily lives of several thousand citizens thanks to the diversity of the actions implemented (coaching of elected women, training of local authorities, awareness-raising on the place of women in elections), both the elected women and associations highlighted the need to intensify efforts and mobilize an even wider audience for women’s inalienable rights to be fully respected alongside those of their counterparts.
ALDA continues to work in support of these ambitions, and is planning additional activities within the PARFAIT project to address the needs expressed by such courageous and determined women. Stay tuned!
Le projet « Parfait » – Deux ans d’activités « en rose » pour l’avancement et l’innovation en Tunisie
Le samedi 7 décembre 2019 a marqué une étape importante dans les deux années de mise en œuvre du Projet PARFAIT avec la conférence finale du projet, qui a réussi à concrétiser la grande majorité des objectifs proposés.
Alors que cet événement a officiellement conclu le projet, financé par l’Union européenne depuis 2017, la coordinatrice du projet méditerranéen de l’ALDA, Giulia Sostero, souligne : “Ce n’est que la fin d’une étape – une étape qui nous a permis de plonger profondément dans une question cruciale dans la vie sociale et politique en Tunisie. Au-delà de la portée de ce projet spécifique, nous sommes bien conscients qu’il reste encore beaucoup à faire ».
Parmi ses réalisations, au cours des deux dernières années, le projet PARFAIT a réuni un grand nombre d’acteurs autour du thème de la participation des femmes à la gouvernance locale : autorités locales, société civile et associations, citoyens engagés et acteurs internationaux tous engagés dans diverses initiatives répartis dans un certain nombre de gouvernorats tunisiens dans le but de mieux intégrer les femmes dans les processus décisionnels et la vie publique.
La conférence finale s’est tenue à Kairouan, une ville hautement symbolique pour PARFAIT car elle est devenue un pionnier dans les consultations multipartites et la démocratie participative, ainsi que le berceau de l’Agence de la démocratie locale en Tunisie.
L’occasion a permis aux partenaires comme aux bénéficiaires de tirer les résultats du projet : en particulier, les femmes élues au niveau local avec le soutien du projet ont rendu compte de leur expérience; tandis que les 24 associations locales qui ont reçu des subventions dans le cadre du projet ont eu l’occasion de présenter les actions qu’elles avaient menées pour accroître la présence des femmes dans la vie publique locale.
“PARFAIT confirme l’engagement des femmes tunisiennes en tant que créatrices de changement et de modernisation dans le pays” – a commenté Alessandro Perelli, vice-président d’ALDA. «La révolution de 2011 a été cruciale pour la promotion des droits démocratiques en Tunisie et a conduit le Parlement à approuver une nouvelle Constitution qui est essentielle à la réalisation d’objectifs importants tels que l’égalité des sexes: PARFAIT et ses actions concrètes en faveur de la participation des femmes à la vie publique et aux prises de décisions a permis non seulement la promotion de cette égalité entre les sexes, mais aussi créer des occasions fructueuses de dialogue et d’échange».
Si le Projet a eu un impact évidemment positif sur la vie quotidienne de plusieurs milliers de citoyens grâce à la diversité des actions mises en œuvre (coaching des femmes élues, formation des autorités locales, sensibilisation à la place des femmes dans les élections), tant les femmes élues et les associations ont souligné la nécessité d’intensifier les efforts et de mobiliser un public encore plus large pour que les droits des femmes inaliénables soient pleinement respectés aux côtés de ceux de leurs homologues.
L’ALDA continue de soutenir ces ambitions et prévoit des activités supplémentaires dans le cadre du projet PARFAIT pour répondre aux besoins exprimés par des femmes aussi courageuses et déterminées. Restez à l’écoute !
Il progetto PARFAIT – Due anni di attività “en rose” per il progresso e l’innovazione della Tunisia
La giornata di sabato 7 dicembre 2019 ha segnato un’importante pietra miliare nei due anni di implementazione del progetto PARFAIT con la conferenza finale del progetto, che con successo ha portato alla realtà la stragrande maggioranza degli obiettivi proposti.
Se questo evento ha ufficialmente concluso il progetto, finanziato dall’Unione Europea dal 2017, la coordinatrice dei progetti nel Mediterraneo di ALDA, Giulia Sostero, sottolinea: “Questa non è che la conclusione di un passo che ci ha permesso di immergerci a fondo in una questione cruciale all’interno della vita sociale e politica in Tunisia. Al di là di questo progetto specifico, siamo ben consapevoli che c’è ancora molto lavoro da fare".
Tra i risultati raggiunti, nel corso degli ultimi due anni il progetto PARFAIT ha riunito un gran numero di attori sul tema della partecipazione delle donne al governo locale: autorità locali, società civile e associazioni, cittadini impegnati e attori internazionali si sono tutti impegnati in varie iniziative, diffuse in diversi Governatorati tunisini, con l’obiettivo di migliorare l’inclusione delle donne nei processi decisionali e nella vita pubblica.
La conferenza finale si è tenuta a Kairouan, una città altamente simbolica per PARFAIT in quanto è emersa come pioniera nelle consultazioni multi-attore e nella democrazia partecipativa, oltre ad essere la culla dell’Agenzia per la Democrazia Locale in Tunisia.
L’occasione ha permesso a partner e beneficiari di mettere in rilievo i bei risultati del progetto: in particolare, le donne elette a livello locale con il supporto del progetto hanno riferito la loro esperienza; mentre le 24 associazioni locali che hanno ricevuto sovvenzioni nell’ambito del progetto hanno avuto l’opportunità di evidenziare le azioni che avevano realizzato per aumentare la presenza delle donne nella vita pubblica locale.
“PARFAIT è la conferma dell’impegno delle donne tunisine come creatrici del cambiamento e della modernizzazione nel paese” – ha commentato il Vice Presidente di ALDA Alessandro Perelli. “La rivoluzione del 2011 è stata cruciale per la promozione dei diritti democratici in Tunisia e ha portato il Parlamento ad approvare una nuova Costituzione che è la chiave per il raggiungimento di importanti obiettivi come la parità di genere: PARFAIT e le sue azioni concrete verso la partecipazione delle donne alla vita pubblica e ai processi decisionali non solo hanno promosso tale uguaglianza di genere, ma hanno creato proficue opportunità di dialogo e scambio”.
Se il progetto ha avuto un impatto decisamente positivo sulla vita quotidiana di diverse migliaia di cittadini grazie alla diversità delle azioni attuate (assistenza alle donne elette, formazione delle autorità locali, sensibilizzazione sul ruolo delle donne nelle elezioni), sia le donne elette che le associazioni hanno sottolineato la necessità di intensificare gli sforzi e mobilitare un pubblico ancora più vasto affinché i diritti inalienabili delle donne siano pienamente rispettati insieme a quelli delle loro controparti.
ALDA continua a lavorare a sostegno di queste ambizioni e sta pianificando attività aggiuntive nell’ambito del progetto PARFAIT per rispondere alle esigenze espresse da queste donne così coraggiose e determinate. Rimanete sintonizzati!

Суббота, 7 декабря 2019 года, ознаменовала собой важную веху в двухлетнем внедрении проект a PARFAIT с заключительной конференцией проекта, которая успешно воплотила в жизнь подавляющее большинство предложенных целей.
Хотя это мероприятие официально завершило проект, финансируемый Европейским Союзом с 2017 года, координатор средиземноморского проекта ALDA Джулия Состеро подчеркивает: «Это всего лишь конец одного шага – тот, который позволил нам углубиться в решающую проблему в социальной и политическая жизни в Тунисе. За рамками этого специфического проекта мы хорошо понимаем, что предстоит еще много работы».
Среди достижений, в течение последних двух лет проект PARFAIT собрал большое количество участников по теме участия женщин в местном самоуправлении: местные органы власти, гражданское общество и ассоциации, преданные идеям граждане и международные субъекты, участвующие в различных инициативах, распространились в тунисских мухафаз с целью лучшего вовлечения женщин в процессы принятия решений и общественной жизни.
Заключительная конференция была проведена в Кайруане, очень символичном городе для PARFAIT, поскольку она стала пионером в консультациях с участием многих заинтересованных сторон и демократией с участием всех заинтересованных сторон, а также колыбелью Агентства местной демократии в Тунисе.

Projekat PARFAIT – Dve godine aktivnosti napretka i inovacija u Tunisu

Dok je ovaj događaj zvanično zaklјučio projekat, koji Evropska unija finansira od 2017. godine, projektna koordinatorka za ALDA Mediteran Giulia Sostero ističe: “Ovo je kraj jednog koraka – onog koji nam je omogućio da duboko uđemo u klјučno pitanje unutar društvenog i političkog života u Tunisu. Pored opsega ovog konkretnog projekta, veoma smo svesni da treba još mnogo da radimo“.

PERCEPTIONS: redressing narratives on Europe for safer migration

Narratives of a “better life” that can become reality elsewhere have always been shaping human migration. The idea of a “promised land”, however, might not be real, and newcomers are often faced with obstacles and challenges they did not expect.
In the context of migration, certain constructed narratives and perceptions on a given country create beliefs about the possibilities to integrate into a new society or the potential for return; influence migration aspirations; and these false images can lead to problems when the image does not hold true.
PERCEPTIONS is a three-year EU-funded project that brings together an inter- and multi-disciplinary consortium of 25 partners including ALDA. The project aims to identify and investigate the different narratives, images and perceptions of (life in) Europe and the EU, to study their role in individuals’ decision to migrate to Europe as well as how they are distributed, and to find ways to react and counteract on them.
Perceptions on Europe are formed in the country of residence, and they are based on a multitude of sources, like social media and new communication networks, that can lead to significant misperceptions: PERCEPTIONS also aims to identify these channels and the actors who tell these stories, and to understand how these different narratives and myths that are circulating about the EU can lead to problems, false expectations, security threats or even radicalisation.
Based on research insights, PERCEPTIONS will create evidence-based toolkits of creative and innovative measures for policymakers to react to and counteract the issue. It also wishes to protect (potential) migrants by creating trusted communication contents and communication channels and by countering “false” and dangerous narratives that may lead to the exploitation of vulnerable groups. The created materials will be published on the PERCEPTIONS web platform. The project kicked off in September 2019 and has a duration of 36 months.

Takođe projekat želi da zaštiti (potencijalne) migrante stvaranjem pouzdanih komunikacionih sadržaja i komunikacionih kanala i suprotstavlјanjem „lažnim“ i opasnim narativima koji mogu dovesti do eksploatacije ranjivih grupa. Kreirani materijali biće objavlјeni na veb platformi projekta PERCEPTIONS. Projekat je započeo u septembru 2019. godine i trajaće 36 meseci.

يمكن لأشكال الخطاب “من أجل حياة أفضل”, والتي من شأنها أن تصبح واقعا ملموسا في فضاءات أخرى, أن تنحت مفهوم الهجرة الانسانية. غير أن فكرة “الأرض الموعودة” قد لا تكون حقيقية حيث أن الوافدين الجدد كثيرا ما يواجهون شتى الصعوبات والتحديات التي لم يكونوا ينتظرونها.
في إطار الهجرة, قد تولد بعض الخطابات والتصورات, التي تقوم حول بلد ما, الانطباع بخصوص امكانيات الاندماج صلب مجتمع جديد أو الامكانية القائمة كذلك للعودة إلى بلد المنشئ, إضافة إلى امكانية التأثير على الطموحات, وحيث تتسبب هذه الصور المغلوطة في خلق مشاكل عندما يتعذر على المرء تحويل هذه الأحلام إلى حقيقة.
مشروع بارسابشن – تصورات (PERCEPTIONS), الذي يتواصل على مدى ثلاثة سنوات ويسهر على تنفيذه الاتحاد الأوروبي, هو مشروع يظم مجمعا متداخلا ومتعدد الاختصاصات يتكون من 25 شريك بما فيهم ألدا. يهدف هذا المشروع إلى تحديد مختلف الخطابات والصور والتصورات والتحقيق في مضمونها حول (نمط الحياة في) أوروبا والاتحاد الأوروبي, وتحليل الدور الموكول لقرار الأفراد حول الهجرة نحو أوروبا, إضافة إلى دراسة طريقة توزع هذه التصورات وإيجاد طرق كفيلة بالتفاعل معها والتصدي لمخاطرها وتداعياتها الهدامة.
تنطلق منظومة التصورات حول أوربا في بلد الإقامة وتتراكم على أساس تشكيلة واسعة من المصادر, على غرار الشبكات الاجتماعية ووسائل التواصل الجديدة والتي من شأنها خلق العديد من التصورات الخاطئة والمظللة: وبالتالي, يهدف مشروع بارسابشن (PERCEPTIONS) كذلك إلى تحليل هذه القنوات وتحديد الأطراف الفاعلة التي يمكنها سرد مثل هذه القصص واستيعاب مثل هذه الخطابات والأساطير التي يتم تداولها حول الاتحاد الأوروبي وكيف يمكنه توليد العديد من المشاكل والانتظارات الخاطئة والتهديدات الأمنية وحتى المواقف الراديكالية.
على أساس الأفكار التي أثبتتها البحوث القائمة, سوف يوفر مشروع بارسبشن (PERCEPTIONS) علبة أدوات تحتوي على حقائق وقرائن حول اجراءات الخلق والتجديد المقترحة من قبل صانعي القرار للتفاعل مع هذه المسائل والتصدي لتداعياتها السلبية والهدامة. كما يسعى الساهرون على مشروع بارسابشن (PERCEPTIONS) كذلك إلى حماية المهاجرين (المحتملين) بخلق برامج ووسائل تواصل يمكن الوثوق بها والتصدي للخطابات “المظللة” والخطيرة التي من شأنها أن تسبب في استغلال الفئات المستضعفة. سيتم نشر كافة هذه المادة الجديدة على موقع الواب الخاص بمشروع بارسابشن (PERCEPTIONS), مع التذكير أن ذات المشروع, الذي انطلق منذ شهر سبتمبر (أيلول) 2019, سيتواصل على مدى 36 شهر.
RECOV on financial mechanisms in Grosuplje

On December 12', 2019, the Municipality of Grosuplje, Slovenia, implemented the 3rd local activity within the RECOV project in Grosuplje. The presentation of the different financial mechanism in Grosuplje was integrated in the final yearly meeting of the Municipality.
The event was attended by representatives of the municipal administration, municipal councilors, entrepreneurs, representatives of institutes, presidents of local communities, presidents of societies and all who together contribute to the sustainable development of the municipality of Grosuplje.
This activity is part of the RECOV project: REthinking COllaborative Values for Public Services, supported by the Europe for Citizens Programme.

Local co-planning network in Santorso

On December 10', 2019, the local workshop entitled “Local co-planning network” took place in Santorso.
The activity consisted in an operative meeting of the new born “local co-planning network”, composed by 28 local governments (administrators and technicians) and other public authorities that work together in the development of projects on the social and environmental field. This initiative has been identified by Santorso, which represents the lead partner of the network, as an effective financial tool to be implemented to face economic crises. During the meeting, the objectives and priorities of the network have been discussed, with a specific focus on the benefits deriving from the collaboration and cooperation among different local stakeholders that share a common goal: the improvement of the territory and its people.
The participants agreed on the creation of an in-depth mapping of the existing social services in the municipalities involved to optimize the service and save resources. Furthermore, it has been decided that an ad-hoc questionnaire will be elaborated to collect information on people perception and satisfaction of the existing services.
The active participation of key members of the third sector has allowed to tighten the cooperation with the local governments and the other public authorities on the provision of enhanced social services to the local population. The participants identified key areas of interventions that will be the target of some new projects that are about to start.
This activity was implemented within the RECOV project funded by the Europe for Citizens Programme.

Achieving better integration of migrant and refugee women in Europe with WEMIN: the final conference

In the past two years, the WEMIN project – Migrant Women Empowerment and Integration has implemented a large number of local activities and achieved significant results in the integration of women into their new communities and countries of residence. In order to celebrate the end of the WEMIN experience and its results, an international conference was organized in Athens, Greece on December 8th and 9th.
During its two years of life, the project partners worked relentlessly to improve the lives of the migrant and refugee women (MRW) that were beneficiaries of the projects, through the organization of workshops, trainings, awareness campaigns; and the development of a digital “Learning Platform" aiming to help MRW to find information for a better and faster integration, promote peer learning and networking, which will continue to be operational even after the end of the project.
The conference was academically oriented and saw the presence of key speakers from different organizations and institutions that were either directly or indirectly involved in the project such as the European University Institute, DIOTIMA-Center for Research on Women’s Issues, UNHCR, National Center for Social Solidarity (EKKA), OXFAM Italy.
The main aim of the event, in addition to the detailed presentation of the results of the WEMIN project, was to explore the gender aspect of migration with reference to Europe today, with a focus on gender-based migration and what it means for education, policy-making and justice. It was also an opportunity to present the WEMIN booklet, which collects the stories of WEMIN beneficiaries narrated by the MRW themselves: these serve as an insightful mirror on their struggles with integration and facing new realities, but also on the new opportunities they were given also thanks to the WEMIN project.
All in all, the conference gave useful insight from the academic world on the current situation that migrant and refugee women face once they arrive in Europe. The importance of projects such as WEMIN is far-reaching, especially considering that in 2019 more than half of the migrants moving to Europe were female (United Nations, Department of Economic and Social Affairs).

Testing the prototype: the 4th round of digital explorations for Mind Inclusion 2.0

In the frame of the European project Mind Inclusion 2.0, at the end of November intellectually disabled people, caregivers, professionals and managers of public places participated in a 4th round of co-design sessions organised in Spain by the pilot partner of the project, and in Italy and Lithuania by partners Fondazione INTRAS, Polibienestar, Cooperativa Margherita and VILTIS.
The sessions took place in a variety of public places such as bars, museums, restaurants, where users tested the latest version prototype of the Mind Inclusion App that the project is developing.
The aim was to gather further inputs about the usability of the App, and evaluate if it is appropriate to get to know new opportunities around them and encourage their social inclusion.
The workshop leaders felt that with this new prototype of the App participants were much more focused on the goals of the project, and started losing the fear of doing something wrong or being judged on their performance with technology: encouraging people with cognitive disabilities to use technological tools and devices and providing them with appropriate guidance proves to result in increased confidence on their part.
The inputs gathered during the session are going to be used to further improve the App and create the final version of it. The hope is that the App can become a real tool in the hands of educators and people with disability to help them discover public spaces, rise awareness among public places owners and finally offer people with disabilities the possibility of increased and better inclusion into society, thus fostering an independent and inclusive lifestyle.
