“The Rude Awakening – a multimedia journey in the footsteps of frontline soldiers’ everyday life”, is a European project that aims to make technology part of museum visit experiences so that visitors feel more connected to World War I history and cultural heritage.
Originally supposed to be held in Skopje (North Macedonia), due to the coronavirus outbreak the in-person kick-off meeting was cancelled for health security reasons. It was the occasion to use the digital tools which are at the heart of the project. The partners were able to present their organisation, their activities and their goals for the running of the project. The partners decided to meet in person soon in order to go deeper into the debate and to better shape the project collectively: the next meeting will hence be held in Wien to discuss the online narrative of the Virtual Reality (VR) trailer and the video game that are among the main planned outcomes of the project.
This project is co-funded by the European Union MEDIA programme, a sub-programme of Europa creativa. Among the 8 projects granted by MEDIA, this is the only Italy-based one.

ACHIEVE: so many ways to involve citizens and reflect on common history
La Europa per i cittadini Programme aims at contributing to citizens’ understanding of the European Union, its history and diversity, and encouraging the democratic participation of citizens at local and EU level.
The ACHIEVE project falls exactly within this framework, making it a perfect example of a Europe for Citizens’ project. ACHIEVE – Awareness of Common History for Identifying and Extending the Values of Europe wants in fact to develop the European Identity starting from a reflection on common history; and, with this in mind, all partners have been organizing a number of activities at the local level to raise awareness and stimulate reflection on this topic.
During the second international meeting of the project, which took place in Prague from February 19' to 21st hosted by local partner the House of National Minorities, each partner presented the results of its activities. The events organized during the first seven months of the project, which kicked off last June 2019, had a great success in terms of participation, also thanks to the originality and creativity of each action.
Among them, the Coalition of youth organization SEGA, in Macedonia, organized a guided tour to the Memorial Museum and a workshop; the Associazione Regionale dei Comuni Centrale Stara Planina in Bulgaria arranged a culinary event showcasing typical dishes; while the Istituto Rezzara of Vicenza, in Italy, set up a number of round tables and a world café to discuss 3 main topics: history and folklore, the role of religion, traditional art and music.
This international event was also a priceless chance for each partner to present their own city, underlying the 3 main elements that better represent the identity of their respective territories.
Participation and citizens’ involvement being at the core of this project, during the last day of the meeting Marta and Elisabetta from ALDA, respectively ACHIEVE Project Manager and Communication Manager, held a methodological session on techniques to foster citizens’ involvement in the local paths.Now, what’s next? Local ACHIEVE events are continuing, until the next international event in Peje, Kosovo this April 2020!

Introducing VALID - Building cooperation from a bottom-up approach
La VALID project – European Towns – Enacting Common Values of Solidarity and Intercultural Dialogue is a new project that, starting in October 2019, will be implemented for the next two years by a consortium of 12 partners in 10 countries across Europe.
ALDA is among the partners insieme a LDA Kosovo e LDA Subotica as well as a variety of Municipalities and the Association for Developing Voluntary Work Novo Mesto in Slovenia, while the lead partner is the Municipality of Peja, Kosovo*; the project is financed by the Europe for Citizens Programme.
The aim of the project is building a strong network of towns committed to intercultural exchange, using a bottom-up approach and the promotion of cultural participation. The latter is in fact seen as a tool for improving social inclusion, active citizenship and intercultural dialogue, as well as fostering solidarity and respect for cultural diversity.
Considering the emerging intercultural tensions and social disharmony, together with the raise of citizens’ discontent and their demands for higher inclusion in policy-making all over Europe, there is indeed an evident need to invest in cultural diversity and dialogue: with the strength derived by the partners’ different locations in Kosovo*, Serbia, Bosnia and Herzegovina, Albania, North Macedonia, Italy, Montenegro, France, Greece and Slovenia, therefore, VALID aims at reinforcing the integration of intercultural and social perspectives into a wide range of public policies, using them as a concept and as policy tool basis for managing diversity and finally, for recognizing European cities as key players in intercultural policy.
Exclusion is nourished by economic shortages, cultural incomprehension and marginalization of a growing part of the urban population, and VALID pinpoints cultural participation as an effective tool for generating counternarratives and providing a more inclusive pathway for citizen participation while raising awareness on key social issues.
With this in mind, the project will be structured in a set of interlinked activities carried out at different territorial levels which will directly involve around 1000 participants, whilst indirectly reaching around 15,000 citizens thanks to the network’s channels.
Four international events will also take place over the course of the 24 months and be followed by local paths, dealing with the same topic, for the local communities to be actively engaged and mobilized. More specifically, local paths will be implemented in the local communities of the partners’ countries.
Worthy of note is the inclusion of Kosovo* as the leader of the consortium, being recently eligible in the program, which represents an occasion to reflect on the importance of the EU accession/enlargement process and give impetus to the promotion of EU policy framework together with the sharing of good practices with EU counterparts.

Italy fighting against the virus: we will make it! - A statement by Secretary-General Antonella Valmorbida
L'Italia ei suoi 60 milioni di abitanti lottano contro il Coronavirus. In una settimana, la nostra vita è stata trasformata e immagino che niente sarà più lo stesso.
With an unprecedented decision, the Prime Minister has suspended activities in all schools in the country in order to avoid movement of people in buses and trains and in schools, of course. All group activities are cancelled (congresses, events, working meetings, private events – even marriages, which need to be organized behind closed doors). We need to avoid contact with others and we are recommended to speak at 1,5 m distance, at least. Students are all studying from home and the schools and universities are soon or already providing classes online, via various platforms, going through a quantum leap in… 7 days.
Il conseguente enorme colpo sull'economia arriverà presto: il settore turistico è già colpito con 100% annullamento peccato morire. Chiuse anche le arti, i teatri, i musei e i cinema. Soffriamo profondamente di questi limiti sociali e artistici. Presto avremo bisogno di aiuto e sostegno per affrontare una crisi, il che lo farà re-discuss a number of priorities.
L’Italie lutte contre le virus: nous y arriverons! – Une déclaration de la Secrétaire générale Antonella Valmorbida
L’Italie et ses 60 millions d’habitants se battent contre le coronavirus. En une semaine, notre vie a été transformée et je suppose que rien ne sera plus jamais pareil.
Avec une décision sans précédent, le Premier ministre a suspendu les activités dans toutes les écoles du pays afin d’éviter la circulation des personnes dans les bus et les trains et dans les écoles, bien sûr. Toutes les activités de groupe sont annulées (congrès, événements, réunions de travail, événements privés – même les mariages, qui doivent être organisés à huis clos). Nous devons éviter tout contact avec les autres et il est recommandé de parler à 1,5 m de distance au moins. Les étudiants étudient tous depuis leur domicile et les écoles et universités proposent bientôt ou déjà des cours en ligne, via différentes plateformes, en faisant un bond en avant en… 7 jours.
L’immense coup pour l’économie viendra bientôt : le secteur du tourisme est déjà touché par une annulation à 100%. Les arts, les théâtres, les musées et les cinémas sont également fermés. Nous souffrons profondément de ces limites sociales et artistiques. Nous aurons bientôt besoin d’aide et de soutien pour faire face à une crise, qui réexaminera un certain nombre de priorités.
Hormis ce qui précède, le pays et sa vie continuent: la nourriture est disponible comme d’habitude, les médecins travaillent, les magasins sont ouverts, les entreprises produisent (jusqu’à ce que cela soit possible). Nous travaillons tous «normalement» et essayons de nous acquitter de nos fonctions dans ces conditions auparavant inimaginables. Pour l’instant, nous ne paniquons pas.
Chez ALDA, nous travaillons depuis des années et des années pour partager notre conviction que nous faisons tous partie d’une communauté mondiale avec une responsabilité partagée. Ce qui se passe maintenant le rend encore plus clair et place le concept de «citoyenneté mondiale» au cœur de notre avenir. Nous avons également souligné combien une perspective collective, avec une coordination européenne, serait extrêmement importante, rappelant la nécessité de renforcer les compétences de l’Union Européenne dans des cas d’urgence comme celui-ci également. Jusqu’à présent, la santé n’est en fait PAS une compétence déléguée de l’Union Européenne et est gérée au niveau des États membres.
L’Italie a un système de santé «universel». Chacun a le droit d’être pris en charge entièrement, de la meilleure façon possible, gratuitement. Certes, nous payons tous des impôts élevés pour maintenir la qualité de nos soins de santé, mais au moins c’est un droit fondamental, qui n’est pas influencé par la richesse ou d’autres conditions. Aujourd’hui, le défi consiste à garantir des soins de haute qualité à tous ceux qui en ont besoin. Si le nombre de patients augmente, le risque est qu’il n’y ait pas assez d’infirmières et de médecins, ni assez de lits en soins intensifs. Nous faisons tous des sacrifices afin de veiller à ce que ceux qui souffrent soient accompagnés du mieux possible.
Nous sommes tous touchés, mais plus que les autres sont les trois régions de Lombardie, de Vénétie et d’Émilie-Romagne, où des municipalités entières sont actuellement mises en quarantaine. La Lombardie, la région la plus grande et la plus productive d’Italie (dont la ville principale est Milan) est très fortement touchée.
Dans cette lutte collective, nous nous sentons tous responsables de limiter la contagion et d’empêcher la propagation du virus en Italie et dans le reste de l’Europe.
L’Italie est et continuera d’être l’un des endroits les plus beaux et les plus fantastiques du monde. Nous le ferons et nous vous attendons pour nous rendre visite bientôt et profiter à nouveau, avec nous, de notre mode de vie italien.

Италия борется с вирусом: мы сделаем это! – Заявление Генерального секретаря Антонеллы Вальморбиды
Италия и ее 60 миллионов жителей борются против Коронавируса. В течении недели наша жизнь изменилась, и я думаю, что ничего не будет прежним.
Приняв беспрецедентное решение, премьер-министр приостановил деятельность во всех школах страны, чтобы, конечно, избежать передвижения людей в автобусах, поездах и школах. Все групповые мероприятия отменяются (конгрессы, мероприятия, рабочие встречи, частные мероприятия – даже бракосочетания, которые необходимо организовывать за закрытыми дверями). Нам нужно избегать контактов с другими, и нам рекомендуют говорить друг с другом как минимум на расстоянии 1,5 м. Все студенты учатся дома, а школы и университеты скоро или уже проводят занятия в режиме онлайн через различные платформы, совершая качественный скачок за… 7 дней.
Скоро наступит следующий огромный удар по экономике: туристический сектор уже поражен на 100%. Выставки, театры, музеи и кинотеатры также закрыты. Мы глубоко страдаем от этих социальных и искусственных ограничений. Вскоре нам понадобится помощь и поддержка для преодоления кризиса, в результате которого будет пересмотрен ряд приоритетов.
За исключением вышесказанного, страна и ее жизнь продолжаются: еда, как обычно, доступна, врачи работают, магазины открыты, компании производят (пока это возможно). Мы все работаем «нормально» и стараемся не отставать от своих обязанностей в этих ранее невообразимых условиях. На данный момент мы не паникуем.
В ALDA мы годами работали, чтобы поделиться своим убеждением, что мы все являемся частью глобального сообщества с общей ответственностью. То, что происходит сейчас, делает это еще яснее и ставит концепцию «глобального гражданства» в основу нашего будущего. Мы также подчеркнули, что коллективная перспектива, с европейской координацией, будет чрезвычайно важна, напомнив о необходимости укрепления компетенции ЕС в таких чрезвычайных ситуациях, как эта. Пока что здоровье на самом деле НЕ является делегированной компетенцией ЕС и управляется на уровне государств-членов.
В Италии работает «универсальная» система здравоохранения. Каждый имеет право на то, чтобы о нем заботились полностью, наилучшим образом, бесплатно. Конечно, мы все платим высокие налоги, чтобы поддерживать качество нашего здравоохранения, но, по крайней мере, это фундаментальное право, на которое не влияют благосостояние или другие условия. Сегодня задача состоит в том, чтобы обеспечить высококачественную помощь всем, кто в ней нуждается. Если число пациентов растет, риск состоит в том, что может быть недостаточно медсестер и врачей, а также недостаточно мест в реанимации. Мы все приносим жертвы, чтобы быть уверенными, что о тех, кто страдает, заботились как можно лучше.
Вирус затронул нас всех, но больше других три региона – Ломбардия, Венето и Эмилия-Романья, где целые муниципалитеты в настоящее время находятся на карантине. Ломбардия, самый большой и самый продуктивный регион Италии (главным городом является Милан), очень сильно пострадала.
В этой коллективной борьбе мы все чувствуем ответственность за ограничение заражения и предотвращение дальнейшего распространения вируса в Италии и в остальной Европе. Италия является и будет оставаться одним из самых красивых и фантастических мест в мире. Мы сделаем это, и мы ждем, что вы скоро посетите нас и снова насладитесь с нами нашим итальянским образом жизни.
Italija se bori protiv virusa: pobedićemo! – Izjava generalne sekretarke Antonele Valmorbide
Italija i njenih 60 miliona stanovnika bore se protiv korona virusa. Za nedelju dana se naš život transformisao i pretpostavljam da ništa više neće biti isto.
Sa jedinstvenom odlukom, premijer je suspendovao aktivnosti u svim školama u zemlji kako bi se izbeglo kretanje ljudi u autobusima i vozovima i u školama, naravno. Otkazuju se sve grupne aktivnosti (kongresi, događaji, radni sastanci, privatni događaji – čak i venčanja, koja je jedino moguće organizovati iza zatvorenih vrata). Moramo izbegavati kontakt sa drugima i preporučuje se da razgovaramo barem na 1,5 m rastojanja. Svi studenti studiraju od kuće, a škole i univerziteti uskoro ili već sada pružaju nastavu putem interneta, putem različitih platformi, prolazeći kroz ovaj kvantni skok u… 7 dana.
Poslednji ogromni udar na ekonomiju doćiće uskoro: turistički sektor već je pogođen 100% otkazom. Umetničke institucije, pozorišta, muzeji i bioskopi takođe su zatvoreni. Duboko patimo zbog ovih socijalnih i umetničkih ograničenja. Uskoro će nam biti potrebna pomoć i podrška da se rešimo krize koja će ponovo otvoriti razmotranje niza prioriteta.
Osim gore navedenog, država i njen život se nastavljaju: hrana je dostupna kao i obično, lekari rade, prodavnice su otvorene, kompanije proizvode (dok je to moguće). Svi radimo „normalno“ i pokušavamo održati svoje zadatke u tim prethodno nezamislivim uslovima. Za sada ne paničimo.
U ALDA-i, godinama radimo na tome da delimo svoja uverenja da smo svi deo globalne zajednice u kojoj delimo odgovornost. Ovo što se sada događa to čini još jasnijim i postavlja koncept „globalnog građanstva“ u srž naše budućnosti. Takođe smo naglašavamo kako će kolektivna perspektiva, sa evropskom koordinacijom, biti od ogromnog značaja, podsećajući na potrebu jačanja kompetencija EU i u vanrednim situacijama. Za sada zdravlje zapravo nije delegirana nadležnost EU i njime se upravlja na nivou država članica.
Italija ima „univerzalni” zdravstveni sistem. Svako ima pravo da se u potpunosti, na najbolji mogući način, leči besplatno. Svakako, svi plaćamo visoke poreze da bismo podržali kvalitet naše zdravstvene zaštite, ali ovo je makar osnovno pravo, na koje ne utiču bogatstvo ili drugi uslovi. Danas je izazov obezbediti visokokvalitetnu negu za svakoga kome je potrebna.
Ukoliko broj pacijenata raste, povećava se i rizik da možda ne bude dovoljno medicinskih sestara i lekara, niti dovoljno kreveta na intenzivnoj nezi. Svi podnosimo žrtve kako bismo bili sigurni da će neko ko pati biti zbrinut što je moguće bolje.
Svi smo pogođeni, ali više od ostalih su tri regiona: Lombardija, Veneto i Emilija Romanja, gde su čitave opštine trenutno u karantinu. Lombardija, najveći i najproduktivniji region u Italiji (čiji je glavni grad Milano), vrlo je pogođena.
U ovoj kolektivnoj borbi svi osećamo odgovornost da ograničimo zarazu i sprečimo širenje virusa dalje u Italiji i ostatku Evrope.
Italija jeste i ostaće jedno od najlepših i najfantastičnijih mesta na svetu. Uspećemo i čekamo da nas uskoro posetite i ponovo uživate, zajedno sa nama, u našem italijanskom načinu života.
إيطاليا تحارب الفيروس: سوف ننجح في ذلك! اعلان من الأمينة العامة أنتونلا فالموربيد
علنت إطاليا, ومواطنوها الذين يبلغ عددهم 60 مليونا, الحرب على فيروس كورونا. خلال أسبوع, انقلبت حياتنا رأسا على عقب, وأنا متأكدة أن لا شيء سيظل على حاله في المستقبل.
باتخاذه قرار غير مسبوق, علق الوزير الأول كافة الأنشطة في كل المدارس الإيطالية بهدف تفادي تنقل المواطنين بواسطة الباصات والقطارات وكذلك في المدارس بطبيعة الحال. كما تم تعليق كافة الأنشطة الجماعية (المؤتمرات, التظاهرات, لقاءات العمل, والتظاهرات الخاصة – وحتى حفلات الزواج, التي يجب تنظيمها بدون حضور مدعوين). يجب علينا تفادي كل اتصال مباشر بالآخرين مع ضرورة احترام مسافة 1.5 متر على الأقل, بيننا وبين الآخرين. كل الطلبة يتابعون الدروس عن بعد, انطلاقا من بيوتهم, إضافة إلى أن المدارس والجامعات تنوي, أو شرعت, في تقديم الدروس عن بعد, وذلك عن طريق العديد من المنصات, محققين بذلك قفزة نوعية في فترة وجيزة… لم تتجاوز 7 أيام.
هذا وينتظر أن يتعرض القطاع الاقتصادي إلى هزة قوية قريبا ستكون لها تداعيات وخيمة: حيث تضررت السياحة بشكل واضح مع إلغاء الحجوزات بنسبة %100 إلى أجل غير مسمى. وفي سياق متصل, أغلقت كافة المؤسسات الثقافية والمسارح والمتحف ودور السينما أبوابها, وأصبحنا نتألم كثيرا من فرض هذه القيود الاجتماعية والفنية علينا جميعا. وسوف نعلن عن حاجتنا سريعا إلى الدعم والمساندة لمجابهة هذه الجائحة التي ستضطرنا كذلك إلى إعادة النظر في العديد من الأولويات.
باستثناء ما ذكر أعلاه, فإن بلادنا صامدة والحياة فيها متواصلة عاديا: المواد الغذائية متوفرة, الأطباء يشتغلون بنسق طبيعي, الدكاكين مفتوحة, والشركات تنتج (في حدود ما هو !ممكن). نحن نعمل “كالعادة” ونحاول تحمل مسؤولياتنا والقيام بواجباتنا بالرغم من هذه الظروف القاهرة والغير مسبوقة. وإلى غاية الآن لم نستسلم لا للخوف ولا للفزع
في ألدا,نحن نعمل جاهدين منذ سنوات وسنوات لتقاسم أفكارنا ونشر قناعاتنا والتذكير بأننا ننتمي جميعا إلى مجموعة معولمة تتطلب تقاسم المسؤويات والأدوار. ما يحدث أمام أعيننا اليوم إنما يزيد من هذا الأمر وضوحا ويضع مفهوم “المواطنة الكونية” في قلب الحدث بالنسبة لمستقبل البشرية جمعاء. كما أكدنا, خلال الفترة ذاتها, على الأهمية القصوى, في الالتزام بالآفاق المشتركة واعتماد آلية التنسيق الأوروبي, مع التذكير بالحاجة إلى دعم القدرات الأوروبية وتعزيزها في حالات الطوارئ, على غرار ما نمر به حاليا. غير أن ما يجب الإقرار به هو أن المشاكل الصحية ليست من القدرات التي تم تفويضها لهيئات الاتحاد الأوربي, بل تتم إدارتها على مستوى كل بلد عضو لوحده, مع الأسف.

هذا الداء الذي أضر بالبلاد والعباد في كافة أنحاء إيطاليا, ضرب بشكل خاص ثلاثة مناطق هنا: لومباردي و فينيتو وإيميليلا رومانيا, حيث خضعت مناطق بلدية بأسرها إلى الحجر الصحي. كما تعتبر منطقة لومباردي بأنها المنطقة الأكثر إنتاجا في كافة أنحاء إيطاليا.
أمام هذا الخطر الداهم الذي يتطلب منا تظافر الجهود, نحن واعون كل الوعي بمسؤوليتنا في الحد من خطر العدوى ومنع الفيروس من التسرب و الانتشار إلى مناطق أخرى في إيطاليا وبقية البلدان الأوروبية.

L'Italia ei suoi 60 milioni di abitanti lottano contro il Coronavirus. In una settimana, la nostra vita è stata trasformata e immagino che niente sarà più lo stesso.
With an unprecedented decision, the Prime Minister has suspended activities in all schools in the country in order to avoid movement of people in buses and trains and in schools, of course. All group activities are cancelled (congresses, events, working meetings, private events – even marriages, which need to be organized behind closed doors). We need to avoid contact with others and we are recommended to speak at 1,5 m distance, at least. Students are all studying from home and the schools and universities are soon or already providing classes online, via various platforms, going through a quantum leap in… 7 days.

L’Italie et ses 60 millions d’habitants se battent contre le coronavirus. En une semaine, notre vie a été transformée et je suppose que rien ne sera plus jamais pareil.
Avec une décision sans précédent, le Premier ministre a suspendu les activités dans toutes les écoles du pays afin d’éviter la circulation des personnes dans les bus et les trains et dans les écoles, bien sûr. Toutes les activités de groupe sont annulées (congrès, événements, réunions de travail, événements privés – même les mariages, qui doivent être organisés à huis clos). Nous devons éviter tout contact avec les autres et il est recommandé de parler à 1,5 m de distance au moins. Les étudiants étudient tous depuis leur domicile et les écoles et universités proposent bientôt ou déjà des cours en ligne, via différentes plateformes, en faisant un bond en avant en… 7 jours.
L’immense coup pour l’économie viendra bientôt : le secteur du tourisme est déjà touché par une annulation à 100%. Les arts, les théâtres, les musées et les cinémas sont également fermés. Nous souffrons profondément de ces limites sociales et artistiques. Nous aurons bientôt besoin d’aide et de soutien pour faire face à une crise, qui réexaminera un certain nombre de priorités.
Hormis ce qui précède, le pays et sa vie continuent: la nourriture est disponible comme d’habitude, les médecins travaillent, les magasins sont ouverts, les entreprises produisent (jusqu’à ce que cela soit possible). Nous travaillons tous «normalement» et essayons de nous acquitter de nos fonctions dans ces conditions auparavant inimaginables. Pour l’instant, nous ne paniquons pas.
Chez ALDA, nous travaillons depuis des années et des années pour partager notre conviction que nous faisons tous partie d’une communauté mondiale avec une responsabilité partagée. Ce qui se passe maintenant le rend encore plus clair et place le concept de «citoyenneté mondiale» au cœur de notre avenir. Nous avons également souligné combien une perspective collective, avec une coordination européenne, serait extrêmement importante, rappelant la nécessité de renforcer les compétences de l’Union Européenne dans des cas d’urgence comme celui-ci également. Jusqu’à présent, la santé n’est en fait PAS une compétence déléguée de l’Union Européenne et est gérée au niveau des États membres.
L’Italie a un système de santé «universel». Chacun a le droit d’être pris en charge entièrement, de la meilleure façon possible, gratuitement. Certes, nous payons tous des impôts élevés pour maintenir la qualité de nos soins de santé, mais au moins c’est un droit fondamental, qui n’est pas influencé par la richesse ou d’autres conditions. Aujourd’hui, le défi consiste à garantir des soins de haute qualité à tous ceux qui en ont besoin. Si le nombre de patients augmente, le risque est qu’il n’y ait pas assez d’infirmières et de médecins, ni assez de lits en soins intensifs. Nous faisons tous des sacrifices afin de veiller à ce que ceux qui souffrent soient accompagnés du mieux possible.
Nous sommes tous touchés, mais plus que les autres sont les trois régions de Lombardie, de Vénétie et d’Émilie-Romagne, où des municipalités entières sont actuellement mises en quarantaine. La Lombardie, la région la plus grande et la plus productive d’Italie (dont la ville principale est Milan) est très fortement touchée.
Dans cette lutte collective, nous nous sentons tous responsables de limiter la contagion et d’empêcher la propagation du virus en Italie et dans le reste de l’Europe.
L’Italie est et continuera d’être l’un des endroits les plus beaux et les plus fantastiques du monde. Nous le ferons et nous vous attendons pour nous rendre visite bientôt et profiter à nouveau, avec nous, de notre mode de vie italien.

Италия и ее 60 миллионов жителей борются против Коронавируса. В течении недели наша жизнь изменилась, и я думаю, что ничего не будет прежним.
Приняв беспрецедентное решение, премьер-министр приостановил деятельность во всех школах страны, чтобы, конечно, избежать передвижения людей в автобусах, поездах и школах. Все групповые мероприятия отменяются (конгрессы, мероприятия, рабочие встречи, частные мероприятия – даже бракосочетания, которые необходимо организовывать за закрытыми дверями). Нам нужно избегать контактов с другими, и нам рекомендуют говорить друг с другом как минимум на расстоянии 1,5 м. Все студенты учатся дома, а школы и университеты скоро или уже проводят занятия в режиме онлайн через различные платформы, совершая качественный скачок за… 7 дней.
Скоро наступит следующий огромный удар по экономике: туристический сектор уже поражен на 100%. Выставки, театры, музеи и кинотеатры также закрыты. Мы глубоко страдаем от этих социальных и искусственных ограничений. Вскоре нам понадобится помощь и поддержка для преодоления кризиса, в результате которого будет пересмотрен ряд приоритетов.
За исключением вышесказанного, страна и ее жизнь продолжаются: еда, как обычно, доступна, врачи работают, магазины открыты, компании производят (пока это возможно). Мы все работаем «нормально» и стараемся не отставать от своих обязанностей в этих ранее невообразимых условиях. На данный момент мы не паникуем.
В ALDA мы годами работали, чтобы поделиться своим убеждением, что мы все являемся частью глобального сообщества с общей ответственностью. То, что происходит сейчас, делает это еще яснее и ставит концепцию «глобального гражданства» в основу нашего будущего. Мы также подчеркнули, что коллективная перспектива, с европейской координацией, будет чрезвычайно важна, напомнив о необходимости укрепления компетенции ЕС в таких чрезвычайных ситуациях, как эта. Пока что здоровье на самом деле НЕ является делегированной компетенцией ЕС и управляется на уровне государств-членов.
В Италии работает «универсальная» система здравоохранения. Каждый имеет право на то, чтобы о нем заботились полностью, наилучшим образом, бесплатно. Конечно, мы все платим высокие налоги, чтобы поддерживать качество нашего здравоохранения, но, по крайней мере, это фундаментальное право, на которое не влияют благосостояние или другие условия. Сегодня задача состоит в том, чтобы обеспечить высококачественную помощь всем, кто в ней нуждается. Italija i njenih 60 miliona stanovnika bore se protiv korona virusa. Za nedelju dana se naš život transformisao i pretpostavljam da ništa više neće biti isto.
Sa jedinstvenom odlukom, premijer je suspendovao aktivnosti u svim školama u zemlji kako bi se izbeglo kretanje ljudi u autobusima i vozovima i u školama, naravno. Otkazuju se sve grupne aktivnosti (kongresi, događaji, radni sastanci, privatni događaji – čak i venčanja, koja je jedino moguće organizovati iza zatvorenih vrata). Moramo izbegavati kontakt sa drugima i preporučuje se da razgovaramo barem na 1,5 m rastojanja. Svi studenti studiraju od kuće, a škole i univerziteti uskoro ili već sada pružaju nastavu putem interneta, putem različitih platformi, prolazeći kroz ovaj kvantni skok u… 7 dana.
Poslednji ogromni udar na ekonomiju doćiće uskoro: turistički sektor već je pogođen 100% otkazom. Umetničke institucije, pozorišta, muzeji i bioskopi takođe su zatvoreni. Duboko patimo zbog ovih socijalnih i umetničkih ograničenja. Uskoro će nam biti potrebna pomoć i podrška da se rešimo krize koja će ponovo otvoriti razmotranje niza prioriteta.
Osim gore navedenog, država i njen život se nastavljaju: hrana je dostupna kao i obično, lekari rade, prodavnice su otvorene, kompanije proizvode (dok je to moguće). Svi radimo „normalno“ i pokušavamo održati svoje zadatke u tim prethodno nezamislivim uslovima. Za sada ne paničimo.
U ALDA-i, godinama radimo na tome da delimo svoja uverenja da smo svi deo globalne zajednice u kojoj delimo odgovornost. Ovo što se sada događa to čini još jasnijim i postavlja koncept „globalnog građanstva“ u srž naše budućnosti. Takođe smo naglašavamo kako će kolektivna perspektiva, sa evropskom koordinacijom, biti od ogromnog značaja, podsećajući na potrebu jačanja kompetencija EU i u vanrednim situacijama. Za sada zdravlje zapravo nije delegirana nadležnost EU i njime se upravlja na nivou država članica.
Italija ima „univerzalni” zdravstveni sistem. Svako ima pravo da se u potpunosti, na najbolji mogući način, leči besplatno. Svakako, svi plaćamo visoke poreze da bismo podržali kvalitet naše zdravstvene zaštite, ali ovo je makar osnovno pravo, na koje ne utiču bogatstvo ili drugi uslovi. Danas je izazov obezbediti visokokvalitetnu negu za svakoga kome je potrebna.
Ukoliko broj pacijenata raste, povećava se i rizik da možda ne bude dovoljno medicinskih sestara i lekara, niti dovoljno kreveta na intenzivnoj nezi. Svi podnosimo žrtve kako bismo bili sigurni da će neko ko pati biti zbrinut što je moguće bolje.
Svi smo pogođeni, ali više od ostalih su tri regiona: Lombardija, Veneto i Emilija Romanja, gde su čitave opštine trenutno u karantinu. Lombardija, najveći i najproduktivniji region u Italiji (čiji je glavni grad Milano), vrlo je pogođena.
U ovoj kolektivnoj borbi svi osećamo odgovornost da ograničimo zarazu i sprečimo širenje virusa dalje u Italiji i ostatku Evrope.
Italija jeste i ostaće jedno od najlepših i najfantastičnijih mesta na svetu. Uspećemo i čekamo da nas uskoro posetite i ponovo uživate, zajedno sa nama, u našem italijanskom načinu života.

باتخاذه قرار غير مسبوق, علق الوزير الأول كافة الأنشطة في كل المدارس الإيطالية بهدف تفادي تنقل المواطنين بواسطة الباصات والقطارات وكذلك في المدارس بطبيعة الحال. كما تم تعليق كافة الأنشطة الجماعية (المؤتمرات, التظاهرات, لقاءات العمل, والتظاهرات الخاصة – وحتى حفلات الزواج, التي يجب تنظيمها بدون حضور مدعوين). يجب علينا تفادي كل اتصال مباشر بالآخرين مع ضرورة احترام مسافة 1.5 متر على الأقل, بيننا وبين الآخرين. كل الطلبة يتابعون الدروس عن بعد, انطلاقا من بيوتهم, إضافة إلى أن المدارس والجامعات تنوي, أو شرعت, في تقديم الدروس عن بعد, وذلك عن طريق العديد من المنصات, محققين بذلك قفزة نوعية في فترة وجيزة… لم تتجاوز 7 أيام.

This year the Local Democracy Agency Montenegro is the only organization from Montenegro in the SEE SMART SMEs project (the South Eastern European coalition that cultivates SMART Small to Medium Enterprises in Europe) which offers young entrepreneurs a business experience abroad in order to lift their personal and professional skills.
The young entrepreneurs who sign up will have the unique opportunity to learn from experienced businesspersons and to live in one of the participating countries: 26 EU countries, Albania, Bosnia-Herzegovina, Iceland, Kosovo*, Moldova, Montenegro, North Macedonia, Serbia, Turkey, Ukraine, Israel, Singapore and the USA (Pennsylvania and New York).
The project aims to encourage il exchange of experience and ideas, facilitate networking and find new markets for new entrepreneurs, who will be able to develop the necessary management skills for SMEs in their period of stay at a mentor’s company/country from 1 up to 6 months. The Program covers new entrepreneurs’ stay costs from 500 to 1100 euros per month depending on the country.
Who can sign up?
- Mentees – New entrepreneurs that are starting their business or have started it in the last three years;
- Mentors – Experienced entrepreneurs who own small or medium businesses in one of the participating country.
LDA Montenegro will now develop a promotional plan and a support system for the applicants and communicate with all the relevant institutions that support participation in economic activities for entrepreneurs, businesses, social enterprises, marginalized groups to create a comprehensive support system for entrepreneurship. Recognized parts of this system are the Investment – Development Fund, the Employment Agency, the Chamber of Commerce, the Directorate for the development of SMEs, local business centers, business incubators and labs, IEC Tehnopolis, CEPS, Montenegrin Women’s Lobby, ADP ZID etc.
In this 12' cycle of Exchange program for young entrepreneurs, this year, LDA Montenegro will also intensify the communication with the organisations that were previous participants of the program, and this wide cooperation will ensure support to the beneficiaries in terms of writing business plans and access to financial instruments, marketing and sales.

This year the Local Democracy Agency Montenegro is the only organization from Montenegro in the SEE SMART SMEs project (the South Eastern European coalition that cultivates SMART Small to Medium Enterprises in Europe) which offers young entrepreneurs a business experience abroad in order to lift their personal and professional skills.
The young entrepreneurs who sign up will have the unique opportunity to learn from experienced businesspersons and to live in one of the participating countries: 26 EU countries, Albania, Bosnia-Herzegovina, Iceland, Kosovo*, Moldova, Montenegro, North Macedonia, Serbia, Turkey, Ukraine, Israel, Singapore and the USA (Pennsylvania and New York).

RECOV local paths in Lisbon: from ICT to innovative financial instruments
On February 28', 2020, the Clube Intercultural Europeu from Lisbon, Portugal organised three separate sessions to address the three different topics of the RECOV project. The participants were mainly members of Clube Intercultural Europeu and residents of the priority intervention neighbourhood.
The topic of the 1st session was “How ICT could enforce Open-Government” and focused mainly on the ICT tools available for citizens to participate in co-governance processes and asked both NGOs and citizens to evaluate them. Moreover, a workshop was implemented using one specific tool, i.e. participatory budget, as an example and the participants had the occasion to test it and evaluate it.
The topic of the 2nd session was “Collaborative Public Services: doing it together”. Within this topic, the participants did a diagnosis exercise with the aim to identify the existing public services available in the territory. Afterwards, there was a brainstorming activity where everybody freely gave suggestions and recommendations to improve the collaborative values and participatory processes of the mentioned public services.
The topic of the 3rd session was “Local Innovative financial instruments: doing it together” and it focused on specific financial instruments that were used at the local level and their impact in the neighbourhoods CLUBE is working in. The participants identified the different instruments and, while the members of NGOs were immediately drawn to the BIPZIP programme (Lisbon’s city hall financial instrument for priority intervention areas or neighbourhood), most of the citizens identified the PIC tool as their favourite instrument for financing projects, since it has less bureaucracy involved and the projects have a direct impact on the residents who promote them and the territory itself.

An ALDA blog to connect our communities
“As the days unfold and the ever-famous COVID-19 insists on floating around in our lives with unending news of infections in different corners of the globe, we are reflecting on the role that each of us can play to meaningfully and positively contribute to the situation”.
Starting on February 22nd, various Italian Regional Governments and later the National Government itself have been taking special precautionary measures to minimize the potential spread of COVID-19 infections – the Veneto Region included, with its ALDA office in it.
In compliance with these measures, we have suspended our group meetings and events in the affected areas until April 3rd, as requested so far, and canceled all upcoming travels there and elsewhere. While we certainly wish it wasn’t necessary, we believe it is part of being good citizens in this time of uncertainty, and are continuing our work as best we can in all other areas.
At the same time, here at ALDA we are concerned that a very unwelcome consequence of the current situation could be a loss in terms of community, and we feel compelled to take action for people to connect rather than disconnect.
With this in mind, we have started the ALDA blog, with the aim to foster dialogue and be close to our members and the communities all over Europe and its neighborhood.
