On the 28th of April 2014, ALDA participated in a conferenza organised by CORLEAP of the Committee of the Regions in Brussels, discussing reforms and that Eastern Partnership countries need to undergo to achieve better devolution of state powers, deeper decentralisation and fiscal autonomy.

Decentralisation is an important aspect of any democratic transformation as it enables citizens to exert real influence over the local decision-making process. While there is no ‘best model’ for decentralisation, the experience of the EU member states shows that decentralised executives are generally more efficient and cost effective as well as more aware of the local needs.

Among the panellists of the conference was ALDA’s partner in Azerbaijan, Mr Samir Aliyev, representing the Centre for Support for Economic Initiatives and NGO Alliance for Municipality Development (BiNA) who presented the situation in Azerbaijan and discussed necessary steps towards making progress in local self-governance policies.
