ALDA and LDAs efforts in Ukraine in the spotlight at CORLEAP and CoR meetings
The Conference of the Regional and Local Authorities for the Eastern Partnership (CORLEAP) took place on 24th September in Kyiv. It marked the end of Ukrainian Presidency and the start of the Armenian Presidency. ALDA was represented by its Eastern Partnership Coordinator – Alexandru Coica.
Among the key issues discussed, the cancellation of the recent local elections in Moldova’s capital, Chisinau was largely condemned by all participants underlying the importance of respecting fundamental rights, among which is the right for voting and being elected.
Ukrainian President, Mr. Poroshenko came with the initiative to introduce in the constitution of the country the provisions of European Integration, in this way making this process irreversible for the country. The on-going decentralized reform in Ukraine was positively appreciated. In this sense it worth to mention the contribution that LDAs of Dnipropetrovsk Region and Mariupol brought to the success of the process. Both organisations actively organized a series of consultation meetings and raising awareness events to ensure that citizen’s views are considered in all the stages of the process.
CORLEAP members highlighted the need of transforming local authorities from the region in policy and decision makers, not just executives of decisions that are taken at central level. In this way, the accountability and transparency of local administration will increase.
On September 25th, ALDA’s representative took part in the 5th meeting of the Committee of the Regions Task Force on Ukraine. The event was largely attended by high level representatives of regional and central authorities, which allowed to have meaningful discussions and exchanges on under-going local reforms in the country. ALDA used the opportunity to promote the good work that LDA of Dnipropetrovsk Region and LDA Mariupol are doing in their communities in order to ensure local development and citizens’ wellbeing. At the same time, some first steps were made in order to identify partners that will support the initiative of opening more LDAs throughout Ukraine.
