Local Democracy Agencies and country strategies
Montenegro, candidate country
Local Democracy Agency Montenegro enjoys excellent partnership and daily based working relations with the lead partner – FVG region with a number of jointly developed projects particularly in area of social services provision, inclusive education, rural development, youth and women’s empowerment. LDA based in Niksic is engaged in intra-municipal co-operation programmes and is acknowledged as relevant civil society actor operating both locally and at inter-municipal level. Together with ALDA, a number of collaborative projects have been developed within Youth in Action Programme, and specifically important was the 2013 ALDA partnership within the project SAPUCCA for promoting anticorruption policy measures in co-operation with the region Caserta as the lead partner. It was in 2012 when the first IPA CSF project was granted that incorporates the Sub-granting component for CSOs operating in six municipalities (Niksic, Kotor, Bijelo Polje, Rozaje, Ulcinj and Danilovgrad). The action is expected to help boost ALDA and LDA Montenegro presence and engagement in several municipalities and at the country level.
LDA Montenegro is actively engaged in promoting participation of youth and women, democratic governance, implementation of sustainable development strategy, establishing partnerships both with city authorities but also with municipal governments in central and northern Montenegro. The Delegate has a long standing experience in capacity building CSO capacities in diverse areas, while it is important to strengthen the local staffing policy and organizational capacities of LDA based in Niksic.
Montenegro was granted the candidate status in 2012 and intensified reform process within the chapters – rule of law and democracy, while a number of initiatives to help build the consultation process with the local CSOs have been launched over the past months. ALDA will effectively participate and give necessary assistance to LDA Montenegro in this process, while capacity building for CSOs for EU integration and co-operation with LAs remain our priority in the long run.
