Local Democracy Agencies and country strategies
Serbia, candidate country
Local Democracy Agencies in Serbia are actively engaged in intra-municipal co-operation programmes in their host-cities, and in designing and implementing development strategies in Subotica (Local sustainable development strategy, Agricultural and rural development, Intercultural dialogue and tolerance) in Nis (local sustainable development, youth empowerment). Both agencies are acknowledged as relevant civil society actors operating both locally, at country based and regional level and included in sectorial CSO network (SECO network) established to support the participation of CSOs in negotiation with the EU. They have been actively engaged in capacity building programmes intended for CSOs, local government officials, youth groups, empowering of women’s associations. Together with ALDA, a number of collaborative actions have been implemented in areas of promoting cross-sectoral co-operation, intercultural dialogue, cross-border co-operation, reconciliation and youth and women empowerment. The delegates have a substantial local expertise and have developed professional capacities in designing and implementing projects, while the partners of LDAs are now participating in co-operation project development rather than financially.
LDA Subotica is to a large extent oriented towards capacity building for EU project development for diverse local target groups, intercultural understanding and tolerance, contributes to local CSO networking for youth empowerment, youth volunteering service, assistance to women’s groups and rural development.
LDA Central Serbia is actively engaged in promoting participation of youth and women, democratic governance, implementation of sustainable development strategy, establishing partnerships both with city authorities but also with municipal governments in Nis.
The year 2013 is marked with intensifying the EU integration process in Serbia while the general public support is now again over 50% as compared with 2012 when the lowest support was seen. ALDA has established excellent working co-operation with LDAs host city authorities and with a number of other government institutions, regional development agencies, including regional government of Vojvodina, EU integration Office. Both LDAs have been engaged in programmes promoting EU (the Day of Europe) and in EU projects development/ implementation and have communication established with the EU Delegation in Belgrade. Further to this large Belgrade based CSOs networks, think tank groups have been partners in ALDA initiated actions, while TACSO country based office remains among the co-operation priority considering its main role of technical assistance provider to CSOs.
