Title: Strengthening the role of Civil Society in Digital multilateral and multistakeholder models (CSDM3)

Objective: The global objective of this restricted call for proposals is to promote EU values-based human-centric digital transformation through the multilateral system, whilst supporting the EU’s vision of multi-stakeholderism as a model to help shape the global narrative.

The specific objectives of this call for proposals are: to enhance in-depth long-term participation and cooperation of Civil Society Organisations (CSOs) in multilateral- and multistakeholder, with regards to digital for development, Internet Governance, digital rights and principles, standards setting and inclusion; to enhance “Global-North – Global-South” cooperation of CSOs, inter alia also targeting women’s organisations and gender equality issues and strengthening CSO capacities to allow more efficient engagement on national, regional and global scale.

The priorities of this call for proposals are: to establish efficient CSO cooperation with ITU, IETF, ICANN, IGF and other multi stakeholder/multilateral digital organisations; To strengthen CSOs role in digital for development, Internet Governance, digital rights and principles, and standards setting; To establish, enable and promote synergies of Global South and Global North CSOs‘ cooperation in digital domain.

Title: Support to rights-based CSOs working on social inclusion and youth (Instrument for Pre-accession Assistance for Rural Development)

Location: Turkey

Objective: The global objective of this call for proposals is “to strengthen participatory democracy as well as to contribute to the advancement of human and fundamental rights in Türkiye by supporting rights-based civil society organisations”. The specific objectives of this call for proposals are:

(1) To support CSOs working on social inclusion of marginalised groups of people;

(2) to support CSOs working on the active and engaged participation of youth in all aspects of societal, economic and democratic life.

Title: Global Europe Thematic Programme on Human rights and Democracy – Fighting against impunity
Deadline: 27 March 2023
Location: All Countries

Objective:  The global objective of this call for proposals is to contribute to justice and the rule of law through increased accountability for serious human rights violations and abuses. The specific objective of this call for proposals is to fight impunity by building the knowledge base for accountability, and developing comprehensive strategies and tools to address knowledge, capacity and commitment gaps. The initiative will (i) facilitate coordination, access to and sharing of information and knowledge by all relevant actors; and (ii) support their capacity to collect and use evidence and knowledge for advocacy and accountability at the global, regional and national levels.

Title: Networks of Towns (Citizens, Equality, Rights and Values Programme – TOPIC ID: CERV-2023-CITIZENS-TOWN-NT)
Deadline: 20 April 2023
Location: EU Member States (including overseas countries and territories (OCTs)) and non-EU countries associated to the CERV Programme or countries which are in ongoing negotiations for an association agreement and where the association agreement enters into force before grant signature.

Objective: This call for proposal is meant: to promote exchanges between citizens of different countries; to give citizens the opportunity to discover the cultural diversity of the European Union and to make them aware that European values and cultural heritage constitute the foundation for a common future; to guarantee peaceful relations between Europeans and to ensure their active participation at the local level; to reinforce mutual understanding and friendship between European citizens; to encourage cooperation between municipalities and the exchange of best practices; to support good local governance and reinforce the role of local and regional authorities in the European integration process.

Promoting awareness and building knowledge of the 30th anniversary of the entry into force of the Maastricht Treaty. Promoting awareness, building knowledge and sharing best practice on the benefits of diversity, gender equality and bringing citizens together to discuss local actions on the climate and the environment

Title: Promoting rights and values by empowering the civic space (TOPIC ID: CERV-2023-CHAR-LITI-CIVIC)
Deadline: 25 May 2023
Location: EU Member States (including overseas countries and territories (OCTs))

Objective:  This call for proposal is meant to promoting rights and values by empowering the civic space. Projects under this priority should promote rights and values by empowering civil society actors to work together at the local, regional and national levels on the fields covered by the programme. Projects should also help create a channel of communication with the EU level to report on the state of the civic space in their countries and voice their concerns. More specifically, projects could create a systematic and comprehensive monitoring system to regularly and consistently monitor the environment in which civil society organisations work in the national contexts, building on the Fundamental Rights Agency indicators about the shrinking civic space and of internal organisations’ data, and in particular of breaches of CSOs and rights defenders’ fundamental rights.

Projects could also support and enhance the protection of CSOs, their members and rights defenders working to protect and promote EU values under attack.

Call 8

Title: Protecting EU values and rights by combating hate speech and hate crime (TOPIC ID: CERV-2023-CHAR-LITI-SPEECH Grant)
Deadline: 25 May 2023
Location: EU Member States (including overseas countries and territories (OCTs))

Objective: This call aims at protecting EU values and rights by combating hate crime and hate speech. All forms and manifestations of hatred are incompatible with the EU values and the fundamental rights. The online world has amplified the negative effects of hate speech. Combating hate speech and hate crime is therefore a key part of the Commission’s action to promote EU values and to ensure that the Charter is upheld. Civil society organisations play a crucial role in combating hate speech and hate crime, thereby safeguarding and promoting fundamental rights. Projects under this priority should aim to enable civil society organisations to establish mechanisms of cooperation with public authorities to support the reporting of episodes of hate crime and hate speech; to ensure support to victims of hate speech and hate crime; and to support law enforcement, including through training or data collection methodologies and tools. Projects should also focus on activities that tackle hate speech online, including reporting content to IT companies, designing countering narrative and awareness raising campaigns, and educational activities to address the societal challenges of hate speech online.

Title: Strategic litigation (TOPIC ID: CERV-2023-CHAR-LITI-LITIGATION)
Deadline: 25 May 2023
Location: EU Member States (including overseas countries and territories (OCTs))

Objective: According to this call of proposal people need to be aware of their rights and protection includes strategic litigation involving rights enshrined in the Charter, which contributes to a more coherent implementation and application of EU law and to the enforcement of individuals’ rights. Strategic litigators are key to fostering the promotion and protection of Charter rights and support should be given to strengthening their capacity and specialised knowledge on the Charter and on how to develop a strategic approach to cases. Projects under this priority should strengthen the knowledge and ability of civil society organisations as well as of practitioners, legal professionals and independent human rights bodies to effectively engage in litigation practices and to improve access to justice and enforcement of rights under EU law. Projects under this priority can also include a focus on countering manifestly unfounded or abusive court proceedings against journalists and human rights defenders who engage in public participation.

Call 10

Title: Capacity-building and awareness raising on the EU Charter of Fundamental Rights (TOPIC ID: CERV-2023-CHAR-LITI-CHARTER Grant)
Deadline: 25 May 2023
Location: EU Member States (including overseas countries and territories (OCTs))

Objective: The projects funded under this call for proposal priority could address the needs on capacity building and awareness raising on the Charter in general, or they could focus on one or several of the thematics below:

  • Rights enshrined in the Charter and awareness of the Charter’s scope of application. Given the specific nature of this instrument there is a specific need to promote a good understanding both of the rights enshrined in the Charter and of the situations in which the Charter applies, i.e. when EU law is being implemented.
  • Protecting fundamental rights in the digital age. To follow up on the Annual Charter Report 2021, on fundamental rights in the digital age, the aim of the priority is to protect fundamental rights by strengthening accountability for the use of automation where rights are at stake. Projects will aim to develop guidelines, technical benchmarks and tools, including for algorithm-audits. Projects are expected to develop a concrete tool or a benchmark process in an area of the applicant’s choice with demonstrated relevance for fundamental rights, without prescribing the area or the type of the tool (e.g. it could be software, a benchmark data set, a simulation environment, a procedure).

Call 11

Title: Supporting an enabling environment for the protection of whistleblowers (TOPIC ID: CERV-2023-CHAR-LITI-WHISTLE)
Deadline: 25 May 2023
Location: EU Member States (including overseas countries and territories (OCTs))

Objective: As reported in this call for proposal support will be given to creating an enabling environment for reporting and informing on breaches of the Union law, in particular by building capacity on the effective application of the Directive on whistleblower protection (Directive (EU) 2019/1937). This Directive provides for an obligation to establish internal and external reporting channels, a strict obligation to maintain the confidentiality of the reporting person as well as for high standards of protection from retaliation and legal remedies for whistleblowers who report on breaches of EU law in a wide range of key policy areas, thus promoting the fundamental values of the rule of law and democracy as well as the right to freedom of expression.

Civil society organisations play a crucial role in help ensuring an effective implementation of these legal standards. Projects under this priority should support and protect whistleblowers and build capacity of national authorities and legal practitioners to ensure adequate legal remedies to protect whistleblowers.

Title: Call for proposals to prevent and combat gender-based violence and violence against children: call to intermediaries (giving financial support to third-party civil society organisations) (CERV-2023-DAPHNE)
Deadline: 14 April 2023
Location: EU Member States (including overseas countries and territories (OCTs)) and non-EU countries associated to the CERV Programme or countries which are in ongoing negotiations for an association agreement and where the association agreement enters into force before grant signature. 

Objective: The overall aim of this call is to support, empower and build the capacity of independent civil society organisations active at local, regional, national and transnational level in combating gender-based violence and/or violence against children and championing EU values, thereby contributing to women and children’s full enjoyment of rights, the equal empowerment of women and men and the empowerment of children, in all their diversity.

EU funding should help to support, empower and build the capacity of independent civil society organisations active in preventing and combating all forms of gender-based violence against women and girls and all forms of gender-based violence, including against LGBTIQ people, women and children in the migration context, as well as different forms of violence against children

Title: Call for proposals to promote equality and to fight against racism, xenophobia and discrimination (CERV-2023-EQUAL)
Deadline: 20 June 2023
Location: EU Member States (including overseas countries and territories (OCTs)) − non-EU countries associated to the CERV Programme or countries which are in ongoing negotiations for an association agreement and where the agreement enters into force before grant signature

Objective: The objective of this call for proposal is to support a comprehensive and intersectional approach, funding specific actions to prevent and fight against discrimination and combat intolerance, racism and xenophobia, in particular on grounds of racial or ethnic origin, colour, religion, sexual orientation, gender identity, including when this manifests itself in the form of antigypsyism, anti-Black racism, antisemitism, anti-Muslim hatred and LGBTIQ phobia.Projects can be national or transnational. Transnational projects are particularly encouraged. With this aim, the following priorities will be financed:

  1. Fighting against discrimination and combating racism, xenophobia and other forms of intolerance, including antigypsyism, anti-black racism, antisemitism and anti-Muslim hatred
  2. Promoting diversity management and inclusion at the workplace, both in the public and private sector
  3. Fighting discrimination against LGBTIQ people and promoting LGBTIQ equality through the implementation of the LGBTIQ Equality Strategy
  4. Call for public authorities to improve their responses to (intersectional) discrimination, racism, antisemitism, anti-Muslim hatred and xenophobia, LGBTIQ-phobia and all other forms of intolerance
