20TH MAY 2012: PRESIDENTIAL ELECTION RESULTS IN SERBIA – SURPRISE IN THE SECOND ROUND

Tomislav Nikolic, leader of the nationalist Serbian Progress Party won the presidential election held on Sunday 20th May  in Serbia. Many concerns have been raised about the future prospects for democratic reforms and EU integration of Serbia that has only recently been granted the candidate status.

Continuity of decade long reforms on the way to EU thus interrupted, while the shocking shift to the right wing nationalistic rhetoric from the recent history of the Balkans is just something that many would like to remain in the past.
Estimations say that only 30.000 votes would be enough to prevent such a turn of events in Serbia.
The 46% turnout and  less than 3% difference between the winner – nationalist Serbian Progress Party candidate Tomislav Nikolic and the loser – Democratic party candidate Boris Tadic of the presidential election held yesterday in Serbia are the two key results of the election year in this Western Balkan country that has recently been granted the candidate status on its way to EU integration. The forthcoming weeks will show if the voters just punished the former government for failing to respond to economic crisis, the highest ever unemployment rate and widespread corruption, or the election results are more an indication of general fatigue from the promises of the EU integration perspective as an excuse for constant postponing of the key social and economic reforms in this country. Thus, a very risky  move by Boris Tadic– to have an early presidential election – was proven wrong and with far reaching negative consequences for the democratic reform process and EU integration of Serbia. However, it is important to note that Boris Tadic won the majority vote in the multicultural region of Vojvodina, and lost  in the capital city – Belgrade and in central and south Serbia.
As a result – the two biggest political parties that have won the majority of votes influenced the further polarization in the society around the key strategic issues (with particular regard to EU integration and Kosovo issue), while the formation of the new government which should be operational in three months might last much longer. However, this situation is some sort of  déjà vu for many citizens and tax-payers in Serbia, like a merry-go- round from which it is impossible to escape. They have expressed their views by the ballot that, if fully respected by the parties that have won the majority vote, promotes political compromise for further policy reforms as the possible response for meeting a long list of challenges ahead: economic and financial crisis, unemployment, brain drain, EU integration process, relations with Kosovo, corruption….

“WORKSHOP ON PROJECT CYCLE MANAGEMENT”, WITHIN THINK.EU, ALDA PROJECT (7 – 11 May, Pula, Croatia).

In the frame of the “THINK.EU” project, last 7th – 11th May ALDA held a training course in Pula, Croatia, on “Project cycle management”, addressed to around 30 participants, representing CSOs, business community, LAs. The training was aimed to deliver know how on how to develop good quality projects.

Beside technical information on Project Cycle Management, it gave also hints and tips on how to build a winning partnership andon networking and lobbying aspects to support proposals and initiatives.

The project THINK.EU has been developed by the Foundation for Partnership and Civil Society Development of Region Istria and founded within the Europe for Citizens Programme. It has as main objective to support Croatian accession to the EU with a strong, deep and sustained dialogue between civil society actors, youth and children and citizens in Istria broadening the knowledge and understanding of the EU and the process of European integration and rising the quality and impartiality of media coverage on issues related to EU membership.

INVITATION NOW OPEN TO APPLY FOR PARTICIPATION IN THE FOURTH MEETING OF THE EASTERN PARTNERSHIP CIVIL SOCIETY FORUM (29-30 NOVEMBER 2012, SWEDEN)

The Steering Committee of the EaP Civil Society Forum is now inviting all interested parties to submit expressions of interest to participate in the fourth meeting of the Eastern Partnership Civil Society Forum in Sweden in November 2012.
The submission of expressions of interest is a necessary step in the selection process to participate in the EaP CSF meeting.

The meeting will be made possible thanks to the support of the European Commission/European External Action Service and the support of Sweden’s Ministry of Foreign Affairs.

The first EaP CSF took place in Brussels on 16-17 November 2009 and gathered more than 200 CSOs. During the Forum, participants elected the CSF Steering Committee and tasked it with the responsibility of developing a procedure for selection of the participants for the next Forum. The CSF Steering Committee elaborated the procedure that was applied in the process of selection of the participants to the second meeting of the EaP CSF, which was held in Berlin on 18-19 November 2010, and to the third meeting held in Poznan on 28-30 November 2011. The fourth meeting of the EaP CSF will be held in Sweden on 29-30 November 2012.
The procedure for selection can be found in the call for expressions of interest, duly updated in line with the emergence of national platforms, the need for more explicit criteria to be shared with applicants to ensure the transparency of the process, and to reflect the increase from four to five working groups.

GREATER PARTICIPATION OF THE NGOS IN THE LOCAL DECISION-MAKING PROCESS IN KOSOVO

15-16 May, around 50 representatives from Kosovar municipalities and NGOs gathered in Prishtina to discuss the possibilities and challenges for greater participation of the NGOs in the local decision-making process in the framework of the EU People to People programme. ALDA representative presented them the Code of Good practices for Civil Participation in the decision-making process.

The participants had chance to listen some examples of local initiatives as well as good practices from the Region.
The ALDA representative to the event, Ivana Dimitrovska, took part in the presentation of the Code of Good Practice of Council of Europe. ALDA’s experience to work both with local authorities and civil society organization for promotion of local democracy through decentralized cooperation was promoted.

ALDA FOLLOWS UP WITH ITS EFFORT IN PROMOTING ACTIVE CITIZENSHIP AND GOOD LOCAL GOVERNANCE. GENERAL ASSEMBLY AND INTERNATIONAL CONFERENCES IN UDINE (I), 7-8 June 2012

Strengthening citizens’ and local authorities’ role in the good local governance of all the European and neighbouring countries and facilitate cooperation between local authorities and civil society.
These main objectives of ALDA’s activity will be continued next June, on the occasion of the General Assembly 2012 of the Association, with two international Conferences and the discussion on ALDA strategy 2020. The event will take place in Udine, Italy, on the 7th and 8th of June.

ALDA Генеральная Ассамблея will start in the morning (8.45-13.00) of 7th and continue in the morning (9.00-13.00) of 8th. ALDA members will elect the new Governing Board that will lead the Association for the next four years, and will debate, also with partners, and approve the ALDA 2020 and multiannual programme.
In the afternoon of the first day (7th June) will be held the first International Conference on the issue “Strengthening the role of citizens and local governance in the neighbouring Countries: lessons learned and opportunities from East to South”.
During the conference, promoted by ALDA and the Region Friuli Venezia Giulia, starting from a position paper  by ALDA, the discussion will focus on the role of European Authorities and NGOs on promoting the participation of Civil Society on local governance.
For many years, European institutions, local authorities and civil society have been active to support democracy and good governance in Eastern Europe and in Western Balkans. The European Union decided a further enlargement towards South Eastern Europe and developed new forms of cooperation with Eastern partners. How this experience could be of benefit of southern countries, which are living a new and difficult spring? How to do it and bring an added value? Is it appropriate to do it? Which methodology to adopt in this case?
In the afternoon of the second day (8th June), will take place the second International Conference  on the issue “Active Ageing and local governance: the elderly people as actors of active citizenship at the local level”, with the support of the EC Programme Europe for Citizens.
During the conference best practices by ALDA’s partners on the field of active ageing and the role of senior in twinning will be shared. As good practices from the Region Friuli Venezia Giulia, the case of Trieste will be presented.

LDA NIS: PHOTO EXHIBITION ON FASCISM’S SYMBOLS ON THE WALLS OF NIS. 19th of May 2012

On the occasion of the upcoming Night of Museums in Nis, on 19th of May, Centre for Development of Civil Resources (CRCR) and LDA Nis in cooperation with the National Museum of Nis, is preparing the second exhibition of photographs entitled “Words too strong”.
The exhibition theme is the presence of fascism in Nis.

We live in a time where “fear of difference” is strong. Fascism tends to manipulate and strengthen this fear, mostly in the form of racism, homophobia, and xenophobia. Nowadays on the territory of Nis, one can observe graffiti swastikas or various messages that promote hate speech.
Most people do not pay attention to the symbolism of these characters. Messages of hate cannot be a valuable framework appropriate for a democratic society and a tolerant environment.
With this exhibition, we wish to put again the emphasis on this problem and oppose further dissemination of hate speech in Serbia.
This year’s exhibition will take place at the concentration camp from the Second World War, “Red Cross” in Nis and will be, for the first time, organized as a multimedia exhibition.
The venue of the concentration camp “Red Cross” makes a symbolic link between time and events which belong to the history of the camp and today’s worrying appearance of fascism in modern society, all of them associated with our city.
The authors of the exhibition are young prominent photographers from the region of Nis.

In the evening, all participantshad a possibility toenjoy a dinnerorganized inthe ski resortPopovaShapka that is justin a few kilometersfromTetovo.
The next morning working session was reserved forconclusions andfuture prospects. Various funding opportunities for projectsdedicated to tourismandopen-air activitieswere presented to participants. Following this all participantswentto Matka canyon, situatedin thirtyminutes by bus fromTetovo, for a visitguided byMr.KostantinCirivirifrom the International Associationof Mountain Guidesin Macedonia.
This eventin Tetovowas a good opportunity fornumerous and veryinterestingdiscussions and debates betweenparticipants.We hope that these discussions will be fruitful for further development of tourismandopen-air activitiesin Franceandin Balkan countries.

SEMINAIRE TOURISME ET ACTIVITES DE PLEINE NATURE, TETOVO, 10 ET 11 MAI.

Le séminaire “Tourisme et activités de pleine nature”, organisé dans le cadre du programme de coopération décentralisée multilatérale France-Balkans à Tetovo, en Macédoine, les 10 et 11 mai 2012 a été un véritable succès. Une quarantaine de professionnels du tourisme (agences de voyages, hoteliers, guides, etc), représentants d’autorités locales et nationales et d’associations de France, de Roumanie et de pays des Balkans (Albanie, Bosnie, Kosovo et Macédoine) avaient répondu présent.

Le séminaire avait pour but de mettre en avant les nombreux atouts dont disposent les pays des Balkans pour devenir une destination touristique reconnue sur le plan des activités de pleine nature et de rassembler autour d’une table les différents maillons de la chaine du développement de telles activités afin d’apporter à chacun un maximum d’éléments lui permettant d’identifier son rôle. Cet évenement à Tetovo a également permis, à travers de nombreux temps reservés à la discussion entre les participants, d’échanger sur les actions concrètes menées dans les Balkans pour améliorer la situation de l’offre touristique pour les touristes internationaux et balkaniques.

Les discussions de la première journée se sont articulées autour de trois sujets principaux:
– l’état des lieux de la clientèle potentielle en Europe et dans les Balkans;
– les bonnes pratiques dans la mise en place d’activités de tourisme de pleine nature: expériences réussies et difficultés rencontrées;
– l’encadrement professionnel des activités de toursime de pleine nature: aspects législatifs, métiers et qualifications requises.
De nombreux intervenants français et balkaniques, issus de filières professionnelles diverses, se sont succédés au micro; leurs discours étant traduits simultanément en français, anglais, macédonien et albanais.

Le soir, tous les participants ont pu profiter d’un repas organisé à la station de ski de PopovaShapka située à quelques kilomètres de Tetovo.

Les travaux ont repris le lendemain matin pour un temps réservé aux conclusions et perspectives pour l’avenir. Diverses possibilités de financement de projets dédiés au tourisme et activités de pleine nature ont notamment été présentés aux participants. Tous se sont ensuite dirigés vers le canyon de Matka, situé à une trentaine de minutes de bus de Tetovo, pour une visite du site menée par M. KostantinCiriviri de l’association internationale des guides de montagne de Macédoine.

Cet évenement à Tetovo a permis de nombreux et très interressants échanges et débats entre les participants qui, nous l’espérons, porteront leurs fruits à l’avenir et permettront le développement du tourisme et des activités de pleine nature en France et dans les pays des Balkans.


LDA OSIJEK: THE EUROPE DAY IN THE PRIMARY SCHOOL IN TENJA

On the occasion of  marking of the Europe Day, on 8th May LDA Osijek volunteers held 4 out of 10 EU workshops that will take place in Osijek’ primary schools. The workshops are part of an EU Practicum – a second module of  the project entitled Volunteers – EU Promoters in Community.

The workshops aiming to introduce main European symbols and values were conducted by Domagoj Barišić, Kristijan Barišić, Marijana Bundić and Katarina Stanić and they were implemented in 3rd and 4th class of this primary school. Through coloring, songs and games, pupils had the opportunity to learn something new but also to show us that they are real experts and promoters of the European Union. We were welcomed by the pupils and school staff and we believe that the workshops and activities have been amusing for all of them.
We are looking forward to more EU workshops to take place in the primary schools of Mladosta and Jagoda Truhelka and we expect more fun and laughter during this special European week!

 

 

EU RADIONICE – OŠ TENJA I OVE GODINE UGOSTILA VOLONTERE AGENCIJE LOKLANE DEMOKRACIJE

Povodom obilježavanja ovogodišnjeg Europskog tjedna 8. svibnja volonteri Agencije lokalne demokracije, u sklopu projekta Volonteri Eu promotori u zajednici održali su četiri EU radionice, od planiranih deset radionica. Radionice su osmišljene kao EU praktikum tj. drugi po redu modul projekta Volonteri Eu promotori u zajednici, a vodili su ih volonteri Domagoj Barišić, Kristijan Barišić, Marijana Bundić i Katarina Stanić. Radionice su održana u drugom, trećem i četvrtom razredu OŠ u Tenji u svrhu upoznavanja s glavnim značajkama Europske unije. Učenici su uz bojanje, igre i pjesmu naučili nešto novo, ali i pokazali nam da su pravi znalci i svjesni europljani. Kako učenici, tako i osoblje škole toplo su nas dočekali i vjerujemo uživali u radionici. Veselimo se narednim druženjima u OŠ Mladost te u OŠ Jagoda Truhelka. Očekujemo još više zabave i smijeha u ovom posebnom europskom tjednu!

 


LDA OSIJEK: L’EUROPE DAY NELLA SCUOLA PRIMARIA DI TENJA

In occasione della giornata dell’Europa, l’8 maggio i volontari dell’ADL di Osijek hanno tenuto dieci workshop europei che si sono svolti nelle scuole elementari di Osijek. I laboratori fanno parte di  “EU-Practicum”, un secondo modulo del progetto Volontariato – Promotori UE in Comunità. I seminari hanno mirato ad introdurre i principali simboli e valori europei e sono stati condotti da Domagoj Barišić, Kristijan Barišić, Marijana Bundić e Katarina Stanić e sono stati attuati nelle classi 3a e 4a della scuola primaria. Attraverso colori, canzoni e giochi, gli alunni hanno avuto l’opportunità di imparare qualcosa di nuovo ma anche dimostrare che essi sono veri e propri esperti e promotori dell’Unione europea. Siamo stati accolti dagli alunni e dal personale scolastico e siamo convinti che i laboratori e le attività sono state divertenti per tutti loro. Stiamo aspettando con impazienza altri Seminari europei che si terranno nelle scuole primarie di Mladosta e Jagoda Truhelka e ci aspettiamo più divertimento e risate in questa settimana speciale europea!

 


ADL OSIJEK: JOURNÉE DE L’EUROPE DANS L’ÉCOLE PRIMAIRE DE TENJA

A l’ occasion de la Journée de l’Europe, le 8 mai, les bénévoles de L’ADL d’Osijek ont organisé 4 des 10 ateliers sur l’UE qui ont eu lieu dans les écoles primaires d’Osijek. Les ateliers font partie d’un Stage Pratique de l’UE – un deuxième module du projet intitulé Les Bénévoles – Les promoteurs de l’UE dans la Communauté.
Les ateliers visant à introduire les principaux symboles et valeurs européennes ont été menés par Domagoj Barišić, Kristijan Barišić, Marijana Bundić et Katarina Stanić et ont été mis en œuvre dans des classes de 3ème et 4ème année d’école primaire. Grâce aux activités, prenant la forme de coloriage, de chansons et de jeux, les élèves ont eu l’opportunité d’apprendre de nouvelles choses, et ont pu démontrer qu’ils étaient de véritables experts et des promoteurs de l’Union Européenne. Nous avons été bien accueillis par les élèves et le personnel scolaire et nous sommes persuadés que les ateliers et les activités ont amusé tout le monde.
Nous sommes impatients de participer à de nouveaux ateliers sur l’UE dans les écoles primaires de Mladosta et Jagoda Truhelka et nous espérons encore plus d’amusement et de rires au cours de cette semaine européenne!


АГЕНТСТВО МЕСТНОЙ ДЕМОКРАТИИ Г. ОСИЕК: ДЕНЬ ЕВРОПЫ В НАЧАЛЬНОЙ ШКОЛЕ В ТЕНЬЯ

По случаю празднования Дня Европы 8 мая волонтеры агентства местной демократии г. Осиек провели 4 из 10 семинаров ЕС в начальных школах г. Осиек. Семинары являются частью Практикума ЕС – второго модуля проекта под названием «Волонтеры – промоутеры ЕС в сообществе».
Домагой Барисич (Domagoj Barišić), Кристиан Барисич (Kristijan Barišić), Мариана Бундич (Marijana Bundić) и Катарина Станич (Katarina Stanić) провели эти семинары, цель которых ознакомление с главными европейскими символами и ценностями, в 3 и 4 классах данной начальной школы. Через цвет, песни и игры у учеников была возможность не только узнать что-то новое, но также и продемонстрировать нам, что они являются настоящими экспертами и промоутерами Европейского Союза. Нас приветствовали ученики и персонал школы, мы полагаем, что семинары и мероприятия понравились всем.
Мы ждем дальнейших семинаров ЕС, которые пройдут в начальных школах Младоста и Ягода Трухелька, мы надеемся на еще большее количество радости и смеха во время этой особой европейской недели!
