Final event of the European year of citizens 2013
The closing conference for the 2013 European Year of Citizens will take place on 12-13 December in Vilnius. Our Director, Antonella Valmorbida will participate at the event. During the meeting the final recommendations elaborated by the European Alliance will be presented.
The Conference will be divided into three blocks:
– The role of Civil Society in European Democracy: “role and the future of civil society organisations in building our Europe”, “Shaping Europe from the bottom up!”
– EU citizenship in action – How citizens can influence policy-making: “Fostering EU citizens’ rights”, “New ways for citizens to influence policymakers”
– Participative and representative democracy: Two sides of a same coin: “Why wait to vote? Other ways to engage”, “Towards the 2014 European Elections”

The final meeting of the Italian Alliance for the European Year of Citizens 2013 takes place on Monday 9 December, from 11:00, at the University of Roma Tre – Dipartimento di Scienze Politiche, in via Gabriello Chiabrera, 199.
ALDA Director Antonella Valmorbida will participate in the institutional opening, in her capacity as spokesperson of the Alliance.
During the meeting, the documents elaborated by the national alliance and those by the European Alliance will be presented.
In the afternoon, the thematic groups will work together:

Meeting of the Minister of Defence and representatives of the Atlantic Council of Bosnia and Herzegovina
Zekerijah Osmić, Minister of Defence of Bosnia and Herzegovina held a meeting with representatives of the Atlantic Council and students from the Federation and the Student Union of the Republic of Serbian on 3 December, in front of the Atlantic Council of BiH.
The meeting was attended by the president of this organization, Ph.D. Diana Hrustanović Gupta, Dženana Dedic, executive director of the Local Democracy Agency Mostar, and Sekar Batric, executive director of the Network of NGOs of the Republic of Serbian.
Ms. Diana Gupta Hrustanović met representatives of the BiH MoD project “BiH on its path towards NATO”.
The activities of these organizations is conducted in order to promote the principles and regulations of NATO, Partnership for Peace, and other international organizations to ensure peace and security and to inform citizens of Bosnia and Herzegovina on the same issues.
Ms.Dženana Dedic, Executive Director of the Agency for Local Democracy in Mostar, stressed the need to raise a networks with organizations that have the same or similar goals activities, for new projects, which would include other middle from across the country who have not been part of the activities. The focus is on establishing cooperation between citizens and local authorities, civil society and education is the key for the success of this project.
Student representatives spoke about their experiences in training and seminars on NATO and highlighted the need for the involvement of the young people and representatives of the media in disseminating information to ensure public support and build positive public opinion about the necessity of BiH accession to Euro-Atlantic integration. Minister Osmić welcomed the efforts of the Atlantic Council in promoting the values of NATO throughout the whole country and especially the commitment in the field of education and affirmation of the role of young people in this area. “We believe that NGOs and civil sector as a whole can and should be partners in the implementation of state institutions Action Plan NATO communications strategy BiH. We are ready and open for cooperation with the Atlantic Council of Bosnia and Herzegovina and other related organizations to work on common projects” said the Minister.

Promotion of the Strategy for Cultural Development of Pelagonia Region 2013-2016
4th of December 2013 in Bitola, Macedonia, the media and the local cultural stakeholders were presented the Strategy for Cultural Development 2013-2016. This strategy was realized in the framework of the Decentralized cooperation between the Region of Lower-Normandy and the Republic of Macedonia.
This strategy is a result of 3 years activities in the Region Pelagonia. Working together, the Association Lokomotiva Center for New initiatives in Arts and Culture – Skopje (Macedonia) and the Center for Regional Development in Pelagonija, have gathered all the national, local and civic stakeholders in the field of culture. The most important element of the development of the Strategy was the process of cooperation: through workshops, research, capacity development and discussions, the main cultural actors of Pelagonija created a new regional network of cultural coordination.
The goal of this work is to offer a support and a guide for the implementation of the cultural decentralization in Pelagonia.
The Strategy includes :
• analysis of the cultural sector in the country, with special emphasis on decentralization in culture;
• review of the regional and local policies for culture and territorial development in the country;
• basic features of the Pelagonia Region;
• methodology of work and the results of the implemented methodology;
• vision and mission of the Pelagonia Region;
• strategic goals and activity plan with expected outcomes and indicators for monitoring the process of achieving the goals.
The Strategy includes Action plan for the next three years that would be implemented starting from this year. The final goal for the promoters would be that this strategy and this action influence the other Macedonian regions for their own cultural development.
This strategic document is the result of the cooperation between Lokomotiva, and “Pays de la Baie du Mont-Saint-Michel” from Lower-Normandy (France). Thanks to the exchanges of experiences between the both territories – through study visits, professional exchanges and common activities, both partners have influenced the policy shaping in the field of culture in their territories.

Launch event “Provincial Table of Coordination for town twinning”
ALDA together with the Municipality of Vicenza and the Municipality of Bassano del Grappa organized the “Provincial Table of Coordination for Town-Twinning” on 2nd December at 5 p.m. The event took place in Sala Giunta of Bassano del Grappa City Hall.
The meeting saw the participation of Marco Boaria, Resource and Development Unit Coordinator (ALDA), Mattia Brazzale, Assistant to the Director’s Office (ALDA), Stefano Cimatti, Mayor of Bassano del Grappa, Annalisa Toniolo, Assessor of Bassano del Grappa, Graziella Perfetti, representative of the Municipality of Bassano del Grappa, Silvia Covolo, Mayor of Breganze, Giulia Cunico, Councillor of Marostica, Milena Cecchetto, Mayor of Montecchio Maggiore, Massimiliano Maragon, representative of the Town Twinning committee of the Municipality of Schio, Giancarlo Pesce, Vicenza City Councillor in charge for Town twinning.,
The main aim of the table is to exchange best practices, to establish new collaborations and stimulate the creation of an international network of twinned towns, putting together the muncipalities of the Province of Vicenza, and their twinned cities.
Too often town twinning is wrongly conceived as a mere expense of representation, when it is not. In fact, nowadays town twinning is considered by the European Union, as one of the main tools for decentralized cooperation.
During the meeting Marco Boaria reminded the three key issues of the meeting: – the motion concerning town twinning; – Provincial Table of Coordination for town twinning; – the new program of the European Commission “Europe for Citizens”
Mattia Brazzale, presented the motion,which he had elaborated, the motion has normative bases at both national and European legislation, mentioning the EC’s Decisions and National normatives on the subjet.. M. Brazzale goes on arguing that town twinning should be considered as an added value for the municipalities and not a mere expenditure of management or representation and be an instrument for the exchange of know-how and best practices.

ALDA welcomes the Vilnius summit declaration as for the development of local governance and citizens participation, which have a significant role in pursuing the goals of the Eastern Partnership.
The principles of local democracy represent a universal European value corroborated by the European Charter of Local Self-Government. Local governments are important providers of public services. The participants support the inclusion of local and regional authorities in the implementation of the relevant Eastern Partnership policies and strategies and encourage the representatives of national associations of local and regional authorities and CORLEAP to enhance their contribution to the Eastern Partnership. The role of local and regional authorities could be also strengthened through targeted support, including through capacity building.
We recognize and deplore all the problems also encountered in the implementation of all the provisions of the Eastern Partnership in particular for human rights violation in Azerbaijan and Belarus. We considered for Ukraine a missed opportunity the non signing of the Agreement and we hope in a democratic and peaceful solution of the Ukraine nowadays.

Les principes de démocratie locale représentent une valeur européenne universelle en combinaison avec la Charte Européenne de l’autonomie locale. Les gouvernements locaux sont d’importants prestataires de services publics. Les participants soutiennent l’inclusion des autorités locales et régionales dans la mise en œuvre des politiques et stratégies du Partenariat Oriental et encouragent les représentants des associations nationales des autorités locales et régionales et CORLEAP de renforcer leur contribution au Partenariat Oriental.
Le rôle des autorités locales et régionales pourrait également être renforcé par un soutien ciblé, y compris par du ‘capacity building’ (« renforcement des capacités »).
Nous reconnaissons et regrettons les problèmes rencontrés dans la mise en œuvre de toutes les dispositions du Partenariat Oriental, et en particulier les violations des Droits de l’Homme en Azerbaïdjan et en Biélorussie. ALDA accoglie con favore la dichiarazione del vertice di Vilnius per lo sviluppo della governancelocale e la partecipazione dei cittadini, i quali hanno un ruolo significativo nel perseguire gli obiettivi del Partenariato Orientale.
I principi della democrazia locale rappresentano un valore europeo universale avvalorati dalla Carta Europea delle autonomie locali. I governi locali sono importanti fornitori di servizi pubblici. I partecipanti sostengono l’inclusione degli enti locali e regionali nell’attuazione delle politiche e strategie del partenariato orientale e incoraggiano i rappresentanti delle associazioni nazionali degli enti locali e regionali e Corleap a migliorare il loro contributo al partenariato orientale. Il ruolo degli enti locali e regionali potrebbe essere rafforzato attraverso un sostegno mirato e anche tramite il potenziamento delle loro capacità.
Riconosciamo e condanniamo tutti i problemi incontrati nell’ attuazione di tutte le disposizioni del Partenariato Orientale, in particolare nel caso delle violazioni dei diritti umani in Azerbaigian e Bielorussia. Consideriamo per l’Ucraina un’occasione persa la mancata firma dell’Accordo e speriamo in una soluzione democratica e pacifica dell’Ucraina in questi giorni.

ALDA одобряет заявление высшего руководства по Восточному партнерству и местному управлению и участию граждан, Вильнюс, 28-29 ноября 2013
ALDA одобряет заявление высшего руководства в Вильнюсе по развитию местного управления и участию граждан, которые имеют значимую роль в следовании целям Восточного Партнерства.
Принципы демократии на местах представляют собой европейскую универсальную ценность, усиленную Европейской хартией местного самоуправления. Местные власти являются важными поставщиками общественных услуг. Участники поддерживают включение местных и региональных органов в осуществление политики и стратегий восточного партнерства и стимулируют представителей национальных ассоциаций местных и региональных органов и Corleap улучшать их вклад в восточное партнерство. Роль местных и региональных органов могла бы быть усилена при целенаправленной поддержке, посредством укрепления умений.
Мы признаем и осуждаем все проблемы, возникшие во время выполнения всех распоряжений Восточного Партнерства, в частности в случае нарушения прав человека в Азербайджане и Белоруссии. Считаем, что для Украины неподписание Соглашения явилось утраченной возможностью, и надеемся на демократическое и мирное решение вопроса в Украине в эти дни.

ALDA pozdravlja Deklaraciju samita Istočnog partnerstva o lokalnoj samoupravi i učešća građana , Viljnus, 28-29 Novembar 2013
ALDA pozdravlja Deklaracija samita u Viljnusu za razvoj lokalne samouprave i učešće građana, koji imaju značajnu ulogu u ostvarivanju ciljeva Istočnog partnerstva.
Principi lokalne demokratije predstavljaju univerzalnu evropsku vrednost potvrđenu Evropskom poveljom o lokalnoj samoupravi. Lokalne samouprave su važne za obezbeđivanje javnih usluga. Učesnici podržavaju uključivanje lokalnih i regionalnih vlasti u sprovođenje relevantnih politika i strategija Istočnog partnerstva i ohrabruju predstavnike nacionalnih asocijacija lokalnih i regionalnih vlasti i CORLEAP da poboljšaju svoj doprinos Istočnom partnerstvu . Uloga lokalnih i regionalnih vlasti može se takođe ojačati kroz ciljanu podršku, uključujući i kroz izgradnju kapaciteta.
Mi prepoznajemo i osuđujemo sve probleme na koje se naišlo prilikom sprovođenja svih odredaba Istočnog partnerstva, posebno za kršenje ljudskih prava u Azerbejdžanu i Belorusiji. Smatrali smo nepotpisivanje Sporazuma propuštenu priliku za Ukrajinu i nadamo se demokratskom i mirnom rešenju Ukrajine danas.

Il ruolo degli enti locali e regionali potrebbe essere rafforzato attraverso un sostegno mirato e anche tramite il potenziamento delle loro capacità.
Riconosciamo e condanniamo tutti i problemi incontrati nell’ attuazione di tutte le disposizioni del Partenariato Orientale, in particolare nel caso delle violazioni dei diritti umani in Azerbaigian e Bielorussia. Consideriamo per l’Ucraina un’occasione persa la mancata firma dell’Accordo e speriamo in una soluzione democratica e pacifica dell’Ucraina in questi giorni.

ALDA одобряет заявление высшего руководства по Восточному партнерству и местному управлению и участию граждан, Вильнюс, 28-29 ноября 2013
ALDA одобряет заявление высшего руководства в Вильнюсе по развитию местного управления и участию граждан, которые имеют значимую роль в следовании целям Восточного Партнерства.
Принципы демократии на местах представляют собой европейскую универсальную ценность, усиленную Европейской хартией местного самоуправления. Местные власти являются важными поставщиками общественных услуг. Участники поддерживают включение местных и региональных органов в осуществление политики и стратегий восточного партнерства и стимулируют представителей национальных ассоциаций местных и региональных органов и Corleap улучшать их вклад в восточное партнерство. Роль местных и региональных органов могла бы быть усилена при целенаправленной поддержке, посредством укрепления умений.
Мы признаем и осуждаем все проблемы, возникшие во время выполнения всех распоряжений Восточного Партнерства, в частности в случае нарушения прав человека в Азербайджане и Белоруссии. Считаем, что для Украины неподписание Соглашения явилось утраченной возможностью, и надеемся на демократическое и мирное решение вопроса в Украине в эти дни.

ALDA pozdravlja Deklaracija samita u Viljnusu za razvoj lokalne samouprave i učešće građana, koji imaju značajnu ulogu u ostvarivanju ciljeva Istočnog partnerstva.
Principi lokalne demokratije predstavljaju univerzalnu evropsku vrednost potvrđenu Evropskom poveljom o lokalnoj samoupravi. Lokalne samouprave su važne za obezbeđivanje javnih usluga. Učesnici podržavaju uključivanje lokalnih i regionalnih vlasti u sprovođenje relevantnih politika i strategija Istočnog partnerstva i ohrabruju predstavnike nacionalnih asocijacija lokalnih i regionalnih vlasti i CORLEAP da poboljšaju svoj doprinos Istočnom partnerstvu . Uloga lokalnih i regionalnih vlasti može se takođe ojačati kroz ciljanu podršku, uključujući i kroz izgradnju kapaciteta.
Mi prepoznajemo i osuđujemo sve probleme na koje se naišlo prilikom sprovođenja svih odredaba Istočnog partnerstva, posebno za kršenje ljudskih prava u Azerbejdžanu i Belorusiji. Smatrali smo nepotpisivanje Sporazuma propuštenu priliku za Ukrajinu i nadamo se demokratskom i mirnom rešenju Ukrajine danas.
How to tackle youth unemployment? Project FUNNY in Baku, Azerbaijan
How to tackle youth unemployment? ALDA project FUNNY stimulated ideas to fight one of the major issues affecting the young generations worldwide.
The European project «Fighting UNemployment through Networking for Youth» (FUNNY), within the Youth in Action Programme of the European Commission, is a joint initiative of 20 associations from 17 countries in the enlarged Europe and its Neighborhood strongly active in the field of youth.
From 2 to 7 December, FUNNY brought together 40 youth workers from 17 states of the enlarged Europe and supported them to find partners for transnational cooperation in the field of the youth work, with specific attention to the issue of the youth unemployment. Participants come from the old EU15 (France, Italy, Denmark), New EU12 (Slovenia, Bulgaria, Romania) South East Europe (Serbia, Montenegro, Kosovo, Albania, Macedonia, BiH, Croatia), East Europe and Caucasus (Georgia, Azerbaijan, Moldova, Belarus).
The hosting organization was Azerbaijani NGO Alliance for Municipality Development (BINA), and ALDA was in charge of the overall coordination of the project as well as a sending organization. Samir Alyiev, President of BINA, and Abil Bayramov welcomed the participants on the first day.
Contributions from experts enriched the experience for the participants: Antonella Valmorbida, Director of ALDA, discussed with the participants the Code of Good Practice for Civil Participation in the Decision-Making Process. Mr Ilkin Nazarov from Bina, and Mr Orkhan Ali from Oxfam Azerbaijan gave an in-depth overview of the situation of Azerbaijan, focusing on the work market, and deepening the knowledge and understanding of the country policies and society.

Eight NGOs selected for funding within the project Local Coalitions for Community Development, Montenegro
After administrative check and evaluation of the small projects submitted before deadline (22nd July 2013) the evaluation committee selected 8 out of total number of 19 projects received from NGOs operating in five municipalities in Montenegro: Niksic, Bijelo Polje, Rozaje, Ulcinj and Kotor.
During the two year project (2013/2014) the total amount to be awarded to eight local beneficiaries is up to 80.000 euros for their local projects that will be implemented in the next 6-10 months.
The contracting procedure is now in progress with the following selected NGOs active in different areas whose common denominator is contributing to participation of citizens in policy/decision making and to more effective implementation of municipal development strategies:
1. NGO Runolist, Rozaje, Project title: Promotion of sustainable tourism through involvement of youth in the Municipality of Rozaje
2. Association of young volunteers, Bijelo Polje, Project title: The establishment of a Volunteer Center and strengthening volunteer movement in the Municipality Bijelo Polje
3. NGO K-Club, Bijelo Polje, Project title: Culture of living – my building is my home
4. NGO Democratic center of Bijelo Polje, Project title: Active civil participation in decision making at local level
5. Association of young ecologists of Niksic, Project title: Increasing the level of protection of the river Bistrica
6. Association of paraplegics Niksic, Project title: Ask us – it’s about us
7. NGO Children of Montenegro, Podgorica, Project title: Building partnerships to support new social service provision in Ulcinj
8. NGO – SOS telephone for women and children victims of violence , Ulcinj, Project title: Improving social protection and safety of victims of domestic violence.
We congratulate to the awarded NGOs and look forward to working together for successful implementation of project activities.
