ALDA at the Ministry of State on Local Issues of Albania
On 28 May, ALDA’s delegation composed of Mr Bernardo Notarangelo, member of the Governing Board, and Aldo Xhani, ALDA project manager, met Mr Enea Hoti, advisor of Mr Bledi Cuci, Minister of State on Local Issues of Albania.

The meeting was an occasion to showcase ALDA’s multiannual work in the country in promoting good governance and citizen participation at local level as well as the process of relaunch and strengthening of the Local Democracy Agency set up back in 2009. It was also a unique opportunity of being informed on the state of play of the decentralisation reform under discussion in Albania and the stronger role that the LDA could acquire within this framework.
Mr Hoti provided up to date information on both the Territorial and Administrative Reform that aims at rationalising the current territorial division through new local bodies (39 or 47 municipalities) and the Decentralisation strategy that will redefine and better clarify the competencies of the new local entities.
Mr Hoti also welcomed ALDA and it’s the LDA in Albania to keep working for the integration of the country in the European Union through the promotion of good governance and citizen participation. Only through active citizens, Albania can overcome its current difficulties and become a full candidate to join the European family, he said.

The partners meeting of the LDA Albania was held last 28 May at the premises of the Italian-Albanian Chamber of Commerce in Tirana. The event has been a key step of the relaunching and strengthening process of the Agency set in Shkodra in 2009.

The meeting brought together both local and international stakeholders to discuss on concrete solutions to reactivate LDA’s activities fully. In particular, the enlargement of the partnership has been a key topic of the debate. The meeting was attended by both current partners such as the Apulia Region and new ones interested in becoming active part of the LDA such as the Region of Vlora, the Municipality of Patos and Lukova, the Centre for Research Cooperation and Develoment, NGO Horizont and the Universities of Tirana and Elbasan.
ALDA was represented by Mr Bernardo Notarangelo, member of the Governing Board, and Mr Aldo Xhani, ALDA project manager. Three main elements were identified as being at the basis of the weakening process of the LDA in 2013: the devitalisation of the local and international components of the partnership as well as a less effective communication. At the same time, several factors were identified as key for a stronger role of the Agency in Albania: ALDA’s firm commitment and interest in promoting good governance and citizen participation in the country, the interest expressed by new partners in joining the partnership and the ongoing decentralisation process in Albania.
The meeting run in a positive atmosphere that strongly contributed to strengthen the bonds among partners and develop new ideas for the relaunch of the LDA. All the proposals have been collected and will constitute the basis for a new action plan. ALDA invites all stakeholders interested in joining the partnership to express their interest to Aldo Xhani at aldo.xhani@aldaintranet.org

The aim of the mission was to prepare a detailed rapport to submit on 28 May to the current and potential new members of the LDA reunited in Tirana to discuss the relaunch and strengthening of the Agency.

ALDA active member of the Anna Lindh Foundation French network: Euro-Mediterranean Day in Strasbourg
On 28th May, ALDA Strasbourg organises a Euro-Mediterranean day dedicated to the work of the French network of Anna Lindh Foundation and its Working group on Euro-Mediterranean cooperation.

The events are organised in cooperation with the European Mouvement Alsace, Association migration solidarité et échanges pour le développement (AMSED) and Collège doctoral européen.
The activities will include an information meeting at the AMSED premises from 3 to 5 p.m. Chaired by Esther Fouchier, General delegate to the Forum Femmes Meditérranée (FFM), leader of the French FAL network, this meeting will present the work and the achievements of the Foundation and its French network to attract interested new members and debate on topics of concern as potential guidelines for the French network’s future agenda.
From 6.30 to 8 p.m. ALDA’s Head of Programme Implementation Biljana Zasova will moderate a debate on the topic “European debates: what place for Euro-Mediterranean relations?”. Three persons will give presentations: Esther Fouchier, Antonella Cagnolatti, Coordinator of the Lisbonne Forum and President of the ALDA Scientific Committee as well as Catherine Delcroix, Sociaology Professor and Director of the European Dynamics Laboratory at the Strasbourg University.
The discussions will have two major paths: the potential consequences of the European Parliament elections results to the efforts for a Euro-mediterranean cooperation; and beyond the elections, is there a clear path among European member States on their cooperation with the south bank of the Mediterranean? Mrs Cagnolatti will present the Council of Europe experience in the matter, Mrs Fouchier the Anna Lindh Foundation’s stance and last but not least, Mrs Delcroix will intervene to present her Laboratory’s work and the possibilities for inter-University cooperation between both shores of the Mediterranean.
This event is supported by the Anna Lindh Foundation and is part of the programme developed by ALDA and the FFM. This event Is part of ALDA’s Tournesol process of opening towards the Mediterranean. ALDA is an active member of the French network since 2009.

Bet on EU: The Balkans and Europe Together
The Balkans and Europe Together: Opportunity for a New Experience towards Unification.

A new project promoting EU enlargement in the Western Balkan countries has been approved: BET on EU a two year co-operation and twinning gathering 19 partners from 12 EU MS and Western Balkan countries. In the series of ALDA successful applications within the Programme, this is the first time that ALDA member and the host city to LDA Subotica – city of Subotica, Serbia won the project in Serbia in less than one year after joining the full membership of the Europe for Citizens Programme in 2013. The project is even more important considering that ALDA Head of Development Unit, Marco Boaria, delivered a training on how to prepare a successful application within another CBC Project – SNET.EU jointly managed by LDA Osijek and Subotica.
The project has 19 partners – 12 in the EU 28 and 7 in the Balkans – from 12 different countries: it aims at representing an unbiased platform for exchanging, reflecting, debating, networking and acting for the future of Europe, as ambassadors of the motto “United in diversity”.

С 4 до 6 июня, в Страсбурге в Франции состоится АЛЬДА Генеральная Ассамблея 2014.
Это важное событие будет связано с различными возможностями , такими как бесплатное обучение по программе «Европа для граждан» 2014 – 2020 , финал Международной конференции проекта “Сотрудничество в Целях Рзвитии” а также обыкновенные и внеочереднные общие собрания ALDA .
Мы призываем всех членов ALDA участвовать и решать встречать вместе этот важный для нас период,со своими задачами и возможностях. Мы также приветствуем всех желающих принять участие в заключительной конференции по проекту WTD ” Соединения Европейского года 2013 и Европейского года 2015 : от участия на развитие” , который уделит внимания участия гражданин и местного развития в центре

Generalna skupština LDA biće održana od 4-6 Juna u Strazburu , Francuska .
Redovno godišnje zasedanje Skupštine ALDA ove godine povezuje se sa novim programom obuke, pre svega namenjenog razvijanju projekata u okviru ” Evropa za građane ” 2014 – 2020, istovremeno zakazujemo i završnu konferenciju projekta: WTD : “Zajedno za razvoj”.
Pozivamo sve članove da svojim učešćem doprinesu uspešnom radu naše Generalne Skupštine.

ALDA President and Vice President at AER General Assembly - Supporting the process for a LDA in Dnipropetrovsk
Today, 27 May, the President of ALDA, Oriano Otocan, and the Vice President, Imislava Gorska, were at the General Assembly of Assembly of European Regions in Wroclaw in Poland, lobbying and supporting the process for the opening an LDA in Dnipropetrovsk in Ukraine.
They had the possibilities to assess the possibilities of the Agency with the representative of the Dnipropetrovsk Region, Mr. Veaceslav Berezhnyy. Considering the situation after the elections in Ukraine, after a few weeks, it will possible to develop a new action plan for the LDA opening. Meanwhile, ALDA and Lower Silesia Region (lead partner of the initiative) will be looking for confirmation of new partners in the process. Also a representative of of the Polish Kujavian and Pomeranian Region, Mr. Jozef Rogacki, attended the meeting.
“Ukraine needs an innovative instrument for Local Governance like the LDA”, confirmed the representative from Dnipropetrovsk. The upcoming months will be decisive for the process, with a possibility for an opening in the fall.

Opening of the Lift for disabled children in Tivat

Tuesday, 20 May 2014, Alessandro Perelli, Vice-President of ALDA, was present to the opening of the lift for disabled children in Tivat.

The lift has been realised within the project Montenegro Cooperation, funded by Friuli Venezia-Giulia region, with Monfalcone municipality as lead partner and the Italian community in Montenegro and LDA Niksic as partners. LDA Niksic was represented by the delegate Mr. Kerim Medjedovic.
The project acts with direct actions, in order to upgrade social services, with a specific reference to those linked to youth and minor hardships. In addition, some exchanges of information and methodologies with the healthcare workers of the psychiatric hospital of Kotor are expected, with the support of the mental health Department of Trieste, for the strengthening of the new law on the defense of health.

Call for stopping all violence in Ukraine and for a stronger presence of the European Union in the resolution of the crisis

ALDA – the European Association for Local Democracy – is engaged in Ukraine in many ways and through partnership, programmes and networks. With the active support of the Region Lower Silesia (Poland) and other European partners, we are working on the project for a Local Democracy Agency in Dnipropetrovsk. In these last months, our partners and members followed with increasing concern the escalation of violence and the risk of a possible emergence of a civil war, entangled in a scary scenario of international conflicts.
Considering our long experience in the Balkans (since 1993), ALDA and its partners involved in our activities in Ukraine are calling for all the parties involved to address with high sense of responsibility the situation, and to support all the possible options to avoid a civil war, which is certainly among the most painful and long lasting scenarios. We are calling for a stronger involvement of the European Union – despite the unfortunate time where most of the institutions are in the process of being re-elected. The European Union has a third path to offer, and needs to become a strong supporter for a democratic Ukraine, positioning itself as a credible and reliable partner with Russia. We consider the transition in Ukraine not finalized yet and at this point, it is fundamental to best support the upcoming elections on 25th of May to stabilize the country, and empower it to ensure security and democracy in the whole territory.
In this context, and in the sequence of steps to bring back the situation on track, we consider fundamental that the process of decentralisation and strengthening of democratic, accountable regional and local authorities – within the framework of a clear unity of the country – will be continued, as it is in line with the policies already studied by the government.
ALDA and the Partners of the future LDA in Dnipropetrovsk are committed and involved in this difficult process.

Call for support to Bosnia and Herzegovina, Serbia and Croatia - The countries affected by the worst flooding in 120 years
Bosnia and Herzegovina, Serbia, and Croatia are facing the worst flooding in the last 120 years. Almost a third of Bosnia and Serbia and part of Croatia next to river Sava are submerged, affecting few million people. Moreover, the new flood waves are still coming, the countries are completely mobilized and the number of evacuated people keeps increasing in the three countries. Very first estimations say that the damage could be between 1.5 and 2 billion euro.
International solidarity actions are already in place to support citizens and local communities – young volunteers in particular are providing assistance after the disastrous flood.
ALDA and the Local Democracy Agencies based in the flood-hit areas call for your support. We are raising funds to help the affected population, and directly address the needs of people and of the local communities.
