ALDA supports the statement of Eastern Partnership Civil Society Forum on the arrest of Hasan Huseynli, the head of Intelligent Citizen Enlightenment Center Public Union, Azerbaijan

On 14 July, Nizami Region Court of Ganja, sentenced Hasan Huseynli, head of “Intelligent Citizen’’ Enlightenment Center Public Union based in Ganja city in Azerbaijan for 5 years, 11 months and 28 days.
***
The Steering Committee of the Eastern Partnership Civil Society Forum protests strongly against the arrest of Hasan Huseynli. He was arrested on trumped up charges of hooliganism for allegedly stabbing someone with whom he had never come in contact. The police in Ganja have confirmed the charges. The investigation that was carried out against Hasan Huseynli is completely unlawful and absurd, and does not warrant his detention.
Hasan Huseynli is an education promoter, social activist, and community leader, who has had a huge positive impact on hundreds of young Azerbaijanis, encouraging them to study abroad and contribute to Azerbaijan’s development with their knowledge and skills. He is a highly respected civil rights activist, and his organisation is highly regarded in Azerbaijan and abroad. We consider Hasan Huseynli’s detention to be part of a larger clampdown on civil society.
We urge the government of Azerbaijan to immediately free Hasan Huseynli, and to drop all charges against him. The authorities must understand that every additional political prisoner in Azerbaijan undermines the country’s image abroad and its position in the Council of Europe and in the Organization of Security and Co-operation in Europe as well as its relations with the European Union.
We urge the European Commission, the EU Delegation in Baku, and the European Parliament to condemn his arrest in the strongest terms, and to support the Civil Society Forum in putting pressure on Azerbaijan authorities for the immediate release of all political prisoners in Azerbaijan.

Major Civil Society networks call for Policy change: Putting social and civic rights first
Major Civil Society networks call for Policy change: Putting social and civic rights first. Here you are the presentation of priorities by the new European President.
***
Between 22 and 25 May this year 400 million European citizens had the opportunity to choose their 751 representatives in the European Parliament for the next five years. For the first time in the history of the European Union, they had a say, following the Lisbon Treaty provisions, on the nomination of the European Commission President.
As the result of the elections the EPP group is the biggest group in the newly elected European Parliament and their “Spitzenkandidat”, Jean-Claude Junker was duly elected as the new Commission President for which we congratulate him. Mr Junker has presented this morning the outlines of his proposed work programme for the new European Commission to the European Parliament.
1) We call for a more vivid Democracy and stronger legitimacy
As the elections have shown, too many citizens are losing confidence in the European project, but we believe that constructive dialogue between the EU institutions and civil society organisations is imperative and builds bridges. The provisions on civil dialogue of Article 11 of the Treaty of Lisbon have still not yet been implemented and EU institutions are not engaging in an open, transparent and regular dialogue with civil society organisations. We hope that this will change during the coming mandate.
2) We call for real civil dialogue
Mr Junker committed this morning in front of the European Parliament to restore European citizens’ confidence and to strengthen the democratic legitimacy of the European project.
Public concerns, as brought forward by organised civil society, are largely under-represented in the legislative processes and the later evaluation phases. We believe that citizens would feel more involved in the European building process if a true dialogue between organised civil society and European institutions were to be set up under the leadership of the European Commission. It is therefore necessary to develop concrete tools to establish such dialogue and ensure participation, so that citizens feel part of and will contribute to the European Union, rather than feeling subject to it. Gathering the aspirations of millions of citizens through network organisations at national, regional and local level, we feel responsible and legitimised to request the establishment of a real civil dialogue with representative civil society organisations.
3) We call for change of political priorities and for institutional changes
In recent years the European Union has been regularly criticised for proposing and even imposing policies of budgetary rigour and austerity measures through the Troika that have deprived many EU citizens of their fundamental rights and created disastrous social effects.
A strong European Union requires a paradigm shift from a Europe that is essentially an economic project based on the four fundamental freedoms around the internal market to one that restores and promotes the values of solidarity, inclusiveness and equality among Member States and European citizens and other residents. It is time to finally progress on a Europe2020 smart, sustainable and inclusive agenda.
When a Treaty revision process is launched, it should build on such an agenda, reinforce representative democracy, put citizens back at the heart of the European project and restore the legitimacy of the European integration process via democratic methods. This process should include all the relevant stakeholders and be used as a tool to raise awareness of European integration amongst the general public.
Building on the experience of the European Year of Citizens Alliance (EYCA) 2013, established by 62 European networks and gathering more than 4,500 civic actor organisations across Europe, building on the competence and quality of our networks we call for a new civil and social project of the European Union.

On Tuesday 15. July 2014, one of the crucial steps of Topsa Patras project, coordinated by Chrissa Geraga, ADEP S.A.-Patras Municipal Enterprise for Planning & Development and Head of Programming-Networking & International Affairs Dpt., took place in Vicenza (Italy).

Topsa Patras is a project which focuses on the problems of unemployment in Patras (Greece), trying to gather new ideas to tackle the actual condition of the area. Nine delegates coming from Patras municipality participated to this session of the project, to learn from the Italian experience how to develop good practices in the field of social cooperatives.
The meeting held during the morning in ALDA office in Vicenza was a great occasion to learn more about social cooperatives operating in the area of Vicenza. Between the main representatives who attended the event there were Mr. Alessandro Perelli, Vice-president of ALDA, Mr. Lucio Gregoretti, Member of the Governing Board of ALDA, Mr. Alberto Sattin and Mr. Ezio Lartini, respectively the Director and the Responsible of Social Cooperatives of Confcooperative Vicenza, Ms Sonia Stefanovichj, European Project Coordinator of Margherita Cooperative, Mr. Giuseppe Pellegrini, Responsible of Cosmo s.c.s. and Mr. Stefano Mantovani, President of Cooperativa Sociale Noncello and Head of the project COSB.
The meeting aimed to improve the knowledge of Greek Delegates about the role of Social Cooperatives in ensuring the welfare services in the Italian legislative framework and their concrete experience and actions. It represented a great occasion of exchange and an important opportunity to learn through the international cooperation and the sharing of good practices.
“Our social and cultural background is quite different from the Italian one. That’s why we never worked out the idea to develop Social Cooperatives. But through this experience we gathered some important information and we want to bring this reality also in Greece” said some participants at the event.
During the afternoon, participants visited the Cooperative of Studio Progetto, placed in Cornedo Vicentino (Vicenza) to understand how a Social Cooperative is pratically organised and to have an example of the wide range of activities a cooperative can manage.
