ALDA meets MEP Elly Schlein: discussing about citizenship participation and the future of Europe
The Secretary General and staff of ALDA are interviewing new MEPs, as well as other important stockholders at European level, to hear their views and positions on topics concerning the European citizenship, local democracy, and citizen participation. On 9 October our Secretary General, Ms Antonella Valmorbida, met the Italian new-elected MEP Elly Schlein to discuss about the future of European Union and, in particular, about European citizenship and citizenship participation.
Elly Schlein, who is also member of the DEVE Commission, affirms that this Europe is a half-completed Europe: fiscal and economic policies are fragmented among the different countries and egoism triumphs also in political decisions concerning, as instance, migration. We are at a turning point: this legislature is the test bed that will prove if Europe can become a real Union. 2015 is the European Year of Development and, in this framework, the biggest challenge is to redefine the objectives of the European Agenda post 2015. According to Schlein’s opinion, there are some overriding issues that need to be solved, as they represent the origin of our daily problems: inequalities inside and among the countries, fluxes of political and climate refugees, as well as tax evasion and tax havens, both in developed and underdeveloped countries.
Citizenship participation is a delicate issue too: abstention from voting during the last European Elections proved that Euroscepticism is a common feeling all over our continent: Europe is felt as something distant from us and often as a constraint. Citizens do actively participate and organise themselves at a local level with NGOs and Civil Society Organisations but the problem is that political parties are not able to intercept this participation and transform it into a possibility of change for the society. “ People have to understand that Europe is everywhere and not only inside political institutions”, said Antonella Valmorbida. Only in this way European citizens will perceive Europe as an added value, an opportunity.

Recommendations of the project TIE presented to European stakeholders at the European Parliament
Within the framework of the project Tackling Illegal Economy – TIE, funded by the DG Home Affairs of the European Commission, ALDA successfully implemented the two day activity on 8-9 October in Brussels aimed at drafting a set of recommendations to be handed to EU institutions for contributing to effectively tackle organised crime across Europe.
ALDA was represented by Ms Antonella Valmorbida, Secretary General who stressed the importance of a vivid relationship between local governments and civil society in tackling poor governance and corruption. “Engaging citizens in the policy making process will result in better governance, reduced corruption, more effective service delivery, greater social inclusion and increased economy and effectiveness of public financial management”, she stated.

Dans le cadre du projet « Tackling Illegal Economy » (TIE), financé par la DG d’Affaires intérieures de la Commission européenne, l’ALDA a mis en œuvre avec succès l’activité de deux jours, les 8-9 Octobre à Bruxelles, visant à élaborer un ensemble de recommandations à remettre aux institutions de l’UE pour contribuer à la lutte efficace contre le crime organisé en Europe.
L’événement a été l’occasion de réunir les partenaires du projet, réfléchir et débattre sur les résultats et les conclusions des séminaires thématiques précédentes ainsi que des recherches académiques et journalistiques. Une série de propositions a ensuite été rédigée et présentée aux parties prenantes européennes à l’occasion du séminaire international sur «La lutte contre le blanchiment d’argent et les paradis fiscaux en Europe” organisée au Parlement Européen le 9 Octobre.
Le séminaire a été promu par Mme Eleonora Forenza, députée européenne, et a réuni des experts importants dans ce domaine, tels que M. David Schwander de la DG MARKT de la Commission européenne, Mme Martina Hanke du bureau de liaison de l’ONUDC auprès de l’UE, Mme Neinke Palstra, Transparence international, Mme Sian Jones du UK Digital Currency Association et M. Federico Anghelé, représentant de la campagne “le redémarrage de l’avenir».
L’ALDA a été représentée par Mme Antonella Valmorbida, Secrétaire générale, qui a souligné l’importance d’une relation vivante entre les gouvernements locaux et la société civile dans la lutte contre la mauvaise gouvernance et la corruption. “Impliquer les citoyens dans le processus d’élaboration des politiques apportera une meilleure gouvernance, une réduction de la corruption, une prestation de services plus efficace, une plus grande inclusion sociale et une croissance de l’économie et de l’efficacité de la gestion des finances publiques”, a-t-elle déclaré.

Nell’ambito del progetto TIE – Tackling Illegal Economy – finanziato dalla Direzione Generale per gli Affari Interni della Commissione Europea, ALDA ha gestito con successo l’evento dell’8 e 9 Ottobre a Bruxelles, finalizzato alla stesura di una bozza di raccomandazioni,da consegnare poi alle istituzioni europee, al fine di contrastare efficacemente la criminalità organizzata in Europa.
L’evento ha rappresentato l’occasione per riunire i partner del progetto, riflettere e dibattere sugli esiti e risultati dei precedenti seminari tematici, ma anche delle ricerche universitarie e giornalistiche. Una serie di proposte quindi è stata redatta e presentata agli stakeholder europei in occasione del seminario internazionale “Contrastare il riciclaggio di denaro e i paradisi fiscali in Europa”, svoltosi presso il Parlamento Europeo il 9 Ottobre.
Il seminario è stato promosso dall’Euro Parlamentare Eleonora Forenza e da riunito i migliori esperti in materia: David Schwander della direzione Generale MARKT della Commissione Europea, Martina Hanke del liaison office di UNODC per l’Europa,Neike Palstra di Transparency International, Sian Jones della UK Digital Currency Association,e Federico Anghelé, rappresentate della campagna “Riparte il futuro”.
ALDA era presente con il Segretario Generale, Antonella Valmorbida, che ha sottolineato l’importanza di una stretta collaborazione tra autorità locali e società civile per contrastare il mal governo e la corruzione: “Coinvolgere i cittadini nei processi di decisione può portare ad un miglioramento nella qualità dell’amministrazione e dei servizi, a una riduzione della corruzione, a un maggiore coinvolgimento della società, a una maggiore crescita economica, nonché un efficace amministrazione finanziaria”.

В рамках проекта TIE – Tackling Illegal Economy – финансируемого генеральной дирекцией внутренних дел Европейской Комиссии, ALDA с успехом руководила мероприятием 8 и 9 октября в Брюсселе, нацеленным на составление набросков рекомендаций, которые нужно передать европейским учреждениям с целью эффективной борьбы с организованной преступностью в Европе.
Мероприятие стало поводом для того, чтобы собрать партнеров проекта, поразмышлять и обсудить результаты и предыдущие тематические семинары, а также университетские и журналистские исследования. Таким образом, была составлена и представлена европейским участникам серия предложений по случаю международного семинара “Препятствовать отмыванию денег и офшорам в Европе”, прошедшего при Европейском парламенте 9 октября.
Семинар был организован членом Европарламента Элеонорой Форенца и собрал лучших экспертов по данному вопросу: Дэвид Швандер из генерального управления МАРКТ Европейской Комиссии, Мартина Ханке из liaison office Управления ООН по наркотикам и преступности (УНП ООН) в Европе, Нейке Пальстра из Transparency International, Сиан Джонс из UK Digital Currency Association, и Федерико Ангелэ, представитель кампании “ будущее возвращается.”.
От ALDA присутствовала Генеральный секретарь, Антонелла Вальморбида, которая подчеркнула важность тесного сотрудничества между местными властями и гражданским обществом, чтобы противодействовать плохому управлению и коррупции: “Вовлечение граждан в процессы принятия решений может привести к улучшению качества администрации и услуг, уменьшению коррупции, к большему вовлечению общества, большему экономическому росту, а также эффективному финансовому управлению”.

U okviru projekta Borba protiv sive ekonomije – TIE, finansiranog od strane DG Unutrašnji poslovi Evropske komisije, ALDA je uspešno sprovela dvodnevnu aktivnost 8-9-og oktobra u Briselu, čiji je cilj bio izrada niza preporuka, koje treba predati institucijama EU za doprinos efikasnoj borbi protiv organizovanog kriminala širom Evrope.
Ovaj događaj je bio prilika da se okupe partneri projekta, i prodiskutuju o ishodima i rezultatima prethodnih tematskih seminara, kao i o akademskim i žurnalističkim istraživanjima. Nakon toga je pripremljen i predstavljen set predloga, evropskim akterima povodom međunarodnog seminara na temu “Borba protiv pranja novca i poreskih rajeva u Evropi ” održanog u Evropskom parlamentu 9. oktobra.
Seminar je promovisala gđa Eleonora Forenza, član Evropskog parlamenta, a okupio je ključne stručnjake iz oblasti kao što su g-din David Schwander iz DG MARKT Evropske komisije, gđa Martina Hanke iz UNODC kancelarije za EU poslove, gđa Neinke Palstra, Transparency International, gđa Sian Jones iz Velike Britanije Udruženje digitalne valute i g. European Projects Association Awards : actions all over Europe
At the European Parliament took place the European Project Associations Award.
The event was hosted by the newly elected MEP, M. Ivan Jakovcic, former President of the Region Istria in Croatia. About 100 participants had the possibility to get acquainted with the excellence of the projects presented and awarded.
“Europe is all over and in the small corner of our continent. Through these projects, we are implementors of the European Plan and the european projects. It is a fantastic day since we can award those excellent ideas and initiatives of citizens”, said the Secretary General of ALDA, Antonella Valmorbida, who coorganized the event. Among the speakers there was Vassilis Xenos Gabrielis, Director of the EGTC Anfitrionis, member of ALDA, who gave his important contribution and focused on the connection and tight relationship to be secured between citizens and european institutions.
The event also focused on the regional strategies and in particular on the Adriatic-Ionian Euroregion which is supposed to start its activities soon. It will be a great opportunity considering the worries as for the future enlargement in the region. It might represent an added value for a possible action, even in case of frozen process of enlargement.

Within the framework of its youth strategy, ALDA participated in the launch event of the Erasmus + programme in France, held at the Cité internationale universitaire de Paris on 29 September. The objective of the meeting was to boost the visibility of the programme and raise awareness of its measures promoting the professional, social and cultural growth of young people through mobility.
ALDA was represented by Aldo Xhani, youth and citizenship project manager of the organisation. Attending the event was an occasion to keep ALDA at the forefront of youth policies and further strengthen its role throughout the new programming period 2014-2020 as a key actor in promoting EU priorities such as European citizenship, the participation of young people, cultural diversity, inclusion as well as youth employment.

At the Open Days 2014, ALDA started its set of activities with the stakeholders meeting for the future Local Democracy Agency in Dnipropetrovsk (Ukraine).

Succès dans la réunion des intervenants de l’ADL Dnipropetrovsk dans les CoR Open Days.
Lors de cet événement « Open Days 2014 », l’ALDA a démarré ses activités avec les intervenants de la rencontre pour la prochaine Agence de Démocratie Locale à Dnipropetrovsk (Ukraine).
Cet événement dédié aux associés de l’ADL a été très utile pour introduire le travail de l’ALDA dans la Délégation Polonaise de la Région Basse Silésie, présent à Bruxelles du 6 au 9 octobre.
La région polonaise est la force guide de l’ADL et le future partenaire leader. Il y a eu la présence d’autres associés : la Région d’Alsace (France), la municipalité d’Akmene (Lituanie) et la Région de Dnipropetrovsk, avec la présence du président adjoint du Conseil, M. DimitryBezugliy. « Nous sommes convaincus que le procès pour une ADL à Dnipropetrovsk est crucial pour le développement et la stabilisation de cette aire. Il faut travailler sur la réconciliation entre les citoyens et les autorités locales afin d’éviter des problèmes », a souligné Oriano Otocan, Président de l’ALDA. M. Per Vinther, membre du Comité directeur, était aussi présent et a présidé la rencontre.
La délégation en Basse Silésie a été dirigée par la Présidente du Conseil de la Région Mme Barbara Zdrojewska. Cette réunion a été très productive. Le partenariat et le soutien à l’initiative ont été confirmés et la rencontre a vu la participation de Corleap et le PNUD.
Incontro positivo con gli stakeholder per la nuova ADL a Dnipropetrovsk durante gli Open Days – Il lancio è vicino!
Durante gli Open Days 2014, ALDA ha inaugurato la serie di incontri in vista della futura apertura dell’Agenzia della Democrazia Locale a Dnipropetrovsk, in Ucraina, con un una riunione con i soggetti coinvolti.
L’evento era indirizzato in particolare ai partner della futura ADL,ma è stato molto utile anche per presentare in generale il lavoro di ALDA alla delegazione polacca della Bassa Slesia, presente a Bruxelles dal 6 al 9 Ottobre.

В ходе Open Days 2014 собранием с вовлеченными субъектами ALDA торжественно открыла серию встреч в преддверии будущего открытия Агентства местной демократии в Днепропетровске, в Украине.
Мероприятие было направлено главным образом на партнеров будущего ADL, но было очень полезно также и для того, чтобы в целом представить работу ALDA польской делегации из Нижней Силезии, находившейся в Брюсселе с 6 по 9 октября.
“Мы готовы начать и пора ответить на просьбу наших украинских партнеров о помощи и поддержке ” сказала Антонелла Вальморбида, Генеральный секретарь ALDA.

Uspešan sastanak za ALD Dnjepropetrovsk na Open Days – spremni za početak
Na Open Days 2014, ALDA je započela svoje aktivnosti, sastankom sa relevantnim akterima za budućnost Agencije lokalne demokratije u Dnjepropetrovsku (Ukrajina).
Ovaj događaj je bio posvećen partnerima ALD, a takođe jebila veoma korisna prilika da se poljska delegacija regije Donja Šlezija upozna sa radom ALDA, koja je bila prisutna u Briselu od 6-9 oktobra. Poljska regija je upravljačka sila ALD i budući vodeći partner.
Ostali partneri koji su učestvovali na sastanku su Regija Alzas (Francuska), opština Akmene (Litvanija) i regija Dnjepropetrovsk, uz prisustvo zamenika predsedavajućeg Saveta, g. Dimitrija Bezuglija. “Uvereni smo da je osnivanje ALD u Dnjeprepotrovsku od ključnog značaja za razvoj i stabilizaciju područja. Moramo da radimo na pomirenju između građana i lokalnih vlasti, kako bi se izbegli problemi”, potvrdio je Oriano Otočan, predsednik ALDA. Per Vinther, član Odbora, takođe je bio prisutan i predsedavao sastankom.
Delegaciju Donje Šlezije je predvodila predsednica Saveta, g-đa Barbara Zdrojewska. Sastanak je bio veoma plodan i potvrdio partnerstvo i podršku inicijativi, uključujući prisustvo Corleap (CoR) i UNDP.

Succès dans la réunion des intervenants de l’ADL Dnipropetrovsk dans les CoR Open Days.
Lors de cet événement « Open Days 2014 », l’ALDA a démarré ses activités avec les intervenants de la rencontre pour la prochaine Agence de Démocratie Locale à Dnipropetrovsk (Ukraine).
Cet événement dédié aux associés de l’ADL a été très utile pour introduire le travail de l’ALDA dans la Délégation Polonaise de la Région Basse Silésie, présent à Bruxelles du 6 au 9 octobre.
La région polonaise est la force guide de l’ADL et le future partenaire leader. Il y a eu la présence d’autres associés : la Région d’Alsace (France), la municipalité d’Akmene (Lituanie) et la Région de Dnipropetrovsk, avec la présence du président adjoint du Conseil, M. DimitryBezugliy. « Nous sommes convaincus que le procès pour une ADL à Dnipropetrovsk est crucial pour le développement et la stabilisation de cette aire. Il faut travailler sur la réconciliation entre les citoyens et les autorités locales afin d’éviter des problèmes », a souligné Oriano Otocan, Président de l’ALDA. M. Per Vinther, membre du Comité directeur, était aussi présent et a présidé la rencontre.
La délégation en Basse Silésie a été dirigée par la Présidente du Conseil de la Région Mme Barbara Zdrojewska. Cette réunion a été très productive. Le partenariat et le soutien à l’initiative ont été confirmés et la rencontre a vu la participation de Corleap et le PNUD.
