Local Democracy Agency Kosovo back to work!
The Local Democracy Agency Kosovo, based in Peja/Pec, after a one-year break in its activities is fully operational again.
Once more, with the support of the lead partner of the agency, the Italian NGO “Trentino con i Balcani” chaired by Maurizio Camin, the LDA and its Delegate Mr Elbert Krasniqi will work hard to implement projects and initiatives aimed at fostering the participation and involvement of citizens in the area.
It is not an easy task for sure, and that’s why the Local Democracy Agencies are so needed! We wish all the best to the team and look forward to new projects and activities.

Studio Progetto and ALDA launch the project “Are you/th visible?”
ALDA in cooperation with Studio Progetto and other 11 partner organisations all across Europe will launch on Saturday, 14 February in Recoaro Terme (Italy) the seminar course of the project “Are you/th visible?”, funded by the European Commission under the programme Erasmus+. The overall aim of the project is to provide space and opportunity for youth workers and youth leaders to get to know more about methods, tools and techniques of visibility, dissemination, exploitation of youth projects supported by Erasmus + programme under KA1 and KA2.
The seminar will be built on the 5 pillars of non – formal education. It will be learner – centred, based on the needs and expectations of participants and partner organisations. Participants will have the opportunity to set up their organisational needs, find themes for inventing new youth projects based on the needs of the organisations, local communities and target groups. The seminar will be led by experienced trainers who will create and invent new creative and participatory methods in order to support self – directed learning of participants. Space will be provided for self – assessment regarding to learning process and recognising learning outcomes. The seminar will mostly be practice oriented with some theoretical inputs.

ALDA at the 2nd Eastern Partnership Youth Forum in Riga

The Second Eastern Partnership Youth Forum took place in Riga, Latvia, between 10 and 11 February 2015. The event was organised by the Agency of International Programs for Youth within the Latvian National Agency of the Erasmus+ Youth in Action Programme, in cooperation with the European Commission, the Latvian Ministries of Foreign Affairs and of Education and Science and other stakeholders in the context of Latvia’s Presidency of the Council of the EU. The Forum involved about 200 young people, youth workers, researchers and policy makers from both Eastern Partnership and Erasmus+ Programme countries.
The event objective was to exchange innovative ideas and explore how various mobility and partnership programmes and work with policymakers can increase the employability and employment of young people. The aim was also to foster sharing of good practices between participants in the field of cross-sectorial cooperation; to allow for a critical analysis of the above mentioned good practices and explore ways to adapt them to different realities; to map challenges the various sectors face and discuss how cross-sectorial cooperation can foster the employability of young people; to emphasise the impact of youth work and its relevance for the labour market; to raise awareness for quality demands for mobility programmes supporting employability of young people; to work on policy recommendations to improve youth employability/employment. The recommendations and conclusions will be presented at the Eastern Partnership Summit that will take place in Riga on 21 and 22 May 2015.

Lower Normandy’s experience on managing EU funds presented in Macedonia
On January 29th 2015 in Skopje (Macedonia), Mr. Alexandre Follot, Director of European affairs and international relations in the Region Lower Normandy gave a presentation on the subject “European funds 2014 – 2020 in Lower Normandy”. The conference was organized by the Secretary of European Affairs in Macedonia and assembled more than 50 functionaries of different Macedonian Ministries.

Lower Normandy and Macedonia work in different contexts regarding European funds but they share similarities regarding their management. Several activities of exchanges of good practices are scheduled within the framework of the institutional cooperation between Lower Normandy and Macedonia.

Le 29 janvier 2015, Alexandre Follot, Directeur du Département pour les Affaires Européennes et les Relations Internationales de la Région française de la Basse Normandie, a présidé la conférence “Fonds Européens pour la période de programmation 2014-2020 en Basse Normandie”, tenue à Skopje, en Macédoine. La conférence a été organisée par le Secrétaire aux Affaires Européennes de la Macédoine et a réuni plus de 50 fonctionnaires de différents ministères macédoines.
La Région de Basse-Normandie et la Macédoine opèrent dans différents contextes dans le domaine des fonds européens, mais ont des similitudes dans leur gestion. De nombreux échanges de bonnes pratiques sont prévus dans le cadre de la coopération institutionnelle entre la Basse-Normandie et la Macédoine.
La Regione Bassa Normandia e la Macedonia operano in contesti differenti in materia di fondi europei, ma condividono analogie nella loro gestione. Numerosi scambi di buone pratiche sono programmati nell’ambito della cooperazione istituzionale tra Bassa Normandia e Macedonia.
Регион Нижняя Нормандия и Македония действуют в различных контекстах в вопросах европейских фондов, но они имеют аналогии в плане их управления. В рамках сотрудничества органов власти между Нижней Нормандией и Македонией запрограммированы многочисленные обмены рекомендуемыми практиками.

Statement of ALDA about the migration policy of the EU and the quotas of immigrants
The European Association for Local Democracy (ALDA) invites national and local governments, as well as all European institutions to reaffirm solidarity and a shared responsibility towards immigrants and refugees.
The topic of immigrants and shared quotas, should not divide EU Member States but should be discussed together in order to put in place a common EU migration policy.

Info Day for «Europe for Citizens» programme in Caen, Lower-Normandy
The Info day for the «Europe for Citizens» programme was organized by the Regional Council of Lower-Normandy and held in Caen on 4th February 2015.
CIDEM, the national information center in France about «Europe for Citizens», presented the programme for the current period 2014 – 2020 focusing on the different measures, criteria as well as procedures to apply for projects.
Around 50 stakeholders from the whole region attended the meeting. There was a great diversity of actors: municipalities, representatives of town twinning, NGOs, cultural institutions and others.
After, CIDEM discussed the programme with the participants and 6 organisations explained the ways in which they can give support to stakeholders regarding the concept of their project and guide them through the process of application to the call for projects. ALDA is one of the associations that can support stakeholders thanks to its great expertise in the «Europe for Citizens» programme and to its network and members all around Europe.

Une journée informative sur le programme “Europe pour les Citoyens”, organisée par le Conseil Régional de la Basse Normandie, s’est tenue à Caen le 4 février 2015.
CIDEM, le Centre national français d’information du programme “Europe pour les Citoyens”, a présenté le programme pour la période de programmation 2014-2020, en se focalisant sur les différentes mesures, critères et procédures pour répondre à un appel d’offre des projets.
Plus de 50 stakeholders provenants de l’entière région, dont les représentants des communes, comités de jumelage, ONG, institutions culturelles et autres, ont participé à l’évènement.
Par la suite, CIDEM a discuté du programme avec des participants, et six organisations ont illustré comment pouvoir soutenir les stakeholder durant le développement de leur idée du projet et les guider pendant le processus de présentation de la proposition. ALDA est parmi ces organisations de support, grâce à sa grande expérience et à son grand réseau de membres dans toute l’Europe.

Più di 50 stakeholder provenienti dall’intera regione, tra cui rappresentanti di comuni, comitati di gemellaggi, ONG, istituzioni culturali ed altri, hanno partecipato all’evento.

Информационный день по программе “Европа для граждан”, организованный региональным советом Нижней Нормандии, прошел в Кан 4 февраля 2015 года.
CIDEM, национальный французский информационный центр программы “Европа для граждан”, представил программу на 2014-2020 годы, концентрируясь на различного рода мерах, критериях и процедурах для участия в представленных проектах.
Более 50 участников со всего региона, среди которых представители муниципалитетов, комитеты по вопросам побратимства, НПО, культурные и другие организации, приняли участие в мероприятии.
Далее CIDEM обсудил программу со всеми участниками, и шесть организаций разъяснили, каким образом поддерживать участников в ходе развития их идей по проекту и направлять их в процессе выдвижения предложений. ALDA находится среди этих оказывающих поддержку организаций благодаря своему богатому опыту и обширной сети членной во всей Европе.

CIDEM, nacionalni informacioni centar u Francuskoj za «Evropu za građane», predstavio je program za tekući period 2014 – 2020, fokusirajući se na različite mere, kriterijume kao i procedure za prijavu projekata.
Oko 50 aktera iz celog regiona je prisustvovalo sastanku. Učesnici su bili predstavnici opština, predstavnici gradova pobratima, NVO, kulturnih institucija i drugi.
Nakon toga, CIDEM je razgovarao o programu sa učesnicima, a 6 organizacija je objasnilo načine na koje one mogu da daju podršku akterima u vezi njihovog koncepta projekta i usmeravaju ih kroz proces prijave poziva za projekte. ALDA je jedno od udruženja koja mogu da podrže različite stejkholdere zahvaljujući velikoj stručnosti u programu «Evropa za građane» kao i njenoj mreži i članovima širom Evrope.

Launch of Civil Society Europe in Brussels
Major European Civil Society Organisations joined in Rome on 16th December 2014 for the creation of Конвенции гражданского общества (see .pdf). Thirty European Networks, including ALDA, are already supportive of this initiative aiming to establish a permanent coordination of the organised civil society at EU-level, a place for horizontal dialogue and a strong voice for effective advocacy in favour of policy changes that address the transversal issues of Equality, Solidarity, Inclusiveness & Democracy which should be at the heart of the European project.
Civil Society Europe’s objective is to create an enabling environment for horizontal exchanges between civil society organisations and movements across Europe. It aims to provide a common and permanent space to share experience and knowledge, scale up campaigns and other forms of collective action and strengthen the capacity of its members to connect people in the diversity of their democratic forms of expression to act for change around our shared values.
Civil Society Organisations and Movements are catalyst of citizens’ aspirations for change, first and foremost change in the content of the European policies which do not deliver along expectations and needs in terms of social justice and universal access to fundamental rights. From this perspective, Civil Society Europe aims to be influential in building a real civil dialogue at EU level, in shaping the agenda on transversal issues of common interest for civil society across Europe.
All European civil society networks supportive of this initiative may express their commitment, their expectations from this process and their willingness to engage in Civil Society Europe Steering Committee, whose responsibility will be to define Civil Society Europe work programme, strategy and internal functioning and to work towards ensuring the Civil Society Europe development and sustainability.
The first PLENARY ASSEMBLY OF CIVIL SOCIETY EUROPE MEMBERS took place on 3rd February from 9:30 to 12:00 in Brussels in the Social Platform premises, Square de Meeûs 18, Brussels. This meeting preceeded the PRESS CONFERENCE on 3rd February held from 13:30 to 14:00 in the European Parliament Press Center with the support of EP Vice-President, Sylvie Guillaume.
Civil Society Europe has now been created in the eternal city of Rome, home of the European Treaties. A small step for those involved, a huge step for organised civil society at EU-level that wants to be part of the dialogue, debate, consultation and policy making!

ALDA contributed to the launch of Civil Society Europe
A key meeting of the Civil Society Europe task force was held last 4 February at the premises of Social Europe in Brussels. The event gathered together European networks of associations and NGOs that share a common vision for Europe, and will work towards regenerating the European project around the shared values of equality, solidarity, inclusiveness and democracy.
Ms Antonella Valmorbida, Secretary General of ALDA and Mr Aldo Xhani, Coordinator of the Citizenship programme attended and contributed to the event by bringing in ALDA’s multiannual expertise on promoting citizen participation in the decision making process at local level. In particular, Ms Valmorbida highlighted how ALDA could further strengthen the impact of CSE by working in the ENPI, MENA and IPA regions.
She also put particular emphasis on the very much required link between CSE and the European Year for Development 2015 in order to bring development issues closer to the citizens. “The new platform should be able to tackle the issue of the relationship between representative and participatory democracy, are these complementary or competitors?” she continued. There is therefore the need to build a new narrative on the issue, by analyzing innovative methods in democracy.
Ms Valmorbida’s final remark was about the Europe for Citizens programme: the role of CSE should also be to relaunch and contribute to the programme with new ideas and initiatives.It is now time to move from ideas into action: ALDA will be holding, within the framework of its general assembly in Montenegro next 8-9 May, the conference on “Fifteen years of ALDA: capitalise the past, commit for a stronger EU project and work for an enlarged Europe of the future”. Ms Valmorbida invited the attendees to participate in the event as a forum where further discuss CSE’s initiatives.
A press conference at the European Parliament promoted by the Vice President Sylvie Guillaume officialised the launch and promoted CSE as new stakeholder to raise citizens’ voice at European level.

Le 4 février dernier, une rencontre clé de la task force de Civil Society Europe s’est tenue au siège de Social Europe, à Bruxelles. L’événement a réuni network d’associations et ONG européennes qui partagent une vision commune pour l’Europe et qui travailleront ensemble au relancement du projet européen, autour des valeurs communes d’égalité, solidarité, inclusion sociale et démocratie.
Antonella Valmorbida, Secrétaire Générale de ALDA, et Aldo Xhani, Coordinateur du programme de population active, ont participé à l’événement en présentant l’expérience décennale d’ALDA dans le secteur de la promotion de la participation des citoyens à l’intérieur des processus décisionnels au niveau local. En particulier, Antonella Valmorbida a souligné comment ALDA peut ultérieurement renforcer l’impact de Civil Society Europe, en travaillant dans les Pays du voisinage européen.
Valmorbida a en plus mis l’accent sur la nécessité d’un lien entre CSE et l’Année européenne pour le développement 2015, de façon à ce que les citoyens soient plus proches des questions relatives au développement. “Cette nouvelle plate-forme devrait être en mesure d’affronter le problème du rapport entre démocratie représentative et participative. On doit les considérer complémentaires ou en compétition l’une avec l’autre?” a ajouté la Secrétaire Générale de ALDA. Il est donc nécessaire de créer de nouvelles idées sur le sujet, en analysant des moyens innovatifs à faveur de la démocratie.
Antonella Valmorbida a conclu son intervention par une référence au programme Europe pour les Citoyens et, à ce propos, CSE pourrait contribuer activement à son relancement avec de nouvelles idées et initiatives. Le moment de passer de la parole aux faits est arrivé: ALDA, en effet, organisera la conférence “Capitaliser le futur, s’employer pour un projet européen plus fort et travailler pour une Europe élargie dans le futur” pendant son Assemblée Générale, qui se tiendra le 8 et le 9 mai au Monténégro. Les participants ont été invités à prendre part à l’événement, pendant lequel on pourra discuter ultérieurement des initiatives du CSE.

Lo scorso 4 febbraio, un incontro chiave della task force di Civil Society Europe si è tenuto presso la sede di Social Europe, a Bruxelles. L’evento ha riunito network di associazioni e ONG europee che condividono una visione comune per l’Europa e che lavoreranno insieme al rilancio del progetto europeo, attorno ai valori comuni di uguaglianza, solidarietà, inclusione sociale e democrazia.

Dobbiamo considerarle complementarie o in competizione l’una con l’altra?” ha aggiunto il Segretario Generale di ALDA. Vi è dunque la necessità di creare nuove narrative sulla questione, analizzando metodi innovativi a favore della democrazia.

Ključni sastanak radne grupe Civilnog društva Evropa (CSE) održan je 4. februara u prostorijama Socijalne Evrope u Briselu. Događaj je okupio evropske mreže udruženja i nevladinih organizacija koje dele zajedničku viziju Evrope i koje će raditi na oživljavanju evropskog projekta oko zajedničkih vrednosti jednakosti, solidarnosti, inkluzije i demokratije.
Antonella Valmorbida, generalni sekretar ALDA i Aldo Xhani, koordinator programa za građanstvo su prisustvovali i doprineli događaju višegodišnjim iskustvom i stručnosti ALDA u promovisanju učešća građana u procesu donošenja odluka na lokalnom nivou. Gđa Valmorbida je posebno istakla kako ALDA može dodatno ojačati uticaj Civilnog društva Evropa radeći u ENPI, MENA i IPA regionima.
Ona je takođe stavila poseban naglasak na itekako potrebnu vezu između CSE i Evropske godine za razvoj 2015. kako bi pitanja razvoja dovela bliže građanima. “Nova platforma bi trebalo da bude u stanju da odgovori na temu odnosa između predstavničke i participativne demokratije, da li su one komplementarne ili konkurentne?”, nastavila je ona. Stoga postoji potreba da se izgradi nova teorija po tom pitanju, analizirajući inovativne metode u demokratiji.

Sada je vreme da se krene od ideja ka akcijama: ALDA će, u okviru svoje Generalne skupštine u Crnoj Gori 8-9 maja, održati konferenciju na temu ” Petnaest godina ALDA: iskoristi prošlost, posveti se jačanju EU projekta i radi za proširenu Evropu u budućnosti” . Gđa Valmorbida je pozvala prisutne da učestvuju na događaju u obliku foruma na kojem bi se dalje diskutovalo o inicijativama CSE.

A key meeting of the Civil Society Europe task force was held last 4 February at the premises of Social Europe in Brussels. The event gathered together European networks of associations and NGOs that share a common vision for Europe, and will work towards regenerating the European project around the shared values of equality, solidarity, inclusiveness and democracy.
Ms Antonella Valmorbida, Secretary General of ALDA and Mr Aldo Xhani, Coordinator of the Citizenship programme attended and contributed to the event by bringing in ALDA’s multiannual expertise on promoting citizen participation in the decision making process at local level. In particular, Ms Valmorbida highlighted how ALDA could further strengthen the impact of CSE by working in the ENPI, MENA and IPA regions.
She also put particular emphasis on the very much required link between CSE and the European Year for Development 2015 in order to bring development issues closer to the citizens. “The new platform should be able to tackle the issue of the relationship between representative and participatory democracy, are these complementary or competitors?” she continued. There is therefore the need to build a new narrative on the issue, by analyzing innovative methods in democracy.
Ms Valmorbida’s final remark was about the Europe for Citizens programme: the role of CSE should also be to relaunch and contribute to the programme with new ideas and initiatives.It is now time to move from ideas into action: ALDA will be holding, within the framework of its general assembly in Montenegro next 8-9 May, the conference on “Fifteen years of ALDA: capitalise the past, commit for a stronger EU project and work for an enlarged Europe of the future”. Twin cities from Macedonian and Lower-Normandy:dynamic exchanges in January
2015 is starting with a great dynamism of the relations between the twin cities of the Decentralized cooperation between Lower Normandy Region and the Republic of Macedonia.

From 12th to 19th of January 2015, two French delegations visited Macedonia, one in Veles and one in Ohrid.
In Veles, 36 students with their 6 teachers from the High-school Alexis de Tocqueville of Cherbourg came for one week to visit Veles and to meet with the students of 4 High-schools from the city. They had the opportunity to discover Macedonia, participate to classes and had intercultural events and exchanges. During these exchanges, the teachers launched some new perspectives of projects between the High-schools of Cherbourg and Veles, which are twin cities within the Decentralized cooperation between Lower-Normandy and Macedonia.
A delegation of the City of Caen in Lower-Normandy also visited Macedonia in this period. The delegation came to its Macedonian twin city Ohrid to participate to one of the biggest religious celebrations in Macedonia called “Vodici”. This was also an opportunity to discuss their action plan for 2015 within the decentralized cooperation as well as their common project about the protection of the architectural heritage of the Old town of Ohrid, protected thanks to the inscription of the Ohrid Lake on the World Heritage List of UNESCO.
At the end of January the mayor of Colombelles, Mr Marc Pottier, visited the municipality Novaci in Macedonia. Mr Pottier and the mayor of Novaci agreed to work together in 2015 on the Eastern Front and the Commemoration of the First World War in Macedonia.
A large program of projects will be developed this year between the Twin cities of the Decentralized cooperation between Lower-Normandy Region and the Republic of Macedonia, strengthening day by day the relations between the two territories.
Town twinning as a segment in the Decentralized cooperation between Lower Normandy and Macedonia builds up contacts and friendship with communities from the two territories and promotes better understanding.
