Volunteering opportunity in ALDA Skopje for French youngsters

RECOV : A workshop on cross-sectorial partnership in Uzice

Take a step with refugees, take a step with ALDA

June 20th is World Refugee Day, an international observance dedicated to raising awareness of the situation of refugees around the world. The day was chosen by the United Nations General Assembly in its Resolution 55/76 starting from the year 2000.
Among ALDA’s many projects, the topic of refugees and, more broadly, of migrants is relevant and dear to the Association:
With WEMIN (MIgrant Women Empowerment and Integration) the focus is on implementing and promoting a pioneering integration model for migrant and refugee women of all ages in the communities involved. Currently, programs to address social, educational, and professional aspects of inclusion in eight countries throughout the European Union are taking place also through experience-sharing among partners and participants.
LIME: Labour Integration for Migrants Employment aims at promoting the swift integration of young Third Country Nationals -TCNs, between the ages of 18 and 29, in the labour market, by fostering the application of the “Migrants Economic Integration Cluster-MEIC” methodology at the local level all over Europe. This method is an innovative and participatory approach based on a multi-stakeholder partnership which enables context-sensitive solutions in a common long-term strategy. Through this project, this methodology is being implemented in two pilot actions in Italy and Spain where special attention is given towards the obstacles TCNs face when accessing vocational training and qualified jobs.
MIICT – ICT Enabled Public Services for Migration ‘s goal is to design, develop and deploy tools that address the challenge of migrant integration through the co-creation of improved ICT-enabled services with migrants/refugees, public sector services, NGOs, and other interest groups. A database system called “IMMERSE” (Integration of Migrants MatchER SErvice) is proposed, intending to capture the specific socio-cultural, economic and legal contexts of migrants to then be shared with public authorities. This system acts as a firewall and only information pertinent to the specific task of the public authority is visible, removing elements such as gender, ethnicity and age thus promoting inclusion and reducing the potential for discrimination and bias.
FromMEtoEU: From migrants engagement to Europe Upgrade follows the idea is that every migrant should be considered as a citizen and that every citizen, having needs, should also bring ideas and innovative approaches to the community in which he lives. Thus the project’s aim is to provide opportunities for European citizens and Migrants’ communities to work together, in order to promote a new idea of a multicultural Europe. It also gives the chance to highlight the positive potential of solidarity and maximize social collaboration among citizens and migrants while reducing racism and combating skepticism in programs of refugee reception (and Euroscepticism’s too).
Emen – European Migrants Entrepreneurship Network being aware that the promotion of migrant entrepreneurship is a challenge in all Northern, Southern and Eastern/Central European countries, aims to develop, share and promote support schemes for individual migrant entrepreneurs and for social and inclusive enterprises benefitting migrants. It attempts, thus, to share approaches and lessons learned on migrant entrepreneurship across and between public administrations, business development support and financial organisations, social enterprises, non-profit organisations, educational institutions and other public and private organisations supporting migrant entrepreneurship at the city, region and country level.
Following these frameworks ALDA wishes to show its support to an international day which celebrates unity, engagement and sharing among people from all over the world.
As every year, for the World Refugee Day, a new theme is proposed by the UN to engage everyone in this occurrence, and this year’s one is “Taking a step”.
“Around the world, communities, schools, businesses, faith groups and people from all walks of life are taking big and small steps in solidarity with refugees. This World Refugee Day, we challenge everyone to join together and take a step with refugees.”
So join today, get moving and take part in the #StepWithRefugees global challenge!

Open Local Authority: Dnipro has the chance of receiving a European Quality Award

The European Association for Local Democracy (ALDA), in association with the Dnipropetrovsk Region Local Democracy Agency, with the support of the Konrad Adenauer Foundation announces the launch of the Dnipro project “Empowering Local Governments and Civil Society in Ukraine and Moldova through Participatory Democracy Tools”.
A press conference occurring on May 28th made its main goal clear: to promote sustainable development of the city and increase the level of participation of citizens in the adoption of management decisions at the local level.
“Dnipro, in its development, has its base on the principles of democracy, decentralization of powers, and self-organization. From 2016, our city is a member of the European Association of Local Democracy and continues to develop local self-government and improve the participation of citizens in the city’s decision-making and development. The Mayor, Boris Filatov, set the task of continuing last year’s policy of decentralization and maximizing the powers of the bodies of self-organization of the population. Along this promising direction, a cooperation with the Konrad Adenauer Foundation was established. The new project will be a continuation of this partnership and will make it possible to use the experience already acquired. The implementation of the project with the European Association of Local Democracy is an important step in improving city governance and identifying the potential for self-government development. It will help to conduct research to find out the probable problems in the system of local self-government and to apply new methods and means to resolve them”, said Artem Nedelko, director of the department of local self-government, internal and informational policy of the Dnipro city council.
During the first stage of the project, questionnaires, discussions, interviews with representatives of local authorities, public organizations and active citizens are conducted to determine the degree of openness of local authorities, the accessibility and ease of obtaining information for city residents about decisions of the city council, and the opportunities for citizens to influence management decisions at the local level.
“After the analysis, additional suggestions will be made. And during the second stage, experts from the European Association for Local Democracy (ALDA) will hold a series of training seminars on eliminating disadvantages and increasing the effectiveness of participatory democracy at the city level. Furthermore, recommendations will be prepared for the management of the city of Dnipro”, – said Angelika Pilipenko, Director of the Civil Society Agency of the Dnipropetrovsk Region.
As a result of the participation in the project, Dnipro can receive the European Quality Management Certificate. For the Council of Europe, this will be an indicator of the openness of local authorities to the city’s residents and the high efficiency of local self-government, as well as create additional opportunities for attracting new partners and funds for cooperation.
“I want to thank the Dnipro Municipal Council for being open to our proposal. The Dnipro City became one of the four pilot cities in the post-Soviet area, which have shown interest in this topic and now have a chance to receive this significant award. Therefore, the Dnipro Municipal Council and project organizers work closely together and are interested in promoting the results at the international level, “said Alexandru Coica, Co-ordinator of the European Association for Local Democracy (ALDA) Eastern Partnership”

Democracy and democratic processes at the Crossover event in Budapest

The Gárdonyi SZMK was the pleasant venue of both the main activities part of the fifth CROSS OVER International event in Hungary.
On Tuesday 11th June 2019, the international partners worked in groups guided by the local coordinator, Angéla Baracskay, exchanging different perspectives on the various models of participatory democracies in the countries represented. The activities of the day concluded with an interesting tour of the Hungarian Geographical Museum in Érd.
Democracy and the democratic processes were the main topics during the public conference on Wednesday 12th June, 2019.
As an introduction, Mr. Károly Simo, vice-mayor of Érd, gave a warm welcome speech during which he presented the main local authorities, how they are elected and their role in the city’s governance. In a first time, different civil viewpoints were introduced. Ms Kinga Joó, vice-president of The National Association of Large Families of Hungary for youth, introduced and analysed data regarding demography and family policies in Hungary and in the EU. Then, Ms Evelin Lázár presented many projects and activities promoted by youth self-government of Érd. Subsequently, Ms Pavla Bednarikova, project manager at AGORA CE, introduced the main features and outputs of the CROSS OVER project, and Mr Áron Dorka, director of the EU Direct Information Center Pest, presented the work his organization is doing to disseminate knowledge and information about the European Union, especially among young people.
In the afternoon, Dr. Andras Aradszki, Member of the Hungarian National Assembly, gave a brief lecture on the interaction between European and National laws, cooperation between member states and the European institutions and the functioning of the EU Parliament. The 5th International event ended with a successful and engaging workshop for all the participants: a simulation of the European lawmaking process and the interaction among the European Commission, the European Parliament and the Council of the EU.
The next CROSS OVER international event will take place in Gdańsk, Poland on 7th-9th July 2019. The CROSS OVER project is co-funded by the Europe for Citizens programme. The project aims at encouraging young people to reflect on political accountability through increased participation in the elections for the European Parliament. The basic idea of the project is to devise and stimulate actions that will effectively solve the lack of interest of youth in voting at the European level.

WEMIN's stories of change: the story of Leila

The project WEMIN (MIgrant Women Empowerment and Integration) focuses on implementing and promoting a pioneering integration model for migrant and refugee women of all ages in the communities involved. Currently, programs to address social, educational, and professional aspects of inclusion in eight countries throughout the European Union are taking place also through experience-sharing among partners and participants.
The following is a story shared by one of the participants, Leila, specifically in the Dublin based Southside Partnership Programme involved in the WEMIN project.
Leila was a participant in the WEMIN English classes and other WEMIN events. She has now found employment in an information technology firm and she believes that WEMIN helped her get to where she is today. She has written her story in her own words:
When I first came to Dublin my English level was good but I had difficulties to speak fluently or have a conversation with others. I knew that the only solution was PRACTICE. I started to do some online search to find English classes where I discovered WEMIN English Language & Communication class. Joining WEMIN English Language & Communication class was a relief for me, I could practice my English but also make friends, share experience and have a social life. I attended to several events organised by WEMIN such as International women Breakfast where I met interesting people. Thanks to this classes I feel that my English is way better, I made friends and I learnt a lot about the Irish culture. I could apply for a job and now I’m working and I’m fully integrated to the Irish society. Thank you WEMIN.
It is thanks to stories such as this one that the project’s objective to promote social inclusion of migrant and refugee women of all ages is possible. In the long term, by enabling migrant and refugee women to participate actively and competently in the host societies’ socio-cultural life, the participants are empowered and can feel included.

International Forum in Skopje furthering local democracy!

The International Forum “Partnership as key for Local Democracy – Rethinking the cooperation between local authorities and civil society” organised by the European Association for Local Democracy – ALDA Skopje took place on the 11th and 12th June 2019 at the Hotel “Best Western” in Skopje.
This international event gathered 80 participants representing local authorities, the civil society sector and international organisations from North Macedonia, the Balkans and the EU. The Forum has been a unique opportunity to exchange best practices and rethink the cooperation between local authorities and civil society.
Four different panels on good practices have been held during the event on various topics. The first session on effective partnerships between the civil society and the local authorities was moderated by Ivan Vejvoda from the Center for Democracy Foundation of Serbia. The second included panellists from various CSOs and tackled the issue of the support to civil society organisations. Katica Janeva from ALDA Skopje moderated the third round of discussion on the new and traditional forms of citizen participation. Finally, the participant had the chance to discuss international cooperation related aspects of local partnerships.
The main message that came across during the Forum was that civil society is crucial in the process of democratisation and is especially effective on the local level. Municipalities shared their positive results on cooperation with civil society organisation to support this premise and stimulate other local authorities to replicate it in their communities.
Another point that was agreed among participants was that in the current political climate in Europe civil society needs to readapt and reinvent itself because it has become a constitutional piece of the construction and maintenance of democracy. The decentralised process engaging a multi-stakeholder partnership and international cooperation were identified as the best way to achieve it.
The Forum was organised in the framework of the project “Civil society organisations for making local democracy work” supported by the European Union and the Central European Initiative (CEI) and implemented by ALDA Skopje, Association of Finance Officers of Local Governments & Public Enterprises Veles and European Movement North Macedonia.
