Il famoso Laboratorio Pratico di Europrogettazione di ALDA arriva finalmente a Verona, grazie all’intraprendenza di Fucina Culturale Machiavelli!

Il corso, dall’impronta altamente professionalizzante, inizierà venerdì 11 ottobre e si articolerà in 6 lezioni, una alla settimana, ogni venerdì, fino al 22 novembre, dalle ore 14 alle ore 20.

CLINK: bringing together traditional arts and crafts

For the 2nd International gathering of the CLINK Project, Cultural Heritage Linking Diversities in Europe, the project partners traveled to Serbia on the 12th and 13th September 2019. In the city of Knjazevac located in the eastern part of the country, they had the opportunity to explore traditional crafts and to discover innovative stories.

The two days’ event started with a project team meeting in order to discuss the progress of the local activities and the implementation of the pop-up galleries. Further, a walking tour for the participants was organized that one may discover Knjazevac and its cultural heritage.
A best practice fair was organised in the Archaeo-Ethno Park complex in the village of Ravna. More than 80 state and non-state cultural actors have visited the fair and took part in the presentation of using traditional craftwork for economic development.

The cultural heritage as a source of urban regeneration: comeback of the craft-making culture was the main topic of the event. Arts and crafts can be enjoyed by anyone. The different artistic skills can turn the free time into a productive and enjoyable asset, or into a career.
The event brought together state and non-state cultural actors, entrepreneurs, craftsmen, young designers and civil society organisations from 10 different countries and communities to share and exchange practices of creative and sustainable use of cultural heritage for social and economic development of communities.

The project CLINK is implemented by 10 partners from Croatia, France, Greece, Bosnia and Herzegovina, Serbia, Montenegro and Albania, supported through the programme Europe for Citizens of the European Union.

Francophone women: agents of change

The Fifth Regional Francophone Seminar on Gender Equality on the topic “Economic Empowerment of Women, the Role of Women Entrepreneurs in Central and Eastern European Countries: Challenges, Progress and Obstacles” was held on 10th and 11th September, 2019 in Skopje.The event was organized by the Ministry of Foreign Affairs of North Macedonia and the International Organisation of the Francophonie.

More than 25 representatives of private, public and civil society sector attend the two-day seminar. The participants had the opportunity to present, debate and exchange experiences on the role and representation of women in the professional sector, as well as ways to empower them economically.

The event was an opportunity to present ALDA’s experience in conducting activities to strengthen the economic power of women through several examples of implemented projects. ALDA is an active supporter and promoter of gender equality in its activities.
Gender equality is one of the priority policies of the International Organization of the Francophonie and the countries of Central and Eastern Europe.

Regional training enhancing monitoring and evaluation of local policies

The role of monitoring and evaluation in evidence-based advocacy on local level was the topic of the 2nd Regional training for the Balkan Network for Local Democracy. The 3-day event took place from 10th to 12th September 2019 in Knjazevac, Serbia, organized by the Local Democracy Agency Central and Southern Serbia.

More than 30 participants from the Western Balkans region join the training as part of the component: “Sharing Experience – Expanding the Networks’ Thematic Working Program”. The programme tried to bring together varied tools on the strategic role of monitoring and evaluation in evidence-based dialogue on local level. The aim was to improve usefulness, efficiency and effectiveness of local policy reforms in the Balkan region in line with the Negotiation Chapters 19, 23 and 24.

The training program was designed to cover the thematic area of rule of law, fundamental rights, employment and public administration reform including interactive lectures, case study, best practice analysis, discussions, work in small groups and daily evaluations. The participants were trained to respond on monitoring and evaluation of public policies, evidence-based advocacy at local level, local budgeting and youth policies.

All trainees are expected to develop a common methodological approach to analyze and compare local policies in the context of the European integration process.

The project “Regional Youth Compact for Europe” implemented by the Center for Democracy Foundation, European ALDA network and the ALDA – Western Balkans Network for Local Democracy, CRTA, Youth Act and Sodem. This project is funded by the European Union and the Balkan Trust for Democracy, a project of the German Marshall Fund of the United States.


Formation régionale améliorant le suivi et l’évaluation des politiques locales 

Le rôle de suivi et d’évaluation dans le plaidoyer fondé sur des preuves au niveau local était le sujet de la deuxième formation régionale pour le Réseau des Balkans pour la démocratie locale. La manifestation de trois jours s’est déroulée à Knjazevac, en Serbie, du 10 au 12 septembre 2019, organisée par LDA Central and Southern Serbia.

Plus de 30 participants de la région des Balkans occidentaux participent à la formation dans le cadre de la composante « Partage d’expérience – Programme de travail thématique des réseaux élargi ». Le programme a tenté de réunir des outils divers sur le rôle stratégique du suivi et de l’évaluation dans un dialogue fondé sur des preuves au niveau local. L’objectif était d’améliorer l’utilité, l’efficience et l’efficacité des réformes de la politique locale dans la région des Balkans, conformément aux chapitres 19, 23 et 24 de la Négociation.

Le programme de formation a été conçu pour couvrir le domaine thématique de l’état de droit, des droits fondamentaux, de la réforme de l’emploi et de l’administration publique, notamment des conférences interactives, des études de cas, une analyse des meilleures pratiques, des discussions, des travaux en petits groupes et des évaluations quotidiennes. Les participants ont été formés pour réagir au suivi et à l’évaluation des politiques publiques, au plaidoyer fondé sur des preuves au niveau local, à la budgétisation locale et aux politiques de la jeunesse.

Tous les stagiaires devraient développer une approche méthodologique commune pour analyser et comparer les politiques locales dans le contexte du processus d’intégration européenne.

Le projet «Regional Youth Compact for Europe» mis en œuvre par la Fondation du Centre pour la Démocratie, le réseau européen ALDA et le réseau ALDA – Occidental pour la Démocratie Locale, CRTA, Youth Act et Sodem. Il ruolo del monitoraggio e della valutazione attività di sensibilizzazione a livello locale è stato il tema del secondo training regionale per il Network Balcanico per la Democrazia Locale. L’evento è durato tre giorni, dal 10 al 12 settembre, e si è tenuto a Knazevac, in Serbia, organizzato dall’Agenzia per la Democrazia Locale della Serbia Centrale e Meridionale.

Oltre 30 partecipanti provenienti dalla regione dei Balcani occidentali hanno preso parte al training dal tema “Condivisione di esperienze . Espendere il programma di lavoro tematico del Network”. Il programma ha tentato di riunire vari strumenti sul ruolo strategico del monitoraggio e della valutazione a livello locale. L’obiettivo era di migliorare l’utilità, l’efficienza e l’efficacia delle riforme politiche locali nei Balcani, in accordo con i capitoli di Negoziazione 19, 23 e 24.

Il programma del corso è stato pensato per coprire le aree tematiche dello stato di diritto, diritti fondamentali, riforma dell’impiego e della pubblica amministrazione, includendo anche letture, casi di studio, analisi di buone pratiche, discussioni, lavori di gruppo e valutazioni quotidiane. I participanti erano allenati a dover rispondere su monitoraggio e valutazione di politiche pubbliche, sensibilizzazione locale, finanza locale e politiche giovanili.
Tutti I corsisti dovranno ora sviluppare un comune approccio metodologico per l’analisi e la comparazione di politiche locali nel contesto del processo di integrazione europea.

Региональный тренинг, улучшающий мониторинг и оценку местных политик 

Роль мониторинга и оценки в доказательной адвокации на местном уровне была темой 2-го Регионального тренинга для Балканской сети местной демократии. Трехдневное мероприятие, организованное Агентством местной демократии в Центральной и Южной Сербии, состоялось с 10 по 12 сентября 2019 года в Княжеваце, Сербия.

Более 30 участников из региона Западных Балкан присоединились к тренингу в рамках компонента: «Обмен опытом – расширение тематической рабочей программы сетей». Цель программы –  объединить различные инструменты стратегической роли мониторинга и оценки в научно обоснованном диалоге на местном уровне. Цель состояла и в том, чтобы повысить полезность, эффективность и результативность реформ местной политики в Балканском регионе в соответствии с Главами 19, 23 и 24 Переговоров.

Учебная программа была разработана для охвата тематической области верховенства закона, основных прав, занятости и реформы государственного управления, включая интерактивные лекции, тематические исследования, анализ передовой практики, дискуссии, работу в небольших группах и ежедневные оценки. Участники были обучены реагировать на мониторинг и оценку государственной политики, пропаганду на основе фактических данных на местном уровне, местное бюджетирование и молодежную политику.

Ожидается, что все учащиеся разработают общий методологический подход для анализа и сравнения местной политики в контексте процесса европейской интеграции.

Проект «Региональный молодежный договор для Европы» осуществляется Фондом Центра Демократии, Европейской сетью АЛДА и АЛДА- Сеть Западных Балкан за местную демократию, CRTA, Молодежный акт и Sodem. Этот проект финансируется Европейским Союзом и Балканским фондом за демократию, проектом Немецкого фонда Маршалла Соединенных Штатов.


Regionalni trening za unapređenje praćenja i evaluacije lokalnih politika

Uloga nadgledanja i evaluacije u zagovaranju zasnovanom na dokazima na lokalnom nivou bila je tema drugog regionalnog treninga za Balkansku mrežu za lokalnu demokratiju. Trodnevni događaj održao se od 10. do 12. septembra 2019. godine u Knjaževcu u Srbiji, u organizaciji Centra lokalne demokratije za Centralnu i Južnu Srbiju.

Više od 30 učesnika iz regiona Zapadnog Balkana pridružilo se treningu u okviru komponente: „Razmena iskustava – Proširenje tematskog radnog programa mreže“. Program je pokušao da okupi raznolike alate o strateškoj ulozi praćenja i evaluacije u dijalogu zasnovanom na dokazima na lokalnom nivou. Cilj je bio poboljšati korisnost, efikasnost i efektivnost reformi lokalne politike u regionu Balkana u skladu sa pregovaračkim poglavljima 19, 23 i 24.

Program treninga osmišljen je tako da obuhvati tematsko područje vladavine prava, temeljnih prava, zapošljavanja i reforme javne uprave, uključujući interaktivna predavanja, studije slučaja, analizu najboljih praksi, diskusije, rad u malim grupama i dnevne evaluacije. Učesnici su obučeni da reaguju na praćenje i procenu javnih politika, zagovaranje zasnovano na dokazima na lokalnom nivou, lokalni budžet i omladinske politike.

Od svih polaznika se očekuje da razviju zajednički metodološki pristup za analizu i upoređivanje lokalnih politika u kontekstu procesa evropskih integracija.

Projekat „Mladi Balkana za Evropu“ koji realizuju Fondacija „Centar za demokratiju“, evropska mreža ALDA i ALDA – Balkanska mreža za lokalnu demokratiju, CRTA, Youth Act i Sodem. Ovaj projekat finansiraju Evropska unija i Balkan Trust for Democracy, projekat Nemačkog Marshall Fund-a Sjedinjenih Država.

التدريب الاقليمي لتعزيز منظومة المتابعة والتقييم للسياسات المحلية

مثل دور المتابعة والتقييم, مجال المناصرة القائمة على الأدلة على المستوى المحلي, محور الدورة التدريبية الاقليمية الثانية في منطقة غرب البلقان حول الديمقراطية المحلية. انتظمت هذه التظاهرة, التي تواصلت على مدى ثلاثة أيام, خلال الفترة 10 – 12 سبتمبر (أيلول), 2019, بمدينة كنيازافاك, في صربيا, وتحت إشراف وكالة الديمقراطية المحلية في وسط وجنوب صربيا.

شهدت هذه الدورة التدريبية حضور أكثر من 30 مشارك ينتمون لمنطقة غرب البلقان, جاؤوا لحضور الدورة في إطار البرنامج المحدد: “تبادل التجارب – توسيع نطاق برنامج العمل المحوري للشبكة”. سعى منظمو هذه الدورة إلى استغلال تشكيلة واسعة من الأدوات للتركيز على الدور الاستراتيجي للمتابعة والتقييم حول الحوار القائم على الأدلة على المستوى المحلي. يتمثل الهدف الرئيسي من هذه الدورة في تحسين النجاعة والفائدة والفاعلية التي تكتسيها البرامج الاصلاحية المعتمدة في منطقة البلقان, لكي تكون في تناغم مع الأبواب 19, 23 و24 للمفاوضات الجارية.

صممت هذه الدورة التدريبية لتمكن من تغطية المحاور الخاصة بحكم القانون والحقوق الأساسية والتشغيل وبرامج اصلاح الإدارة العامة, بما في ذلك المحاضرات التفاعلية, دراسة الحالات, تحليل الممارسات الفضلى, والمناقشات والعمل صلب المجموعات الصغرى وعمليات التقييم اليومية. تلقى المشاركون في هذه الدورات التدريبية مهارات تمكنهم من التعامل الإيجابي والمتابعة وتقييم السياسات العامة والمناصرة القائمة على الأدلة على المستوى المحلي, إضافة إلى ضبط الميزانية المحلية وتحديد السياسات الشبابية.

ينتظر من المتدربين صياغة مقاربة منهجية مشتركة لتحليل السياسات المحلية ومقارنتها في إطار مسار الدمج الأوروبي.

“العقد الاقليمي للشباب من أجل أوروبا” هو مشروع يتم تنفيده من قبل مؤسسة مركز الديمقراطية وشبكة ألدا الأوروبية وشبكة منطقة البلقان للديمقراطية المحلية و CRTA ويوث أكت وسودام. يحظى هذا المشروع بتمويل من قبل الاتحاد الأوروبي وصندوق البلقان الاستئماني من أجل الديمقراطية. وهو مشروع يدخل في إطار صندوق مارشال الألماني الذي يدار تحت إشراف الولايات المتحدة.

Tutti I corsisti dovranno ora sviluppare un comune approccio metodologico per l’analisi e la comparazione di politiche locali nel contesto del processo di integrazione europea.

Il progetto Regional Youth Compact for Europe” è attuato dalla Center for Democracy Foundation, ALDA; BNLD, CRTA, Youth Act e Sodem. Il progetto è finanziato dll’Unione Europea e dal FOndo Balcanico per la Democrazia, un progetto del forndo tedesco Marshall degli Stati Uniti


Региональный тренинг, улучшающий мониторинг и оценку местных политик 

Роль мониторинга и оценки в доказательной адвокации на местном уровне была темой 2-го Регионального тренинга для Балканской сети местной демократии. Трехдневное мероприятие, организованное Агентством местной демократии в Центральной и Южной Сербии, состоялось с 10 по 12 сентября 2019 года в Княжеваце, Сербия.

Более 30 участников из региона Западных Балкан присоединились к тренингу в рамках компонента: «Обмен опытом – расширение тематической рабочей программы сетей». Цель программы –  объединить различные инструменты стратегической роли мониторинга и оценки в научно обоснованном диалоге на местном уровне. Цель состояла и в том, чтобы повысить полезность, эффективность и результативность реформ местной политики в Балканском регионе в соответствии с Главами 19, 23 и 24 Переговоров.

Учебная программа была разработана для охвата тематической области верховенства закона, основных прав, занятости и реформы государственного управления, включая интерактивные лекции, тематические исследования, анализ передовой практики, дискуссии, работу в небольших группах и ежедневные оценки. Участники были обучены реагировать на мониторинг и оценку государственной политики, пропаганду на основе фактических данных на местном уровне, местное бюджетирование и молодежную политику.

Ожидается, что все учащиеся разработают общий методологический подход для анализа и сравнения местной политики в контексте процесса европейской интеграции.

Проект «Региональный молодежный договор для Европы» осуществляется Фондом Центра Демократии, Европейской сетью АЛДА и АЛДА- Сеть Западных Балкан за местную демократию, CRTA, Молодежный акт и Sodem. Этот проект финансируется Европейским Союзом и Балканским фондом за демократию, проектом Немецкого фонда Маршалла Соединенных Штатов.


Regionalni trening za unapređenje praćenja i evaluacije lokalnih politika

Uloga nadgledanja i evaluacije u zagovaranju zasnovanom na dokazima na lokalnom nivou bila je tema drugog regionalnog treninga za Balkansku mrežu za lokalnu demokratiju. Trodnevni događaj održao se od 10. do 12. septembra 2019. godine u Knjaževcu u Srbiji, u organizaciji Centra lokalne demokratije za Centralnu i Južnu Srbiju.

Više od 30 učesnika iz regiona Zapadnog Balkana pridružilo se treningu u okviru komponente: „Razmena iskustava – Proširenje tematskog radnog programa mreže“. Program je pokušao da okupi raznolike alate o strateškoj ulozi praćenja i evaluacije u dijalogu zasnovanom na dokazima na lokalnom nivou. Cilj je bio poboljšati korisnost, efikasnost i efektivnost reformi lokalne politike u regionu Balkana u skladu sa pregovaračkim poglavljima 19, 23 i 24.

Program treninga osmišljen je tako da obuhvati tematsko područje vladavine prava, temeljnih prava, zapošljavanja i reforme javne uprave, uključujući interaktivna predavanja, studije slučaja, analizu najboljih praksi, diskusije, rad u malim grupama i dnevne evaluacije. Učesnici su obučeni da reaguju na praćenje i procenu javnih politika, zagovaranje zasnovano na dokazima na lokalnom nivou, lokalni budžet i omladinske politike.

Od svih polaznika se očekuje da razviju zajednički metodološki pristup za analizu i upoređivanje lokalnih politika u kontekstu procesa evropskih integracija.

Projekat „Mladi Balkana za Evropu“ koji realizuju Fondacija „Centar za demokratiju“, evropska mreža ALDA i ALDA – Balkanska mreža za lokalnu demokratiju, CRTA, Youth Act i Sodem. Ovaj projekat finansiraju Evropska unija i Balkan Trust for Democracy, projekat Nemačkog Marshall Fund-a Sjedinjenih Država.

التدريب الاقليمي لتعزيز منظومة المتابعة والتقييم للسياسات المحلية

مثل دور المتابعة والتقييم, مجال المناصرة القائمة على الأدلة على المستوى المحلي, محور الدورة التدريبية الاقليمية الثانية في منطقة غرب البلقان حول الديمقراطية المحلية. انتظمت هذه التظاهرة, التي تواصلت على مدى ثلاثة أيام, خلال الفترة 10 – 12 سبتمبر (أيلول), 2019, بمدينة كنيازافاك, في صربيا, وتحت إشراف وكالة الديمقراطية المحلية في وسط وجنوب صربيا.

شهدت هذه الدورة التدريبية حضور أكثر من 30 مشارك ينتمون لمنطقة غرب البلقان, جاؤوا لحضور الدورة في إطار البرنامج المحدد: “تبادل التجارب – توسيع نطاق برنامج العمل المحوري للشبكة”. سعى منظمو هذه الدورة إلى استغلال تشكيلة واسعة من الأدوات للتركيز على الدور الاستراتيجي للمتابعة والتقييم حول الحوار القائم على الأدلة على المستوى المحلي. يتمثل الهدف الرئيسي من هذه الدورة في تحسين النجاعة والفائدة والفاعلية التي تكتسيها البرامج الاصلاحية المعتمدة في منطقة البلقان, لكي تكون في تناغم مع الأبواب 19, 23 و24 للمفاوضات الجارية.

صممت هذه الدورة التدريبية لتمكن من تغطية المحاور الخاصة بحكم القانون والحقوق الأساسية والتشغيل وبرامج اصلاح الإدارة العامة, بما في ذلك المحاضرات التفاعلية, دراسة الحالات, تحليل الممارسات الفضلى, والمناقشات والعمل صلب المجموعات الصغرى وعمليات التقييم اليومية. تلقى المشاركون في هذه الدورات التدريبية مهارات تمكنهم من التعامل الإيجابي والمتابعة وتقييم السياسات العامة والمناصرة القائمة على الأدلة على المستوى المحلي, إضافة إلى ضبط الميزانية المحلية وتحديد السياسات الشبابية.

ينتظر من المتدربين صياغة مقاربة منهجية مشتركة لتحليل السياسات المحلية ومقارنتها في إطار مسار الدمج الأوروبي.

“العقد الاقليمي للشباب من أجل أوروبا” هو مشروع يتم تنفيده من قبل مؤسسة مركز الديمقراطية وشبكة ألدا الأوروبية وشبكة منطقة البلقان للديمقراطية المحلية و CRTA ويوث أكت وسودام. يحظى هذا المشروع بتمويل من قبل الاتحاد الأوروبي وصندوق البلقان الاستئماني من أجل الديمقراطية. وهو مشروع يدخل في إطار صندوق مارشال الألماني الذي يدار تحت إشراف الولايات المتحدة.


Recov third local path in Skopje: What do citizens want?

In favor of creating an enabling environment for the civil sector and an interactive corner for citizens to meet CSOs, Civica Mobilitas and the Macedonian Center for International Cooperation (MCIC) organized the second Civil society organization day in Skopje, on14th of September 2019 in the Ibni Pajko park and on the Skanderbeg Square.

Around 1000 citizens had the opportunity to visit the booths of more than 80 Civil Society organizations from the country presenting their activities in various fields as youth, local democracy, education and training, rule of law etc. The visitors also participated in different workshops, games, advocacy activities and lectures.

On the booth of the Municipality of Centar and ALDA, the visitors came in contact with the project RECOV: Rethinking Collaborative Values for public services. The RECOV team approached the citizens and engaged them on the topic of “Innovative and sustainable financial instruments for local governments” by asking them if they know what instruments their municipalities use and what solutions they would propose to their mayors. The visitors were asked to anonymously respond to a series of questions and leave their contribution in the RECOV advocacy box.

There were various responses from the citizens, but the majority of them had a common demand: a greater involvement of citizens in decision-making processes especially when creating budgets for the municipality and the financial instruments used.
Having in mind that the enormous contribution of CSO’s to society and the community, the “CSO Day” was a great opportunity for the citizens to inform themselves, as well as to learn about local and European initiatives like the project RECOV and become more involved in the CSO’s activities.

This activity was part of the project RECOV: REthinking COllaborative Values for Public Services, supported by the European programme Europe for Citizens.


Recov troisième sentier local à Skopje: Que veulent les citoyens?

Afin de créer un environnement favorable au secteur civil et un espace interactif permettant aux citoyens de rencontrer les OSC, Civica Mobilitas et le Centre macédonien pour la coopération internationale (MCIC) ont organisé la deuxième journée de la société civile à Skopje, le 14 septembre 2019, à Parc Ibni Pajko et sur la place Skanderbeg.

Près de 1000 citoyens ont eu l’occasion de visiter les stands de plus de 80 organisations de la société civile du pays présentant leurs activités dans divers domaines tels que la jeunesse, la démocratie locale, l’éducation et la formation, l’état de droit, etc. Les visiteurs ont également participé à différents ateliers, jeux, activités de plaidoyer et conférences.

Sur le stand de la municipalité de Centar et de l’ALDA, les visiteurs ont pris connaissance du projet RECOV: Rethinking Collaborative Values for public services. L’équipe de RECOV a approché les citoyens et les a engagés sur le thème «Instruments financiers innovants et durables pour les gouvernements locaux» en leur demandant s’ils savent quels instruments leurs municipalités utilisent et quelles solutions ils proposeraient à leurs maires. Les visiteurs ont été invités à répondre anonymement à une série de questions et à laisser leur contribution dans la boîte de dialogue RECOV.

Les citoyens ont répondu de différentes manières, mais la majorité d’entre eux avaient une revendication commune : plus grande implication des citoyens dans les processus de prendre de décisions, en particulier lors de la création de budgets pour la municipalité et les instruments financiers utilisés.

Ayant à l’esprit l’énorme contribution des OSC à la société et à la communauté, la “Journée des OSC” a été une excellente occasion pour les citoyens de s’informer, ainsi que de se familiariser avec les initiatives locales et Européennes telles que le projet RECOV et de les impliquer dans les activités du CSO.

Cette activité faisait partie du projet RECOV: Rethinking Collaborative Values for public services s, soutenu par le programme Européen « Europe pour les citoyens ».


Il terzo percorso locale del progetto RECOV a Skopje: Cosa vogliono I cittadini?

Al fine di creare un ambiente favorevole alla società civile e uno spazio interattivo che permetta ai cittadini di confrontarsi con Organizzazioni della Scoetà Civile, Civica Mobilitas insieme al Centro Macedone per la Cooperazione Internazionale (MCIC) hanno organizzato la seconda edizione della “Giornata delle Organizzazioni della Società Civile” a Skopje, il 14 settembre 2019, presso il parco Ibni Pajko.

Un centinaio di cittadini hanno avuto l’opportunità di visitare gli stand di oltre 80 organizzazioni nazionali, attive nei settori della gioventù, democrazia locale, educazione e formazione, … I visitatori hanno poi preso parte a diversoi laboratory, giochi, attività di sensibilizzazione e letture.
Le postazioni della città di Centar e di ALDA presentavano inoltre ai cittadini il progetto RECOV: Ripensare Valori Collaborativi per i Servizi Pubblici. Il team di progetto ha cercato di coinvolgere i cittadini attorno al tema “Strumenti finanziari innovativi e sostenibili per i governi locali”, chiedendo loro se fossero a conoscenza degli strumenti che la loro città utilizza e quali soluzioni proporrebbero ai loro sindaci. I visitatori erano infine pregati di compilare anonimamente un questionario e lasciare il loro contributo nella scatola di sensibilizzazione RECOV.

Dai questionari e dale conversazioni con i cittadini è emerso che la maggior parte di loro pone una domanda comune: un maggiore coinvolgimento dei cittadini nei processi decisionali, specialmente in quelli che riguardano la gestione delle finanzer della comunità.
Considerando l’enorme conrtributo di tutte le parti coinvolte, possiamo affermare che la “Giornata delle Organizzazioni della Società Civile” è stata un’ottima occasione per i cittadini di ottenere utili informazioni e di venire a conoscenza di progetti attivi a livello europeo e locale, come il progetto RECOV.
Questa attività si inserisce nel contesto del progetto RECOV: Ripensare Valori Collaborativi per i Servizi Pubblici, finanziato dal Programma Europa per i Cittadini della Commissione Europea.


Recov третий местный путь в Скопье: чего хотят граждане?

В поддержку создания благоприятных условий для гражданского сектора и интерактивного уголка для встреч граждан с ОГО, Civica Mobilitas и Македонский центр международного сотрудничества (MCIC) организовали второй день организации гражданского общества в Скопье 14 сентября 2019 года в Ибни. Парк Пайко и на площади Скандербега.
Около 1000 граждан имели возможность посетить стенды более 80 организаций гражданского общества из страны, где они представили свою деятельность в таких областях, как молодежь, местная демократия, образование и обучение, верховенство закона и т. д. Посетители также участвовали в различных семинарах, играх , пропагандистских мероприятиях и лекци
ях.
На стенде муниципалитета Centar и ALDA посетители познакомились с проектом RECOV: переосмысление совместных ценностей для общественных услуг. Команда RECOV обратилась к гражданам и привлекла их к теме «Инновационные и устойчивые финансовые инструменты для местных органов власти», спросив их, знают ли они, какие инструменты используют их муниципалитеты и какие решения они предложат своим мэрам. Посетителей попросили анонимно ответить на ряд вопросов и оставить свои ответы в коробке для защиты интересов RECOV.

От граждан поступали различные ответы, но у большинства из них было общее требование: более активное участие граждан в процессах принятия решений, особенно при составлении бюджетов для муниципалитета и используемых финансовых инструментов.

Учитывая тот огромный вклад ОГО в общество и в общину, «День ОГО» стал для граждан прекрасной возможностью проинформировать себя, а также узнать о местных и европейских инициативах, таких как проект RECOV, и  больше быть вовлеченным в деятельности ОГО.

Это мероприятие было частью проекта RECOV: Переосмысление совместных ценностей для государственных служб, поддерживаемых европейской программой «Европа для граждан».


Projekat RECOV u Skoplju: Šta građani žele?      

U korist stvaranja pogodnog okruženja za civilni sektor i interaktivnog kutka za upoznavanje OCD-a, Civica Mobilitas i Makedonski centar za međunarodnu saradnju (MCIC) organizovali su drugi dan organizacija civilnog društva u Skoplju, 14. septembra 2019. u Ibni Pajko parku i na Skanderbeg trgu.

Oko 1000 građana imalo je priliku da poseti štandove više od 80 organizacija civilnog društva iz zemalja koje su predstavile svoje aktivnosti u raznim oblastima kao što su mladi, lokalna demokratija, obrazovanje i obuka, vladavina prava itd. Posetioci su takođe učestvovali u različitim radionicama, igrama, zagovaračkim aktivnostima i predavanjima.

Na štandu Opšine Centar i ALDA-e, posetioci su stupili u kontakt sa projektom RECOV: Preispitivanje zajedničkih vrednosti za javne usluge. Tim RECOV-a prišao je građanima i angažovao ih na temi „Inovativni i održivi finansijski instrumenti za lokalne samouprave“, pitajući ih da li znaju koje instrumente njihove opštine koriste i koja bi rešenja predložili svojim gradonačelnicima. Od posetilaca se tražilo da anonimno odgovore na niz pitanja i ostave svoj doprinos u RECOV-ovom zagovaračkom okviru.

Građani su imali različite odgovore, ali većina njih je imala zajednički zahtev: Veće uključivanje građana u procese donošenja odluka, posebno prilikom kreiranja budžeta za opštinu i korišćenja finansijskih instrumenata.

Imajući u vidu da je ogroman doprinos organizacija civilnog društva zajednici, „Dan OCD-a“ je bio sjajna prilika da se građani informišu, kao i da nauče o lokalnim i evropskim inicijativama poput projekta RECOV i postanu više uključen u aktivnosti OCD-a.
Ova aktivnost bila je deo projekta RECOV: Preispitivanje zajedničkih vrednosti za javne usluge, podržanog od strane evropskog programa Evropa za građane i građanke.

 

المسلك المحلي الثالث في سكوبيو: بماذا يطالب المواطنون؟  

استجابة للطلب المقدم بتوفير بيئة ملائمة للقطاع الخاص واقتراح فرصة تفاعل بين المواطنين للالتقاء بمنظمات المجتمع المدني, تولت سيفيكا موبيليتاس والمركز المقدوني للتعاون الدولي تنظيم اليوم الثاني الخاص بمنظمات المجتمع المدني بسكوبيو, يوم 14 سبتمبر(أيلول) 2019, في منتزه انب بايكو, وفي ساحة سكندربارغ بالذات.

أتيحت الفرصة لما يقارب 1000 مواطن لزيارة مكاتب أكثر كم 80 منظمة مجتمع مدني, من مختلف أنحاء البلاد, لتقديم أنشطتهم حول مختلف المجالات  على غرار الشباب والديمقراطية المحلية والتربية والتدريب وحكم القانون إلخ… كما ساهم المشاركون في مختلف ورش العمل والألعاب وأنشطة المناصرة والمحاضرات التي تم تنظيمها.

في الجناح المخصص لبلدية سانتار و ألدا, تمكن الزائرون من الاطلاع على محتوى مشروع ريكاف (إعادة التفكير في قيم ومبادئ التعاون ВОССТАНОВИТЬ) حول الخدمات العامة. تمكن أعضاء فريق ريكاف من التفاعل مع المواطنين ودعوتهم إلى الانضمام إلى محور “الآليات المالية المجددة والمستدامة لفائدة الحكومات المحلية” وذلك بطرح السؤال عليهم حول الآليات التي تعتمدها البلديات والحلول التي تقترحها على عمدائهم. كما طلب من الزائرين تقديم أجوبة مجهولة الهوية حول  أسئلة معينة وإيداع مساهماتهم في صندوق المناصرة المقترح من قبل ريكاف (ВОССТАНОВИТЬ).

وردت العديد من الأجوبة من المواطنين لكن أغلبها تمحورت حول مطلب مشترك: مزيد من إشراك المواطنين في عملية أخذ القرار, وخصوصا عند اعداد الميزانية المخصصة للبلديات والآليات المالية المعتمدة لذلك.

نظرا للأهمية الكبرى التي تكتسيها مساهمة منظمات المجتمع المدني والأطراف المحلية, مثل “يوم منظمات المجتمع المدني” مناسبة سانحة للمواطنين لتحصيل مزيد من المعلومات الخاصة وتلقي مزيد من البيانات حول المبادرات المحلية والأوروبية, على غرار مشروع ريكاف والقبول بالانضمام إلى مبادرات منظمات المجتمع المدني بشكل أعمق وأوسع.

مثل هذا النشاط جزءا لا يتجزأ من مشروع ريكاف حول الخدمات العمومية التي يدعمها البرنامج الأوروبي والذي يعرف باسم أوروبا لفائدة المواطنين.

Около 1000 граждан имели возможность посетить стенды более 80 организаций гражданского общества из страны, где они представили свою деятельность в таких областях, как молодежь, местная демократия, образование и обучение, верховенство закона и т. д. Посетители также участвовали в различных семинарах, играх , пропагандистских мероприятиях и лекци
ях.
На стенде муниципалитета Centar и ALDA посетители познакомились с проектом RECOV: переосмысление совместных ценностей для общественных услуг. Команда RECOV обратилась к гражданам и привлекла их к теме «Инновационные и устойчивые финансовые инструменты для местных органов власти», спросив их, знают ли они, какие инструменты используют их муниципалитеты и какие решения они предложат своим мэрам. Посетителей попросили анонимно ответить на ряд вопросов и оставить свои ответы в коробке для защиты интересов RECOV.

От граждан поступали различные ответы, но у большинства из них было общее требование: более активное участие граждан в процессах принятия решений, особенно при составлении бюджетов для муниципалитета и используемых финансовых инструментов.

Учитывая тот огромный вклад ОГО в общество и в общину, «День ОГО» стал для граждан прекрасной возможностью проинформировать себя, а также узнать о местных и европейских инициативах, таких как проект RECOV, и  больше быть вовлеченным в деятельности ОГО.

Это мероприятие было частью проекта RECOV: Переосмысление совместных ценностей для государственных служб, поддерживаемых европейской программой «Европа для граждан».


Projekat RECOV u Skoplju: Šta građani žele?      

U korist stvaranja pogodnog okruženja za civilni sektor i interaktivnog kutka za upoznavanje OCD-a, Civica Mobilitas i Makedonski centar za međunarodnu saradnju (MCIC) organizovali su drugi dan organizacija civilnog društva u Skoplju, 14. septembra 2019. u Ibni Pajko parku i na Skanderbeg trgu.

Oko 1000 građana imalo je priliku da poseti štandove više od 80 organizacija civilnog društva iz zemalja koje su predstavile svoje aktivnosti u raznim oblastima kao što su mladi, lokalna demokratija, obrazovanje i obuka, vladavina prava itd. Posetioci su takođe učestvovali u različitim radionicama, igrama, zagovaračkim aktivnostima i predavanjima.

Na štandu Opšine Centar i ALDA-e, posetioci su stupili u kontakt sa projektom RECOV: Preispitivanje zajedničkih vrednosti za javne usluge. Tim RECOV-a prišao je građanima i angažovao ih na temi „Inovativni i održivi finansijski instrumenti za lokalne samouprave“, pitajući ih da li znaju koje instrumente njihove opštine koriste i koja bi rešenja predložili svojim gradonačelnicima. Od posetilaca se tražilo da anonimno odgovore na niz pitanja i ostave svoj doprinos u RECOV-ovom zagovaračkom okviru.

Građani su imali različite odgovore, ali većina njih je imala zajednički zahtev: Veće uključivanje građana u procese donošenja odluka, posebno prilikom kreiranja budžeta za opštinu i korišćenja finansijskih instrumenata.

Imajući u vidu da je ogroman doprinos organizacija civilnog društva zajednici, „Dan OCD-a“ je bio sjajna prilika da se građani informišu, kao i da nauče o lokalnim i evropskim inicijativama poput projekta RECOV i postanu više uključen u aktivnosti OCD-a.
Ova aktivnost bila je deo projekta RECOV: Preispitivanje zajedničkih vrednosti za javne usluge, podržanog od strane evropskog programa Evropa za građane i građanke.

 

المسلك المحلي الثالث في سكوبيو: بماذا يطالب المواطنون؟  

استجابة للطلب المقدم بتوفير بيئة ملائمة للقطاع الخاص واقتراح فرصة تفاعل بين المواطنين للالتقاء بمنظمات المجتمع المدني, تولت سيفيكا موبيليتاس والمركز المقدوني للتعاون الدولي تنظيم اليوم الثاني الخاص بمنظمات المجتمع المدني بسكوبيو, يوم 14 سبتمبر(أيلول) 2019, في منتزه انب بايكو, وفي ساحة سكندربارغ بالذات.

أتيحت الفرصة لما يقارب 1000 مواطن لزيارة مكاتب أكثر كم 80 منظمة مجتمع مدني, من مختلف أنحاء البلاد, لتقديم أنشطتهم حول مختلف المجالات  على غرار الشباب والديمقراطية المحلية والتربية والتدريب وحكم القانون إلخ… كما ساهم المشاركون في مختلف ورش العمل والألعاب وأنشطة المناصرة والمحاضرات التي تم تنظيمها.

في الجناح المخصص لبلدية سانتار و ألدا, تمكن الزائرون من الاطلاع على محتوى مشروع ريكاف (إعادة التفكير في قيم ومبادئ التعاون ВОССТАНОВИТЬ) حول الخدمات العامة. تمكن أعضاء فريق ريكاف من التفاعل مع المواطنين ودعوتهم إلى الانضمام إلى محور “الآليات المالية المجددة والمستدامة لفائدة الحكومات المحلية” وذلك بطرح السؤال عليهم حول الآليات التي تعتمدها البلديات والحلول التي تقترحها على عمدائهم. كما طلب من الزائرين تقديم أجوبة مجهولة الهوية حول  أسئلة معينة وإيداع مساهماتهم في صندوق المناصرة المقترح من قبل ريكاف (ВОССТАНОВИТЬ).

وردت العديد من الأجوبة من المواطنين لكن أغلبها تمحورت حول مطلب مشترك: مزيد من إشراك المواطنين في عملية أخذ القرار, وخصوصا عند اعداد الميزانية المخصصة للبلديات والآليات المالية المعتمدة لذلك.

نظرا للأهمية الكبرى التي تكتسيها مساهمة منظمات المجتمع المدني والأطراف المحلية, مثل “يوم منظمات المجتمع المدني” مناسبة سانحة للمواطنين لتحصيل مزيد من المعلومات الخاصة وتلقي مزيد من البيانات حول المبادرات المحلية والأوروبية, على غرار مشروع ريكاف والقبول بالانضمام إلى مبادرات منظمات المجتمع المدني بشكل أعمق وأوسع.

مثل هذا النشاط جزءا لا يتجزأ من مشروع ريكاف حول الخدمات العمومية التي يدعمها البرنامج الأوروبي والذي يعرف باسم أوروبا لفائدة المواطنين.


ALDA Governing Board in Verona: a fruitful discussion in the exceptional setting of Tocatì

The Governing Board of ALDA held its regular meeting on Friday, September 13th at the Museum of Natural History of Verona (Italy).
The meeting took place in the broader context of the “Tocatì Festival” in Verona, the International Street Games Festival (Festival Internazionale dei Giochi in Strada), organised by our member AGA the Association of Ancient Games: a beautiful framework turning Verona for a few days in an open-air playground, animated by games of yesterday and today, coming from the local tradition and other European countries.

The Board discussed and contributed to several topics, from the approval and implementation of ALDA’s strategic views to updates on the financial situation of the Association and the further development of the Local Democracy Agencies’ network. Among the crucial points in the agenda, a prominent place was occupied by the next General Assembly, marking the 20th anniversary of ALDA. The aim being to make this event unique and unforgettable, its organisation has already started. This was followed by updates on the Balkan Network for Local Democracy (BNLD) as well as on the situation of our benefit corporation ALDA+.
As a conclusion of this prolific gathering, the date of the next gathering has been set, next time in Tunisia!

Tools for cooperative communities in Bauladu

On September 14., 2019, the Union of Communities Montiferu organised a local workshop to present the possibility of creating community cooperatives in Bauladu, Sardina. This is a social innovation model where citizens are producers and users of goods and services. This model can create synergy and cohesion in a community, putting the activities of individual citizens, businesses, associations and institutions in to the system, thus responding to multiple needs of mutuality.

In this perspective an intense territorial animation process will be launched, in order to gather civil society organisations and public institutions interested in the creation of community cooperatives.
The first meetings were held within the RECOV project and the event in Bauladu was organized as a real school for cooperative communities.
To protect the environment, participants were asked to digitally fill in and submit the evaluation questionnaire.
This activity is organised within the ВОССТАНОВИТЬ project funded by the Европа для граждан Programme.

The second international event within the project “Cultural heritage linking diversities in Europe – CLINK” will take place 12 – 13 September 2019 in Knjazevac, Serbia.
This international gathering focuses on the topic of “Cultural heritage as a source of urban regeneration: comeback of the craft-making culture”.
The event will bring together state and non-state cultural actors, entrepreneurs, craftsmen, young designers and civil society organisations from different countries and communities to share and exchange practices of creative and sustainable use of cultural heritage for social and economic development of communities.
A best practice fair will be organised in order to present examples of using traditional craftwork for economic development. More than 60 participants are expected to attend the best practice fair.
The project is implemented by 10 partners from Croatia, France, Greece, Bosnia and Herzegovina, Serbia, Montenegro and Albania, supported through the programme Europe for Citizens of the European Union.

Youth Compact: upcoming activities

The Regional Youth Compact for Europe successfully started the second year of the project activities. This year’s objective is to further develop the effective participation of civil society and youth organisations in the EU integration and accession negotiation process through capacity building, awareness raising and advocacy actions organised at local, national and regional level.
Our second year started with remembering the results of the first year, and in line with the initial plan, here are the activities to be expected in the following period.
Major Regional Events and Network gatherings are planned to take place during the year in Knjazevac, Pristina and Novi Sad. A Regional internship scheme will permit the insertion of young people into work of project partners in the Balkans. The Community multi stakeholder’s platform will present the importance of accession negotiation process to local and regional development. The Local Youth Workshops will explore the use of EU enlargement for national and regional progress. Stay tuned for further details!

Una riunione fuori dal comune per i nostri soci - il 14 Settembre a Verona

Se si dovesse stilare una scala dei valori di ALDA, uno dei posti più alti sarebbe occupato da “cura e interesse verso i nostri soci”. Se, infatti, da un lato siamo sempre impegnati in una miriade di attività (sviluppo progetti, organizzazione di eventi, comunicazioni..), dall’altro, cerchiamo di non perdere mai di vista l’essenziale. E l’essenziale siete voi, i nostri soci, senza i quali nessuna delle attività che portiamo avanti sarebbe possibile!

Per dimostrarvi il nostro affetto e la nostra gratitudine, stiamo cercando di rendere l’annuale riunione dei soci italiani di ALDA un momento imperdibile e indimenticabile!

Il 14 settembre tutti i nostri soci sono invitati a Verona per una giornata all’insegna del networking, per entrare meglio in contatto con la nostra rete, riflettere su azioni comuni e conoscere i nuovi servizi che lanceremo nei prossimi mesi.
