Empowering Local Authorities in partner countries is key to enhanced governance and more effective development results. This is the take-home message of the European Commission communication on Local Authorities to the European Parliament, Council, European Economic and Social Committee and the Committee of the Regions. The communication, issued on 15 May 2013, is the second one on the topic, following the first one issued in 2008.

During the preparatory phase, the European Commission (EC) carried out a long consultation process from August to December 2012, which gave voice to a plurality of stakeholders including Local Authorities, Associations of Local authorities, EU institutions and Civil Society Organisations.

The Association of Local Democracy Agency contributed to the work leading to this Communication: in cooperation with PLATFORMA and the EC, on 11 December 2012 ALDA gathered the main representatives of Associations of Local Authorities and Local Authorities representatives from the EaP and Western Balkan countries in Paris in order to address the main concerns regarding development policies of those actors directly to the EC.

The recognition of the role of Local Authorities in securing good governance at local level and of the importance of good governance for sustainable and inclusive development is a crucial step for ALDA, dedicated to good governance and citizens participation at local level since its creation in 1999.
