Founded in 1997 by the Dolenjska municipalities and regional craft-business and chambers of commerce. Initially, Development Centre Novo Mesto worked as a Regional Business Center in the Dolenjska and then to the area of Bela Krajina. In 2000 it expanded its scope of operations to the tasks of regional development agencies for statistical region of South-East Slovenia, which in addition to Dolenjska and Bela Krajina includes the Kočevje-Ribnica area.
