Ukraine Local Democracy Agencies – Assistant

ALDA – The European Association for Local Democracy is dedicated to the promotion of good governance and citizen participation at the local level. ALDA in particular focuses on activities that facilitate cooperation between local authorities and civil society. It was established at the initiative of the Council of Europe’s Congress of Local and Regional Authorities to coordinate and support the network of Local Democracy Agencies. ALDA developed into one of the strongest stakeholders in the field of cooperation between local authorities and civil society engaged in the promotion of local democracy and active citizenship. Since the russian full-scale invasion of Ukraine, ALDA focused its activities on international advocacy for Ukraine, implementation of its Flagship Initiative on Ukraine LDAs, as well as has grown its membership base in Ukraine, which now includes 20 members. The general objective of the current position is to provide support for the ALDA Strategy on Ukraine, which includes network animation, organisation of thematic events and partner meetings, implementation and follow-up on ALDA projects’ activities. 

Terms of Reference

Ukraine LDA Assistant works under the supervision of the Ukraine LDA Coordinator  and in cooperation with all teams of ALDA. 


Responsibilities


Under the supervision of Ukraine LDA Coordinator, the tasks of the “Ukraine LDA Assistant” will include:


Membership and Network Animation

  • Proactive communication and engagement with Ukrainian members and partners;
  • Keeping an up-to-date database of Ukrainian members and partners;
  • Preparing a newsletter for the EU members of ALDA on updates regarding Ukraine;
  • Helping in organisation of online and offline partner meetings and drafting minutes of the meetings.
  • Contribute to the management, implementation and logistical support of LDA activities and events;
  • Planning and coordination of LDA project activities;
  • Provide support in administrative activities related to the operational and management needs of the LDA;
  • Maintain regular contact with local and international partners, facilitating communication and collaboration;
  • Contribute to the drafting of key documents, such as interim and final reports for projects, summary activity reports;
  • Translating documents and project materials into English or other languages as required;

Fundraising:

  • To monitor funding opportunities for ALDA Ukraine members and support them in drafting joint proposals;
  • Seeking and identifying co-financing opportunities to support LDA activities.
  • Keeping an up-to-date database of project applications in progress on Ukraine;
  • To liaise with the Programmes & Development Unit of ALDA for programmes development for Ukraine partners;
  • To follow the drafting and submission of ALDA proposals for Ukraine.

Communication and Visibility:

  • Prepare posts, news, and presentations;
  • Contributing to the visibility of ALDA’s activities in Ukraine;
  • Follow the set-up of the communication infrastructure of ALDA in Ukrainian language with the support of the ALDA Communications Department.
  • Development of networks and partnership relations with local and international bodies;

Other

  • Drafting invitations, briefs, and budgets;
  • Sending invitations and keeping communication with stakeholders; 
  • Supporting ALDA Country Representative in Ukraine in other tasks related to the implementation of ALDA Strategy on Ukraine.

Modalities of Work


Under the responsibility of the Ukraine LDA Coordinator, the colleague will be integrated into the staff of ALDA and will have to use FileMaker (ALDA internal software) as a contact database and report in the system 

  • His/Her contacts and the follow-up missions (at the level of reporting that is the standard of ALDA) 
  • Timesheets should be updated regularly

A dedicated training on contact management will be provided. 

The assignment can include travel both in the EU and Ukraine.


Elegibility


Applicants should meet the following criteria:

  • Minimum Bachelor’s degree in social sciences (international relations, political science, European Studies or similar);
  • Solid knowledge of Ukrainian political system and Ukraine – EU relations;
  • At least 2 years of relevant professional experience in a similar field;
  • Excellent knowledge of English, French and Ukrainian languages is required; any other language is considered as an asset;
  • Excellent drafting skills including project proposals, analytical pieces, diplomatic communication, and policy documents;
  • Capacity to draft budgets in Excel and work in Canva;
  • Capacity to organise and moderate webinars on Zoom;
  • Confident user of Google Workspace (Drive, Gmail, Spreadsheets, Google Docs)
  • Knowledge of MS Office (Word, Excel in particular)
  • Ability to work in a team as well as individually; 
  • Good interpersonal and communication skills; 
  • Work autonomy and proactivity.

Terms of contract 

The contract is meant to be stipulated for a duration of 12 months, renewable, and includes a probation period of 2 months. The contract may have a renewal. 

The Ukraine LDA Assistant must be based in Ukraine (ideally in Kyiv) but will work from home outside of scheduled meetings and events. 

The position consists of a full-time position. 

The contract is a consultancy contract. The salary range is between 1.000-1.400 €/month, based on the experience and qualifications of the candidate.
