Title: EuropeAid – Human Rights & Democracy thematic programme, Country Based Support Scheme for Kosovo allocation 2022 & 2023

Emplacement: Kosovo
Objectif: The global objective of this restricted call for proposals is to empower civil society organisations and to support their efforts to promote, advance and defend human rights and consolidate their role as actors for positive change.
The specific objectives of this call for proposals are:
Lot 1: Shedding light on the fate of missing persons from the 1990s conflict.
Lot 2: Preventing and fighting against all forms of discrimination (based on gender, sexual orientation,
disability, or faced by non-majority groups, elderly people, and children).

Objectif: The global objective of this restricted call for proposals is to contribute to more inclusive and equitable quality education and achievement of the Sustainable Development Goal 4.
The specific objectives of this call for proposals are:
- To assist in introduction of inclusive and equitable quality education with special focus on science, technology, engineering, arts, mathematics (STEAM) and green skills;

Objectif: The global objective of this restricted call for proposals is to contribute to enhancing the democratic governance of Liberia by empowering and building the capacities of the Liberian Civil Society and the Media.
The specific objective is:
Enhance freedom of expression and information by strengthening media professionalism and quality of information delivery while promoting human rights and democracy.

Title: EuropeAid – AU-EU Youth Lab
Deadline of the call: 13 June 2023
Emplacement: All countries
Objectif: The global objective of the AU-EU Youth Lab and this restricted call for proposals is to contribute to the empowerment of youth in Africa and to strengthen their involvement in active, meaningful and innovative ways.
The specific objectives are:
Lot 1 – AU-EU Youth Voices Lab
1 – To ensure that policy-making and decision-making processes around the Africa-EU Partnership are more youth responsive and inclusive and that youth participation and representation is stronger.
2 – To enhance the capacity of young people, youth organisations and key stakeholders active around the AU-EU partnership to advocate for young people’s concerns and priorities at cross-continental, continental, regional and national levels.
Lot 2 – AU-EU Youth Action Lab
3 – To create joint African-European youth-led cooperation activities that pursue long term impact and positive change. These should be supported by the award of small grants to innovative ideas in coordination with pilot dialogue and engagement mechanisms led by young people.

Objectif: The global objective1 of this restricted call for proposals is: “To enhance Civil Society Organisations’ contribution to human rights and human development in Zambia”.
The specific objectives of this call for proposals are:
Lot 1) “To strengthen Zambia’s Civil Society Organisations’ (CSOs) engagement as actors of good governance and development” and;
Lot 2) “To strengthen the respect of environmental rights in Zambia” and;
Lot 3) “To create a space for the meaningful involvement of young people in development cooperation in Zambia, through youth advisory structure(s)”.

Title:LIFE – Energy Performance of Buildings – Creating the conditions to make renovation faster, deeper, smarter, service- and data-driven
Date limite: 16 November 2023
Objectif: This topic contributes to the goals of the EU Renovation Wave strategy and aims to help implement current and future buildings policies, notably in view of the revised Energy Performance of Buildings Directive (EPBD), but considering as well aspects of the New European Bauhaus initiative.
This topic addresses several areas that are key for the achievement of the ambitious EU targets for the decarbonisation of buildings. It aims to develop and deploy approaches that bring actors, markets, frameworks and innovative solutions together to increase the attractiveness of building performance up-grades and to reduce the administrative, logistic and financial burden that still goes along with (deep) retrofitting of buildings. The topic also aims to address the need for quality data to make verification and financing more robust and to help deploy services that valorise building energy efficiency and smartness. Proposals should, where appropriate, explore synergies, while linking to, building on, complementing or promoting the market uptake of results from projects funded under other EU programmes, notably Horizon 2020 and Horizon Europe.

Title:LIFE – BUILD UP Skills – Upskilling and reskilling interventions enabling a decarbonised building stock and energy system integration
Date limite: 16 November 2023
Objectif: The main objective is to increase the number of skilled building professionals at all levels of the building design, operation and maintenance value chain. The focus is on the skills needed to enable the Clean Energy Transition, in particular the EU Renovation Wave, the EU Solar Energy Strategy, the Communication on Digitalising the Energy System – EU action plan, as well as the implementation of the provisions on skills as part of the Fit-for-55 package.
The topic is in line with the Pact for Skills in construction which plans to upskill and reskill overall at least 25% of the workforce of the construction industry in the next 5 years, to reach the target of 3 million workers. In addition, the topic aims to leverage synergies with the upcoming initiatives on digital skills for the energy transition addressed in the framework of the Communication on Digitalising the Energy System.

Title:LIFE – District heating and cooling: Enabling modernisation and fuel switch through support for investment plans and skills development
Date limite: 16 November 2023
Objectif: The overall objective of this topic is to support the clean energy transition and decarbonisation of businesses by strengthening national and regional ecosystems for energy management systems and energy audits and by fostering collaborative approaches between companies. Synergies with relevant EU projects and initiatives such as the Covenant of Companies for Climate and Energy (CCCE) and/or the Enterprise Europe Network (EEN) are encouraged.

Title: LIFE – European Energy Communities Facility
Date limite: 16 November 2023
Objectif: In order to support the growth of energy communities and make projects less dependent on the income level of community members or the availability of support at local level, this topic aims at creating a Facility able to provide support for the early phases of energy community projects. This support shall be designed to reduce the risk of the pre-development phase and thereby create a bridge between the project idea and the launch of the community investment.

Title: LIFE – Alleviating household energy poverty and vulnerability in Europe
Date limite: 16 November 2023
Objectif: Actions should contribute to actively alleviating energy poverty and energy vulnerability and build on the tools, indicators and resources of existing initiatives, such as the Energy Poverty Advisory Hub or the energy poverty pillar of Covenant of Mayors.

Objectif: The topic aims to provide local and regional authorities with the necessary capacity, skills and organisational structures to deliver and implement plans and strategies for the clean energy transition (CET).

Objectif: This topic aims at supporting the creation or replication of One-Stop-Shops, proposing integrated services for clean energy transition in buildings and businesses.

Title: LIFE – Project Development Assistance for sustainable energy investments
Date limite: 16 November 2023
Objectif: Project Development Assistance (PDA) offers technical assistance to public and private project developers to deliver energy efficiency and renewable energy investments of ambition and scale.

Title: LIFE – Towards an effective implementation of key legislation in the field of sustainable energy
Date limite: 16 November 2023
Objectif: Under the Fit for 55 Package to implement the European Green Deal, the Commission proposed a whole set of new measures to revise the main pieces of climate and energy legislation, notably the Energy Efficiency Directive, the Renewable Energy Directive and the Energy Performance of Buildings Directive. The revisions will make the policy framework for sustainable energy more stringent and ambitious. While the legislative framework offers a good amount of flexibility to Member States to design the policy measures according to their needs and framework conditions, accurate monitoring, projecting and evaluation are essential elements of implementation. Importantly, the legislation is strongly interrelated and needs to be implemented and reported in an integrated, consistent way, including through the updates and implementation of the National Energy and Climate Plans, and their biannual integrated progress reports.

Title: LIFE – EUCF 5th call for applications
Date limite: 30 June 2023
The EUCF is open to all municipalities/local authorities, their groupings, and local public entities aggregating municipalities/local authorities from the 27 EU Member States, Iceland and Ukraine. Applicants are required to have a climate and/or energy plan. This includes SECAPs (Sustainable Energy and Climate Action Plans), developed within the Covenant of Mayors initiative, or other climate and/or energy plans with mitigation targets.
Moreover, applicants have to demonstrate political commitment to the development of the Investment Concept through a letter of support, signed by the Mayor or other relevant political representative. The applicant must commit to the EUCF monitoring period of two years.

Objectif: Support the full implementation of the following strategies and plans
– National Energy and Climate Plans (NECP, Regulation on the governance of the energy union and climate action (EU)2018/1999).
– National Energy Efficiency Action Plans (NEEAP).
– National or regional adaptation strategies or action plans.
– Urban or community-based action plans pioneering the transition to a low carbon and/or climate resilient society.
– National, regional or industry-/sector-specific greenhouse gas mitigation strategies or low carbon economy roadmaps contributing to climate neutrality.

Title: Climate Change Mitigation
Date limite: 21 September 2023
Objectif: Projects under the Climate Change Mitigation Priority Area should contribute to the socially just and sustainable transition towards a climate neutral economy by 2050 and to reaching the EU emission reduction target for 2030 to at least 55% compared with 1990 levels.

Objectif: The aim is to facilitate the transition toward a sustainable, circular, toxic-free, energy-efficient/climate-resilient economy and toward a toxic-free environment as well as to protect, restore and improve the quality of the environment.
Le objectif spécifique is to cover one or more of the following topics as fully defined in section 2 of the Call document:
- Activities in support of public administrations’ decision-making and voluntary approaches
- Environmental compliance assurance and access to justice
- Behavioral change and awareness-raising initiatives
Please note that the assessment of the extent to which the project is in line with the specific priorities of the call (part of Award criterion 1) will be done exclusively on the basis of the topics identified and described under section ‘Compliance with LIFE programme objectives and call topic’ of the Standard application form. Please also note that a maximum of two sub-topics will be considered (e.g: “Activities in support of public administration (…) voluntary approaches” et “Behavioral change (…) initiatives”).).

Title: Technical Assistance – Replication – Nature & Biodiversity and Circular Economy & Quality of Life
Date limite: 27 July 2023
Objectif: The objectives of LIFE Technical Assistance – Replication (TA-R) projects are to facilitate the upscaling or replication of results funded under the LIFE programme or, where relevant to fulfil the objectives of the LIFE programme, under another EU-funded programme.
Only proposals in the field of ‘Environment’ (i.e. ‘Nature and Biodiversity’ and ‘Circular Economy and Quality of Life’) will be eligible for this call.

Title: Strategic Integrated Projects – Environment
Date limite: 5 September 2023 – 5 March 2024
Objectif: Support the full implementation of the following plans and strategies:
- Circular Economy: National or Regional Circular Economy Action Plans, Strategies, Roadmaps or similar, which are officially approved, and which include specific and measurable actions, or targets, with a clear timeline and are in line with or complementing the objectives of the EU Circular Economy Action Plan.
- Waste: National and regional Waste Management Plans pursuant to Article 28 of the Waste Framework Directive and/or Waste Prevention Programmes as requested by article 29 of the Waste Framework Directive.
- Water: River basin management plans pursuant to Annex VII to the Water Framework Directive, Flood Risk Management Plans pursuant to the Floods Directive or Marine Strategies pursuant to the Marine Strategy Framework Directive.
- Air: Air quality plans pursuant to the Ambient Air Quality Directive or National Air Pollution Control Programmes pursuant to the National Emission Ceilings Directive.

Objectif: To contribute to European Union objectives for the protection, maintenance and restoration of the Union’s natural capital in its marine, freshwater and terrestrial ecosystems.

Title: Climate Change Adaptation
Date limite: 21 September 2023
Objectif: Projects under this strand should help to achieve the long-term vision of the new EU Strategy on Adaptation to Climate Change that, in 2050, the EU will be a climate-resilient society which is fully adapted to the unavoidable impacts of climate change. Projects should help to reinforce adaptive capacity, strengthen resilience, and reduce vulnerability, in line with the Paris Agreement and the proposed European Climate Law.

Title: Implementation of the Ecodesign, Energy labelling and Tyre labelling policy
Date limite: 7 September 2023
Objectif: The project aims to provide support to environmental and consumer NGOs for their representation in the preparatory process for ecodesign and energy labelling legislation. The tasks to be undertaken under this grant agreement are focused on two areas:
1) Identifying, elaborating and channelling the contribution of consumer and environmental NGOs to the preparatory work for implementing measures (including voluntary agreements) and their reviews under the Ecodesign Directive and the Energy Labelling framework Regulation (in particular during the preparatory studies’ consultation and in the Consultation Forum that will examine the draft implementing measures emerging from the studies). This includes presence in relevant stakeholder meetings, in the Consultation Forum and in other related contexts, and providing the coordinated positions from consumer and environmental organisations at those meetings. The Tyre Labelling Regulation shall also be covered by the project.
2) Ensuring tailored communication to citizens, consumer and environmental organisations of the impacts and benefits of product-specific ecodesign and energy labelling implementing measures, and providing advice to the European Commission as regards its communication activities in this policy area. The deliverables shall include regular progress reports to the Commission concerning their communication process to local, regional and national consumer and environmental organisations.

Objectif: LIFE Climate Change Governance and Information aims at supporting the development, implementation, monitoring and enforcement of the Union legislation and policy on climate change, contributing to climate change mitigation and/or adaptation. This includes improving governance through enhancing the capacities of public and private actors and the involvement of civil society

Title: Nature & Biodiversity and Circular Economy & Quality of Life
Date limite: 7 September 2023
Objectif: Based on article 11 of the LIFE Regulation 2021/783, the LIFE Multi Annual Work Programme 2021-2024, includes the possibility to finance each year a limited number of projects designed to support specific needs for the development and implementation of Union environment policy and legislation. Once a year, in consultation with Member States, the Commission makes an inventory of the specific needs regarding the development and implementation of Union environmental or climate policy and legislation that need to be addressed during the following years and identifies among them the needs that could be addressed by specific projects.

Objectif:
Le projet WYDE prévoit la mise en œuvre de 5 projets différents appelés "Clusters". Dans le cadre du programme de re-subvention, le groupe numéro 1, intitulé "Générer la démocratie: impliquer les OSC de jeunesse dans le soutien à la démocratie", vise à donner aux OSC de jeunesse la possibilité de mettre en pratique les leçons tirées des autres groupes et d'assumer des responsabilités dans des actions concrètes de promotion de l'engagement civique et de la démocratie.
