ALDA is looking for an EU Policy Officer and support to programmes in the Neighbourhood, whose main responsibilities will include:
a) Liaising with the European institutions and in particular with European Commission as for Enlargement and Neighbourhood countries
b) Elaborating policies relevant to the topics of the organization, in order to better orient the work of the organization in the project drafting and make relevant its activities among the different platform we are involved in
c) Possible assistance in drafting relevant projects and implementation of activities in Neighbourhood countries.

Pulsart/Restart 2013 edition: The Witch Hunt
The art festival Pulsart/Restart will take place from Friday 14 June to Saturday 6 July 2013 in Schio (Vicenza, Italy), in the suggestive location of Palazzo Fogazzaro.
Pulsart Restart is a festival dedicated to contemporary arts. Thanks to a partnership with several international organisations, the 2013 edition, named ‘The Witch Hunt’, is strongly transnational, giving expression to Italian and European artists.

Federalism in Europe and in the world: seminar for young people
Every year, 130 young people meet in Ventotene and participate to the seminar about federalism across Europe and the world.
The 32^ edition of the seminar will take place from 1 to 6 September in Ventotene (Latina, Italy). Eighty Italian participants will attend the national seminar focused on the topic of federalism, from Europe to the world. Another 50 young Europeans and non-Europeans will attend the international seminar ‘Europeans and Youth Future’. Thirty Italian and international speakers will participate, and the prize ‘Altiero Spinelli’ for journalism will be awarded.
Registrations are open to all European citizens aged up to 30 years. More information is available on the website of the Institute Altiero Spinelli.

Community theatre paving the way towards European active citizenship
Organised by ALDA in close co-operation with CRT Foundation and the University of Turin, the conference ‘ Crisis and renaissance – Local Community Theatre Paving the Way towards European Active Citizenship’ held on 22 May in Brussels raised awareness about the social and community theatre as a powerful tool for local communities in response to ongoing economic and social crisis.
Impressive visual and narrative presentations of the artistic and theatrical experience in the settlements across Europe showed the community efforts aimed to tackle the crisis and renaissance issues.
In her introductory notes, Ms. Barbara Gessler, Head of Department of Culture in EACEA stated the high relevance of the Caravan project more as the conceptual approach to challenges at local community development level and the bottom-up approach so much needed to ensure a more effective public space for the dialogue of EU citizens with the EU institutions, while the Project Manager Carlo Lingua gave a brief overview of the activities and results achieved during the Caravan local events and the Caravan artists on the road tour connecting Turin, Seville and Holstebro that have taken place over the last twelve months.
Mr. John Macdonald, Head of the Task Force for EYC 2013 reiterated the need for strengthened institutionalized forms of consultation with citizens at the European level and the need for creating of a new narrative for the European Union in support to the future perspective of the social innovation and culture in its broadest sense, rather than only to the narrative of the internal market or economic crisis. Examples of grass-root initiatives for improved participation and consultation forms in policy / decision making promoted by the Local Democracy Agencies were presented by Ms. Imislawa Gorska, Vicepresident of ALDA. She also included the city of Bydgosc promoting a wide range of youth actions aimed to cultural and artistic regeneration of local public spaces. In his presentation, Mr. Ionut Sibian, member of EESC raised a number of concerns related with insufficient involvement of NGO-s and their networks in consultation process at EU level.
During the second thematic panel the keynote speakers were Luisa De Amicis, Executive Director of EUCLID network, Alessandra Rossi Ghiglione, Project Caravan Community Theatre Supervisor, and Alberto Pagliarino, Project Caravan Artistic Director. EUCLID network’s main priority to assist to NGO-s to establish and maintain the dialogue for creating legislative and institutional framework in support to social entrepreneurship as a tool for introducing social innovation in addressing the crisis that has major impact on the excluded or marginalized groups.
Alessandra Rossi Ghiglione and Alberto Pagliarino gave an overview of social and community theatre concept as well as the specific SCT methodology studied at the University Turin. They presented the theoretical and artistic perspective of the concept that started as an experimentation but evolved over the past years to an intrinsic community response to alienation and crisis.
Case studies of the community theatres in action and the origin of their conception were presented in the third panel by Rita Maria fabris (University of Turin), Ms. Mase Moreno (TNT Theatre Seville) and mr. Georgie Zlatarev (Theatre Vazrajdane, Sofia).
The conference ended with a practical workshop of community theatre by Professor Alessandra Rossi Ghiglione, which allowed the participants to experience the power of this tool on themselves during several group exercises and games.
Crise et renaissance: théâtre communautaire et social ouvrant la voie vers la citoyenneté européenne active (Bruxelles, le 22 mai)
Organisé par ALDA en étroite coopération avec la Fondation CRT et l’Université de Turin, la conférence «Crise et renaissance – Théâtre communautaire local ouvrant la voie à Citoyenneté Européenne active» qui s’est tenue le 22 mai à Bruxelles a permis de sensibiliser sur le concept de théâtre social et communautaire comme un outil puissant pour les communautés locales, en réponse à la crise économique et sociale en cours.
Des présentations visuelles et narratives impressionnantes de l’expérience artistique et théâtrale à travers l’Europe ont exposé les efforts communautaires visant à lutter contre la crise et les problèmes de la Renaissance.
Dans ses notes d’introduction, Mme Barbara Gessler, chef du Département de la culture à l’Agence exécutive Éducation, audiovisuel et culture) a présenté la forte pertinence du projet CARAVAN plus comme l’approche conceptuelle face aux défis au niveau de développement de la communauté locale et l’approche bottom-up tellement nécessaires pour assurer une plus espace public efficace pour le dialogue des citoyens de l’UE avec les institutions de l’UE, tandis que le chef de projet Carlo Lingua a donné un bref aperçu des activités et des résultats obtenus lors des événements locaux du projet CARAVAN et sur les artistes ayant pris part à la tournée sur la route reliant Turin, Séville et Holstebro qui ont eu lieu au cours des douze derniers mois.
M. John Macdonald, chef de la Task Force pour l’Année européenne des citoyens 2013 a réaffirmé la nécessité de renforcer les formes institutionnalisées de consultation avec les citoyens au niveau européen et la nécessité de la création d’une logique de l’Union européenne en faveur de la perspective d’avenir de l’innovation sociale et de la culture dans son sens le plus large, plutôt que seulement une logique de marché intérieur ou de crise économique. Des illustrations d’initiatives de terrain pour une meilleure participation et les formes de consultation en matière de politique / de prise de décision promues par les Agences de la Démocratie Locale ont été présentés par Mme Imislawa Gorska, vice-président de l’ALDA. Elle a aussi inclus la ville de Bydgosc dans sa présentation, comme un espace promouvant un large éventail d’actions de la jeunesse visant à la revitalisation culturelle et artistique des espaces publics locaux. Dans sa présentation, M. Ionut Sibian, membre du CESE a soulevé un certain nombre de préoccupations liées à la participation insuffisante des ONGs et de leurs réseaux dans le processus de consultation au niveau européen.
Au cours du deuxième panel thématique les principaux intervenants étaient Luisa De Amicis, directrice exécutive du réseau Euclid, Alessandra Rossi Ghiglione, Surpervisatrice du Projet CARAVAN de Théatre Commaunautaire et Alberto Pagliarino, directeur artistique du projet CARAVAN. La principale priorité du réseau d’Euclid pour aider les ONG-s à établir et maintenir le dialogue permettant la création d’un cadre législatif et institutionnel d’appui à l’entrepreneuriat social comme un outil pour concevoir l’innovation sociale pour faire face à la crise qui a un impact majeur sur les groupes exclus ou marginalisés.
Alessandra Rossi Ghiglione et Alberto Pagliarino ont donné un aperçu du concept de théâtre social et communautaire ainsi que la méthodologie spécifique de TSC enseignée à l’Université de Turin. Ils ont présenté la perspective théorique et artistique du concept qui a commencé comme une expérimentation mais a évolué au cours des dernières années vers une réponse intrinsèque à la communauté contre l’aliénation et la crise.
Des études de cas de théâtres communautaires dans l’action et l’origine de leur conception ont été présentés durant la troisième intervention par Rita Maria Fabris (Université de Turin), Mme Mase Moreno (TNT théâtre Séville) et mr. Georgie Zlatarev (Théâtre Vazrajdane, Sofia).
La conférence s’est terminée par un atelier pratique de théâtre communautaire dispensé par la professeur Alessandra Rossi Ghiglione, qui a permis aux participants de faire l’expérience de la puissance de cet outil sur eux-mêmes durant plusieurs exercices et jeux collectifs.
Crisi e rinascita: il Teatro sociale e di comunità apre la strada alla cittadinanza attiva europea
Organizzata da ALDA in stretta collaborazione con la Fondazione Cassa di Risparmio di Torino e l’Università di Torino, la confereza ‘Crisi e rinascita: il teatro locale di comunità apre la strada alla cittadinanza attiva europea’ tenutasi il 22 maggio a Bruxelles ha aumentato la consapevolezza del teatro sociale e di comunità, potente strumento per le comunità locali per combattere la crisi economica e sociale in atto.
Suggestie presentazioni delle esperienze artistiche e teatrali in giro per l’Europa hanno mostrato gli sforzi delle comunità per affrontare le tematiche della crisi e della rinascita.
Durante la sua introduzione, Barbara Gessler, a capo del Dipartimento Cultura di EACEA, ha sottolineato l’alta rilevanza del progetto Caravan e del suo approccio concettuale alle sfide dello sviluppo delle comunità locali, assieme all’approccio bottom-up che garantisce uno spazio pubblico più efficace epr il dialogo tra cittadini e istituzioni europee. Il Project Manager Carlo Lingua ha illustrato brevemente le attività e i risultati raggiunti grazie agli eventi locali del progetto Caravan, che ha portato artisti in un tour internazionale che ha toccato Torino, Siviglia e Holstebro durante gli ultimi dodici mesi.
John Macdonald, a capo del gruppo di lavoro EYC 2013, ha reiterato il bisogno di forme di consultazione istituzionalizzate dei cittadini a livello locale in Europa, e il bisogno di creare una nuova ‘narrativa’ per l’Unione Europea, che supporti le prospettive future di innovazione sociale e culturali in senso lato, piuttosto che una narrativa basata sul mercato di lavoro interno o sulla crisi economica.
Esempi di iniziative dal basso per promuovere la partecipazione e forme di consultazione nello sviluppo di politiche sostenute dalle Agenzie di Democrazia Locale sono stati presentati da Imislawa Gorska, Vicepresidente di ALDA, che ha anche presentato la vasta gamma di azioni giovanili mirate alla rigenerazione artistica di luoghi pubblici nella città di Bydgosc. Ionut Sibian, membro di EESC, ha messo in luce durante la sua presentazione diverse preoccupazioni legate al coinvolgimento non sufficiente delle NGO e delle loro reti nei processi consultivi a livello europeo.
Durante il secondo pannello di discussione tematico, i presentatori sono stati Luisa De Amicis, Direttore Esecutivo del network EUCLID, Alessandra Ghiglione, Supervisore del progetto di teatro di comunità Caravan, e Alberto Pagliarino, Direttore Artistico di Caravan. La priorità del network EUCLID è assistere le ONG nel processo per creare e mantenere un dialogo per la creazione di una cornice legislativa e istituzionale che supporti l’imprenditorialità sociale come strumento per l’innovazione sociale, che affronti la crisi e il suo impatto forte sugli esclusi e sui gruppi marginali.
Alessandra Rossi Ghighlione e Alberto Pagliarino hanno presentato il concetto di teatro sociale e di comunità e la metodologia SCT studiata all’Università di Torino. Il concetto è nato come un esperimento, ma negli ultimi anni si è evoluto in una risponsta intrinseca delle comunità all’alienazione e alla crisi.
Esempi pratici di teatro di comunità in azione sono stati presentati da Rita Maria Fabris (Università di Torino), Mase Moreno (TNT Teatro, Siviglia) e Georgie Zlatarev (Teatro Vazrajdane, Sofia).
La conferenza si è conclusa con un laboratorio pratico di teatro di comunità a cura della Professoressa Alessandra Rossi Ghighlione, che ha permesso ai partecipanti di sperimentare sulla propria pelle le potenzialità di questo strumento grazie a diversi giochi ed esercizi di gruppo.
Кризис и возрождение: общественный и любительский театр подготавливает почву для европейской активной гражданской позиции
Будучи организованной Ассоциацией ALDA в тесном сотрудничестве с Фондом CRT и Университетом Турина, конференция «КРИЗИС И ВОЗРОЖДЕНИЕ – МЕСТНЫЙ ЛЮБИТЕЛЬСКИЙ ТЕАТР ПОДГОТАВЛИВАЕТ ПОЧВУ ДЛЯ ЕВРОПЕЙСКОЙ АКТИВНОЙ ГРАЖДАНСКОЙ ПОЗИЦИИ», прошедшая 22 мая в Брюсселе, обратила внимание общественности на общественный и любительский театр как на мощное средство местных сообществ в ответ на текущий экономический и социальный кризис.
Впечатляющая визуальная и нарративная презентация артистического и театрального опыта в населенных пунктах по всей Европе продемонстрировала усилия сообщества, цель которых рассмотрение проблем кризиса и возрождения.
В своем вступительном заявлении г-жа Барбара Гесслер (Barbara Gessler), глава Департамента культуры EACEA, констатировала большую значимость проекта «Караван» как концептуального подхода к вызовам, встречающимся на местном уровне развития сообщества и как восходящего подхода, так необходимого для обеспечения более эффективного общественного пространства для диалога граждан ЕС с институтами ЕС, тогда как Карло Лингва (Carlo Lingua),Руководитель проекта, сделал краткий обзор деятельности и результатам, достигнутым во время проведения местных мероприятий по проекту «Караван», а также поблагодарил актеров проекта «Караван», находившихся на гастролях в Турине, Севилье и Холстебро в течение последних двенадцати месяцев.

В своей презентации г-н Ионут Сибиан (Ionut Sibian),член Европейского экономического и социального комитета (EESC), поднял ряд вопросов, относящихся к недостаточному вовлечению НГО и их сетей в консультационный процесс на уровне ЕС.

Des présentations visuelles et narratives impressionnantes de l’expérience artistique et théâtrale à travers l’Europe ont exposé les efforts communautaires visant à lutter contre la crise et les problèmes de la Renaissance.
Dans ses notes d’introduction, Mme Barbara Gessler, chef du Département de la culture à l’Agence exécutive Éducation, audiovisuel et culture) a présenté la forte pertinence du projet CARAVAN plus comme l’approche conceptuelle face aux défis au niveau de développement de la communauté locale et l’approche bottom-up tellement nécessaires pour assurer une plus espace public efficace pour le dialogue des citoyens de l’UE avec les institutions de l’UE, tandis que le chef de projet Carlo Lingua a donné un bref aperçu des activités et des résultats obtenus lors des événements locaux du projet CARAVAN et sur les artistes ayant pris part à la tournée sur la route reliant Turin, Séville et Holstebro qui ont eu lieu au cours des douze derniers mois.
M. John Macdonald, chef de la Task Force pour l’Année européenne des citoyens 2013 a réaffirmé la nécessité de renforcer les formes institutionnalisées de consultation avec les citoyens au niveau européen et la nécessité de la création d’une logique de l’Union européenne en faveur de la perspective d’avenir de l’innovation sociale et de la culture dans son sens le plus large, plutôt que seulement une logique de marché intérieur ou de crise économique. Des illustrations d’initiatives de terrain pour une meilleure participation et les formes de consultation en matière de politique / de prise de décision promues par les Agences de la Démocratie Locale ont été présentés par Mme Imislawa Gorska, vice-président de l’ALDA. Elle a aussi inclus la ville de Bydgosc dans sa présentation, comme un espace promouvant un large éventail d’actions de la jeunesse visant à la revitalisation culturelle et artistique des espaces publics locaux. Dans sa présentation, M. Ionut Sibian, membre du CESE a soulevé un certain nombre de préoccupations liées à la participation insuffisante des ONGs et de leurs réseaux dans le processus de consultation au niveau européen.
Au cours du deuxième panel thématique les principaux intervenants étaient Luisa De Amicis, directrice exécutive du réseau Euclid, Alessandra Rossi Ghiglione, Surpervisatrice du Projet CARAVAN de Théatre Commaunautaire et Alberto Pagliarino, directeur artistique du projet CARAVAN. La principale priorité du réseau d’Euclid pour aider les ONG-s à établir et maintenir le dialogue permettant la création d’un cadre législatif et institutionnel d’appui à l’entrepreneuriat social comme un outil pour concevoir l’innovation sociale pour faire face à la crise qui a un impact majeur sur les groupes exclus ou marginalisés.
Alessandra Rossi Ghiglione et Alberto Pagliarino ont donné un aperçu du concept de théâtre social et communautaire ainsi que la méthodologie spécifique de TSC enseignée à l’Université de Turin. Ils ont présenté la perspective théorique et artistique du concept qui a commencé comme une expérimentation mais a évolué au cours des dernières années vers une réponse intrinsèque à la communauté contre l’aliénation et la crise.
Des études de cas de théâtres communautaires dans l’action et l’origine de leur conception ont été présentés durant la troisième intervention par Rita Maria Fabris (Université de Turin), Mme Mase Moreno (TNT théâtre Séville) et mr. Georgie Zlatarev (Théâtre Vazrajdane, Sofia).
La conférence s’est terminée par un atelier pratique de théâtre communautaire dispensé par la professeur Alessandra Rossi Ghiglione, qui a permis aux participants de faire l’expérience de la puissance de cet outil sur eux-mêmes durant plusieurs exercices et jeux collectifs.
Crisi e rinascita: il Teatro sociale e di comunità apre la strada alla cittadinanza attiva europea
Organizzata da ALDA in stretta collaborazione con la Fondazione Cassa di Risparmio di Torino e l’Università di Torino, la confereza ‘Crisi e rinascita: il teatro locale di comunità apre la strada alla cittadinanza attiva europea’ tenutasi il 22 maggio a Bruxelles ha aumentato la consapevolezza del teatro sociale e di comunità, potente strumento per le comunità locali per combattere la crisi economica e sociale in atto.
Suggestie presentazioni delle esperienze artistiche e teatrali in giro per l’Europa hanno mostrato gli sforzi delle comunità per affrontare le tematiche della crisi e della rinascita.
Durante la sua introduzione, Barbara Gessler, a capo del Dipartimento Cultura di EACEA, ha sottolineato l’alta rilevanza del progetto Caravan e del suo approccio concettuale alle sfide dello sviluppo delle comunità locali, assieme all’approccio bottom-up che garantisce uno spazio pubblico più efficace epr il dialogo tra cittadini e istituzioni europee. Il Project Manager Carlo Lingua ha illustrato brevemente le attività e i risultati raggiunti grazie agli eventi locali del progetto Caravan, che ha portato artisti in un tour internazionale che ha toccato Torino, Siviglia e Holstebro durante gli ultimi dodici mesi.
John Macdonald, a capo del gruppo di lavoro EYC 2013, ha reiterato il bisogno di forme di consultazione istituzionalizzate dei cittadini a livello locale in Europa, e il bisogno di creare una nuova ‘narrativa’ per l’Unione Europea, che supporti le prospettive future di innovazione sociale e culturali in senso lato, piuttosto che una narrativa basata sul mercato di lavoro interno o sulla crisi economica.
Esempi di iniziative dal basso per promuovere la partecipazione e forme di consultazione nello sviluppo di politiche sostenute dalle Agenzie di Democrazia Locale sono stati presentati da Imislawa Gorska, Vicepresidente di ALDA, che ha anche presentato la vasta gamma di azioni giovanili mirate alla rigenerazione artistica di luoghi pubblici nella città di Bydgosc. Ionut Sibian, membro di EESC, ha messo in luce durante la sua presentazione diverse preoccupazioni legate al coinvolgimento non sufficiente delle NGO e delle loro reti nei processi consultivi a livello europeo.
Durante il secondo pannello di discussione tematico, i presentatori sono stati Luisa De Amicis, Direttore Esecutivo del network EUCLID, Alessandra Ghiglione, Supervisore del progetto di teatro di comunità Caravan, e Alberto Pagliarino, Direttore Artistico di Caravan. La priorità del network EUCLID è assistere le ONG nel processo per creare e mantenere un dialogo per la creazione di una cornice legislativa e istituzionale che supporti l’imprenditorialità sociale come strumento per l’innovazione sociale, che affronti la crisi e il suo impatto forte sugli esclusi e sui gruppi marginali.
Alessandra Rossi Ghighlione e Alberto Pagliarino hanno presentato il concetto di teatro sociale e di comunità e la metodologia SCT studiata all’Università di Torino. Il concetto è nato come un esperimento, ma negli ultimi anni si è evoluto in una risponsta intrinseca delle comunità all’alienazione e alla crisi.
Esempi pratici di teatro di comunità in azione sono stati presentati da Rita Maria Fabris (Università di Torino), Mase Moreno (TNT Teatro, Siviglia) e Georgie Zlatarev (Teatro Vazrajdane, Sofia).
La conferenza si è conclusa con un laboratorio pratico di teatro di comunità a cura della Professoressa Alessandra Rossi Ghighlione, che ha permesso ai partecipanti di sperimentare sulla propria pelle le potenzialità di questo strumento grazie a diversi giochi ed esercizi di gruppo.

Будучи организованной Ассоциацией ALDA в тесном сотрудничестве с Фондом CRT и Университетом Турина, конференция «КРИЗИС И ВОЗРОЖДЕНИЕ – МЕСТНЫЙ ЛЮБИТЕЛЬСКИЙ ТЕАТР ПОДГОТАВЛИВАЕТ ПОЧВУ ДЛЯ ЕВРОПЕЙСКОЙ АКТИВНОЙ ГРАЖДАНСКОЙ ПОЗИЦИИ», прошедшая 22 мая в Брюсселе, обратила внимание общественности на общественный и любительский театр как на мощное средство местных сообществ в ответ на текущий экономический и социальный кризис.
Впечатляющая визуальная и нарративная презентация артистического и театрального опыта в населенных пунктах по всей Европе продемонстрировала усилия сообщества, цель которых рассмотрение проблем кризиса и возрождения.
В своем вступительном заявлении г-жа Барбара Гесслер (Barbara Gessler), глава Департамента культуры EACEA, констатировала большую значимость проекта «Караван» как концептуального подхода к вызовам, встречающимся на местном уровне развития сообщества и как восходящего подхода, так необходимого для обеспечения более эффективного общественного пространства для диалога граждан ЕС с институтами ЕС, тогда как Карло Лингва (Carlo Lingua),Руководитель проекта, сделал краткий обзор деятельности и результатам, достигнутым во время проведения местных мероприятий по проекту «Караван», а также поблагодарил актеров проекта «Караван», находившихся на гастролях в Турине, Севилье и Холстебро в течение последних двенадцати месяцев.

Она также включила город Быдгощ, поощряющий разнообразные акции молодежи, нацеленные на культурное и артистическое возрождение местных общественных пространств. В своей презентации г-н Ионут Сибиан (Ionut Sibian),член Европейского экономического и социального комитета (EESC), поднял ряд вопросов, относящихся к недостаточному вовлечению НГО и их сетей в консультационный процесс на уровне ЕС.

Алессандра Росси Гильоне и Альберто Пальярино сделали обзор концепции общественного и любительского театра, а также специальной методологии SCT , изучаемой в Университете Турина. Они представили теоретическую и художественную перспективу концепции, которая начиналась как эксперимент, но превратилась за последние годы в подлинный ответ сообщества на отчужденность и кризис.

European Commission stresses the importance of Local Authorities for enhanced governance and more effective development
Empowering Local Authorities in partner countries is key to enhanced governance and more effective development results. This is the take-home message of the European Commission communication on Local Authorities to the European Parliament, Council, European Economic and Social Committee and the Committee of the Regions. The communication, issued on 15 May 2013, is the second one on the topic, following the first one issued in 2008.
During the preparatory phase, the European Commission (EC) carried out a long consultation process from August to December 2012, which gave voice to a plurality of stakeholders including Local Authorities, Associations of Local authorities, EU institutions and Civil Society Organisations.
The Association of Local Democracy Agency contributed to the work leading to this Communication: in cooperation with PLATFORMA and the EC, on 11 December 2012 ALDA gathered the main representatives of Associations of Local Authorities and Local Authorities representatives from the EaP and Western Balkan countries in Paris in order to address the main concerns regarding development policies of those actors directly to the EC.
The recognition of the role of Local Authorities in securing good governance at local level and of the importance of good governance for sustainable and inclusive development is a crucial step for ALDA, dedicated to good governance and citizens participation at local level since its creation in 1999.

ALDA at the First International Seminar of the project TYEC
Within the framework of the TYEC project, led by UIL Italy, ALDA contributed, as partner organisation, to the success of the first international Seminar on “Youth generations and labour market” organised in Madrid on 23 May 2013.
The event brought together different stakeholders such as Fondazione Giacomo Brodolini, CIREM Foundation, European Trade Union Confederation, CEOE Spanish Employers’ Association, UIL Tuscany, Youth Secretariat of Comisiones Obreras and Masion de l’Europe de Caen Basse-Normandie and was an occasion to debate on an issue of strong impact such as youth unemployment.
The panel adopted a wide perspective involving academic figures, trade unions as well as representatives of youth organisations and several measures were identified to tackling youth unemployment: structural reforms of labour markets at national level and application of the Youth Guarantee schemes, foster youth mobility, more coordination between the education sector and the labour market (Youth in the Move was mentioned as a good flagship measure of the EU in this direction), link the education system to enterprises’ demands, foster cooperation between educational policies and policies on economic growth, stronger involvement of all interested actors in smoothing the transition from the education system to the labour market and avoid the market as only regulator of the transition, more resources on the analysis of the data as in many contexts there is a lack of a clear view on youth unemployment, more welfare measures for protecting those who cannot find or lose the job, improve the role of job agencies as in some cases the lack of information is the main problem of the gap between job demands and job offers, and foster youth entrepreneurship.
ALDA’s contribution to the session brought in examples of tested and successful measures drawn from concrete actions put effectively into place by the partnership LAs-CSOs. The multi-stakeholder perspective was showcased by Mr Luigi Romildo, Coordinator of Maison de l’Europe, Caen Basse-Normandie who was identified as a panellist among the many members of ALDA.
Mr Romildo highlighted a few relevant indicators related to youth unemployment: the gap is not only between generations, with the youngsters as main category affected by the crises, but differences are also significant within the youth category itself, given the strong disparities among territories; successful experimental projects in France showcased that the multi-stakeholder approach, gathering not only governmental actors at different levels but also CSOs, is a winning approach; in France, youth policies are not specifically focused on tackling youth unemployment as such but are part of a more general framework that encompasses youth social inclusion and youth active citizenship as well.

ALDA starts mini grant programme in Belarus and calls for international partners
ALDA and the project partners are now officially starting the TANDEM II project. The project starts with a call for application for mini-grants and partnership projects for promoting sustainable development in Belarus. The mini-grants are open for Belarusian NGOs, initiative groups and local authorities – the guidelines and applications form can be downloaded here (الإنجليزية أو الروسية).
The mini-grants for the civic initiatives are up to 5,000 Euro and for partnership projects up to 9,000 Euro. These grants will support concrete activities focussing on building sustainable development and cooperation between civil society and local authorities. The deadline for applications is 31 July.
As part of the partnership projects the TANDEM steering committee will identify international partners (NGOs or local authorities) from other European countries who are interested in developing their contacts and support the democratic development in Belarus. These international partners will participate in a partnership project to share their experience and support the implementation of the project.
ALDA is therefore calling interested NGOs and local authorities who are interested in sharing their experience and support civil society activities in Belarus to contact ALDA to be included in the pool of possible international partners for the partnership projects. A conference for the groups that have been awarded grants will take place in the autumn this year and will also include the international partners of the partnership projects. This conference will discuss and share experiences and ideas between the projects that will be supported as part of the TANDEM II project.

Quality inclusion within EVS projects: Looking for French participants to our seminar
We are looking for French participants – or French resident participants – for the Partnership building seminar on quality inclusion within EVS projects among EU, EECA and SEE countries which will take place from 15 to 22 June 2013 in Recoaro Terme, Vicenza, Italy.
The overall aim of the partnership building seminar is to prepare youth workers, mentors, sending coordinators, EVS coordinators for being aware and raising understanding about quality aspects of inclusion within EVS projects according to proposals of Youth in Action programme with special focus on EU and EECA and SEE countries.
Specific learning objectives of the partnership building seminar are:
– To clarify the challenges of European Voluntary Service regarding to inclusion strategies of host and sending organisations;
– To raise awareness and learn the ways to ensure active participation of young volunteer with fewer opportunities during planning, preparation, implementation and evaluation of EVS projects;
– To strengthen the cooperation between mentors, sending coordinators and representatives of coordinator organisation between EU and EECA and SEE countries;
– To prepare qualitative European Voluntary Service projects with special focus on inclusion;
– To reflect on participants’ experiences and create recommendations for management of next projects within the programme “YOUTH in ACTION”.
Financial conditions
Food and accommodation will be provided by the organizers. 70% of travel costs will be reimbursed after the course, while 30% of travel costs has to be paid by the participant. Tickets and bills related to travel costs must be handed in for reimbursement; reimbursement will only cover documented costs, and the ceiling for cost reimbursement is 500 € (in case your travel cost are equal or more than 500 €, 70% of 500 € will be reimbursed while the remaining will not).
