Founded in 2008, the U.S. Russia Foundation (USRF) makes grants to support a healthy private sector, rule of law, and civil society in Russia, in the conviction that these are necessary for an accountable, democratic government that will mean a better future for Russians and the U.S.-Russia relations.

The Foundation is the legacy organization of the U.S. Russia Investment Fund (TUSRIF), a $329 million 501(c)(3) organization founded by the U.S. Government under the Support for Eastern European Democracy Act of 1989 and the Freedom Support Act of 1992. USRF works in partnership with the U.S. Government through the U.S. Agency for International Development (USAID), which was assigned to oversee congressional appropriations to the Fund.

USRF makes grants in three main lanes, Sustainable Economic Development, Rule of Law, Education Exchanges and Community Building, which are all fundamental building blocks of a healthy, independent private sector for Russia and more productive long-term U.S. Russia relations.
