Description: Following on from previous calls for projects, the third call for projects from the three thematic support funds “Culture”, “Democracy”, “Research & Innovation” and the Agora Scheme of the three-year “Strasbourg European Capital” contract is now open.
A. Culture Fund: Culture is one of the key features of this three-year contract and for the region, which hosts leading cultural institutions on the European and international scene, contributing to Strasbourg’s European influence. The cultural ambitions of the three-year contract partners are also reflected in their respective strategies for strengthening iconic cultural offerings. In order to promote Strasbourg as a European capital, the signatories have committed to supporting various actions, in particular the creation, financing, running and management of three funds, including a cultural support fund. The aim of this fund is to ensure Strasbourg’s European influence by promoting European and democratic values ​​through culture. Its purpose is to support, encourage, and enhance the European dimension of projects led by creative organisations, heritage organisations, and artists.


B. Democracy Fund: The Democracy support fund aims to contribute to the European and international influence of Strasbourg and its region through the selection of projects highlighting Strasbourg in the areas of democracy, human rights and European values ​​and citizenship. To this end, the actions supported by the Democracy Fund must fall within one or more of the following objectives:
– strengthen Strasbourg’s status as European capital;
– strengthen links between citizens, associations, foundations, consular and diplomatic corps, European institutions and international organizations present or operating in Strasbourg;
– promote European and democratic values ​​and European citizenship, in particular through European and international cooperation;
– bring together stakeholders committed to the European model of promoting human rights and education for European citizenship in the member countries of the European Union and the Council of Europe.


C. Research and Innovation Fund: Research & Innovation Fund: The objective of the Research and Innovation support fund is to contribute to the European influence of Strasbourg and its region, in particular by promoting research and innovation projects with a high impact for the region and for businesses and society. They must be aligned with state and local government policies. Where appropriate, they may contribute to the development of scientific, technical, and industrial culture initiatives. Sustained attention will be paid to projects that have the potential to be promoted to the economic world and society.



D. Agora: The Agora Strasbourg European Capital was established by the City and Eurometropolis of Strasbourg in August 2020 and aims to collectively promote a European strategy, one of the priority issues of which is the promotion of the seat of the European Parliament in Strasbourg. The Agora aims to be a place for dialogue, coordination of joint actions, and the support and implementation, including financial, of initiatives for the promotion of Europe in Strasbourg. To this end, the actions supported by the Agora system must fall within one or more of the following objectives:
– Promote the European status of Strasbourg, European capital;
– Strengthen Strasbourg as the European capital of citizenship and work towards a European culture shared by all;
– Guarantee openness to as many people as possible to enable everyone to take ownership of the European cause of Strasbourg, particularly those most distant from European issues (education for European citizenship).
