The report “looked primarily at democracy support in foreign policy while recognising that European actors have a key role to play in supporting democracy within Europe. Several chapters touch on this without looking into the policies and programmes within the Union, particularly because these are far less developed than those facing the world outside Europe. This will certainly change in the coming years“.
