TECLA is an association of local authorities and recognised as a Public Equivalent Body within the meaning of the Community Directive 2004/18 established in 1993, with offices in Rome and Brussels. TECLA was created to respond to improve the participation of local authorities in funds directly managed by the European Commission or to Agencies or Technical Secretariats and territorial cooperation. Since 2001, through a framework agreement, the association assists the Union of the Provinces of Italy in the management of projects to finance the European funds.
