Denys Tkachov joined ALDA in December 2024 as a Member of the Scientific Committee of the International School for Local Democracy. Deeply committed to enhancing local governance, he has spent over a decade advocating for municipal development, decentralized cooperation and civic engagement.
In his previous roles, Denys accumulated extensive experience driving regional development and intermunicipal partnerships. Notably, he served as a Regional Hub Manager and Deputy Head of the Regional Operations Unit for the GIZ/U-LEAD with Europe Programme, where he managed six regional offices and fostered cross-border municipal cooperation through the Bridges of Trust Initiative. He also brought his expertise to the public sector as a department head within the Kharkiv Regional State Administration, coordinating international development projects, twinning programs and local governance support. Since 2016, he has also contributed as an expert for the Team Europe Initiative of the EU Delegation to Ukraine.
His current research and technical expertise focus heavily on the intersection of modern technology and civic engagement. Denys is currently a PhD candidate at the Université de Limoges, where his doctoral thesis explores the use of Artificial Intelligence in local democracy. Within ALDA, he leverages this background to advise on curriculum development and innovative methodologies centered on digital transformation and local democracy.
Originally from Ukraine, Denys is deeply embedded in civil society and professional capacity building. He is the co-founder and administrator of the Grant Management Community of Ukraine, a professional society uniting over 19,000 representatives across governmental, non-governmental and international sectors. Now based in France, he serves as a board member for the local association UKRAINKA in Limoges, promoting cultural exchange and humanitarian aid. His diverse trajectory across public administration, international development, and academic research fuels his dedication to strengthening the global local democracy movement.
