Conferenza della rete internazionale: inclusione ed empowerment di migranti e rifugiati
Rete di progetti 3STEPS in Grecia, Italia, Turchia, Francia e Spagna
La conferenza internazionale 3STEPS, intitolata "Inclusione sociale di migranti e rifugiati (poco qualificati) nell'istruzione. Join 3STEPS network" si è svolta il 23 novembre 2022 a Strasburgo. Ospitati da ALDA, i partner e gli ospiti (sia online che offline) hanno partecipato attivamente alla conferenza, cogliendone il meglio.
Da un punto di vista generale, il progetto 3STEPS intende sostenere l'inclusione sociale di migranti e rifugiati promuovendo due metodologie precedentemente implementate: la "Metodologia dell'istruzione di base" e "Tandem Now". Nello specifico, il progetto intende aumentare le possibilità di migranti e rifugiati di rimanere all'interno del sistema educativo e professionale del Paese ospitante, fornendo loro competenze di base e una base stabile per ulteriori risultati personali.
La prima parte della conferenza è stata dedicata ad approfondimenti sulle attività realizzate e sui risultati del progetto, sulla base delle informazioni raccolte da ciascun partner. Ecco gli aspetti principali:

- Basic education training to improve skills on literacy, numeracy and digital skills
- Vocational orientation and blended learning by role models mentors
- Social inclusion and mutual learning activities
- Dopo aver fornito una panoramica sul contesto italiano, il CESIE ha illustrato il lavoro svolto in termini di mentoring. Quest'ultimo si riferisce alle attività di orientamento o di informazione sviluppate in base alle esigenze dei mentee mentori con background migratorio esperti dal punto di vista linguistico e culturale.
- Allo stesso modo, Mozaik ha ricordato come, grazie al progetto 3STEPS, l'organizzazione sia stata in grado di creare uno spazio per i giovani migranti/rifugiati in Turchia per contribuire con i loro talenti e le loro forze al benessere dell'intera società nel lungo periodo. Per questo motivo, la formazione è stata un modo per aumentare la loro motivazione e immaginare i loro percorsi futuri.
- Un grande approfondimento sia in termini di contesto greco sui minori non accompagnati, sia in termini di formazione dei formatori. In qualità di responsabile del pacchetto di lavoro, Symplexis ha condiviso con il pubblico le attività svolte, introducendo il concetto di "mentori come modelli di ruolo", .attraverso il volontariato. In altre parole, i mentori sostengono i giovani nell'orientamento professionale, negli studi e nel rafforzamento delle loro competenze di vita.
Inoltre, come sottolineato dai partecipanti, ciò che è assolutamente necessario quando si parla di "Educazione inclusiva" è il miglioramento della collaborazione tra le diverse parti interessate, che richiede azioni costanti e la condivisione di conoscenze, strumenti e buone pratiche attraverso una solida rete.
Quest'ultimo è quindi tra le volontà alla base del progetto: creare un gruppo di persone interessate all'argomento, in modo da avere una collaborazione internazionale, lavorando al contempo per sviluppare un policy brief, utile per ulteriori studi e miglioramenti. Un approccio olistico che prenda in considerazione sia lo sviluppo educativo che quello professionale, concentrandosi sulle peculiarità degli individui, è al centro dell'"Educazione inclusiva": pertanto, avere una rete che lavori per facilitare e riflettere su questi punti sarà di grande valore.
Nel complesso, la Conferenza internazionale di networking ha segnato una tappa importante per l'ulteriore localizzazione dell'evento, per il coinvolgimento di organizzazioni e cittadini di Strasburgo e per la diffusione della consapevolezza e dello scambio sull'educazione inclusiva.

Wroclaw Declaration: European institutions and Civil Society Organisations together for Ukraine
November marked an important milestone in developing cooperation for democracy. The high-level conference organised by Regional Representation of the European Commission in Wroclaw and the College of Eastern Europe, further testified the commitment not only of ALDA, but also of many international and multi-stakeholders in supporting Ukraine.
Held in Wroclaw and entitled "Development Cooperation for Democracy: the role of local governments and civil society. A multistakeholder tool to support Ukraine”, the conference gathered different actors, be they institutions or civil society organisations, to exchange and reflect on how to develop a holistic approach to respond to the crisis.
"Today, at the House of Europe in Wrocław, we are talking about development cooperation for democracy and support for Ukraine fighting for our common freedom”, said Mr. Jacek Wasik, Director of the Regional Representation of the European Commission in Wroclaw in his opening speech. The same spirit of cooperation and hope was also stressed by Laurynas Vaičiūnas, Chairman of the Foundation College of Eastern Europe
The added value of this conference was underlined by the representative of the city of Wroclaw as well; recalling the deep bond among noth only the two countries, but also among the Polish city with the two sisters-cities in Ukraine: Lviv and Kyiv.
Allo stesso modo, Oriano Otočan, ALDA President, shared the experience of the Association in the management of post-conflict situations. Thus, ALDA itself was initiated after the war in Western Balkans, bringing together both local and international stakeholders to ease the situation and provide solutions.
If on the one hand democracy is now under attack in Ukraine, on the other hand and especially for the Country of Kyiv, the decentralisation process is fundamental. As mentioned by Giulio Venneri, Team leader, Rule of law and Democracy Team, DG NEAR, European Commission, local leadership is the key element now also in order to guarantee future resilience.

Furthermore, support should be given also in terms of finance, as well as “on-site” projects: the renovation of a school building is among the examples illustrated by Marcin Krzyżanowski Deputy Marshall of the Lower Siliesia Voivodoship.
A further insight on the local situation has been provided by Svitlana Yarova, Member of the City Council Vinnitsa, Deputy Head of the Institut for City Development, who presented the integrated development of Vinnystia. In addition, Yana Brovdiy, Officer – International Partnerships (U-LEAD), CEMR, illustrated the activities done not only in Ukraine but also in the EaP region, especially on digitalisation and gender equality. Another great voice from the civil society world came from Carlotta Besozzi – Coordinator Civil Society Europe – who stressed the importance of including CSOs in the instrument of Rebuild Ukraine; and Alexandru Coica, reporting on the successful examples of the Local Democracy Agencies, as testified by Anzhelika Pylypenko, Representative of LDA Dnipro.
The second panel was entirely dedicated to the key role of civil society organisations, precisely focusing on “Decentralised cooperation, multi stakeholder cooperation and city Diplomacy as a tool for development cooperation – practical recommendations”
Thanks to this moment of exchange, panellists and participants had the opportunity to work on a draft declaration. “The Polish democratic transformation was a strong success, it should be an export product and we should be more aware of that and adopt a strong narrative on this matter” expressed Bartek Ostrowski – ALDA Vice President.
Panellists joining this moment were all professionals and experts working closely with people and citizens; while transferring the need of the society to the institutions; bridging the two sides. “ Being a part of the international environment means being a part of a learning community. Solidarity is key to have a place in the global world”, emphasised Valmorbida, Secretary General of ALDA. The idea of CSOs as a bridge between people and institutions was also reiterated by Artem Zozulia, Chairman of the Ukraine Foundation; while Denis Schrey, KAS, Programme Director of the Multinational Development Policy Dialogue and Network Coordinator, European Network of Political Foundations (ENOP) stressed how “The multi-stakeholders approach is key to translate the cultural differences between countries”.
Similarly both Jan Wais, Deputy Director of the Office for International Cooperation, Wroclaw Municipality; and Krzysztof Latka, Chairman of the Foundation for the Central and Eastern Europe Development contributed by providing their own perspectives and insights so that to foster the collaboration and mutual understanding when working together for a common goal.
Overall, this conference not only proved the continuous commitment to peace and democracy of ALDA and the institutions and CSOs joining together in the event, but also demonstrates that collaboration and multilateral cooperation are key factors to provide concrete solutions to the current war that Ukraine is facing.
ELOGE : supporting good local governance in North Macedonia and Kosovo*, more strategies for the future
L'importanza dell'implementazione del progetto “European Label for Governance Excellence (ELoGE)” sia in Macedonia del Nord che in Kosovo* è stata ulteriormente testimoniata dall'incontro tra il Ministro dell'Autonomia Locale della Macedonia del Nord, Risto Pernov; il Ministro del Ministero dell'Amministrazione del Governo Locale, Elbert Krasniqi e il Presidente di ALDA Oriano Otočan; il membro del Consiglio Direttivo di ALDA Emir Coric insieme al Segretario Generale di ALDA Antonella Valmorbida.
Per questo motivo, nella seconda metà di novembre 2022, la delegazione di ALDA si è riunita a Skopje - la capitale della Macedonia settentrionale - per capitalizzare il successo dell'impegno dell'Associazione nell'attuazione del meccanismo ELoGE. Da un punto di vista generale, quest'ultimo è volto a sostenere le unità di autogoverno locale per migliorare i loro standard e fornire servizi di alta qualità all'interno dell'autogoverno locale.

Più in dettaglio, per quanto riguarda la Macedonia settentrionale, le unità governative locali hanno condotto indagini di autovalutazione tra i cittadini, i dipendenti e i consiglieri, raccogliendo al contempo la documentazione che consente di verificare se l'autovalutazione è giustificata. Iniziato nell'aprile 2021 con la fase di preparazione, il progetto ha poi visto diverse fasi, una delle quali è stato il workshop organizzato nel marzo 2022 per illustrare e discutere il progetto ELoGE.
Analogamente, il 19 maggio 2022 a Pristina, i rappresentanti di 11 Comuni hanno partecipato a una formazione dedicata all'attuazione e alla comprensione del meccanismo.
Inoltre, come è emerso anche dall'incontro con il Ministro Pernov, esiste un terreno fertile e comune per approfondire ulteriormente la collaborazione e il partenariato, incoraggiando la partecipazione dei cittadini alla vita della comunità e rafforzando la politica di autogoverno.
Sia l'ufficio di ALDA a Skopje che il Consiglio direttivo sono molto grati per questo incontro e ribadiscono la volontà di implementare "il progetto ELoGE nella Macedonia del Nord e in Kosovo*, dando la possibilità alle comunità.

The programme for supporting participative democracy in Algeria continues!
From 13 until 17 November, 2022, Antonella Valmorbida ha, ALDA Secretary General, was in Oran (Algeria) to deliver the fourth round of capacity building activities to Local Authorities on good governance and citizens engagement.
This time, the participants to these high-level trainings on participative democracy, around 30 Heads of Daira, had the great opportunity to exchange views and ideas on participatory budget with Dott. Zoran Jankulovski, Executive Director of the Association of Finance Officers of the Local Governments and Public Enterprises in Veles, North Macedonia, connected via Zoom.
The North Macedonian Association, with 25 years of experience in the field of budget, taxes e financial management, counts around 300 members among which financial workers from municipalities and public enterprises from over 2/3 of the total number of Municipalities in the Republic of Macedonia. Among the many services that the Association dispenses, it provides a forum for dissemination of information, good practices, knowledge and experiences on the above-mentioned topics.
Due to this, the discussion on participatory budget with Mr. Jankulovski, thanks to its extensive experience and professionalism, represented a unique moment for the participants of the training.

After having introduced participatory budget and its forms, Mr. Jankulovski highlighted the crucial importance of transparency e responsibility; “transparency of budget institutions is crucially important for the services given by Local Authorities to their citizens. The Municipality needs to deliver local services in an effective and equitable way”, he stated. The presentation was followed by a stimulating discussion among the participants on the topics covered.
Dott. Jankulovski’s insightful intervention concluded a fourth round of capacity building activities which are part of a bigger programme on supporting local participative democracy and social accountability, started back in 2017, financed by the European Commission and coordinated by the Algerian Ministry of Interiors.
The programme foresees the training of a total of 270 Heads of Daira by the end of 2022, and ALDA cannot wait for the next round of activities, to be scheduled in December!

Places have a meaning: ALDA Governing Board in Poland for Ukraine
The last meeting of the Governing Board of ALDA for this 2022 took place in Wroclaw (Poland). Oriano Otočan – ALDA President – together with the other delegates reached the Polish city, on Thursday 24 November 2022.
Welcomed by the opening speeches of Mr. Jacek Sutryk – Mayor of Wroclaw – Mr. Bartek Ostrowski – Vice President of ALDA and Representative of the Mercury Foundation (Poland)- and Mr. Otočan, the Board dedicated the first part of the meeting to the structural aspects of the Association – be they the implementation of the 2020-2024 strategy; and the activities foreseen for the upcoming 2023.

In addition, great visibility has been given to the “proposal for a flagship initiative on models of migrants inclusion in our cities and territories” as well explained by the GB Member Mr. Andrea Rilievo.
As well mentioned at the very beginning, the Board gathered in Poland also in light of the current situation in Ukraine, which was the focus of the second part of the meeting. Hence, the GB Members discussed together how to further strengthen and empower the Agenzie della Democrazia Locale in Ucraina, so that to provide additional support not only to the colleagues working there, but of course to the population and the citizens living there.
Last but not least, the meeting ended with the analysis and discussion of the Gender and Equality document, upon which ALDA is also working.
Overall, this Governing Board meeting was a successful one, opening for a positive and more engaged 2023!

I am pleased to be here today with all of you, as Secretary General of ALDA, the European Association for Local Democracy, but also having a significant experience working with local authorities in Croatia, North Macedonia, and Kosovo.
ALDA, the European Association for Local Democracy, in its over 20 years of existence, has the mission of promoting local democracy, citizen participation, and cooperation through work with local and regional authorities alongside civil society actors. It was created in 1998 by the Council of Europe. It is a global alliance that has undertaken many projects and initiatives, primarily on the local level, and is a key European player, particularly in the Balkans. It has developed a network of local institutions and civil society organizations that includes over 350 members from over 42 European and neighboring countries. ALDA cooperates with authorities on the European and local levels and provides support for them with these projects. We represent a unique organization in the working for and governed by local and regional authorities and civil society groups.
ALDA acts as a coordinator and supporter for a network of 15 Local Democracy Agencies. The coordination of this network of LDAs was the original purpose for its creation in 1998. We celebrate 30 years of activities in the region.

Abilitare gli operatori della comunità: piattaforma interattiva per l'inclusione e la partecipazione
Il progetto PIECE: digitalizzare e fornire strumenti alla comunità
Negli ultimi due mesi, il consorzio del progetto ha organizzato e realizzato diverse iniziative per rafforzare le dinamiche di disseminazione e, attraverso la presentazione degli output intellettuali prodotti, raggiungere un maggior numero di beneficiari diretti e indiretti.
Subito dopo la pausa estiva, i partner si sono incontrati a Siviglia per l'ultimo incontro transnazionale del progetto, durante il quale hanno discusso lo sviluppo delle attività e dei risultati del progetto, hanno scambiato opinioni sulla situazione nei rispettivi Paesi d'origine e hanno discusso insieme della finalizzazione dei risultati intellettuali. In particolare, sono state affrontate questioni di divulgazione e comunicazione. ALDA e gli altri partner hanno creato un piano per una diffusione più efficiente ed efficace dei risultati del progetto e per la gestione della pagina Facebook.
Risultati intellettuali e piattaforme interattive per gli operatori della comunità
Più di recente, nei mesi di ottobre e novembre, i partner del progetto hanno organizzato eventi moltiplicatori in Italia (Lamezia Terme), Regno Unito (Londra) e Grecia (Atene) per mostrare i risultati prodotti. Inoltre, i partner hanno ospitato azioni pilota locali, con operatori della comunità, per testare l'efficacia e l'applicazione dei risultati intellettuali, in particolare la piattaforma di e-learning per l'aggiornamento e l'empowerment del gruppo target.
Infine, l'11 novembre ALDA ha tenuto un webinar interattivo, con la collaborazione di tutti i partner, per presentare a un pubblico online più ampio il progetto stesso e quanto prodotto negli ultimi 2 anni. L'invito al webinar è stato condiviso tra la rete di ALDA e quella degli altri partner. In questa occasione il consorzio ha potuto confrontarsi con associazioni che operano in settori simili e che si occupano di progetti Erasmus+.
Lo scambio di informazioni e l'interazione tra i partecipanti hanno reso queste esperienze uniche e utili per ottenere ulteriori feedback e per implementare le ultime modifiche alla piattaforma educativa digitale.
Il progetto è in effetti in dirittura d'arrivo, ma visto il grande interesse per il progetto stiamo cercando di creare tutte le condizioni per un eventuale seguito e prosecuzione della collaborazione.
COP27: l'impegno attivo di ALDA per il pianeta, le specie animali e le persone
The World Climate Summit, COP27, started in Sharm El-Sheikh (Egypt), and lasts from 6 to 18 November 2022. It’s the Conference of the Parties, all those who signed the United Nations Framework Convention on Climate Change (UNFCCC).
Le conferenze delle Nazioni Unite sul cambiamento climatico sono tra i più grandi incontri internazionali del mondo.
Inoltre, i cambiamenti climatici e i danni ambientali sono questioni urgenti in tutto il mondo, poiché i loro effetti si fanno già sentire. Per questo motivo, è necessario adattarsi in modo più rapido e completo e realizzare un mondo migliore per tutti noi, attraverso una strategia di sostenibilità e neutralità climatica.
Poiché le conseguenze dei cambiamenti climatici sono avvertite da tutti, ma soprattutto dalle persone più vulnerabili, tutti i cittadini dovrebbero impegnarsi e agire attraverso iniziative che promuovano politiche di sviluppo ecocompatibili e sostenibili. Per questo motivo, le Organizzazioni della Società Civile (OSC) svolgono un ruolo primario nella sensibilizzazione dei cittadini sui cambiamenti climatici, affrontando le azioni di transizione verde in un processo partecipativo.
Il lavoro di ALDA nel campo dell'ambiente e dei cambiamenti climatici si concentra su temi specifici, come i cambiamenti climatici nelle aree urbane e rurali, la mitigazione del rischio di alluvioni, la governance ambientale, la conservazione della biodiversità e i sistemi agroalimentari sostenibili. In questo quadro, ALDA contribuisce a migliorare la governance ambientale sia a livello locale che internazionale, attraverso un intenso processo di dialogo e comunicazione tra politici, attori della società civile e operatori del settore.
Dopo l'edizione dello scorso anno della Conferenza, alla COP27 le nazioni dovranno dimostrare di essere in una nuova era di attuazione, trasformando in azione gli impegni assunti nell'ambito dell'Accordo di Parigi. Nell'ambito degli obiettivi di azione per il clima della Conferenza, qual è il ruolo di ALDA e come sta contribuendo con il suo lavoro?

Le iniziative e i progetti di ALDA in linea con la COP27
A cominciare da "Climate Of Chage", il cui motto è "End climate change, start #ClimateOfChange!", una campagna paneuropea per costruire un futuro migliore per i migranti indotti dal clima, il volto umano del cambiamento climatico. Il progetto coinvolge i giovani cittadini dell'UE a sostegno di politiche e azioni di sviluppo per affrontare il cambiamento climatico come motore della migrazione irregolare e dello sfollamento forzato in tutto il mondo.
Uno degli obiettivi del progetto era la raccolta di firme per la petizione, che è stata consegnata ai responsabili politici durante la COP27 da 5 Ambasciatori dei Giovani. La petizione ha raggiunto l'incredibile numero di 105.113 firme, un risultato che è stato possibile grazie alle migliaia di persone che si sono unite al movimento.
Il progetto "READY" mira a rafforzare la consapevolezza socio-ecologica e lo sviluppo delle capacità dei giovani beneficiari. Attraverso la tematica ambientale, i giovani beneficiari svilupperanno competenze in materia di campagne, gestione di progetti, comunicazione, advocacy, ecc.
Il nuovo progetto "SHARED GREEN DEAL", inoltre, mira a stimolare azioni condivise sulle iniziative Green Deal in tutta Europa, fornendo strumenti di scienze sociali e umanistiche (SSH) per sostenere l'attuazione di 8 aree politiche Green Deal dell'UE, a livello locale e regionale.
Passando a un altro progetto, "LIFE BEWARE" si concentra sulla realizzazione di una strategia globale per l'adattamento climatico al rischio di inondazioni, aumentando l'infiltrazione e lo stoccaggio dell'acqua nelle aree urbane e rurali, coinvolgendo attivamente le comunità locali.
Tra gli altri progetti, "NEVERMORE" è determinato a sostenere l'eccellenza nella ricerca sulla scienza del clima e sulla politica climatica. L'obiettivo è quello di sviluppare un quadro di valutazione comune integrato, adattato alle esigenze delle diverse parti interessate e degli utenti finali (attori pubblici e privati, decisori e cittadini).
ALDA è attiva nell'ambito dei temi della COP27 con molti altri progetti e iniziative, tutti da scoprire. Tutti sono inoltre orientati alla realizzazione degli obiettivi dell'Agenda 2030, ognuno dei quali si concentra su uno o più SDGs, cercando di trasformarli in azioni concrete.

ReCAP - Recovering inclusion through Creativity After Pandemic: in November the Kick-off Meeting in Porto
I ReCAP project has officially started, and the Kick-off Meeting took place on 3&4 November 2022 in Porto (Portugal), where the hosting partner Rightchallenge welcomed the whole consortium in their headquarters.
The meeting has been a great opportunity for the ten partners to get to know each other in-person and work together to set the next steps of the project.
The ReCAP project has a valuable goal to reach: it aims at promoting social inclusion e civic engagement of youth from disadvantaged backgrounds who faced a further marginalisation from the socialisation places due to the COVID-19 pandemic. In particular, the project addresses young people with fewer opportunities, such as NEETs, people with a migrant background, minorities, youths from the LGBTIAQ+ community, and pays special attention to girls.
To face this challenge, the ReCAP project promotes the role of art and creativity as tools to face social exclusion, thanks to the great expertise of the participating organisations operating in the fields of art, creativity, social inclusion and gender issues.

During this two-day meeting, ALDA, as project leader, introduced and explained the organisational, management and financial aspects of the ReCAP project, as well as the communication and dissemination strategy to be implemented. The partner Solidaridad Sin Fronteras (SSF) presented the first achievements obtained and the next steps of the Project Result 1 “Local context and needs analysis”, while La Piccionaia e CESIE introduced the main aspects of the second and third Project Results of ReCAP, which have to be carried out during the second phase of the action: the creation of a toolbox for youth workers and a roadmap definition of the local paths.
This Kick-off meeting represented a valuable experience for the whole consortium to share their ideas and discuss the next project activities, but also an opportunity to enjoy the charming city of Porto.
