Call 1

Title: Call for proposals to promote equality and to fight against racism, xenophobia and discrimination (CERV-2022-EQUAL)
Name of the programme: Citizens, Equality, Rights and Values Programme (CERV)
Deadline: 24 February 17:00:00 Brussels time
Location: EU Member States (including overseas countries and territories (OCTs))

Objective: The objective of this call is to support a comprehensive and intersectional approach and specific actions to prevent and fight against intolerance, racism, xenophobia, and discrimination, in particular on grounds of racial or ethnic origin, colour, religion, sexual orientation, gender identity, including when this manifests in the form of antigypsism, antisemitism, anti-Muslim hatred, Afrophobia and LGBTIQ phobia, offline and online. In this context, the call for proposals can cover actions addressing the impact of the COVID-19 pandemic affecting these groups in terms of intolerance, racism, xenophobia, discrimination and hate. With this aim, the following priorities will be financed:

  1. Fighting against intolerance, racism, xenophobia, discrimination, hate speech and hate crimes
  2. Promoting diversity management and inclusion at the workplace, both in the public and private sector
  3. Fighting discrimination against LGBTIQ people and promoting LGBTIQ equality through the implementation of the LGBTIQ Equality Strategy
  4. Preventing, reporting and countering hate speech online
  5. Restricted to public authorities to improve their responses to (multiple and intersectional) discrimination, racism and xenophobia

Call 2

Title: Promote capacity building and awareness on the EU Charter of Fundamental Rights and activities on strategic litigation relating to democracy, the rule of law and fundamental rights breaches (CERV-2022-CHAR-LITI)
Name of the programme: Citizens, Equality, Rights and Values Programme (CERV)
Deadline: 24 February 2022 17:00:00 Brussels time
Location: EU Member States (including overseas countries and territories (OCTs))

Objective: The objective of this call for proposals is to promote capacity building and awareness on the EU Charter of Fundamental Rights and activities on strategic litigation relating to democracy, the rule of law and fundamental rights breaches.

This call will protect, promote and raise awareness of rights by providing financial support to civil society organisations which are active at local, regional, national and transnational level in promoting and cultivating those rights, thereby also strengthening the protection and promotion of Union values and respect for the rule of law and contributing to the construction of a more democratic Union, democratic dialogue, transparency and good governance.

The EU policy initiatives supported under this call are the following: European democracy action plan, Rule of law report, Strategy to strenghten the application of the Charter of Fundamental Rights in the EU

Call 3

Title: Politics and the impact of online social networks and new media – HORIZON-CL2-2022-DEMOCRACY-01-07
Name of the programme: Horizon  – HORIZON-RIA HORIZON Research and Innovation Actions
Deadline:  20 April 2022 17:00:00 Brussels time
Location: world wide

Objective: This call focuses on projects, which should contribute to all of the following expected outcomes:

  • Understand the changes wrought on democratic processes by new technologies.
  • Produce evidence-based recommendations to address the opportunities and challenges for political behaviour and democratic engagement presented by social platforms and new media.
  • Enhance capacities for digital citizenship.

Proposals are expected to address some of the following: they should build Europe-wide evidence on the extent to which political opportunities and information offered by platforms and new media – and resulting impacts, such as the “echo-chambers” effect – affects political attitudes in European states and at the level of the EU and its neighbourhood. Whether and how new media functions as a new level of news selection and study the resulting perception biases with citizens should be assessed. Research should examine the extent to which platforms and new media actually help democratise political systems and offer avenues of active engagement, or hinder participation for some.

Call 4

Title: Call for proposals for Town-Twinning and Networks of Towns (CERV-2022-CITIZENS-TOWN)
Name of the programme: Citizens, Equality, Rights and Values Programme (CERV)
Deadline: 24 March 2022 17:00:00 Brussels time
Location: EU Member States (including overseas countries and territories (OCTs))

Objective: This call is targeting municipalities and associations working together on a common theme in a long-term perspective, which may wish to develop networks of towns to make their cooperation more sustainable. Networking between municipalities on issues of common interest appears to be an important means for enabling the exchange of good practices.

Twinning is a strong link that binds municipalities; therefore, the potential of the networks created by a series of town twinning links should be used for developing thematic and long-lasting cooperation between towns. The European Commission supports the development of such networks, which are important for ensuring structured, intense and multifaceted cooperation, therefore contributing to maximising the impact of the Programme.

Networks of Towns are expected to:

  • Integrate a range of activities around the subject(s) of common interest to be addressed in the context of the Programme’s objectives or policy priorities;
  • Mobilise citizens across the Europe;
  • To deepen and intensify the cooperation of towns and municipalities and offer them the possibility to debate in a long term perspective, to develop sustainable networks and to outline their long-term vision for the future of European integration.
