The LDA Ovruch was established to strengthen democratic governance, citizen participation, and local resilience in northern Ukraine — a region deeply affected by the war. The Agency is a partnership between the Ovruch City Council (Ukraine) and the Saint-Brieuc Armor Agglomeration (France), under the coordination of ALDA – the European Association for Local Democracy. Through community engagement, youth empowerment, and local development initiatives, LDA Ovruch aims to foster transparent governance, European cooperation, and sustainable recovery at the local level.
