ALDA – The European Association for Local Democracy is dedicated to the promotion of good governance and citizen participation at the local level. ALDA in particular focuses on activities that facilitate cooperation between local authorities and civil society. It was established at the initiative of the Council of Europe’s Congress of Local and Regional Authorities to coordinate and support the network of Local Democracy Agencies. ALDA developed into one of the strongest stakeholders in the field of cooperation between local authorities and civil society engaged in the promotion of local democracy and active citizenship. Since the russian full-scale invasion of Ukraine, ALDA focused its activities on international advocacy for Ukraine, implementation of its Flagship Initiative on Ukraine LDAs, as well as has grown its membership base in Ukraine, which now includes 32 members. The general objective of the current position is to provide support for the ALDA Strategy on Ukraine, which includes network animation, organisation of thematic events and partner meetings, implementation and follow-up on ALDA projects’ activities. 

Terms of Reference

The Regranting Officer works under the supervision of the ALDA Representative in Ukraine  and in cooperation with all teams of ALDA.

Responsibilities

Under the supervision of ALDA Representative in Ukraine, the tasks of the “Regranting Officer” will include:

• Reporting and Documentation
• Sub-Grant Management and Coordination
• Monitoring, Evaluation, and Capacity Building
• Financial Oversight and Compliance
• Communication and Coordination

Modalities of Work

---

• Working Hours: Full-time position, with flexibility for evening/weekend events or emergencies.
• Reporting: Regular reporting to ALDA Country Representative and AFD Project Lead. Includes:
  • Weekly update meetings.
  • Monthly written activity reports.
  • Immediate notification of any critical issues.
    
• Travel Requirements: Frequent travel within Ukraine and occasional travel to ALDA headquarters or project-related missions abroad.

Elegibility

---

Applicants should meet the following criteria:

• University degree in Public Administration, Development Studies, Finance, International Relations, or a related field.
• At least 3 years of experience in grant-making, project management, or financial coordination, preferably with international donors.
• Demonstrated knowledge of sub-granting procedures, especially in development or humanitarian settings.
• Experience working with civil society organizations, municipalities, or regional governments is a strong asset.
• Fluency in Ukrainian and English (French is an asset).
• Excellent writing, organizational, and interpersonal skills.
• High attention to detail, accountability, and ability to work independently under tight deadlines.
• Strong digital literacy: Excel, project management tools, and database systems.
• Ability to work in a team as well as individually; 
• Good interpersonal and communication skills; 
• Work autonomy and proactivity.

Terms of Contract

---

The contract is meant to be stipulated for a duration of 12 months (potentially renewable) and includes a probation period of 2 months. 

The Regranting Officer must be based in Ukraine (ideally in Kyiv) but will work from home outside of scheduled meetings and events. The contract is a consultancy contract. The salary range is 800- 1.000 €/month, based on the experience and qualifications of the candidate.
