#MediterraneanDay to celebrate closeness and diversity

The #MediterraneanDay is the initiative specifically dedicated to the celebration the Mediterranean sea. Have you ever thought about how people from Italy, and Spain to Morocco, and Tunisia have all be strictly connected to each other thanks to this common water basin?
Projekat #MediterraneanDay is thus intended to remind people that similarities are stronger that differences. From 2021 and each year onward, on November 28th, several initiatives will be promoted so that to celebrates common achievements, relations while stimulating common understanding.
With more than 250 world heritage sites, rich marine flora and more than 40 languages spoken, the Mediterranean region is the cradle of many cultures, civilisations and history.
#MediterraneanDay to be celebrated each year on 28 of November from 2021 onwards
Yet, one question may come to mind. Why exactly this date?
Let’s take a step backward, untile 1995. That year on November 28th precisely the Ministers of Foreign Affairs of the EU and 12 Southern and Eastern Mediterranean countries held the first Euro- Mediterranean Conference in Barcelona signing an agreement to launch the Euro-Mediterranean Partnership Process. The idea behind this initiative was to consider and set the Mediterranean region into a common space for peace, stability, security and shared prosperity.
Fifteen year later in November 2020, the Union for the Mediterranean with its 42 Member States declared the 28th of November as the official Day of the Mediterranean. Willing to focus on what unites rather than what divides, the #MediterraneanDay has its first edition, this year, in 2021, and will be celebrated each year onwards.
At the #MediterraneanDay different parties, from NGOs, public administrations or private entities can join and engage in various ways:
- “Open doors – allow a sneak peek into what you do!“
- “Promoting culture in many forms”
- Debates and workshops
- “Recognising Mediterranean talent”
- “Showcase what matters to you”
With enthusiasm ALDA shares this great initiative, having two of its offices in Italy and Tunisia, countries on the shore of the Mediterranean sea, as well as several Local Democracy Agencies. Thus, also at ALDA’s this common sea is what unites colleagues, people and friends of the association.

ELoGE u Hrvatskoj: prvi koraci i uspostavljanje saradnje

ALDA nastavlja da doprinosi dobrom upravljanju na lokalnom nivou u Hrvatskoj i podiže svoje aktivnosti na sledeći nivo. ALDA je pokrenula „Evropsku oznaku izvrsnosti upravljanja (ELoGE“ za Hrvatsku 22. novembra 2021. u Zagrebu. Projekat je promovisan u hibridnoj vrsti događaja, dajući predstavnicima opština i učesnicima mogućnost da se pridruže fizički, ali i onlajn.
The launching started with a short welcoming speech from M. Robert Ravenšćak, General Director of Ravecon LLC, our local partner organization and continued with the intervention from the President of ALDA M. Oriano Otočan and M. Niall Sheerin, representative of the Center of Expertise for Good governance, from the Council of Europe (CoE)

G. Otočan je ilustrovao rad ALDA-e u Evropi, a posebno u Hrvatskoj; isticanje:
- Dvostrukost lokalnih vlasti u zemlji;
- Otvorenost koju pokazuju u određenim temama, ali ostaju čvrsto zatvorene za druge.
U nastavku se osvrnuo na to kako je s jedne strane Hrvatska dostigla određeni nivo stručnosti i zrelosti; dok s druge strane i dalje postoje poteškoće; naglašavajući kako će ovaj projekat biti savršen da se uhvati u koštac sa njima.
Nakon izlaganja g. Otočana, g. Šerin je sa učesnikom podelio značajne poslove SE, navodeći buduće planove i programe na kojima rade, kao što je zelena agenda za lokalne vlasti. On je istakao da u ovim erama društvenih medija i napredne tehnologije lokalne vlasti moraju da budu inovativne i otvorene za promene, kako bi bile efikasne i efektivne u odgovoru na potrebe građana.
The opening speeches were followed by a presentation of the ELoGE programme in the Country, done by Ms. Katica Janeva, ALDA’s regional coordinator for the Balkans, citing the details of the phases and processes that the LAs need to follow to be awarded the label, specific timing and timeline, tools and more. The event was closed off with a Q&A session and a fruitful discussion.

Treća radionica za izgradnju kapaciteta projekta BRIGHT u Italiji

The BRIGHT project had its third capacity building workshop in the beautiful Azienda Agricola Favella farm, Corigliano-Rossano, Italy, on November 16 and 17, 2021.
Tokom dva dana učesnici događaja su imali priliku da dele i slušaju svedočenja i iskustva svih predstavnika različitih stejkholdera. Žene liderke koji su učestvovale u okviru projekta intervenisale su, tako što su bile glas svih žena koje rade u poljoprivredi, koje su bile uključene u BRIGHT projekat. Učesnici su takođe uživali trenutke zabave i socijalizacije tokom pauze i tom prilikom obišli farmu, pili kafu i imali zajednički ručak.
Događaj je bio konstruktivan i sveukupno veoma lepo iskustvo, samo tako nastavite sa dobrim radom BRIGHT!

Drugog dana radionice održan je panel Poljoprivredna politika i socijalna uslovljenost. Nekoliko govornika je intervenisalo (na licu mesta i onlajn), raspravljajući o alatima koji podržavaju zakonitost poljoprivrednog tržišta rada i kakav je potencijal društvenog uslovljavanja u novom ZPP-u.
Učesnici su se okupili u radne grupe kako bi diskutovali, a zatim podelili svoje ideje za BRIGHT-ov Evropski okvirni pakt.
Događaj je bio konstruktivan i sveukupno veoma lepo iskustvo, samo tako nastavite sa dobrim radom BRIGHT!
Skoplje: Otvaranje konferencije ELoGE u Severnoj Makedoniji

Skopje: the European Association for Local democracy – ALDA organised the “Launching Conference” of the project European Label of Governance Excellence (ELoGE) in North Macedonia on the 18th of November.
With great enthusiasm representatives from Macedonian Local Authorities (LAs), previously invited to take part of the project, gathered in Skopje and online to learn more about the ELoGE label. Thus, benefitting from this initiative, the above-mentioned LAs will be required to act in accordance with the 12 Principles of Good Democratic Governance. Among them:
- Učešće, zastupanje, pošteno sprovođenje izbora;
- Brzina reagovanja;
- Efikasnost i efektivnost;
- Otvorenost i transparentnost;
- Vladavina prava
Detaljnije, događaj je otvoren intervencijom Eli Čakara iz Ministarstva lokalne samouprave; zatim Antonele Valmorbide, generalne sekretarke ALDA-e koja je ilustrovala iskustvo ALDA-e na temu dobrog upravljanja i Emir Ćorić , član Upravnog odbora ALDA-e koji je svoj govor posvetio radu ALDA-e na Balkanu.

Moreover, Niall Sheerin from Center of Expertise for Local Government Reform presented the important work of the Council of Europe and the different programs for development of local governance.
From a general perspective, the next steps will consist of measuring the assessment through the implementation of the benchmark for the European Label of Governance Excellence (ELoGE). Additionally, this exercise is a good learning toll for the Local Authorities to improve their daily work.
Ipak, ovo nije sve: simbol ELoGE, biće dodeljen lokalnim vlastima koje demonstriraju usklađenost sa principima dobrog upravljanja, mereno u odnosu na nacionalni standard.
O realizaciji ove inicijative, kao i o samoj nagradi, uslediće dalje novosti u budućnosti!

ALDA has received the accreditation to implement ELoGE in North Macedonia, and already in October 2021 ALDA Secretary General Antonella Valmorbida and ALDA Office in Skopje and SEE Coordinator, Katica Janeva had a meeting with institutions to discuss about the initiative. Finally, ELoGE in North Macedonia is financially supported by the Council of Europe.
Workshop in Patos: Intercultural Democracy in Action!

On 19 November 2021 in Patos, Albania 26 young people from the city engaged in a different interactive initiatives. Specifically, the main idea of the workshop was to discuss and reflect together on social inclusion in decision-making processes.
More in details, the VALID Team shared to the participants the main policies that the Municipality of Patos has reflected, based on the recommendations that young people made during the first local event. The goal of this initiative, among others, was to encourage youths to participate in decision-making processes such as the public hearings on the local budget and fiscal package for 2022. The latter were the main points that oriented the interactive discussion with the participants.
Participants agreed to join in the public hearings that the Municipality of Patos will organize in December 2021
With the participation of two experts from the region, one specialized in komunikacija and the other on intercultural dialogue the group discussed the importance of citizens’ involvement regardless of their ethnic, social and cultural affiliation in the decision-making processes of their community.
The experts encouraged discussions on how much intercultural democracy influences local action, while the project team explained through a poster exhibition concrete initiatives that the youth of the city have undertaken in various topics, specifically those with a social theme. They were also greeted by the team that took part in the trip to Italy who shared their experience and brought examples from the city of Ravenna.
Participants agreed to join in the public hearings that the Municipality will organize in December 2021 with regard to the drafting and the approval of the city budget and fiscal package for the next year and were encouraged to be part of the Youth Advisory Group of Patos, an advisory group at the Plœuc-l'Hermitage.
“For a new life of…rubbles” in Municipality of Peja

Projekat Local Democracy Agency Kosovo, together with the Rrjeti i Organizatave të Kulturës (The Network of Culture Organizations) in Peja, have organized a common activity on 12. November 2021, involving pupils of the School of Arts together with an acoustical performance by the local artist Agon Goqi. Through this activity both organizations have prepared an exhibition inside the old and decaying structures of a former public bank.
35 participants attended the activity! Among them:
- pupils of the School of Arts,
- children coming from different ethnic entities and citizens.
The pupils of the School of Arts have exhibited their operas in the spaces of the old structures of a former public bank. A video has been created to convey the message of the activity to the general public.

The aim of the exhibition was to convey the message that public and social structures can easily be transformed in spaces where culture activities can be implemented and through which culture can be conveyed. In short: a new life can come out of the rubbles.
The message that old public and social buildings can be reused for cultural activities has been conveyed to the participants that were present in the activity, and to the general public through the social media.

Panevropske debate i cirkuska predstava za #ClimateOfChange

Projekat „Climate Of Change“ proširio se po celom gradu Briselu, od 10. do 12. novembra, kada je grad iznenada bio ispunjen mladim studentima koji su dolazili iz cele Evrope.
Zaista, u okviru projekta Climate of Change Brisel je bio domaćin finalnog takmičenja Panevropske debate, gde će 117 studenata iz 13 zemalja EU EU pokušati da pobedi koristeći svoje najbolje dijalektičke veštine o klimatskim promenama, migracijama, mladima i ekonomiji.
Svaka zemlja je na takmičenje poslala po dva tima: jedan sastavljen od tri studenta, a drugi od šest tinejdžera (od 16 do 19 godina), u pratnji profesora i vaspitača.
U Briselu su reprezentacije pomešane kako bi se formiralo 26 novih „evropskih timova“ koji raspravljaju o podizanju svesti o klimatskim pitanjima, povezanim sa izazovima ekonomije i migracija. Svako debatno takmičenje ocenjivao je žiri sastavljen od 6 međunarodnih stručnjaka i edukatora, koji su za svaku debatu birali tim koji je bolje argumentovao i odbranio zadatu stvar.
117 studenata iz 13 zemalja EU pokušaće da pobedi koristeći svoje najbolje dijalektičke veštine o klimatskim promenama, migracijama, mladima i ekonomiji.
Saradnja između učesnika iz različitih delova EU bila je jedan od ključnih faktora za postizanje uspeha u ovom intelektualnom izazovu. Cilj je da se podstakne državljanstvo EU kao očigledna dodata vrednost EU za omladinski turnir. 11. novembra studenti su takođe imali priliku da se sastanu sa poslanicima EP i postave pitanja ili iznesu zabrinutost u vezi prelaska na klimatsku pravdu.
S druge strane, svake večeri debate, u „Tour&Taxis“ prostorijama u Briselu održavala se Savremena cirkuska predstava pod nazivom „We Land“.U organizaciji ALDA-e i EEB – the European Environmental Bureau, cirkuska kompanija MagdaClan izvela je umetničku predstavu punu dubokih razmišljanja o klimatskim promenama.
Predstava je imala veliku posećenost i učešće lokalnih građana i studenata koji su veoma cenili ovaj performans, što je predstavljalo savršeno zatvaranje ovako intenzivne i duboke nedelje debata o klimi!

"Women protagonists of innovation" - a workshop in Italy

On 24th November, 2021 a workshop will be held on European opportunities at the time of smart working promoted by “Sisthema Formazione” within the regional project “Women protagonists of innovation” financed within the regional directive “Il Veneto delle Donne” of the Veneto Region.
The workshop is organised by ALDA+ in cooperation with the Municipality of Lonigo (Italy) and will take place at the Sala delle Barchesse of the Municipality of Lonigo, from 4 to 8 p.m.
After the institutional greetings by the Mayor Pier Luigi Giacomello and the Councillor Andrea Castiello, Marco Boaria will present the new European programming for the period 2021-2027.

Festival Prirode grada – ALDA partner na martovskom izdanju

The Nature of City Festival (TNOC) je godišnji eksperiment u multidisciplinarnoj saradnji osmišljen da prevaziđe granice i radikalno zamisli naše gradove budućnosti. Misija Prirode gradova je da vodi debate i dijaloge o urbanizmu kroz transdisciplinarnu saradnju i razmenu iskustava i znanja. Virtuelni festival koji traje 3 puna dana sa programom u svim regionalnim vremenskim zonama i dostupan je na više jezika.
Štaviše, glavna filozofija TNOC festivala je da promoviše inkluzivnost i smanji barijere za učešće kroz težnju ka gradovima širom sveta koji su pogodni za život, otporni, održivi i pravedni. Fokusira se na kreiranje transdisciplinarnih, javno dostupnih i široko rasprostranjenih programa koji mešaju umetnost, nauku, oblasti urbane prakse i performanse, kako bi se okupili urbani misaoni lideri i kreatori promena kako bi izgradili bolje gradove.
Festival Prirode gradova će angažovati ALDA-u kao partnera za izdanje 2022, na osnovu sinergije rođene 2021. tokom poslednjeg izdanja!
Festival, koji je razvila Organizacija za prirodu gradova u saradnji sa širokim spektrom globalnih aktera, održava se od 29. do 31. marta 2022. i angažovaće ALDA-u kao partnera za izdanje za 2022. godinu. Sinergija rođena 2021. godine tokom poslednjeg izdanja TNOC festivala, kroz učešće projekta LIFE METRO Adapt project akao jednog od glavnih suorganizatora, donela je Festivalu širok spektar aktivnosti i sesija, šireći rezultate projekta i znanje generisano široj javnosti.
Radujemo se učešću kao partneri! U međuvremenu, možete pomoći TNOC-u da izgradi gradove koji su bolji za prirodu i ljude tako što ćete poslati predloge svih vrsta, od radionica i prezentacija do umetničkih performansa, izleta i dokumentarnih filmova.
Prva faza za podnošenje predloga sesija se zatvara 30. novembra 2021. u ponoć. Prijave nakon ovog datuma će se razmatrati samo na osnovu „slobodnog prostora“. Rezultati će biti objavljeni početkom decembra, dok će kompletan raspored festivala biti objavljen u januaru 2022. godine.
