THE SUBGROUP ON LOCAL GOVERNMENT AND PUBLIC ADMINISTRATION REFORM OF THE CIVIL SOCIETY FORUM MEETS THE CORLEAP BUREAU, 30TH OF MAY
The Subgroup on Local Government and Public Administration Reform of the Civil Society Forum will meet the Corleap Bureau, in Brussels, today (30th of May 2012). The focus of the meeting will be given to identify a common strategic approach in the region, like a trend towards fiscal decentralisation.
A proposal of the Sub Group on a common initiative on a single strong priority, such is fiscal decentralisation, will be presented at the Corleap by the coordinator of the Subgroup, Antonella Valmorbida, Director of ALDA.
Will attend to the meeting other five representatives of the Subgroup, Peter Sondergaard (Policy Officer ALDA, in charge of EaP activities), Miroslav Kobasa (Chair Lev Sapieha Foundation, Belarus), David Tumayan (Vice Chair Communities Finance Officers Association, Armenia), Ihor Abramiuk, Deputy Head of Public Council of National Agency for Public Service, Expert of Civil Society Institute (Ukraine), Veaceslav Bulat, Institute for Urban Development, Moldova, and Samir Aliyev, BINA alliance from Azerbaijan.
The event is organized by the Committee of the Regions and it is included within the framework of the Corleap action plan. A meeting with Stakeholders will be organised the same day.
The Subgroup LGPAR is composed of 28 NGOs from the EU and from the EaP countries involved in local government and public administration reform. They are contributing to share the European Policies and the National reforms as for the Public Administration.

INTERNATIONAL CONFERENCE ON FREEDOM AND PRIVACY ON THE INTERNET 2012
The International conference “Freedom and Privacy on the Internet”, organised by the Metamporphosis Foundation and the Institute for Human Rights and Peace from Caen, in the framework of the Decentralised cooperation between Lower Normandy and Macedonia and supported by the network France-Balkans (both projects coordinated by ALDA), successfully finished on May 22, 2012 in Skopje.
The public enjoyed the experts’ and speakers’ opinion on the Freedom and Privacy on the Internet, in different areas of public, private or professional life. The first day of the conference, the participants debated the institutional framework and Internet privacy in EU and in the Balkans, as well as media, home and work Internet privacy. The second and the final conference day, dedicated to the freedom of speech on the Internet, resulted with very interesting lectures, discussions and debates. The participants also focused on the “hate speech”, social media and internet censorship in different countries.
The international and local lecturers and participants were able to debate and exchange on this matters, and also to participate in the free workshops organised within the conference, where they could learn and apply several Internet security steps while surfing, checking e-mail, etc.
The dynamic conference raised serious discussions about all the problems with the privacy on the Internet, as well as freedom of speech, media, etc. The conference was officially opened by HE Jean-Claude Schlumberger, the French Ambassador in Macedonia, Elvis Ali, EU Delegation in Macedonia, Bardyl Jashari, Metamorphosis, Sebastien Botreau-Bonneterre, International Institute for Human Rights and Peace and Biljana Zasova, ALDA.

ALDA JOINS THE CIME - CONSIGLIO ITALIANO DEL MOVIMENTO EUROPEO
ALDA, with its office in Vicenza, joined the membership of the CIME – Consiglio Italiano del Movimento Europeo. This step want to makes more systematic and synergic the common activities in Italy, in particular in view of the upcoming Year on Active Citizenship 2013.
The two organisation will join their efforts to promote the European values and a stronger involvement of citizens in the EU policies, also by acting jointly in Italy.

THE FOURTH VIT PROJECT LOCAL EVENT WILL TAKE PLACE IN NANCY (F) ORGANIZED BY AFCCRE. 24 - 25 May 2012
The French association AFCCRE (Association Française du Conseil des Communes et Régions d’Europe) will organise on 24th and 25th May an event in Nancy (France) in the framework of the project VIT- Very important twinning, Volunteering in town.
The event, entitled “Town-twinning, a framework for volunteering and intergenerational dialogue – French/German perspectives”, is part of a total of 18 workshops, which will be held until June 2013.
This project aims at creating a platform involving different types of stakeholders for debate, action and reflection on how citizens may enhance governance in Europe. At the same time, the project aims at revitalizing existing town-twinning relations of the partner towns and initiate new twinning.
Mr. André Rossinot, former French Minister – Mayor of Nancy Municipality and President of the Urban Community of Grand Nancy- and Mrs. Antonella Valmorbida, Director of ALDA will open the workshop.
The event will be articulated around four main topics:
1) “The associative commitment in town-twinning animation” will involve Representatives of French and German town-twinning committees around two main questions: the role of these committees and the relations with the city in the animation of twinning.
2) “Forum on issues of Active Ageing and intergenerational cooperation within home policy”
3) “Town-twinning and partnership: a relevant framework for volunteering in Europe” with a presentation of European Voluntary Service, the concept of “Young Ambassador” and the French-German Office for Youth.
4) Witnesses and exchanges of good practices on the intergenerational dialogue and solidarity between generations at local level.
Numerous local and European Representative of public Authorities, NGO’s, experts and citizens will be involved during these two days event, which will dedicate a big place to discussion and exchange of good practices among speakers and participants.

“PARTICIPATE IN EUROPE: NEW TOOLS AND OPPORTUNITIES”. ALDA CONFERENCE ON EUROPEAN CITIZENS INITIATIVE. (Vicenza, Italy, 25 May 2012)
A conference on European Citizens Initiative will take place in Vicenza (Italy), promoted by ALDA, with the SMEs Association Confartigianato Vicenza and the European Federalist Movement.
The event is organized in the framework of the activities and information campaign launched by ALDA on the European Citizens Initiative .
ECI represents a new and innovative tool for citizens’ participation in Europe. Entered in force the 1st of April 2012, it will allow 1 million citizens from at least seven EU countries to invite the European Commission to bring forward proposals for legal acts in areas where the Commission has the power to do so.
“This is a challenging proposal, which needs to be fully understood by citizens. It does not represent a final step towards direct democracy but it is to be conceived as an important instrument for mobilization of interest in Europe”. says Antonella Valmorbida, Director of ALDA.

ALDA STAND AT THE “CITIZENSHIP FESTIVAL”. Padua (Italy) 13 May 2012
On 13th of May 2012, ALDA participated with a stand at the Citizenship Festival organized in Padua. The association’ stand has shown to the young participants as the activities and the projects has evolved and still grown, since its born in 1999: in particular the intense collaboration with the western Balkans countries and the Southern Caucasus countries.
In this event, ALDA had the possibility to explain better its duties and goals and to present its network to a wide range of different targets and especially to young students, that could have the chance to start an internship in one of the ADL or the ALDA Offices thanks to the program Education without frontiers promoted by the University of Padua. We had the chance to present our activities to trainers, that could find interesting project to participate or some new ideas to improve their perception of citizenship participation; or simple curious people interested in these issues or just attracted to the stand for a few moments, that help us to create an outline of the meaning of active citizenship, in anticipation of 2013 that it is to be the European Year of active citizenship, just using a camera, some simple questions and the power of Word…
To delve further into this charming journey inside the Balkans influences, and in particular in the flavour of these countries, during the event it was possible to taste some typical products from the Balkan Region.
To conclude, the interconnections created during this event has deeply influenced all its participants: all the experiences gained, all the stories told and people met, has linked at the same times different parts of the World, different generations, different backgrounds and different issues (as education, environment, active ageing and so on) that could be melt up and still remain perfectly integrated.

UNITED IN THE MEDITERRANEAN AND INTERNATIONAL PRICE AL IDRISSI. (Palermo, Italy, 14-15 May 2012)
The Sicily Region organisedin Palermo, on the 14th and 15th of May, an important international event to promote networking of local authorities and stakholders on local governance, in the Mediterranean area. They also seized the opportunity to devolve the Price Al Idrissi to eminent people from the North and South of Mediterrean for their contribution to the development a common culture of peace and prosperity.
ALDA took an active part in the event, among the other international network of local authorities, as one of the key actor in promoting local governance and citizens participation. During this event, it was also officially launched the cooperation with the upcoming General Assembly of ALDA, on the 7th of June 2012, the President of the Sicily Region, Mr. Raffaele Lombardo, will have a key note speach.
Mrs. Valmorbida, the Director of ALDA, strengthened the importance of decentralised cooperation in the area of MED, with a full participation of civil society.

"WELLBEING THAT DOESN’T DEPEND ON THE MONEY." CYCLE OF “LEARNING COFFEE” IN APULIA REGION (ITALY), PROMOTED BY LEARNING CITIES AND ALDA
Learning Cities , the Association of social promotion ” Rete per le Comunità che Apprendono “, is organizing, with the assistance of Local Authorities and the support of ALDA, the “Learning Coffee” in Apulia Region. It’s a cycle of six meetings in six towns based on interactive discussions, expert testimony, projections and reflections shared.
The meetings, which began May 10, will end June 14.
The topics under discussion range from social, school, waste, environment, mobility, urban planning and energy, read in a degrowth key. Learning Cities, with the active participation of local associations, administrators and the public at meetings already held, wants to start a debate that stimulates the desire to experiment new styles of life inspired by the degrowth and lead to redefine the idea of the future.
All these issues will be addressed in the 3rd International Conference on “Degrowth for ecological sustainability and equity” (http://www.venezia2012.it/), to be held in Venice, 19 to 23 September 2012.

Gli incontri, iniziati il 10 maggio, finiranno il 14 giugno.
I temi in discussione vanno dal sociale, alla scuola, ai rifiuti, all’ambiente, alla mobilità, all’urbanistica e all’energia, lette in chiave “decrescita”. Grazie alla partecipazione attiva delle associazioni locali, degli amministratori e della gente comune, Learning Cities si aspetta di avviare un dibattito che, radicandosi nella comunità interessata, porti alla volontà di sperimentare i nuovi stili di vita ispirati alla decrescita e di impegnarsi per ridefinire l’idea di futuro che la comunità stessa si è data.

ALDA VIT PROJECT: A SEMINAR ORGANIZED BY THE ASSOCIATION OF ROMANIAN MUNICIPALITIES – AMR.(Bucharest, 17-18 May 2012)
A seminar exploring the best practices in Romania in the field of volunteering, intergenerational dialogue and international solidarity took place in Bucharest (17-18 May) organized by AMR, the Association of Romanian Municipalities.
The event was the fifth local activity in the framework of ALDA project VIT – “Very Important Twinning, Volunteering in Town”.
The seminar was attended by 60 local and international participants and aimed at promoting in the country the best practices developed LAs and CSOs. Contributions from different Local Authorities, Embassies of France, Spain and UK, local NGOs stimulated the discussion among the participants. CEMR attended the meeting and presented PLATFORMA project.

A seminar exploring the best practices in Romania in the field of volunteering, intergenerational dialogue and international solidarity took place in Bucharest (17-18 May) organized by AMR, the Association of Romanian Municipalities.
The event was the fifth local activity in the framework of ALDA project VIT – “Very Important Twinning, Volunteering in Town”.
The seminar was attended by 60 local and international participants and aimed at promoting in the country the best practices developed LAs and CSOs.
