WTD REGIONAL CONFERENCE ON “DECENTRALIZED COOPERATION: NEW CHALLENGE FOR LA AND CSO TO FOSTER DEVELOPMENT” (Gabrovo, BG, 30 November 2012)
On the occasion of the 15th Anniversary of the Regional Association of Municipalities “Central Stara Planina” will be organized the WTD Conference on the topic “Decentralized cooperation: new challenge for LA and CSO to foster development”. The event will take place on 30 November in the vicinity of Gabrovo, Bulgaria.
The Conference will be attended by Mayors, Chairpersons of City Councils, representatives of institutions, NGOs and media.
At the Conference the WTD project, its goals and expected results will be presented, along with the launch of the Re-granting scheme. More than 50 participants are expected at the conference.
The aim of the national workshop is to exchange experience, to promote cooperation among all types of local authorities and NGOs in order to bring their best practises of cooperation to nation and regional institutions, trying to influence their development policies consequently and to raise public awareness and educate on development cooperation issues.

LOCAL DEMOCRACY AGENCY MOSTAR IS CELEBRATING ITS EIGHTH ANNIVERSARY
The celebration of the eighth anniversary of the Local Democracy Agency Mostar was held in Mostar, on Wednesday 28 November.
Since 22nd November 2004, when LDA’s partners signed the Partnership Agreement with the representatives of Mostar City local authorities, their 
common vision of a Local Democracy Agency was founded on an idea for it to be a place of mediation, room for dialogue and exchange of information and experiences on all levels of local community and European partners.
During these past eight years LDA Mostar tried to meet those expectations.
“We built bridges between the citizens of a divided city, unfortunately still in many different ways, bridges between the citizens and local authorities, worked on linking City of Mostar with other cities of the region and European Union countries, transferred experiences and knowledge. In some of our activities we were committed to youth, gender issues, European integration, education, but in every step of this road our guide was the voice of the citizens. We consider ourselves lucky and are well pleased that on this road we had a strong support of local authorities, non-governmental organizations, media and citizens of this city, but also in cooperation with our international partners” stated Dzenana Dedic, President of LDA Mostar during the anniversary ceremony.

IN VENICE PRESENTATION OF THE DOCUMENTARY "BORROWED MEMORIES, STORIES FROM YUGOSLAVIA" (30 November 2012)
The documentary film Borrowed Memories stories from Yugoslavia, realized as additional activity of the project Networking Memories, from the Veneto Region (I) and ARCS – ARCI Culture and Development, will be presented in Venice, Friday, November 30, 2012 (16.00, Veneto Region Big Station Palace, Conference Room, Cannaregio 23).
The film has the main purpose to tell the story of Yugo-nostalgia with the language of cinema.
The material has been gathered from the experiences of young people and through theatrical performances, the museum of memories and workshops organized in each country.
At the same time, exploring them with the camera, the same cities where the project was implemented have become material to document: their architecture, infrastructure and the past visible and audible in the streets.
This movie does not pretend to directly intervene in the process of reconciliation, but it certainly throws a little light on various aspects of the past, giving a whole new reading.
Fundamental to this is the experience of people involved in the project, who have offered their own story already full of models of community life.

PUBLIC TRIBUNE WITH THE REPRESENTATIVES OF POLITICAL PARTIES PARTICIPATING IN THE WORK OF THE CITY COUNCIL ORGANIZED BY LDA MOSTAR (22 November 2012)
Public tribune organized by Local Democracy Agency Mostar with the representatives of caucuses of political parties participating in the work of the Mostar City Council was held on 22nd November 2012.
The event was organized within the “Monitoring of public services on local level – citizens and local authorities together to better services” Project.
The subject of the Public tribune were the results of a survey on satisfaction of citizens with sixteen public services implemented in the City of Mostar by Local Democracy Agency (LDA) Mostar, which were based on the conducted surveying of overall 1135 households (citizens) from the territory of all 43 Local communities of the City of Mostar.
Adil Šuta (SDA), Elvir Zlomušica (SDP), Ćazim Lulić (independent Councilor), Danijel Vidović (HDZ) and Milenko Paunovski (NSRZB) took part in the Tribune.
The worst graded communal services in the City of Mostar were winter maintenance of streets and roads, availability and locations of playgrounds, volunteerism in maintaining green surfaces and parks, availability and location of sports fields, maintenance of green surfaces and parks.
Those present at the Tribune pointed out that the Councilors, during their mandate, did not do enough in regards to communication with the citizens. Also, quite a few questions that were posed were related to maintenance of green surfaces, prohibition of vehicle parking on green surfaces and pedestrian paths, introduction of communal police force, as well as what happened to the funds intended for the civil protection.

ALDA AT THE FOURTH WESTERN BALKANS CIVIL SOCIETY FORUM (Zagreb, HR, 26-27 November)
The Fourth Western Balkans Civil Society Forum, organized by the European Economic and Social Committee, was held in Zagreb (November, 26-27th).
The main topics on the agenda were freedom of expression, rural development and employment, and the role of civil society organisations in the enlargement process.
It brings together approximately 150 participants, including representatives of Western Balkan civil society organisations, the EESC, governments’ representatives and the EU institutions.
The event was opened by Staffan Nilsson, president of the European Economic and Social Committee, Stefan Fule, Commissioner for Enlargement and Neighbourhood Policy, and Vesna Pusic, Minister of Foreign and European Affairs of Croatia.
ALDA attended the event reperesented by Dzenana Dedic, LDA Mostar Delegate and Chair of the LDA Delegates’ Advisory Committee.
A final declaration with recommendations from civil society organisations will be issued at the end of the event.The main topics of this year event included also: improvement of freedom of expression and the media, the role of CSO’s in rural development and employment, as well as issues of additional strengthening capacity of Civil Society Organizations in the region.

THE CRUCIAL ROLE OF THE VOLUNTEER IN BUILDING AND MAINTAINING SUSTAINABLE COMMUNITIES RECOGNISED DURING THE LOCAL EVENT OF VIT IN LETTERKENNY (IE – 19-20 November 2012)
The crucial role of the volunteer in building and maintaining sustainable communities was recognised during the local event of VIT project held in Letterkenny, Ireland (19-20 November).
Donegal County Council, in conjunction with Donegal County Community Forum, East Donegal Community Forum and it’s partners in the VIT project (Very Important Twinning, Volunteering in Town) held a seminar on the importance of harnassing local resources in developing a sustainable community.
The seminar participants examined the role of the volunteer in developing the essential building blocks of a sustainable community, including international collaboration, volunteering, the need for social infrastructure, culture, enterprise and sport. The seminar has been hugely beneficial in allowing the community and voluntary sector, be they in traditional area based committee’s, specific interest groups or sporting clubs and societies, to learn from regional, national and international best practice on how to improve their local communities through the implementation of development initiatives.
The conference examined the central role that the volunteer plays in service provision, be they involved in tidy towns type activities, volunteering in a local charity shop, sitting on a school or naoinra committee, providing health services, developing community gardens or organizing cultural or sporting activities.
It is anticipated that the legacy of the this two day international event will be manifested in the work programme of the County Community Forum and other agency in recognizing the role of the volunteer in building and maintaining sustainable communities.
The VIT project led by the French partner ALDA, represented in Letterkenny by Per Vinther, past President and member of ALDA Govening Board, focuses on volunteering and democracy in an enlarged Europe. It aims at promoting volunteering in towns, addressing this issue from a participatory perspective. In particular, the project aims to create a platform involving different types of stakeholders for debate, action and reflection on how citizens may enhance governance in Europe.

LDA Kosovo marked its first anniversary with a conference on the "Right of Education"
Local Democracy Agency of Kosovo with the support of Regional Centre of OSCE in Peja/Pec and “Associazione Tretino con I Balkani”, organized a Conference for its first anniversary.
The conference “The right of education; an opportunity for community Development” was part of the project “Fostering parentally responsibility in preventing school dropouts” implemented by LDA Kosovo with the Support of OSCE and ATB.
Attended the conference experts from Municipalities of Peja/Pec, Klina and Gjakova, representatives of civil society organization, school directors and community representatives.
They discussed the challenges and difficulties they are fazing in fighting school dropouts.
The school attendance is in fact one of the main reasons of concern for the communities in this area and needs to be tackled through the involvement of the parents, by fostering their engagement and making them aware of the importance of primary education and of the current Kosovo legislation. In addition, more municipal engagement is also required to address such a complex phenomenon.
OSCE Regional center in Peja/Pec with the support of LDA Kosovo and ATB, will support the municipal director of education in drafting an action plan fighting school dropout issue.
This action plane aims to be addopted by the Assembly of Municipality of Peja.

From 7 to 9 November 2012, representatives of partner organisations from Belarus, Moldova, Egypt and Macedonia were the guests of Mostar.
During their visit, a number of activities were realised, with an aim to create a democratic platform for urban development of City of Mostar, with a special emphasis on the area of District.
Stockholm based Färgfabriken organisation has been realising similar activities in the Eastern European countries, the Balkans and the Middle East. Organisation of events in Mostar was also supported by the Swedish Embassy in BiH, while His Excellency Bosse Hedberg, Ambassador of Sweden to BiH, prepared a reception for the seminar participants and took part in all programme activities in Mostar.

Durante la loro visita, sono state realizzate una serie di attività, con l’obiettivo di creare una piattaforma democratica per lo sviluppo urbano della città di Mostar, con un accento particolare sulla zona del Distretto.
L’organizzazione Färgfabriken, con sede a Stoccolma, sta realizzando attività analoghe nei paesi dell’Europa orientale, nei Balcani e in Medio Oriente.
L’organizzazione dell’evento di Mostar è stata sostenuta anche dall’ambasciata svedese in Bosnia-Erzegovina, e l’Ambasciatore svedese in Bosnia-Erzegovina, Bosse Hedberg, ha preparato un ricevimento per i partecipanti al seminario e ha preso parte a tutte le attività del programma di Mostar.

L’agence de la Démocratie locale de Mostar a été partenaire de l’organisation et l’une des organisations hôtes d’un programme de 3 jours de visite de Mostar effectuée par les participants du projet “Nouvelle topologie urbaine”. Du 7 au 9 novembre 2012, des représentants des organisations partenaires de la Biélorussie, Moldavie, Egypte et Macédoine ont été les invités de Mostar.
Pendant leur visite, de nombreuses activités visant à créer une plateforme pour le développement urbain de la Ville de Mostar se sont déroulées. L’accent a, en particulier été mis, sur la zone du district. L’organisation Färgfabriken, basée à Stockholm, a réalisé des activités similaires dans les pays d’Europe de l’Est, des Balkans et du Moyen Orient. L’Ambassade de Suède en Bosnie Herzégovine a soutenu les activités qui se sont déroulées à Mostar. Son Excellence Bosse Hedbers, Ambassadeur de Suède en Bosnie Herzégovine a préparé une réception pour les participants du séminaire et a participé à toutes activités du programme à Mostar.

Agencija lokalne demokratije Mostar je bila partner u organizaciji i jedan od domaćina trodnevnog programa posjete Mostaru učesnika projekta „Nove Urbane Topologije” (NUT).
U periodu od 07. do 09. novembra 2012. gosti Mostara su bili predstavnici partnerskih organizacija iz Bjelorusije, Moldavije, Egipta i Makedonije. Ovom prilikom reliziran je niz aktivnosti sa ciljem kreiranja demokratske platforme za urbani razvoj grada Mostara sa posebnim fokusom na područje Distrikta.
Organizacija Färgfabriken iz Štokholma već nekoliko godina slične aktivnosti realizira u zemljama Istočne Evrope, Balkana i Srednjeg Istoka. Organizaciju događaja u Mostaru podržala je i Ambasada Švedske u BiH, a Njegova Ekselencija Bosse Hedberg, Ambasador Švedske u BiH, priredio je prijem za učesnike seminara, te učestovao u svim aktivnostima programa u Mostaru.

Organizaciju događaja u Mostaru podržala je i Ambasada Švedske u BiH, a Njegova Ekselencija Bosse Hedberg, Ambasador Švedske u BiH, priredio je prijem za učesnike seminara, te učestovao u svim aktivnostima programa u Mostaru.
KICK-OFF MEETING OF THE PROJECT INARCO
ALDA attended a kick-of meeting of the InArco project, which was organized in Milano on 20th November 2012 by the project applicant UIL Unione Italiana del Lavoro. The meeting was an opportunity for the 10 partners form Italy, France, Slovenia and Belgium to meet for the first time and initiate the project, which focuses on the cross-border work mobility in the Alpine arch.
In particular, the project aims to analyse the experience of cross border workers within the existing complex legal framework on the national and EU level, focusing on a concrete assessment of the situation arisen in the territories concerned. Through the project, the tailored information and knowledge will be spread to relevant stakeholders (trade unions, employer organisations, local authorities, wider public) and recommendations concerning the cross-border work phenomenon and social security of cross-border workers will be made for social partners, local authorities and policy makers. In this sense, the project aims to promote the cooperation among national authorities and the exchange of experience and best administrative practice to facilitate the uniform application of Community law.
The project will share its experience through 4 main events: 3 seminars taking place in cross-border areas in France (June 2013), Italy (July 2013) and Slovenia (September 2013) and the final conference held in Brussels (December 2013). The results of the project will be gathered in the final publication – the Charter of Cross-border Workers including analysis of the legal framework, mapping of the obstacles to the free movement of workers within EU and recommendations for decision-makers.

ALDA ha partecipato alla riunione di avvio del progetto Isarco, che è stata organizzata a Milano il 20 novembre 2012 da parte del leader del progetto, la UIL Unione Italiana del Lavoro. L’incontro è stato l’occasione per i dieci partner (da Italia, Francia, Slovenia e Belgio) di incontrarsi per la prima volta e avviare il progetto, che si concentra sulla mobilità lavorativa transfrontaliera nell’arco alpino.
In particolare, il progetto si propone di analizzare l’esperienza dei lavoratori transfrontalieri nell’ambito del vigente complesso quadro giuridico a livello nazionale e comunitario, concentrandosi su una valutazione concreta della situazione emersa nei territori interessati. Attraverso il progetto, le informazioni e la conoscenza sulle problematiche saranno diffuse ai soggetti interessati (sindacati, organizzazioni dei datori di lavoro, enti locali, pubblico in senso lato) e le raccomandazioni riguardanti il fenomeno del lavoro transfrontaliero e della sicurezza sociale dei lavoratori frontalieri saranno inviate a parti sociali, autorità locali e decisori politici. In questo senso, il progetto mira a promuovere la cooperazione tra le autorità nazionali e lo scambio di esperienze e di buone pratiche amministrative per facilitare l’applicazione uniforme del diritto comunitario.
Il progetto condividerà la propria esperienza attraverso quattro principali eventi: tre seminari che si svolgono in zone transfrontaliere in Francia (giugno 2013), Italia (luglio 2013) e la Slovenia (settembre 2013) e la conferenza finale che si svolgerà a Bruxelles (dicembre 2013). I risultati del progetto saranno raccolti in una pubblicazione, la Carta dei lavoratori frontalieri, che comprenderà l’analisi del quadro giuridico, la mappatura degli ostacoli alla libera circolazione dei lavoratori all’interno dell’Unione europea e le raccomandazioni per i decisori.

L’ALDA a assisté à la réunion de lancement du projet InArco, qui a été organisée à Milan le 20 novembre 2012 par l’auteur du projet Union italienne du travail (l’Unione Italiana del Lavoro (UIL). La réunion a été une excellente occasion pour les dix partenaires d’Italie, de France, de Slovénie et de Belgique de se rencontrer pour la première fois et d’initier le projet dont l’objet est centré sur la mobilité transfrontalière des travailleurs dans l’arc alpin.
Plus concrètement, ce projet vise à faire une analyse de l’expérience des travailleurs transfrontaliers dans le cadre de la législation-cadre existante et complexe au niveau national et au niveau de l’Union européenne. L’attention sera portée sur l’évaluation concrète de la situation sur les territoires concernés. A travers le projet, des informations et des connaissances adaptées seront diffusées aux acteurs pertinents (syndicats, organisations des employeurs, les autorités locales, le grand public) et les recommandations sur le phénomène de travail transfrontalier seront faites pour les partenaires sociaux, les autorités locales et les créateurs des politiques. Dans ce sens, le projet vise à promouvoir la coopération parmi les autorités nationales et l’échange d’expérience et de bonnes pratiques administratives afin de faciliter la mise en œuvre du droit communautaire.

ALDA FORMALLY ENTERS THE EUROPEAN GROUP OF ECONOMIC INTEREST “I TEATINI”
ALDA has recently officially entered the European Group of Economic Interest – EGEI “I Teatini – Institutional European Network”.
The Group is based in Lecce (Italy) and it is participated also by the municipality of Monfalcone, the municipality of Lecce, both representing members of ALDA.
The EGEI, legal body created under the European Law to facilitate and encourage cross – border cooperation, represents a very important opportunity for ALDA to enlarge, intensify and facilitate its activity in the Mediterranean area, which is becoming more and more strategic for ALDA.
Indeed, ALDA will be entitled to participate, through its affiliation to the EGEI, to further EU programmes of territorial cooperation, namely those of transnational and cross – border cooperation for the Mediterranean and South East Europe. Furthermore, the mixed nature of this legal entity, which integrates public and private bodies, will allow the participation of its members to a wide spectrum of fields and initiatives, going from institutional topics to sustainable development, culture and more.
